Objective: A quality management system of international standardization organization (ISO) 9001:2000 has been proposed to properly evaluate and improve the quality of productions and services. The purpose of this article was to describe on successful introduction and application of the ISO system to human assisted reproductive technology (ART) center. Methods: Center for reproductive medicine and infertility of Cheil General Hospital started the action for ISO 9001:2000 certification at January-2004. The ISO system of our center was monitored by measuring the customer satisfaction index and periodical internal and external audit. Reports of non-conformity described corrective and preventive actions for problems and occurrences that were not consistent with the standard process and operation of our center. Continuous management and improvement were performed on the project of customer dissatisfaction. Results: Our center has got the certification of ISO 9001:2000 for "Research and development of IVF-ET program for infertility treatment" from Korean Foundation for Quality at June-2004. The policy of ISO was "To establish the best center of reproductive medicine and infertility" and "To establish the best quality management system". We found 140 cases and 7 cases of non-conformity in internal and external audit for three years, respectively, and performed corrective action. Conclusion: Improvement of customer satisfaction, systemic documentation and transparency and efficacy of working procedure were achieved by application and operation of the ISO system to our center. This ISO system could be used as a basic institutional management system for the national guideline to the human ART center.

Tourism is being used as a tool to regenerate declining spaces. Therefore, the government is carrying out various projects to create tourist attractions to revitalize the traditional marketplace, which is declining nationwide. Because of these government-led projects, traditional marketplaces have been transformed into tourist attractions, and some markets have received enough positive feedback that they have been successfully revitalized economically. However, as marketplaces have become tourist destinations, negative views about government support projects are also increasing. This also leads to conflicts due to differences in perception and interests of stakeholders. This paper examines the process of the marketplace becoming a tourist destination focused on the Tongin Market, in Seoul which has been regenerated as a tourist attraction through a government support project. The purpose of this study is, first, to examine the background of tourist markets becoming tourist attractions and the issues surrounding them. The second was to explore in depth the types of conflict perceptions of visitors, residents and tourists, and the perception of their responses. As a research method, the process of the revitalization of traditional markets through news and existing literature, issues and the difference of perceptions about tourist-centric traditional marketplaces were examined. In addition, the Q methodology was used, which is a qualitative research methodology that can measure the difference of viewpoints and perceptions of specific events in order to analyze the difference of perception among visitors in traditional marketplaces. The results of the study show that there are three main perspectives of difference among visitors' perceptions about government support projects in traditional marketplaces and the marketplace becoming a tourist attraction. The 'policy dependent perspective' emphasizes the necessity of government regulations, a 'critical perspective' criticizes the government's traditional marketplace support policy, and the 'neutral perspective' acknowledges the need for government-led projects and accentuating the internal competitiveness of the marketplace. The study provided the environment for academic discussion about traditional marketplaces, which are becoming tourist attractions nationwide. In addition, this paper can contribute to providing implications for future government projects by analyzing the perception of marketplace visitors.

The purpose of this study is to establish basic data for the continuous protection management policy of domestic natural world heritage and mixed world heritage, and to examine the present situation and characteristics of the protection management according to the World Heritage Convention on the World Heritage listed Huangshan. The results of this study are as follows. First, Huangshan began to be protected by the establishment of the Huangshan Construction Committee in 1933, and after the designation of national park in 1982, laws and regulations were established in the central ministries, And various projects related to utilization have been implemented. Secondly, the establishment of the boundary for protection was actively intervened by the central government, such as the reorganization of the boundary of Huangshan through the administrative district plan. In order to protect the ecological and landscape value as well as the cultural factor, And designated a heritage designated area. Third, the protection management of Huangshan was divided into four major stages. The first phase was divided into the period when administrative measures were taken to manage the protection of Huangshan. The second phase was designated as a national park in Huangshan. The third period was the time of the protection-oriented project according to the recommendation of the international organizations after the World Heritage listed. The fourth period was the expansion of the tourism industry for the continuous use of protection of Huangshan city, My preservation business was being implemented. Fourth, Huangshan is managed by the central government and the city government. Huangshan, which is a mixed heritage, is managed jointly by the Ministry of Cultural Heritage Administration and the Ministry of Natural Heritage Administration. The protection and management of Huangshan promoted the efficiency and expertise of the heritage-related work through the establishment of the administrative unit-specific management system, and the local governments were entrusted with the authority to implement the protection management policies that meet local characteristics. Fifth, the preservation area of Huangshan has been destroyed by the development policy centered on the mountain. In addition, according to the operation of accommodation facilities, there are problems such as sewage, garbage disposal, and environmental pollution caused by tourists, and the damage caused by pests and diseases in planted plantations around the area and changes in ecosystem due to the composition of cable cars. Sixth, for the continuous protection of Huangshan, strict regulations on new construction, extension and management of accommodation are required, and it is necessary to install facilities to limit and control the number of visitors.

The recent global trends display expansion and growing solidity in both cooperative collaboration between industry, education, and research and R&D network systems. A greater support for the network and cooperative research sector would open greater possibilities for the evolution of new scholar and industrial fields and the development of new theories evoked from synergized educational research. Similarly, the national need for a strategy that can most efficiently and effectively support R&D network that are established through the government's R&D project research is on the rise. Despite the growing urgency, due to the habitual dependency on simple individual personal information data regarding R&D industry participants and generalized statistical data references, the policies concerning network system are disappointing and inadequate. Accordingly, analyses of the relationships involved for each subject who is participating in the R&D industry was conducted and on the foundation of an educational-industrial-research network system, possible changes within and of the network that may arise were predicted. To predict the R&D network transitions, Common Neighbor and Jaccard's Coefficient models were designated as the basic foundational models, upon which a new prediction model was proposed to address the limitations of the two aforementioned former models and to increase the accuracy of Link Prediction, with which a comparative analysis was made between the two models. Through the effective predictions regarding R&D network changes and transitions, such study result serves as a stepping-stone for an establishment of a prospective strategy that supports a desirable educational-industrial-research network and proposes a measure to promote the national policy to one that can effectively and efficiently sponsor integrated R&D industries. Though both weighted applications of Common Neighbor and Jaccard's Coefficient models provided positive outcomes, improved accuracy was comparatively more prevalent in the weighted Common Neighbor. An un-weighted Common Neighbor model predicted 650 out of 4,136 whereas a weighted Common Neighbor model predicted 50 more results at a total of 700 predictions. While the Jaccard's model demonstrated slight performance improvements in numeric terms, the differences were found to be insignificant.
UP Link is One of the commercial product which converts HTML to HDML convertor in order to show the internet www contents in the mobile environments. When UP browser accesses HTML pages, the agent in the UP Link controls the converter to change the HTML to the HDML, I-Mode, which is developed by NTT-Docomo of Japan, has many contents through the long and stable commercial service. Micro Explorer, which is developed by Stinger project, also has many additional function. In this paper, we designed and implemented WAP convertor which can accept C-HTML contents and mHTML contents. C-HTML format by I-Mode is a subset of HTML format, mHTML format by ME is similar to C-HTML, So the content provides can easily develop C-HTML contents compared with WAP and the other case. Since C-HTML, mHTML and WML are used under the mobile environment, the limited transmission capacity of one page is also similar. In order to make a match table. After that, we apply conversion algorithm on it. If we can not find matched element, we arrange some tags which only can be supported by WML to display in the best shape. By the result, we can convert over 90% contents.
The morphological, physical, and chemical properties of Sonjeong series derived from acidic crystalline rocks are presented. Also it deals with the genesis and classification of the Songjeong series. Morphologically these soils have brown to dark brown loam A horizons and yellowish red to red clay loam Bt horizons with moderate, medium subangular blocky structure and thin patchy clay cutans on the ped faces. C horizons are very deep, yellowish red to yellowish brown fine sandy loam or sandy loam with original rock structure. Physically distribution of particle size indicates that clay increases with depth up to argillic horizons but below the argillic horizons clay content decrease. The moisture holding capacity is fairly good in Songjeong soils. Chemically soil reaction is strongly to very strongly acid throughout the profile and content of organic matter is less than 1 per cent except A horizons. Cation exchange capacity ranges from 5 to 9 me/100g of soils and base saturation is less than 35 per cent throughout the profile. The natural fertility of Songjeong soils are usually low. It needs lime, organic matter, and heavy application of fertilizer for the crop land. These soils occur temperate and humid climate under coniferous, deciduous, and mixed forest vegetation. Songjeong soils are classified as Red-Yellow Soils. Characteristically Songjeong soils are similar to Red-Yellow Podzolic soils in the United States but lack of A2 horizons and are quite liket Red-Yellow Soils of the Japan. According to new classification system which is 7th approximation of USDA Songjeong soils can be classified as fine loamy, mesic family of Typic Hapludults and in the FAO/UNESCO project World Soil Map as Orthic Acrisols.

On 4 September 2010 an earthquake of magnitude 7.1 on the Richter scale occurred on the Canterbury Plains in the South Island of New Zealand. The Canterbury Plains are an area of extensive groundwater and spring fed surface water systems. Since the September earthquake there have been several thousand aftershocks (Fig. 1), the largest being a 6.3 magnitude quake which occurred close to the centre of Christchurch on 22February 2011. This second quake caused extensive damage to the city of Christchurch including the deaths of 189 people. Both of these quakes had marked hydrological impacts. Water is a vital natural resource for Canterburywith groundwater being extracted for potable supply and both ground and surface water being used extensively for agricultural and horticultural irrigation. The groundwater is of very high quality so that the city of Christchurch (population approx. 400,000) supplies untreated artesian water to the majority of households and businesses. Both earthquakes caused immediate hydrological effects, the most dramatic of which was the liquefaction of sediments and the release of shallow groundwater containing a fine grey silt-sand material. The liquefaction that occurred fitted within the empirical relationship between distance from epicentre and magnitude of quake described by Montgomery et al. (2003). . It appears that liquefaction resulted in development of discontinuities in confining layers. In some cases these appear to have been maintained by artesian pressure and continuing flow, and the springs are continuing to flow even now. In spring-fed streams there was an increase in flow that lasted for several days and in some cases flows remained high for several months afterwards although this could be linked to a very wet winter prior to the September earthquake. Analysis of the slope of baseflow recession for a spring-fed stream before and after the September earthquake shows no change, indicating no substantial change in the aquifer structure that feeds this stream.A complicating factor for consideration of river flows was that in some places the liquefaction of shallow sediments led to lateral spreading of river banks. The lateral spread lessened the channel cross section so water levels rose although the flow might not have risen accordingly. Groundwater level peaks moved both up and down, depending on the location of wells. Groundwater level changes for the two earthquakes were strongly related to the proximity to the epicentre. The February 2011 earthquake resulted in significantly larger groundwater level changes in eastern Christchurch than occurred in September 2010. In a well of similar distance from both epicentres the two events resulted in a similar sized increase in water level but the slightly slower rate of increase and the markedly slower recession recorded in the February event suggests that the well may have been partially blocked by sediment flowing into the well at depth. The effects of the February earthquake were more localised and in the area to the west of Christchurch it was the earlier earthquake that had greater impact. Many of the recorded responses have been compromised, or complicated, by damage or clogging and further inspections will need to be carried out to allow a more definitive interpretation. Nevertheless, it is reasonable to provisionally conclude that there is no clear evidence of significant change in aquifer pressures or properties. The different response of groundwater to earthquakes across the Canterbury Plains is the subject of a new research project about to start that uses the information to improve groundwater characterisation for the region. Detailed information on soil characteristics is of great importance for the use and conservation of soil resources that are essential for human welfare and ecosystem sustainability. This paper introduces soil inventory of Korea focusing on national soil database establishment, information systems, use, and future direction for natural resources management. Different scales of soil maps surveyed and soil test data collected by RDA (Rural Development Administration) were computerized to construct digital soil maps and database. Soil chemical properties and heavy metal concentrations in agricultural soils including vulnerable agricultural soils were investigated regularly at fixed sampling points. Internet-based information systems for soil and agro-environmental resources were developed based on 'National Soil Survey Projects' for managing soil resources and for providing soil information to the public, and 'Agroenvironmental Change Monitoring Project' to monitor spatial and temporal changes of agricultural environment will be opened soon. Soils data has a great potential of further application in estimation of soil carbon storage, water capacity, and soil loss. Digital mapping of soil and environment using state-of-the-art and emerging technologies with a pedometrics concept will lead to future direction.
Despite the institutional, organizational, and technological advances in the level of national records management that has occurred during the past several years, there has been no significant change in the condition of records management within individual public institutions, which may be an outset for records management. In order to begin the advance in national records management with overall innovation in records management by public institutions, it is necessary to distinctly set up the direction of innovation and a project to carry out. Also, a person in charge of records management, who is supposed to lead records management in each institution, should share the directions and projects. Against this backdrop, this study aims to define "the evaluation of records management" as a vehicle to establish a common goal for the innovation of records management and the role of a person in charge of records management as well as to develop evaluation indicators that might be applicable to all public institutions. With this aim, the study drew requirements of records management from domestic and overseas cases in the evaluation of records management conditions as well as the laws and standards of records management, and a roadmap for national records management innovation. Then, the study developed evaluation indicators by classifying the requirements according to three areas involving an organizational environment, records management job, and records management in the offices that create and file their own documents. The organizational environment area is concerned with the evaluation of the records management policy and the responsibility of an institution, and the evaluation of human resources and physical environment. The records management business area includes the measurement of the level of jobs, such as the records creation control conducted by the records management authority of each institution, the management of records schedules, the accession, preservation, and appraisal of records and their service, and the monitoring of records management. The area of records management in the offices is composed of the creation, registration, arrangement, and transfer of records as they are intended to be used during the monitoring of records management conditions. The study made it possible to measure all evaluation indicators with a quantitative evaluation method by clearly proposing the standard for objective and accurate evaluation.
