Observation of the pattern of changes in the ideological orientation of the Korean National Assembly: Application of an automated method of text scaling (한국 국회의 이념성향 변화에 대한 패턴 탐색: 자동화된 텍스트 스케일링 방법의 적용)

  • This study aimed to analyze the minutes of the Legislation and Judiciary Committee, one of the standing committees of the Korean National Assembly, by applying the WORDFISH algorithm of automated text analysis to estimate the pattern of changes in the ideological orientation of the members of Korea's political elite. The results of the analysis showed that the Legislation and Judiciary Committee generally undergoes changes in ideological orientation around the time of a major administrative change, especially during the period preceding a change up to the time of its implementation. Compared with the United States, where changes in the ideological orientation of the political elite occur simultaneously based on parties, changes in that of the political elite at the Korean National Assembly tend to occur in response to a certain transitional point in time or a change in the ruling government. What is especially noteworthy in terms of the ideological orientation reflected in the minutes of the Legislative Judiciary Committee is that the microscopic effect tends to disappear when the macroscopic effect occurs and, conversely, that the microscopic effect emerges once the macroscopic effect has disappeared. In other words, changes in the ideological orientation of the political elite appear to indicate the effect of a particular legislator's individual characteristics when no effect is observed during a given term or year of the National Assembly, whereas they revealed the effect of a given time itself when no effects related with the individual characteristics of a legislator are discerned.

A Study on the Characteristics and Policy Demand of the Unmanned Vehicle Industry in Gyeonggi-do (경기도 무인이동체 산업 특성과 정책수요)

  • As the intelligent revolution triggered by digital technology, unmanned vehicles such as self-driving cars, robots, and drones appeared, which brought about innovative changes in the industry. Gyeonggi Local government has established both an ordinance and a basic plan regarding unmanned vehicles. It is time to prepare a data-based policy by understanding the current state of the unmanned vehicle industry in the province. As a result of the survey, the unmanned vehicle industry in Gyeonggi Province is 25% of the nationwide, and more than 88% is concentrated in the southern part of Gyeonggi Province. The land sector such as the robot and autonomous vehicles are focused on 71.4% and the aviation sector such as drones are 26.7%. However, unmanned vehicle companies in Gyeonggi-do are mostly small-sized businesses with less than 10 years of experience and are in the stage of introduction and growth level. They have a plan to improve technology through continuous R&D by hiring human resources. Therefore, Gyeonggi-do needs to consider policy support for sustainable growth of start-up and small enterprises and for fostering professional manpower and technical skills as well as for establishing an unmanned vehicle industry network to create, share, and spread knowledge.

Estimation of the Original Location of Haechi (Haetae) Statues in Front of Gwanghwamun Gate Using Archival Photos from Early 1900s and Newly Taken Photos by Image Analysis (1900년대 초반의 기록사진과 디지털 카메라 사진분석을 활용한 광화문 앞 해치상의 원위치 추정)

  • Gwanghwamun Gate of Gyeongbokgung Palace was dismantled and relocated during the Japanese colonial period, destroyed during the Korean War, reconstructed with reinforced concrete in 1968, and finally erected at its present location in 2010. A pair of Haechi statues located in front of Gwanghwamun was dismantled and relocated several times, and the statues have yet to be returned precisely to their original positions. This study assesses the historical accuracy of their current placement under the Gwanghwamun Square Restructuring Project of the Seoul Metropolitan Government and the Cultural Heritage Administration based on archival photos from the early 1900s, and proposes a method to estimate the original positions of the Haechi through image analysis of contemporary photographs and recent digital camera photos. We estimated the original position of the Haechi before the Japanese colonial period by identifying the shooting location of the archival photo and reproducing contemporary photographs by calculating the angle and distance to the Haechi from the shooting location. The leftmost and rightmost Haechi were originally located about 9.6 m to the east and 7.4 m to the north and about 1.9 m to the west and 8.0 m to the north, respectively, of their current location indicators. As the first attempt to determine the original location of a building and its accessories using archival photos, this study launches a new scientific methodology for the restoration of cultural properties.

  • Future automobiles are evolving into movable living spaces capable of eco-friendly autonomous driving. The role of electrically processing, controlling, and commanding various information in the vehicle is essential. It is expected that the automotive semiconductor will play a key role in the future automobile such as self-driving and eco-friendly automobile. In order to foster the automotive semiconductor industry, it is necessary to grasp technology trends and to acquire technology and quality that reflects the requirements in advance, thereby achieving technological innovation with industrial competitiveness. However, there is a lack of systematic analysis of technology trends to date. In this study, we analyzed the technology trends of automotive semiconductors using patent analysis and topic model, and confirmed technologies such as electric cars, driving assistance, and digital manufacturing. The technology trends showed that element technology and technical characteristics change according to technology convergence, market needs, and government regulations. Through this research, it is expected that it will help to make R&D policy for automotive semiconductor industry and to make decision for industrial technology strategy establishment. In addition, it is expected that it will be used effectively in detail research direction and patent strategy establishment by providing detailed classification of technology and trend analysis result of technology.

A Study on the Typical Characteristics and Conservation Plan of Roadscape as a Modern Asset - Case Study of Yeongdo-gu, Busan - (근대 자산으로서 길에서 보는 경관의 유형적 특성과 경관 보전 방안에 관한 연구 - 영도구를 사례로 -)

  • This study examined the value of the old roads and roadscapes as modern assets. Topographic maps of the two years (1916 and 1919, which were produced by the Japanese Government-General of Korea) and the digital topographic map produced in 2017, were analyzed. The total amount of roads that have survived for the past 100 years are located in 108 places and total 26.32km. After examining the remnants of the roads in YeongDo, the type of scenery experienced along the roads were classified into nine kinds. The place where a sequential scenery experience takes place due to the survival of the past, the experience is based on the transition of historical scenery, not the scenery of the present time. A new model that can preserve, manage and plan this scenery is required. Therefore, we propose a new landscape model that elevates the concept of gaze from a spatial concept to a spatiotemporal concept. Based on this model, we propose a conservation criterion of the landscape viewed on the road as a viewpoint. As a modern asset for the next 100 years of YeongDo, it is necessary to understand and preserve the meaning of the landscape and roadside scenery as a transit landscape network. The remnant of roads from 100 years ago suggests that the scenery on the road was has been maintained, and it is the historical landscape of the YeongDo area. Through the landscape conservation plan proposed in this study, it is expected that the historical roads and their landscape will be positioned as a modern asset and an aspect of local heritage, and the future conservation and management of the roads and roadscapes will continue.

A Study of Perceived Value and Intention to Use for Car Sharing Service : Based on User Experiences Serviced by Seoul Car Sharing (차량공유 서비스에 대한 지각된 가치와 이용의향에 관한 연구 : 서울시 나눔카 서비스 이용자를 중심으로)

  • The purpose of this study is to deliver both market-practical and civil-centric political implication for sharing economy by investigating the nature of consumer-adoption for car-sharing service. With the global interest and market proliferation of the sharing economy, various service models for sharing idle resources have also been released in Korea. Particularly, in case of car sharing service, public - private partnership projects are spreading rapidly in various local governments including Seoul, along with the growing demand for alternative transportation system centering on the urban area. This study conducted an empirical study on the process of accepting the car sharing service by analyzing the data collected from users of the car sharing service "Sharing Car(Nanum Car)" of Seoul Metropolitan Government. A survey was conducted on 281 users in their twenties who are in the age of main use among the experienced users of the "Sharing Car(NaNum)" residing in Seoul. The result of analysis on the relationship between these users' perceived value and intention to use the vehicle sharing service would provide implications for establishing consumer(citizen)-centeric policies as well as market implications.

The Development of VR based Application for Realistic Disaster Prevention Training (현실감 있는 재난재해 예방 교육을 위한 VR 기반 앱 개발)

  • The Korean peninsula has been known as an area that is free of volcanic disasters. However, recent observations and research results of volcanoes in Far East Asia, including Baedu Mountain and Japanese volcanoes, show that the Korean peninsula is no longer a safe area from volcanic disasters. Since 2012, the Korean government has been developing an IT-based construction technology, VDRS (Volcanic Disaster Response System), for effective volcanic disaster response system. The main users of VDRS are public officers in central or local governments. However, most of them have little experience and knowledge about volcanic disasters. Therefore, it is essential to develop education contents and implement training on volcanic disaster response for effective response in a real disaster situation. In this paper, we deal with the development of a mobile application based on virtual reality (VR) for realistic volcanic disaster response training. The objectives of training are the delivery of knowledge and experience for volcanic disasters. First, VR contents were generated based on spatial information. A 3D model was constructed based on a Digital Elevation Model (DEM), and visualization models for meterological effects and various volcanic disaster diffusion effects were implemented for the VR contents. Second, the mobile application for the volcanic disaster response training was implemented. A 12-step story board is proposed for volcanic disaster experience. The application was developed with the Unity3D engine based on the proposed story board to deliver knowledge of various volcanic disasters (volcanic ash, pyroclastic flows, volcanic mudflow etc.). The results of this paper will be used for volcanic disaster response and prevention training and for more realistic training linked with augmented reality technology in the future.

News Big Data Analysis of 'Media Literacy' Using Topic Modeling Analysis (미디어 리터러시 뉴스 빅데이터 분석: 토픽 모델링 분석을 중심으로)

  • This study conducted a big data analysis on news to identify the agenda of media literacy, which has been socially discussed, and on which relevant policy directions will be proposed. To this end 1,336 articles from January 1, 2019 to September 30, 2020 were collected and a topic modeling analysis was conducted according to four periods. Five topics for each period were derived through the analysis, and implications based on the results are as follows. First, the government should implement a nation-level systematic approach to media literacy education according to life cycle stages to generate economic and cultural value. Second, local communities and schools should provide systematic support and education guidance activities to ensure a sustainable ecosystem for media literacy and prevent an educational gap and loss in learning. Third, efforts should be made in various aspects to minimize the side effects resulting from constantly providing media literacy education; furthermore a culture of desirable media application should be established. Finally, a research environment for scientific research on media literacy, active exchange of experience and value obtained in the field, and long-term accumulation of research results should be encouraged to develop a robust knowledge exchange culture.

  • Smart Factory refers to a factory that can be controlled by itself with an intelligent factory that improves productivity, quality and customer satisfaction by combining the entire process of manufacturing and production with digital automation solutions. The manufacturing industry around the world is rapidly changing, with Germany, Europe, and the United States at the center. In order to cope with such changes, the Korean government is also implementing a policy to spread the supply of smart factories for small and medium-sized companies, and related ministries and agencies such as the Ministry of Commerce, Industry and Energy, the Ministry of SMEs and Venture Business, the Korea Institute of Technology and Information Promotion, and local technoparks, as well as large companies such as Samsung, SK and LG are actively investing in smart manufacturing projects to support smart factories[1]. Factory Automation (FA) construction has many issues regarding the connection of heterogeneous equipment. The most difficult aspect of configuring various communications from various equipment is the reason. Although it may not be known if there are standards or products made up of the same company, it is not easy to build equipment that is old, up-to-date, and different use environments through a series of communications. To solve this problem, we would like to propose a method of communication using Modbus, one of FieldBus, which is one of the many industrial devices of PLC, a representative facility control system, and is used as a communication standard.

A service design approach to sustainable service innovation in prison contexts - Taking the Service Design of "Yu Fu Bao" as an Example (교도소 컨텍스트속에서 서비스 디자인 방법을 통한 지속가능 서비스 혁신에 관한 연구 - "Yu Fu Bao" 금융 서비스를 중심으로)

  • In recent years, China has gradually made clear its decision to modernize the governance system and governance capacity of the government by the virtue of digital transformation. As for the smart prison, as a penal institution of the state, technological reform is a key element in the sustainable development of smart prisons; however, relying on technology does not necessarily lead to a better service experience. Service design concept, as a coordinator of technology and social sustainability, needs to be adapted to the technological integration of smart prisons and to the needs for service design in the prison context in a new mode of thinking about services. This paper takes the development of the Jail Pay financial services system, one of the twelve sub-systems of the Smart Prison, as an entry point to explore the characteristics and shortcomings of the service design approach in achieving sustainable service innovation in the Smart Prison, it proposes an experience-based lead collaborative design (EBLCD) that is suitable for the specific needs in the prison context. The EBLCD is a theoretical framework and practical experience for sustainable service innovation in the construction of smart prisons.
