The 30-year design flood hydrograph for the Musim Representative Basin, one of the study basins of the International Hydrological Program, is synthesized by the method of unit hydrograph. The theory of unit hydrograph has been well known for a long time. However, the synthesis of flood hydrograph by this method for a basin with insufficient hydrologic data is not an easy task and hence, assumptions and engineering judgement must be exercized. In this paper, the problems often encountered in applying the unit hydrograph method are exposed and solved in detail based on the theory and rational judgement. The probability rainfall for Cheonju Station is transposed to the Musim Basin since it has not been analyzed due to short period of rainfall record. The duration of design rainfall was estimated based on the time of concentration for the watershed. The effective rainfall was determined from the design rainfall using the SCS method which is commonly used for a small basin. The spatial distribution of significant storms was expressed as a dimensionless rainfall mass curve and hence, it was possible to determine the hyetograph of effective design storm. To synthesize the direct runoff hydrograph the 15-min. unit hydrograph was derived by the S-Curve method from the 1-hr unit hydrograph which was obtained from the observed rainfall and runoff data, and then it was applied to the design hyetograph. The exsisting maximum groundwater depletion curve was derived by the base flow seperation. Hence, the design flood hydrograph was obtained by superimposing the groundwater depletion curve to the computed direct runoff hydrograph resulting from the design storm.
The purpose of this study is to compare and analyze design flood estimation methods which are the basis for determining the size of a flood control structure. The result from a flood frequency analysis which is considered as the best way for estimating design flood was assumed as a true value, and a method of simulating runoff and performing frequency analysis of the maximum discharge data were compared with a design storm method. For a comparative analysis of design flood estimation, seven basins (Namgang reservoir basin, Soyanggang reservoir basin, Andong reservoir basin, Seomjingang reservoir basin, Imha reservoir basin, Chungju reservoir basin, Hapcheon reservoir basin) were selected. For the Seomjingang, Hapcheon, and Imha reservoir basins, the method proposed in this study showed better results, whereas the conventional method showed better results for the Namgang, Soyanggang, and Chungju reservoir basins. The results show that the conventional method (the design storm method) is not the best way for estimating design flood and the proposed method can be used as an alternative for small basins.
Climate change has increased the number of floods and inundation on farmland. Recently various mobile applications through inundation mapping, flood forecasts and evacuation routes have been developed for the prevention and reduction of flood damages. However, most of current prevention systems for farmland flooding are still web-based systems relying on the field survey which needs a lot of human and time resources although mobile devices has been rapidly improved and widely used. The purpose of this study is to design a mobile application for preventing and reducing farmland flood and inundation damages and collecting damage information in real time. We put advanced mobile device functions such as GPS, network communications, cameras into our system design. This system implement 2way communication and intuitive application that will increase information efficiency and decrease flood damage. Our design has been tested through previous flooding data of Jinju city in 2010.
It is required to estimate reliable design floods for hydraulic structures in order to respond more effectively to recent climate change. In this study, differences of design floods that were estimated the flood frequency analysis (FFA) and the design rainfall-runoff analysis (DRRA) were analyzed. In Korea, due to lack of measured flood data, the DRRA method is used in practice to determine the design floods. However, assuming the design floods estimated by the FFA as true values, the DRRA method over estimated the design floods by 79%. Thus, this study proposed a practical method to estimated design flood in ungauaged watersheds through regressive adjustment of flood quantiles estimated from the DRRA method. To this end, after investigating the differences between design floods acquired from the FFA and the DRRA method, nonlinear regression analyses were performed to develop the adjustment formulas for 8 large-dam watersheds. Applying the adjustment formula, the accuracy was improved by 65.0% on average over the DRRA method. In addition, when considering the watershed size, the adjustment formula increases the accuracy by 2.1%p on average over when not considering the watershed size.

About 74 % of reservoirs in Korea are older than 40 years and their storage capacities have been decreased substantially. As part of reservoir reinforcement, the dam heightening project has been ongoing for about 110 reservoirs. The main purpose of the dam heightening project is to secure additional environmental water, while improving flood control capacity by gaining additional storage volume. The objective of this study was to evaluate reservoir flood control capacity changes of dam heightening reservoirs for effective management of additional storage volume. In this study, 13 reservoirs were selected for reservoir simulation of 200 year return period floods. Rainfall data of 1981-2100 were collected and divided into 4 periods (1981-2010; 1995s, 2011-2040; 2025s, 2041-2070; 2055s, 2071-2100; 2085s). Probability rainfalls and 200yr design floods of each period were calculated using FARD2006 and HEC-HMS. Design floods were used as inputs of each reservoir simulation using HEC-5. Overall, future probability rainfalls and design floods tend to increase above the past 1995s. Control ratios were calculated to evaluate flood control capacities of reservoirs. As a result, average flood control ratios were increased from 32.6 % to 44.2 % after dam heightening. Control ratios were increased by 12.7 % (1995s), 12.4 % (2025s), 10.3 % (2055s) and 10.9 % (2085s). The result of this study can be used as a basis for establishing the reservoir management structure in the future.
Flood control and river improvement works are carried out every year for the defense of the flood disaster, it is impossible to avoid the damage when there is a flood exceeding the capacity of hydraulic structures. Therefore, nonstructural counter plans such as the establishment of flood hazard maps, the flood warning systems are essential with structural counter plans. In this study, analysis of the internal inundation effect using rainfall runoff model such as PC-SWMM was applied to Woo Ee experimental stream basin. Also, the design frequency analysis for effects of the external inundation was accomplished by main parameter estimation for conclusive hydraulic routing using HEC-RAS model. Finally, inundated areas for flood hazard map were estimated at Woo Ee downstream basin according to flood frequency using HEC-GeoRAS model linked by Arc View GIS.

The design flood estimation in a large river basin has a lot of uncertainties in areal reduction factors, time-spatial rainfall distribution, and parameters of rainfall-runoff model. The use of historical concurrent rainfall events for estimating design flood would reduce the uncertainties. This study presents a procedure for estimating design floods using historical rainfall events and storage function model. The design rainfall and time-spatial distribution were determined through analyzing concurrent rainfall events, and the design floods were estimated using storage function model with a non-linear hydrology response. To evaluate the applicability of the procedure of this study, the estimated floods were compared to results of frequency analysis of flood data. Both floods gave very similar results. It shows the applicability of the procedure presented in this study for estimating design floods in practices.

Recently, due to localized heavy rain and flash floods in urban areas is becoming more frequent flood damage. To prevent flood inundation damage, to formulate the diverse directions in connection with the drainage system of buildings, roads, sewerage, pump stations, detention (retention) pond, and streams is very important. In addition, it is important for the uniform design criteria, the consistent of hydrologic and hydraulic analysis method, and a flood disaster mitigation systems connected with structural and nonstructural measures. To accomplish this, the method such as installation of storage facilities, infiltration facilities, and underground water tank, the optimal size of the design gutter and grate of the road, ensure the capacity of pumping stations, and the installation of a flood control channel into the deep underground requires comprehensive measures dimension in urban areas.
There are more than 22,300 small streams distributed nationwide in Korea, and they have various runoff characteristics depending on basin area, topography and land use. For small stream disaster management, establishing detailed design standards suitable for the small streams is important, but most of the formulas currently proposed in the small stream design standard are based on the river design standard aimed at national and local rivers or foreign river design standards. The design-width is an important factor in determining the size of the stream. It is determined by using design-flood discharges or more variables such as design-flood discharges, basin area, slop, etc in the small stream design standard. This study collected various characteristics information such as the design-flood discharges, basin area, river length and river slop, and design-width values from 4,073 small streams distributed in 12 cities and provinces in Korea to suggest the appropriated design-width formula. This study developed two design-width formulas by using the regression analysis which one is using the design-flood discharges and the other is using various variables such as the design-flood discharges, basin area, river length and river slope collected from the small steams. It is expected that both equations developed in here can be used for small stream disaster management, such as improving small stream design standard or establishing a comprehensive small stream maintenance plan.
Agricultural small dam reservoirs in Korea are vulnerable to flooding because of insufficient flood control capacity and deterioration such that reservoir water level is likely to rise rapidly and a large amount of water release quickly to downstream without flood warning. In this study, we performed hydrologic analysis to estimate design flood(200 years return period ${\times}1.2$) and also evaluated the effect of siphon spillway as a structural countermeasure for flood control and mitigation by applying reservoir routing to the Jipyeong reservoir, located in Sangju, Korea. The results show that the design flood was calculated at $284.3m^3/s$, and water level and water release decreased by 40cm and $91m^3/s$, respectively.
