In the case of a government's digital platform, that is exploring public software for the first time through private investment, it's important to conduct a feasibility analysis and select appropriate methods before promoting digital projects. Looking ahead, it's crucial to provide direction for the private-invested public software market to enter the global software market.

This paper analyze the DEA(Data Envelopment Analysis) efficiency of government budget to HRD program(ITRC) and correlation and regression between its inputs and outputs in the field of information technology. First, empirical results show that the relationship between the supporting period of government budget and scientific research & HRD outputs is respectively irrelevant. Second, another finding is that the relationship between government budget and HRD output is positive. Finally, DEA efficiency analysis implicates that SW/digital contents, digital TV, information security, intelligence robot, next generation PC, next generation mobile telecommunication, home network, mathematics, IT SoC are more efficient than any other technology fields.

The coronavirus disease 2019 (COVID-19) pandemic has significantly changed the Lifeline Program, a telecommunications rate discount program for low-income Americans. As the reliance on online activities such as remote work, distance education, and online shopping grows because of the spread of COVID-19, there is a concern that the digital divide will widen among low-income households that struggle to access internet infrastructure due to the burden of access rates. Accordingly, the US Congress passed a bill to help lower the internet bill for low-income households using the government budget to close the digital divide. The Lifeline Program, which is a part of the universal service obligation, has been in charge of the telecommunications rate discount for low-income households. However, according to the new law, the internet rate discount program based on the government budget was implemented beginning in 2021. As the internet rate discount based on the government budget begins, the US telecommunication rate discount system is transitioning from a system in which telecommunication industry support was borne by operators to one in which public support from the government budget will play a significant role. In this paper, we will look at recent changes in the US telecommunications rate discount program and their implications.

This paper tried to discuss response of local government facing governance era. Governance is intended to introduce a variety of residents' participating systems to revive the citizen's society and strengthen the foundation for that purpose, thus seeking the paradigm for decentralized operation of the nation. As widely accepted, governance has many meanings connected with controling method of interdependence activity. However bureaucracy do not make decisions as one-side and vertical like past but is form of public decisions that stakeholder in policy. Firstly, we reviewed the terms of governance and policy issues and policies on governance. And also survey on actual performer associated with governance in Gumi. Next, proposals of the development of policy in governance, role of local government are made in terms of construction of governance.

In 2003, the Uniform Commercial Code(UCC) which is a kind of model law to unify commercial law between several states in US was amended to use electronic document of title including bill of lading. It is the second following the Australia legislation in 1996. Also, the Korean government amended Commercial Act and made the Presidential Decree for using electronic bill of lading in 2008. In this paper the authors reveal the characteristics of the clause of UCC for electronic bill of lading. The characteristics of the clause are on the technical neutrality of the signature, the possibility of reissuance in alternative medium, and adoption of the concept of "control." It helps to suggest some implications for Korean government authority. The authors suggest the amendment of the Presidential Decree to the Korean government authority to use additionally digital signature authorized by non Korean government such as VeriSign. It will activate the use of electronic bill of lading issued by Korea repositary out of Korea.

A lot of organizations have been recognized innovative activities as the required process for organizational effectiveness and efficiency in those. Especially, the perceptual scope of innovation indisputability has been extended to the central and local government, and the public organization, which ultimately have the goal of public benefits. This study is to investigate the feasibility of the assessment elements consisting of framework for making a diagnosis of the level of administration innovation of local government. The elements of framework are such seven elements as innovative leadership, innovation vision and strategies, systematic infrastructure, innovative problems, innovation management, education and learning of innovation, and the perceptual level of members. The research results can provide the implications to not only local governments but also the public policy organizations who wish to extract the innovative problems and diagnose the innovation level of themselves.

Local decentralization and administration innovation is the most important problem the government confronted with at the present time. So local government must be follow them. Therefore, local government need to prepare whole process on this. In 2012 many cooperatives have been establishing operations with the enactment of the Basic Law Cooperative. This study was carried out with Government support formed arround cooperatives by focusing on international practices, and the Korea Case.
