Innovative development of regions in the era of digital economy: world experience and Ukrainian realities

  • Within the article, forms of innovation structures are systematized, and those that exist in Ukraine are identified, their features, purpose and functions are clarified, activities and current state of their functioning are analyzed. It is proved that in the conditions of digital economy, domestic innovation structures are underdeveloped and do not fulfill their leading role at the present stage of innovative development of the country. To understand the importance of effective operation of innovation infrastructure, the main world models of innovation development are considered, and the directions of using the experience of their functioning for Ukraine are determined. The main indicators of innovation activity of Ukraine in the context of regions are analyzed. There is a significant differentiation of innovation indicators in the regional context. The cartographic analysis of innovative activity of regions is presented. The mechanism of definition and implementation of priority directions of innovative activity in the context of the digital economy development is offered.

  • The smart phone is globally spreading, since the Apple rolled out the iPhone. Thereafter the smart phone ecosystem is being reorganized and strongly governed by the Apple and Google, the mobile OS providers. And the mobile carriers are pushed out of the ecosystem with the progress of the dump pipe. Even though the South Korea has the strong position as a global leader in ICT industries, it have not properly coped with this new situation and is falling to the follower in the smart phone era. Therefore it should try to take advantage of the current of the times like its component industry who already enjoys the fruit. This paper reveals the new structure of the ecosystem along its value chain with the digital open markets, OS providers, phone manufacturers, and mobile carriers. And it shows the economic spillover effects using the input-output analysis. Consequently, this paper will provide the valuable implications to companies in setting up the efficient strategies and the regulator in promoting the ICT industry.

  • Mechanization is the characteristic of the industrial era and computerization is the characteristic of the Information Era. Now we are facing on the transition from Industrial Era to information Era. Established the National Geo-spatial Data Infrastructures is the fundamental base for information society and is one part of the national basic economic development plan. From 1980's China started his successful transition from traditional methods to high-tech based mapping. China has laid out a high accuracy national GPS (global Positioning System) network, and completed the geographic information databases for scale of 1:1million and 1:250,000. Now it is working on the databases for scales of 1:50,000 and 1:10,000, the world highest level. The massive national programmed has been dubbed "Digital China," since it involves massive quantities of digitized geographical information. Simultaneity, GIS technology and the geo-spatial data have been used widely in electronic government affair, environmental protection, disaster control, ITS and etc. The users have realized the benefits more and more widely. Internet is an efficient way to distribute the geo-information, the State Bureau of Surveying and Mapping has give great effort to settle down the rules and standards to establish the clearing house. Some National Geo-standards have issued, and some of them are on the way. The GIS software is another important factor in the GIS industry. Chinese government working-out some good policy to supports the GIS software developer to have their own copyright. This paper is based on the above to introduce the status and development of Geomatics in China. in China.

A Study on the Effects of Corporate Sustainable Management Activities on Innovation in Convergence era (융복합 시대에서 지속가능경영활동이 혁신성에 미치는 영향에 관한 연구)

  • The purpose of this study is to empirically examines the effects of corporate sustainable management activities(social activity, economic activity, environmental activity) on the innovation activities(managerial innovation, technical innovation) in the convergence era. To accomplish these purposes, their relationships were modeled based on the previous studies conducted in the various areas. A total of 500 questionnaires were distributed to the employees working at the small & medium size companies. The statistical techniques such as descriptive analysis, reliability analysis, factor analysis, correlation analysis, multi regression analysis were used to evaluate the research model. The results of multi regression analysis show that all three aspects of corporate sustainable management activities have positively significant effects on the two factors of innovation. That is, if each activities of sustainable management works properly, it leads to create innovation. In addition, enterprises are needed to develop training programs or action planning that make the employees understands sustainable management well. Thus, the advanced level of corporate sustainability is expected if various sustainable management activities are performed in harmony with their innovation activities.

  • The purpose of the research is to verify how task characteristics for business and technology characteristics, economic feasibility, technology readiness, organizational factors, environmental factors of cloud computing affect the performance of cloud computing adoption through Fit and Viability. The research aims to verify the relationship among the success factors for adopting cloud computing based on the Fit-Viability model. Respondents who work for IT companies which is using cloud computing in South Korea were chosen. The data was analyzed by the structural equating model. As a result, Task characteristics and Technology characteristics affected Fit in a positive manner, while Technology readiness, Organizational factors and Environmental factors also positively impacted Viability. Fit and Viability both affected the successful adoption of cloud equally. In particular, Environmental factors were proven to have the biggest impacts on Viability, and affected highly indirect impact on the Performance of cloud computing adoption through Viability. Entering the era of the fourth industrial revolution, corporations have established digital transformation strategies to secure a competitive edge while growing continuously, and are also carrying out various digital transformation initiatives. For the success of adoption of foundational technologies, they need to understand not only the decision-making factors of adopting cloud computing, but also the success factors of adopting cloud computing.

  • In this era of convergence, which is characterized by the integration and combination of technology and industries, broadcasting and communications, offline and online, and devices and services, the content industry is also experiencing rapid changes including inter-genre exchange, the creation of new industries, and customized demand. Specifically, IT-based digital content industries such as the online game, e-book, mobile contents and web portal industries are no longer restricted to the boundaries of video, music and games but are being expanded into the realms of education, medicine, fashion and sports thanks to CT innovation of 3D, CG, AR/VR, VFX, etc. As such, various countries have come to recognize the convergent content industry as a new growth engine that will pick up where the IT industry left off, and are forming policies for its development accordingly. This research aims to optimize the system of content taxonomy which is currently genre-focused and unable to support technological development and convergence, and to discover and select star contents to be rigorously developed with governmental support. In this paper, 20 star contents in 8 areas were selected, and these are expected to create tremendous cultural and economic value through ongoing technological and industrial development.

A Study on the Training Plans of SMEs' Origin Management Specialist for the Improvement of FTA Utilization in the Digital Convergence Era (디지털융복합시대, FTA활용도 향상을 위한 중소기업의 원산지전문인력 양성방안)

  • Recently, FTA may go beyond the agreement of the two countries, and also FTA is tinged aspects of Mega FTA between the economic sphere, under the situation that FTA and the business model are mutually intertwined in convergence industrial environments. Since South Korea came into force in 52 countries and 15 cases of FTA, South Korea have completed FTA network with the United States, as well as ASEAN and most of OECD member countries, and South Korea is now a critical time to take advantage of the FTA to determine the South Korea's economic performance. This paper examined the previous studies of FTA utilization and analyzed practical usages and problems of SMEs' FTA utilization. Through analysis, this paper suggests that the Training Plans of SMEs' Origin Management Specialist for the Improvement of FTA Utilization is as follows: to build up the effective management system of origin supports, to enrich the origin management competency, to reinforce the operation of supporting system, and to strengthen practical capacity of Origin administrative staff. Based on the results, it is expected to provide the policy implications for the FTA utilization in the future.

  • This study attempts to figure out the impact of Information and communication technologies (ICTs) on spatial structure and to speculate on spatial strategies in the electronic economy from a geographical perspective. The unprecedented development of ICTs based on the explosive use of the Internet was enough to lead to the expectation that physical distance would not be a significant barrier in business activities. In fact, however, at least at a current stage, the development of ICTs has not automatically removed the inequality in spatial structure. The accessibility to electronic space is different by economic and social status within a country as well as between countries. The importance of place, locality, and place-specific assets has been strengthened in the global economy. Physical proximity is still of great importance because it helps to minimize transaction costs, to exploit place-specific social networks, and to accumulate credibility for successful businesses. Likewise, the development of electronic commerce such as B2B and B2C EC also does not necessarily result in the ignorance of place and locality. Rather, the recognition of the importance of spatial strategies is extremely important for the success in online businesses. As a conclusion, the spatial dimension becomes more important in the digital era for successful businesses and balanced regional developments than ever before. The need for the improvement of ICT infrastructures, the development of human resources, and the establishment of regional innovation systems in peripheral areas cannot be overemphasized even in the digital era.

  • Entering the 21st century, the primary influence leading world economy have been shifting. U.S. economy has seemed to slow down, Japan and EU are also in same situation. But China have started to lead Asia economy and expended to the World. According to Goldman Sachs Group, "The 21st century will be a era of Brics because of their enormous territory, a large population and abundant natural resources." We have to more focus on China because China have directly effect on Korean market and have a great potential market opportunity for our industries. However, this report mentioned above didn't carefully deal with a field of information and technology(from here IT), Digital contents consumption wasn't mentioned at all. Now Digital Contents (from here 'DC') emerge as new value creator and actually Korea has been a dominant in IT industries and is leading Digital contents market in China. This phenomenon is called as 'Korean wave (Han-Ryu)'. Many researchers have studied about 'Korean wave(Han-Ryu)' focusing on the economic effect but Korean DC industries need to build specifical strategies for exporting Korean DC to China market. Therefore, purpose of this study is following : Firstly, to analyze environment of DC in China and competitive advantages of it. Secondly, to compare ICAI (Industrial Comparative Advantage Index) according to a kind of DC. Finally, to make an analysis of China consumer's attitude to DC. This study will give much implication for Korean DC industries to enter China market.

  • Recently, with the development of convergent media, the digital animation industry has developed a variety of content centered on the role of Intellectal Property. The excellent IP role image has created huge economic benefits in business. This paper selects three representative Intellectual Property animation cases from Japan, the United States and China. Analyzed of the reuse of IP animation character images and combined with the era technology and the style of culture and art, the traditional cultural IP roles are reconstituted into modern character design two aspects. Through the research of this paper, can understand the expansion possibility of IP animation according to the use of character image. It is expected that when making digital animation, can recognize the importance of intellectual property and use it as a reference for role development.
