Understanding the flow circulation is of primary importance for studies of marine ecology and Pollution protection etc. However the circulation in coastal area is complicated with various processes and can not be considered as forced only by tides. The coastal village in Woljeong-ri, Jeju is highly preferred by tourists because of its unique natural landscape different from inland areas. Especially, the number of buildings in the coastal area of the village is increasing due to escalating commercial value. Buildings are densely developed, along the seaside, resulting in privatization of coastal landscape. This results in blocking of landscape and psychological exchanges between the coastal village and coast. This study analyzed the actual conditions of coastal landscape before and after 2010, when the number of tourists and demand for development were increased in the coastal area of the coastal village in Woljeong-ri, Jeju. In this study, open index, visible horizontal index, elevation angle, elevation blockage and visible facade index were used to compute objective indicators of coastal landscape status. The analysis reveals visible facade index, a complex landscape assessment indicator, was increased by 7 times after 2010 as compared with before 2010. As such, there are many coastal villages in Jeju similar to Woljeong-ri that have a high landscape value and are in need of management. A comprehensive measure including a system for management of coastal landscape is urgently required to create narrative landscape in Jeju.

The review of statements and coastal development characteristics in South Korea were diagnosed by the consultation on the coastal area utilization in Korea. The occupation and the use of public water were dominated by installation of coastal structure and seawater supply and drainage whereas the reclamation areas were predominantly utilized for developing industrial complex, harbor, fishing port and road. The occupation and the use were dominant in western coast, but reclamation was dominant in southern coast of Korea. The number of utilization cases was particularly greater in Jeonnam, Gyeongnam, and Gyeonggi Province including Incheon. The number of the statements reviews increased by more than 200 cases in 2008 compared with 2007, and most of them were the simple statements. The statements related to ocean disposal of dredged sediment, reclamation, dredging sediment, seawater supply and drainage, and marine sand mining were submitted for review. Coastal utilization was especially active in the regions of seawater quality criteria I and II. In particular, special management sea areas designated under the relevant marine regulations were utilized mostly by reclamation for developing harbor, fishing port and coastal structure. Development activities in national parks comprised primarily structure installation and coastal maintenance. In the fisheries resources protection areas, 40% of the total cases accounted for coastal maintenance, 31% for structure installation, and 16% for seawater supply and drainage. In addition, alternative plans for the improvement in policies and system of marine environmental impact assessment were suggested to enhance the function and confidence of the consultation on the coastal area utilization in Korea.

We evaluated the status and problems of golf course developments in the southern coast of Korea. It's adjacent waters supports nursery and fishing grounds for commercially-important fisheries species, and various sites are designated and protected as marine protection area(MPA), fisheries reserve, or clean area(blue belt) for producing shellfish. We proposed key assessment items for environmental impact assessment(EIA) and checklists in selecting golf course locations. For the protected areas, we suggest that it is essential to limit golf course establishment while setting a minimal distance from the coast to secure a buffer zone for mitigating the environmental impacts. To efficiently utilize existing regional coastal management plans, it is necessary to diagnose how a golf course development will potentially modify geomorphology and scenery, amplify pollutant loads from non-point sources, and disrupt the functions of coastal ecosystem. Especially, continued monitoring and assesssing input loads of hazardous materials originating from agricultural chemicals should be obligatory. Finally, measures for improving the QA/QC analysis were discussed to enhance reliability of environmental data with respect to golf courses and adjacent coastal waters.

Samples from two boreholes of coastal dune field at Jangho-ri coast, Gochang was studied. These were analyzed by grain size analysis geochemical analysis, and the application of OSL dating method to understand the development during the Holocene. The boreholes SB8 and SB9 were classified into three different sedimentary layers by their mean grain size and geochemical characteristics. The results revealed that the upper sand layer is equivalent to the present coastal dune layer, which developed since 1,200 years ago; the silt layer in the middle to the dune slack or lagoon sedimentation layer, which developed between 1,200 and 6,000 years ago; and the sand layer at the bottom to the paleo coastal dune that developed between 6,000 and 7,000 years ago. It was proposed that the forming material of current coastal dune was supplied from the sandy flat in coastal area, while the middle silt layer was supplied from the weathered soil of a bed rock by the comparison with material of surrounding area. In the case of coastal dune, concentrated layer of sands were identified which were buried about 300 and 1,200 years ago, which is identified as the little ice age. This study confirmed the development of Jangho-ri coastal dunes after Holocene Climate Optimum period, and it is likely to assist in the understanding of coastal dunes development.
This article is based on the findings of problems and limits in implementing integrated coastal management strategy in Shihwa Lake area to develop management framework, mechanisms and processes that insure the participation of various stakeholders in making decisions for sustainable development of reclaimed land. The project performance of the Shihwa Comprehensive Management Plan for Water Quality and Environment Restoration formulated in 2001 was evaluated and reviewed to give some valuable guidance for reducing the wide gap between integrated planning and implementation. Managing inter-sectoral conflicts among future land uses in Shihwa reclaimed area is one of the most important issues to make progress in integrated coastal management. There is a urgent need of developing scientific decision-supporting tools for evaluating the alternative scenarios as well as capacity building programs for local stakeholders.
This study evaluated current status of marine sand mining and related assessment systems in Korea for supporting effective policy development. The estimated total deposit of sand was ca. 10 billion $m^3$, while the estimated minable amount was ca. 5.5 billion $m^3$, in which marine sand accounted for 21%. The proportion of marine sand to the total mined aggregates has steadily increased by 15% in 1992 to 28% in 2002, but recently slightly decreased. Marine sand mining is regulated under a consultation system on the coastal development according to the "Marine Environmental Management Act". During 2002-2009, a total of 184 million $m^3$ of marine sand was mined, and the annual amount ranged from 17,440,000-33,698,000 $m^3$ the coastal area accounted for 64.5% and the Exclusive Economic Zones (EEZs) 35.5%. In the coastal area, the major area supplying the marine sand was Gyeonggi Bay (>62%) followed by some southwestern coastal areas. The South and the West EEZ explained 23.9% and 11.6% of the total mined sand. The extent of marine sand mining in Korea was evaluated to be greater compared with other countries. Large-scale concentrated and repeated sand mining can damage environmental changes and ecology with long-term accumulated impacts.
Currently serious conflicts of interests are arisen for the use of coastal area in Korea. However, there no mediation program, mediators' consistent policies and reasonable laws to resolve conflict of interests which may be arisen when developing coastal area. The objective of this study is to lay the evaluation criteria for the formalized objective evaluation among disputants of coastal conflicts for the better understanding and characterizing of coastal conflicts in Korea. In order to do so, this study has adopted for the extraction of the evaluation factors to describe the present conditions of conflicts in the selected study area(Sihwa lake), to analyze the problems, and then to explore alternative approaches for resolving the conflicts. As research methodologies, we have depended upon literature review and field survey methods. As field survey methods, we employed structured questionnaires for the various samples from the experts of research institutes, professors, representatives of NGOs and citizens. Survey results suggested that 5 representative elements comprising 35 detailed elements could be identified. Based on these results, this study was able to identify and classify the evaluation factors and help to resolve coastal conflicts in Korea.
Stretching on the coastline of 70 km, the Tam Giang - Cau Hai Lagoon plays a very important role for the coastal ecology and socio-economic development of Hue region where was Vietnam's Ancient Kingdom Capital and recognized as a World's Cultural Heritage. Recently, coastal hazard in the lagoon have occurred seriously such as inlet movement and fill up, coastal erosion, flood and inundation, etc. These hazards have impacted on lagoon environment, resources, ecosystems, socio-economic and sustainable development of this coastal area. This paper present a case study using remote sensing data in combination with ground survey for monitoring the coastal hazards in Tam Giang - Cau Hai lagoon in recent decades. Analysis results find that during its natural evolution, the lagoon has been being in three situations of only one, two and three inlets. When inlets opened or displaced, coastal erosion have occurred seriously toward new balance condition. Flood and inundation occurs every rainy season in lowland plain around lagoon. The historical flood happened in early of November 1999 with six days long, created very terrible damages for Thua Thien Hue province. Remote sensing data with capability of regular update, large area coverage is effective provide real-time and continuous information for coastal hazards monitoring.
It is necessary to quantitatively asses the influence of tidal currents to analysis the coastal current patterns before or after constructing offshore structures like as breakwaters. This assesment can be made through the use of simulation models designed to reproduce the water movements of the area. And it is very important to predict a phenomenon of pollutant dispersion in the area. In this study, in order to predict the changes of sea water quality for the port development plan, Ilgwang harbour, located at the east coast of Pusan, the numerical computations were carried out. The flow patterns were investigated before and after the development of the harbour bay and coastal area connected on it. The computational models are an extension of earlier work on the flow which used the ADI Method (Alternating Direction Implicit Method) in appling to Osaka Bay by KANEKO et al. The transport of pollutant constituents depends upon the currental characteristics of the water-transporting medium. In the currental flow model, water velocities and water levels are computed throughout the regions of it. These value are then used in the mass-balance equation to obtain the pollutant-constituent transport. As a result of this research, the present water quality of Ilgwang harbour and the coastal areas connected on it was proved out some good condition. The changes of sea water quality due to the port development plan of the Ilgwang habour bay and the coastal area were not large compared with the present condition, but it will be likely able to get worse by increasing the semi-enclosed areas in the harbour bay. In order to improve the water quality of the area after development, the method to activate tidal exchange in the area can be needed, as a mitigation technique.
