Dumping describes the practice of international price discrimination whereby a producer or exporter sells merchandise in an export market at less than fair value. The U.S. antidumping statutory framework is embodied in the Tariff Act of 1930. The Act states that "dumping" refers to the sale or likely sale of goods at less than fair value. 19 U.S.C. $\S$ 1677(34). The Commerce Department and the Commission are jointly responsible for administering the antidumping law. Commerce determines whether foreign merchandise is being sold in the United States at less than fair value, and the Commission determines whether a domestic industry producing a product like the imported merchandise has been materially injured or threatened with material injury by reason of imports of that product. Recently, in U.S. v. Eurodif, the Supreme Court held the question whether the Commerce can reasonably determin that foreign merchandise has been sold within the meaning of the antidumping law in U.S.. Should 19 U.S.C. Section 1673, which calls for "antidumping" duties on foreign goods, but not services, that sell at less than fair value in the U.S., apply to imported low enriched uranium? Yes. In a unanimous opinion written by Justice David H. Souter, the Supreme Court held that the Commerce Department's view of imported low enriched uranium, as the sale of goods rather than services, was permissible. It reasoned that, since 19 U.S.C. Section 1673 did not specify whether it applied to the production of low enriched uranium, it was left to the reasonable interpretation of the Commerce Department to determine. Accordingly, the Court found the Commerce Department interpreted the statute reasonably.

Purpose: This study is to confirm the effectiveness of the character education program applied to high school students. Methods: The study used a one-group pretest-posttest design with a sample of students aged 15 (n=263, male), the members of eleven 10th grade classes in a high school in Seoul, from March 1st, 2019 to February 28th, 2020. In order to confirm the effectiveness of the program, the Korean Educational Development Institute (KEDI) character questionnaire was used, and a paired t-test was performed using IBM SPSS statistics 25 statistical program. Results: In this study, character levels were significantly higher after the character education program than before. The pre-post differences in character levels were measured for Sincerity (t=5.63, p<.001), Self-respect (t=2.78, p=.011), Decorum (t=3.97, p<.001), Responsibility (t=5.35, p<.001), Consideration and communication (t=5.89, p<.001), Citizenship (t=5.28, p=p<.001), Self-regulation (t=6.25, p<.001), Justice (t=2.62, p=.011), Wisdom (t=5.75, p<.001), and Honesty and courage (t=7.11, p<.001). Conclusion: In this study, and were found to be significantly related to improvements in character.

Illegal and unethical behaviors of the construction industry affect people's lives and health more than the same problems of the other industries. Among these behaviors, the construction industry is mostly criticized for bribery scandals. According to the survey of the Ministry of Justice in Taiwan over the past years, bribery cases involving public engineering projects and governmental procurements account for a rather large portion of the indicted corruption cases. Transparency International's "Bribe Payer Index" indicates people in construction-related industries are the most likely to pay bribes. Poor construction quality directly and indirectly caused by bribery poses a great threat to public safety, organizational reputation and economic development. However, there is a limited number of existing research on the bribery problem of the construction industry. This study is an empirical attempt to explore bribery intention and its affecting factors among the construction organizations in Taiwan by conducting a questionnaire survey. The theory of planned behavior was used in this study to build its research model (covering elements of attitude, subjective norm, perceived behavior control, and intention). Totally 431 valid samples were returned. To explore the factors affecting bribery intention, this study adopted Pearson's correlation analysis to discuss about the connections among the questionnaire respondents' attitudes to bribery, subjective norms, perceived behavior control, and bribery intention. A multi-regression analysis was then conducted to test if the planned behavior theory can effectively predict bribery intention. The research found (1) according to the results of Pearson's correlation analysis, the respondents' bribery intention, attitudes, subjective norms, and perceived behavior control are positively correlated with one another; (2) according to the results of the multi-regression analysis, bribery intention can be explained through attitudes, subjective norms, and perceived behavior control with an adjusted R2 value of 0.591, meaning 59.1% of the bribery intention's variances can be explained through the three dimensions. In addition, each of the three dimensions has a significant influence on the respondents' behavior intentions.
Objective : This study was conducted to evaluate the validity of the Korean Inventory of Interpersonal Problems (K-IIP) with Psychopathic Personality Inventory-Revised (PPI-R) to assess interpersonal problems in Korean criminal offenders with schizophrenia. Methods : The sample consisted of 187 inpatients with schizophrenia who had committed crimes. All participants filled out self-report questionnaires ofPPI-R and K-IIP. Results : The result showed that all scales of K-IIP were correlated highly with the PPI-R total score (r range=0.25-0.65). Correlations with K-IIP scales were highest for Blame Externalization, Rebellious Nonconformity, and Machiavellian Egocentricity scales (r range=0.50-0.66, 0.43-0.64, 0.39-0.58, respectively). All scales of K-IIP exhibited a negative correlation with Social Influences, Stress Immunity, Coldheartedness (C) scale ofPPI-R. Cold/Distant scale ofK-IIP was not correlated with C scale of PPI-R. All scales of K-IIP was highly correlated with PPI-R-factor-2 (r range=0.44-0.71) and negatively correlated with PPI-R-factor-l (r range=-0.03-0.38). Conclusions : Despite of strong correlation between PPI-R total score and K-IIP total score, K-IIP was not correlated with PPI-R-I that represents affective and interpersonal deficits. It suggests K-IIP may not proper for measuring the interpersonal problems of criminal offenders with schizophrenia. It will be needed other assessment scale for measuring the interpersonal problems of psychopathy in criminal schizophrenia.

'New Breeding Techniques (NBTs)' have been one of hot issues, since their future will be affected profoundly by national as well as international regulatory landscapes. In this review, we compare characteristics of NBTs with conventional and genetic modification, and analyze genetically modified organism (GMO) regulatory systems in the context of possible regulation of NBTs. NBTs are very heterogeneous in terms of principles, methodologies, and final products. As Living Modified Organisms (LMO) is defined in the Cartagena Protocol on Biosafety (CPB) as an organism containing novel combination of genetic materials obtained by the use of modern biotechnology, CPB as well as other national legislations locate itself somewhere in the middle between product-based and process-based regulations. It is also noted that jurisdictions with regulatory systems more oriented to product-based one tend to be more productive and decide or may decide to exempt site-directed nucleases-1 from GMO regulation. In this context, Korean legislations are reviewed to clarify the commons and differences in GMO definitions. Act on Transboundary Movement of LMO Act, Food Sanitation Act and Agricultural and Fishery Products Quality Control Act are three major acts to regulate GMOs. It is noted that there are differences in the definition of LMO or GM food/products especially between the LMO Act and the Food Sanitation Act. Such differences may cause conflicts between Acts when policy-decision regarding the regulation of NBTs is made. Therefore, it is necessary to reorganize legislations before policies regarding the regulation of any techniques from biotechnology are made.
Objectives : This study was performed to evaluate the status of psychiatric consultation at a newly opened university hospital, to explore problems related to psychiatric consultation and to contribute for future consultation to be more systematic and more efficient. Methods: The subjects of this study were 284 patients hospitalized at Inha University Hospital between September 1, 1996 and August 31, 1997, who were referred for psychiatric consultation during hospitalization. This study was evaluated demographical characteristics of referred patients, resons for referral, recommendations by psychiatric consultant, clinical diagnoses, psychiatric diagnoses, relationship between referral time and hospitalization following the day of consultation and consultation referral types based upon psychiatrists' reports and patients' medical charts. Results : Most common patients referred to consultation were females aged 20s who visited at the department of internal medicine and related to the risk of suicidal attempts. Mood disorder was the most frequent psychiatric diagnosis, and the most common recommendations were to use psychopharmacological treatment along with outpatient visits. The 30% of subjects were referred to consultation within a day after hospitalization. In the case of consultation referral timing within two days and after three days, there was significant difference between early consultation and shorter hospitalization following the day of consultation. Most frequent type of consultation(29.6%) was categorized as IIIa type(physical complication type as a "Mending" request type). Conclusion : In review of consultation referral timing and consultation referral type of the subjects, who were referred for psychiatric consultation for one year at a newly opened University Hospital, referrals were found to be made within two days after their admission to hospital(50.7%), which was observed to be early request. We found that there was significant association between early consultation and shorter hospitalization following the day of consultation. The physical complication type(29.6%) which belongs to "Mending" request type was found to be the most frequent consultation referral type. This result indicates that more systematic psychiatric consultation is needed for the future.

Objectives : The purpose of this study was to investigate the differences in forensic demographic characteristics, interpersonal problems and personality disorder between early and late onset criminal patients with schizophrenia. Methods : The participants included 187 inpatients with schizophrenia who had committed crimes. They filled out the Korean Inventory of Interpersonal Problem Personality Disorder Scales and Psychopathic Personality Inventory-Revised. They were divided into early onset group and late onset group according to onset age of schizophrenia at 26 years old(under 26 versus 26 and older) and forensic demographic characteristics, interpersonal problem and personality disorders including psychopathy were compared between two groups. Results : There were no differences in gender, education years and family history between the two groups. Early onset group was associated with lower age, earlier onset of age and earlier age at the time of the crime. Duration from onset to diagnosis was not different between the two groups. Duration from onset to crime and after diagnosis to crime was shorter in late onset group. There were no differences between the two groups in the interpersonal problems, personality disorder and psychopathic personality evaluation. Conclusion : These results suggested that there may be forensic demographic differences related to crime between early and later onset schizophrenia. Psychiatrists should consider the age at onset of schizophrenia when assessing the risk of violence in patients with schizophrenia. In the future. it will be needed other study of age classification such as admixture analysis.

Background: The mining industry is considered as one of the most dangerous and hazardous industries and the need for effective and efficient occupational health and safety management is critical to safeguard workers and the industry. Despite the dangers and hazards present in the mining industry, only few studies have focused on how occupational health and safety and turnover intentions in the mines. Method: The study suing a cross-sectional survey design collected quantitative data from the 255 mine workers that were conveniently sampled from the Ghanaian mining industry. The data collection tools were standardized questionnaires that measured occupational health and safety management and turnover intentions. These scales were also pretested before their usage in actual data collection. Results: The correlation coefficient showed that a negative relationship existed between dimensions of occupational health and safety management and turnover intention; safety leadership (r = -0.33, p < 0.01); supervision (r = -0.26, p < 0.01); safety facilities and equipment (r = -0.32, p < 0.01); safety procedure (r = -0.27, p < 0.01). Among these dimensions, safety leadership and safety facility were significant predictors of turnover intention, (${\beta}=-0.28$, p < 0.01) and (${\beta}=-0.24$, p < 0.01) respectively. The study also found that turnover intention of employees is heavily influenced by the commitment of safety leadership in ensuring the effective formulation of policies and supervision of occupational health and safety at the workplace. Conclusion: The present study demonstrates that safety leadership is crucial in the administration of occupational health and safety and reducing turnover intention in organizations.

Background: Impacts of exposure are generally monitored and recorded after injuries or illness occur. Yet, absence of conventional after-the-effect impacts (i.e., lagging indicators), tend to focus on physical health and injuries, and fail to inform if workers are not exposed to safety and health hazards. In contrast to lagging indicators, leading indicators are proactive, preventive, and predictive indexes that offer insights how effective safety and health. The present study is to validate an extended Voluntary Protection Programs (VPP) that consists of six leading indicators. Methods: Questionnaires were distributed to 13 organizations (response rate = 93.1%, 1,439 responses) in Taiwan. Cronbach α, multiple linear regression and canonical correlation were used to test the reliability of the extended Voluntary Protection Programs (VPP) which consists of six leading indicators (safe climate, transformational leadership, organizational justice, organizational support, hazard prevention and control, and training). Criteria-related validation strategy was applied to examine relationships of six leading indicators with six criteria (perceived health, burnout, depression, job satisfaction, job performance, and life satisfaction). Results: The results showed that the Cronbach's α of six leading indicators ranged from 0.87 to 0.92. The canonical correlation analysis indicated a positive correlation between the six leading indicators and criteria (1st canonical function: correlation = 0.647, square correlation = 0.419, p < 0.001). Conclusions: The present study validates the extended VPP framework that focuses on promoting safety and physical and mental health. Results further provides applications of the extended VPP framework to promote workers' safety and health.

Therefore, this study will apply fixes that fail and shifting the burden archetypes from the system archetype of system thinking for the exploratory deduction of policy measures as the policy leverage to effectively enhance the recovery of small business owners. In response to the situation, emergency financial aid for small business owners and support that can enhance the self-sustaining powers are required to heighten the recovery of small business owners.
