The findings of this research highlight the following three factors: First, the most significant factor in rapid industrialization was the adoption of an outward-looking strategy, with the help of a highly skilled workforce and the development of high-tech manufacturing and services sectors, which was supported by the government plans. Second, the high R&D intensity helped South Korea become a global leader in information and communication technologies, which has emerged from a top-down innovation system that promotes close collaboration between government, industry, and the academic community. Third, according to the recently released Global Entrepreneurship Index, South Korea tops the region in entrepreneurship environment. Among the list of criteria, South Korea dominates in the ease of starting a business and enforcing contracts. They all play a significant role in encouraging investment, production, communication, and, eventually, economic growth. • In the 21st century, the growing use of information and communication technologies (ICTs) and social media platforms has influenced our way of life, including international diplomacy. With the use of new interactive communication technologies such as WhatsApp, Twitter, Facebook, Instagram, video sharing website, blogs, and other social media networks, digital diplomacy has become an active diplomatic mode in modern society and plays an increasing important role in international relations. Although Indonesia has gradually realized the pivotal role of internet diplomacy and recently put it into practice, it is still lagging far behind. This paper will examine how Indonesia conducts its diplomacy in the new era of digital world. How far and in what ways does the Indonesian government make use of digital technology to conduct its diplomacy? What opportunities and challenges are confronted to develop digital diplomacy? How does it navigate diplomacy in the digital age? Unless Indonesia embraces new channels and methods of diplomacy, its foreign policy implementation may not run optimally to support its aim of attaining its objectives in the international stage.

  • Technological change leads to a value shift in human society. Various cultural experiences through the digital paradigm influence the expression of fashion. This article considers fashion film as a new form for presenting fashion and explores the distinctiveness of expression in digital fashion film. For the methodology, a literature review was conducted to examine the concepts and features of digital fashion film and metareality. Empirical research was also performed by drawing from Nick Knight's digital films, "Sans Couture", "#asif", and "The Elegant Universe" and by specifically analyzing the classification of the themes, visuals, and auditory expression. The results are as follows. The proliferation of fashion film has accelerated in the internet environment. New media in the digital era allows images to become more realistic and variable through immaterial conversion. Metareality is the notion of a reality beyond existence. A metarealistic image maintains the metaphysical nature of an object and transcends empirical appearance. It possesses immaterial, transboundary, and multidimensional features, and the image is realized by digital technology. The expression analysis identifies the metareality expressed in contemporary fashion film appearing as atypical forms, irrational combinations, and the playfulness of motion. It shows a positive attitude, transcending the immaterial limit of reality toward fashion. This study indicates how fashion as products challenges the metaphysical transformation in the digital era. The exploration of metareality in digital fashion film promotes a wider perspective and understanding of the concept of fashion.

  • Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

  • DID(Decentralized Identity Identification) is a system in which users voluntarily manage their identity, etc., and control the scope and subject of submission of identity information based on a block chain. In the era of the 4th industrial revolution, where the importance of protecting personal information is increasing day by day, DID will surely be positioned as the industrial center of the Internet and e-business. However, when managing personal information, DID is highly likely to cause a large amount of personal information leakage due to electronic infringement, such as hacking and invasion of privacy caused by the concentration of user's identity information on global service users. Therefore, there are a number of challenges to be solved before DID settles into a stable standardization. Therefore, in this paper, we try to examine what problems exist in order to positively apply the development of DID technology, and analyze the improvement plan to become a stable service in the future.
