Causes of Air pollution and Effects of Mitigation Policy in Korea (우리나라 대기오염배출 원인과 저감 정책 효과 분석)

  • Recently as fine and ultra fine particles become major environmental issues in Korea, it is very important to develop effective solutions to air pollution. Accordingly this study aims at detecting causes of air pollution by using models and examining if diesel price increases contribute to reduction of diesel consumption and air pollution. TSP, PM10, $NO_X$, $SO_X$, CO, and VOC are included as major air pollutants. As a result, we found invert U shape curve between pollution and income for all air pollutants except CO. Consumer price index, coal power capacity, diesel consumption, frequency of yellow dust, number of natural gas buses, number of transport business, annual average temperature, number of manufacturing businesses are also influential in explaining causes of air pollution. As diesel price increases by 1%, air pollutants decline between 0.07~0.12% in the short run. Simultaneously, the additional revenue from increases in diesel prices might be transferred to support expansion of biofuel market. Also, stronger policy should be developed to mitigate the current air pollution problem.

International Diesel Price Prediction Model based on Machine Learning with Global Economic Indicators (세계 경제 지표를 활용한 머신러닝 기반 국제 경유 가격 예측 모델 개발)

  • International diesel prices play a crucial role in various sectors such as industry, transportation, and energy production, exerting a significant impact on the global economy and international trade. In particular, an increase in international diesel prices can burden consumers and potentially lead to inflation. However, previous studies have primarily focused on gasoline. Therefore, this study aims to propose an international diesel price prediction model. To achieve this goal, we utilize various global economic indicators and train a linear regression model, which is one of the machine learning methodologies. This model clearly identifies the relationship between global economic indicators and international diesel prices while providing highly accurate predictions. It is expected to aid in understanding overall economic trends including market changes.

Replacement Investment with Pallet Fuel System in Greenhouse Fruit and Vegetables (목재펠릿시스템의 대체투자 가능성 분석 - 시설과채 사례 -)

  • This study aimed to analyze the replacement investment of the diesel fuel system with the pallet fuel system in the Korean farming sector. Equivalent annual annuity approach was used to resolve a discrepancy of useful life in capital goods and to facilitate investment analyses in an independent perspective. Data was obtained from previous studies on economic analysis of greenhouse tomato, paprika and cucumber. Results showed that the replacement with the pallet fuel system was acceptable irrespective of the remaining period of useful life for the diesel fuel system. In addition, sensitivity analysis with government support level, repair cost, and light and heat energy cost show ed robustness in the possibility of replacement with the pallet fuel system while the speed of replacement was accelerated with an increase in the amount of diesel fuel used and price of diesel fuel, and a decrease in price of the pallet fuel. The result implied that the replacement investment rather than a new investment was appropriate for existing greenhouse farmers and the pallet fuel system was acceptable to replace existing diesel fuel system in producing greenhouse tomato, paprika and cucumber.

Changes in Elasticities of Demand for Oil Products and Electricity in Korea (석유제품과 전력의 수요행태 변화에 대한 실증분석)

  • Prices of oil products such as gasoline and diesel are deregulated since 1997 while electricity price is still controlled by government. This difference may explain recent discrepancy in the patterns of demand for oil products and electricity - constant increase in electricity consumption and stagnant demand for oil. To verify it empirically, we estimate price and income (production) elasticity of demand across time by using a rolling regression with 10 year-window based on monthly data for 1981-2011. Estimation results show that the sensitivity to price in demand for gasoline and diesel has increased since mid-90s while the elasticity of demand for electricity has become smaller. Second, income (production) elasticities of demand have shown no significant changes for both oil products and electricity. Third, cross-price elasticity was found meaningful only for gasoline before mid 1990s and for diesel after then.

A Study on Optimal Combustion Conditions with a Design and Manufacture of the Long-Stroke Slow Speed 4 Cycle Diesel Engine (장-행정 저속 4 사이클 디젤기관의 제작 및 최적 연소조건에 관한 연구)

  • Recently, fuel prices have been continually raised in diesel engine. Such a change in the fuel price influences enormously the development trend of marine diesel engines for slow speed, In other words, the focus was shifted from large diameter and high speed to low fuel consumption. Accordingly, more efforts are being made for engine manufacturing and development to develop highly efficient engines. In this study. a single cylinder 4 stroke cycle DI slow speed diesel engine was designed and manufactured, a 4 stroke cycle was configured and basic performances were evaluated. The results are as follows. The optimal fuel injection timing had the lowest value when specific fuel consumption was in BTDC 8~$10^{\circ}$, a little more delayed compared to high speed diesel engines. Cycle variation of engines showed about 5% difference at full loads. This is a significantly small value compared to the cycle variation in which stable operation is possible, showing the high stability of engine operation is good. The torque and brake thermal efficiency of engine increased with an increase of engine 250-450 rpm. but fuel consumption ratio increased from the 450 rpm zone and thermal efficiency abruptly decreased. Mechanical efficiency was maximally 70% at a 400 rpm that was lower than normal engines according to the increase of mechanical frictional loss for cross head part. The purpose of this study was to get more practical engines by comparing the above results with those of slow speed 2 stroke cycle diesel engines.

  • As the environmental pollution by the drastic increase of vehicles becomes one of the social major concerns, the method of reducing the harmful exhaust emission is being the subject of interest. Utilization of used frying oil as a raw material for biodiesel production is helpful not only for the stable supply of raw materials but also costing down the biodiesel price. This study was conducted the measurement the combustion and thermal characteristics with mixing ratio of biodiesel/diesel fuel. In this study, flash points and fire points were measured by using Tag Closed cup apparatus and Cleveland open cup apparatus. As the result, flash points, fire points and AIT increased with percentage of more contained biodiesel.

Analysis of the Spillover Effects on the Management Profits of Offshore Fishery by the Fluctuations in the Crude Oil Prices (원유가상승이 근해어업의 경영수지에 미치는 파급효과 분석)

  • The study, using the input-output analysis of 402 industrial sectors by Bank of Korea(BOK) and the resulting outcomes of price model, aims to evaluate the spillover effects the international fluctuations in crude oil prices have on the commodities prices and consequently, analyse the management and profitability of the offshore fisheries in Korea. At present, the fisher men are provided with tax-free oils for their fishing operations as specified under the Special Tax Treatment Control Law. However, the exhaustion of marine resources and new international fisheries agreements, which resulted in the loss of fishing grounds, made the stable catch even more unpredictable and the hike in the price of the international crude oil would have adverse effects on the fishing industry. The study revealed that the increasing rise in the price of crude oil would exert sweeping spillover effects on other industry sectors in general and accordingly, lead to a poorer performance by fisheries. The price spillover coefficients for the diesel oil was 0.6026, which would translate into the 42.6% increase in the prices of oil when the increase ratio of 73.3% for the base crude oil was applied based on the calculation methods employed in the study. This in turn increased the ratio of diesel oil required in the offshore fisheries from 23.3% to 16.6%, diminishing the ratio of current net profits to minus 2.0% from 4.2% otherwise. By fishing type, the Pair Trawl suffered current net profits loss most by ratio of minus 9.4% and other fisheries such as Coastal Stow Nets, Coastal Angling, Danish Sein also suffered ratio of 7% and more in the loss of current net profits. With the deteriorating fishing performance, coupled with the increasing international crude oil prices, it is urgently required that the authorities concerned deliberate in depth on such schemes as follows in efforts to secure stable fishing production. First, provision of large-scale storage facilities for oil is needed to timely adapt to the fluctuations in international crude oil prices. Secondly, in line with the stabilization of tax-free oil prices, duty levied on oils for fishing and tax collected from the refineries need to be tax-exempt. Thirdly, the beneficiaries from the provision of tax-free oil should be broadened, not limited to special fishing operation only. Fourth, investment in stabilization of the oil prices should be encouraged, possibly through funding from the formation of fisheries development funds underway.

Effects of Inflation Indexed Excise Duties on Transportation Fuel Consumption Using Demand Analysis based on the Linear Expenditure System in Korea (선형지출체계 수요함수 추정을 통한 수송용 유류 종량세의 물가연동제 도입효과 분석)

  • This paper estimates the effects of imaginary repeated increases in excise duties on fuel oil consumption and on their income redistribution according to changes in consumer price index, if the inflation indexation system was introduced right after the second Energy Tax Reform ended in July, 2007 in Korea. In fact, nominal excise rates have not been adjusted since 2007. As a result, the real excise rates on fuel oils have been diminished inversely proportional to the consumer price index. Own- and cross-price elasticities of fuel oils such as gasoline and diesel oil are estimated under the general equilibrium framework based on the linear expenditure system. Counterfactual analyses through microsimulation in a static model are adopted to estimate the effects of introducing inflation indexation into the fuel tax in 2007 when the second Energy Tax reform ended on the fuel consumption and income redistribution in 2014. Microsimulations suggest that its introduction could have reduced the consumption of gasoline and diesel oil by 8.8% and 5.4%, respectively, ending up with increased excise revenue by 11.9%. The revenue increase in spite of decreased consumption is mainly because their demands are price inelastic. It could also have increased positive income redistributive effect by 0.01%p (from 0.12% to 0.13%), which is measured in terms of percentage decrease in Gini coefficient. In other words, the fuel excise on the two fuel oils decreased by 0.13% the Gini coefficient of before and after fuel tax income in 2014. This implies that the inflation indexation could have enlarged the income redistributive effect up to 0.13% in 2014, if it is introduced in 2007.

A Study on Price Asymmetries in Local Petroleum Markets (석유제품의 가격 비대칭성에 관한 연구)

  • Output prices tend to respond faster to input price increases than to decreases. The 'rockets and feathers' hypothesis of asymmetric price behavior in petroleum market is tested by a full adjustment error correction model. Using monthly data for the period January 1977 to June 2006, evidence is found that there is a significant degree of asymmetry in the adjustment of wholesale prices to increases and to decreases in crude oil price. A similar hypothesis in regard to the exchange rate is also rejected by the data. Using weekly data over the period examined, evidence of asymmetry for gasoline, diesel and heating oil is also found in the transmission of price changes from wholesale to retail: retail prices increase more quickly in response to the wholesale price increases than to wholesale price decreases.

Root cause analysis of the abnormal wear on diesel engine crankpin and lubricant contamination (윤활유 오염과 디젤엔진의 크랭크핀 이상마모에 대한 원인 규명)

  • In the circumstance that high oil price state is continued over the world, the investment in crude oil development by oil major is a trend of increasing. Recently the number of delivered drill-ship for 5 years has been sharply increased all over the world and about twice than that of past 30 years. As addition to the increase of the drill-ship demand, the operation of drill-ships which is delivered recently is about 3,000 meters, ultra deep sea, on average and the work area is expending. Accordingly the drilling system including the size and length of pipe for drilling has been bigger and bigger and the power supply equipment for operation system also has large capacity. Unlike merchant vessel, high power and high voltage of diesel generators are required for drill-ship for which the demand for V-type 320 bore of diesel generator has increased. It is on the raised that the importance of lubrication oil cleaning for diesel generator on drill-ship which has longer time for construction, and also long term low load operation is unavoidable during commissioning of equipments. Recently it was reported that engine crankpin was damaged due to the hard contact caused by the abnormal wear down(Cam wear) on crankpin and bearing. The same pattern of wear down was found through the inspection on series vessels and the other vessel under commissioning. The purpose of this paper is to analyze of the wear mechanism based on the observation and theories and objective research from actual cases and to prepare the counter measures to avoid foreseeable damage when the lubricating oil is not properly cleaned.
