정전협정 60년, NLL과 서북 도서 (60 Years since the Armistice Treaty, the NLL and the North-Western Islands)

  • The United Nations Command (UNC) and the communist North failed to reach an agreement on where the maritime demarcation line should be drawn in the process of signing a truce after the Korean War because of the starkly different positions on the boundary of their territorial waters. As a result, the Armistice Treaty was signed on July 1953 without clarification about the maritime border. In the following month, Commander of the UNC unilaterally declared the Northern Limit Line (NLL) as a complementing measure to the Armistice. Referring to this, North Korea and its followers in South Korea wrongfully argue that the NLL is a "ghost line" that was established not based on the international law. However, one should note that the waters south of the NLL has always been under South Korea's jurisdiction since Korea's independence from Japan on August 15, 1945. There is no need to ask North Korea's approval for declaring the territorial waters that had already been under our sovereign jurisdiction. We do not need North Korea's approval just as we do not need Japan's approval with regard to our sovereign right over Dokdo. The legal status of the NLL may be explained with the following three characteristics. First, the NLL is a de facto maritime borderline that defines the territorial waters under the respective jurisdiction of the two divided countries. Second, the NLL in the West Sea also serves as a de facto military demarcation line at sea that can be likened to the border on the ground. Third, as a contacting line where the sea areas controlled by the two Koreas meet, the NLL is a maritime non-aggression line that was established on the legal basis of the 'acquiescence' element stipulated by the Inter-Korea Basic Agreement (article 11) and the Supplement on the Non-aggression principle (article 10). Particularly from the perspective of the domestic law, the NLL should be understood as a boundary defining areas controlled by temporarily divided states (not two different states) because the problem exists between a legitimate central government (South Korea) and an anti-government group (North Korea). In this sense, the NLL problem should be viewed not in terms of territorial preservation or expansion. Rather, it should be understood as a matter of national identity related to territorial sovereignty and national pride. North Korea's continuous efforts to problematize the NLL may be part of its strategy to nullify the Armistice Treaty. In other words, North Korea tries to take away the basis of the NLL by abrogating the Armistice Treaty and creating a condition in which the United Nations Command can be dissolved. By doing so, North Korea may be able to start the process for the peace treaty with the United States and reestablish a maritime line of its interest. So, North Korea's rationale behind making the NLL a disputed line is to deny the effectiveness of the NLL and ask for the establishment of a new legal boundary. Such an effort should be understood as part of a strategy to make the NLL question a political and military dispute (the similar motivation can be found in Japan's effort to make Dokdo a disputed Island). Therefore, the South Korean government should not accommodate such hidden intentions and strategy of North Korea. The NLL has been the de facto maritime border (that defines our territorial waters) and military demarcation line at sea that we have defended with a lot of sacrifice for the last sixty years. This is the line that our government and the military must defend in the future as we have done so far. Our commitment to the defense of the NLL is not only a matter of national policy protecting territorial sovereignty and jurisdiction; it is also our responsibility for those who were fallen while defending the North-Western Islands and the NLL.

시가화지역 생태적 유형구분을 위한 관련지표 특성 연구 - 서울시 강동구를 사례로 - (A Study on the Criteria for Demarcating Ecological Types of Urban Areas by the Affection of Ecosystems - Case Study in Gangdong-Gu, Seoul -)

  • 도시의 생태적 유형화에 대한 연구가 다양하게 진행되고 있음에도 불구하고 시가화지역에서 행해지는 생태적 측면의 공간구분은 지금까지 인위적 토지이용 특성에 의존하고 있다. 이에 본 연구는 시가화지역을 대상으로 도시생태계 특성을 대표하는 요인들을 조사하여 이들 요인간 상관관계 분석을 통해 도시생태계 특성을 설명할 수 있는 요인을 찾는데 목적이 있다. 이를 위해 도시를 토지이용유형에 의해 구분한 후 공간별 생태적 속성을 조사하였다. 생태적 속성으로는 에너지 이용측면에서 건폐율과 용적율, 지표면온도를, 물순환 측면에서 생태면적율과 불투수포장율을, 생물다양성 측면에서 야생조류 출현현황과 녹지율을 각각 조사하여 이들의 상관관계를 분석하였다. 분석결과 도시 지표면온도는 생태면적율에 의해 온도가 높은 지역과 낮은 지역, 중간인 지역으로 구분되었으며, 야생조류 출현개체수는 녹지율을 기준으로 출현개체가 많은 지역과 적은 지역으로 구분되었다. 이에 시가화지역을 대상으로 한 생태적 측면에서의 유형화는 생태면적율과 녹지율의 적용이 적합한 것으로 판단되었다.

무인 항공사진측량에 의한 농경지 필지 경계설정 정확도 (Accuracy of Parcel Boundary Demarcation in Agricultural Area Using UAV-Photogrammetry)

  • 최근 초경량 무인비행장치(UAS: Unmanned Aerial System)에 저가의 소형 항법장치와 카메라 등의 센서를 탑재하여 지상의 공간정보를 신속하고 정확하게 취득하는 무인항공사진측량(UAV Photogrammetry)이 크게 주목받고 있다. 특히, 무인 항공사진측량은 저가의 일반 카메라로 취득된 다량의 고해상 영상을 컴퓨터 비전기술을 접목한 영상처리 소프트웨어로 정사영상과 DEM 등을 신속히 생성할 수 있어 기존의 항공사진측량을 서서히 대체하고 있다. 따라서 무인항공사진측량의 활용분야는 정밀한 위치정보를 요구하는 대축척 지형도제작과 지적측량 등에까지 확장 적용되고 있다. 본 연구에서는 고정익 무인항공기로 지상표본거리(GSD: Ground Sample Distance) 4cm로 촬영된 영상을 이용하여 농경지 필지의 경계설정 정확도 실험 결과를 소개하였다. 연구결과, 지적현황측량 성과와 비교하여 무인항공 정사영상으로부터 추출된 필지경계점의 정확도는 8cm미만으로 축척 1:500 지적측량을 위한 연결교차의 허용범위를 만족하였다. 그리고 면적오차는 비교 기준면적인 1,969m2에 비하여 약 0.2%(3.3m2) 미만의 무시가능한 미소 오차가 발생하였다. 따라서 무인항공사진측량은 농경지의 필지경계 설정을 위하여 충분히 적용 가능한 전도유망한 기술임을 입증하였다.

비무장지대 및 군사분계선의 길이에 관한 연구 (A Study on the Length of DMZ and MDL)

  • 본 연구는 비무장지대 및 군사분계선의 길이를 측정한 것이다. 이를 위해 정전협정문 첨부지도를 사용했다. 이 지도들은 9개의 도엽으로, 지도에 표시된 군사분계선을 추출하기 위해 도곽 좌표를 근거로 ArcGIS의 지오레퍼런싱 기능을 사용하여 스캔된 이미지 지도에 좌표를 부여했다. 이 지도들을 스크린 디지타이징하여 군사분계선을 추출하였다. 추출된 벡터를 원도에 중첩시켜 정확도를 확인하였다. 그리고 기존 연구에서 추출된 벡터와의 비교 분석을 통해 검증을 시도했다. 기존 연구에서 추출된 벡터는 군사분계선의 굴곡 부분에서 오차가 있었지만, 본 연구에서 추출된 벡터는 정전협정문 첨부지도의 군사분계선과 정확하게 일치했다. 그 길이를 측정한 결과는 239.42km(148.77mile)이다. 이는 현재 비무장지대와 관련된 연구나 보고서 그리고 대중 매체에서 표기하는 '155마일 휴전선' 또는 '248km 비무장지대'라는 표현의 부적합을 의미하는 것이다. 본 연구는 향후 비무장지대와 관련된 연구와 국가 또는 지방자치단체의 비무장지대와 관련된 정책 결정에 있어서 정확한 길이에 대한 정의를 제공할 수 있을 것으로 생각된다. 그러나 국토지리정보원 등 국가 기관에서의 본 연구에 대한 검증이 필요하다고 생각된다. 이러한 검증 절차를 거친 후 국가 차원에서의 비무장지대 및 군사분계선 길이에 대한 명확한 정의를 기대한다.

비무장지대(DMZ) 자연유산 남북 공동협력의 의의와 과제 (South and North Korean Collaboration for Natural Heritage Conservation across Demilitarized Zone : Its Significance and Challenges)

  • 비무장지대(Demilitarized Zone : DMZ)는 군사분계선(Military Demarcation Line : MDL)을 경계로 남북으로 각각 2km씩을 비무장지대로 설정하기로 협정으로 정했지만 지난 65년 동안 무장이 가득한 지대로 유지되어왔다. 남쪽의 경우 민간인 통제선(Civilian Control Zone : CCZ) 이북 지역과 그 배후의 접경지역은 사람들의 출입이 오랫동안 제한되어 오히려 비무장지대보다 자연이 상대적으로 더 잘 보전되어왔다. 자연유산(natural heritage)은 자연생태계의 보호할 가치가 있는 생물과 그 서식지, 그리고 무생물 자원으로 정의된다. 비무장지대에서는 다양한 생물들과 습지를 비롯한 서식지와 지형들이 있음이 여러 조사를 통해 확인되고 있다. 비무장지대는 완벽하고 보전이 잘 되어 있는 서식 공간은 아니었다. 하지만 한반도에서 그만한 다양성과 규모를 가진 공간이 없고, 향후 관리 방향에 따라 복원이 가능한 최적의 장소로서 의의가 있다. 그러므로 비무장지대와 잘 보호된 일부 민통선 이북 지역을 포함한 그 일원의 서식지 유형(habitat type)을 파악하고 지도를 만들어 관리한다면 한반도에서 멸종 위기에 있는 종들이나 멸종한 종들을 서식하게 하는 최적 장소가 될 것이다. 이때 한강 하구와 동해의 석호(lagoon) 등을 포함하는 것이 필요하다. 비무장지대 일원의 조사와 보호 노력을 남북 공동으로 진행해야 하므로, 특히 비무장지대 내부를 남북 과학자와 국제 전문가를 포함하여 국제 과학조사를 추진하고 장기 계획을 세워 보전과 지속 가능한 이용 방안을 모색하는 것이 필요하다.

Zoning Permanent Basic Farmland Based on Artificial Immune System coupling with spatial constraints

  • The red line of Permanent Basic Farmland is the most important part in the "three-line" demarcation of China's national territorial development plan. The scientific and reasonable delineation of the red line is a major strategic measure being taken by China to improve its ability to safeguard the practical interests of farmers and guarantee national food security. The delineation of Permanent Basic Farmland zoning (DPBFZ) is essentially a multi-objective optimization problem. However, the traditional method of demarcation does not take into account the synergistic development goals of conservation of cultivated land utilization, ecological conservation, or urban expansion. Therefore, this research introduces the idea of artificial immune optimization and proposes a multi-objective model of DPBFZ red line delineation based on a clone selection algorithm. This research proposes an objective functional system consisting of these three sub-objectives: optimal quality of cropland, spatially concentrated distribution, and stability of cropland. It also takes into consideration constraints such as the red line of ecological protection, topography, and space for major development projects. The mathematical formal expressions for the objectives and constraints are given in the paper, and a multi-objective optimal decision model with multiple constraints for the DPBFZ problem is constructed based on the clone selection algorithm. An antibody coding scheme was designed according to the spatial pattern of DPBFZ zoning. In addition, the antibody-antigen affinity function, the clone mechanism, and mutation strategy were constructed and improved to solve the DPBFZ problem with a spatial optimization feature. Finally, Tongxu County in Henan province was selected as the study area, and a controlled experiment was set up according to different target preferences. The results show that the model proposed in this paper is operational in the work of delineating DPBFZ. It not only avoids the adverse effects of subjective factors in the delineation process but also provides multiple scenarios DPBFZ layouts for decision makers by adjusting the weighting of the objective function.

Waveform characterization and energy dissipation of stress wave in sandstone based on modified SHPB tests

  • The changeable stress environment directly affect the propagation law of a stress wave. Stress wave propagation tests in sandstone with different axial stresses were carried using a modified split Hopkinson Pressure bar (SHPB) assuming the sandstone has a uniform pore distribution. Then the waveform and stress wave energy dissipation were analyzed. The results show that the stress wave exhibits the double peak phenomenon. With increasing axial stress, the intensity difference decreases exponentially and experiences first a dramatic decrease and then gentle development. The demarcation stress is σ/σc=30%, indicating that the closer to the incident end, the faster the intensity difference attenuates. Under the same axial stress, the intensity difference decreases linearly with propagation distance and its attenuation intensity factor displays a quadratic function with axial stress. With increasing propagation distance, the time difference decays linearly and its delay coefficient reflects the damage degree. The stress wave energy attenuates exponentially with propagation distance, and the relations between attenuation rate, attenuation coefficient and axial stress can be represented by the quadratic function.

원추형 분립유동층에서 미세 분체의 수력학적 특성 (Hydrodynamic Characteristics of Fine Powders in the Conical Powder-Particle Fluidized Beds)

  • The conical fluidizing system of a binary mixture of Geldart C powders and Geldart A particles was defined as the conical powder-particle fluidized bed. We used a cold conical powder-particle fluidized bed model having a 0.104m-I.D. and 0.6m-high with an apex angle of $10^{\circ}$ for fluidization of a binary powder-particle mixture of 50 $vol\%$ fine carbon black powders (HI-900L, Korea Carbon Black Co.) and coarse alumina particles $(90{\mu}m)$ under different superficial gas velocities (0-0.1 m/s). The differential bed pressure drop increases with increasing gas velocity, and it goes from zero to a maximum value with increasing or decreasing gas velocity. In the conical fluidized beds of fine powders, demarcation velocities of the partial fluidization, full fluidization, partial defluidization was not observed.

공급 네트워크에서의 공유가치 창출(CSV) (Value-Sharing in Purchasing and Supply Chain: Microfoundations for CSV)

  • In spite of its popularity among practitioner and academic audiences, few existing studies go into any detail in examining the mechanisms of creating shared value (CSV), especially as applicable to the context of everyday operations. Nor do they provide recommendations to practitioners with regard to facilitating CSV concept. In response to this problem, I introduce benefit-sharing practice which I argue provides a solid route to the concept of CSV. Based on observations from the case study, 10 networks' benefit-sharing practices are analyzed and its featured characteristics are extracted accordingly. Findings demonstrate that such benefit-sharing models as 'Green-Development', 'Protection of the Environment', and 'Accreditation for Food Safety Management' can solve critical societal challenges while simultaneously driving greater profitability for both buyers and suppliers. The findings also suggest that benefit-sharing is a good vehicle of the realization of the CSV concept. I conclude by assessing how the findings add to the existing debate around collaborative supply-relationship and shared value. I suggest that benefit-sharing can contribute positively to the feasibility of CSV concept and, thereby, counter the assertion that CSV is the only immature-concept that lacks clear criteria of demarcation and cases for businesses to follow.

한반도(韓半島) 주변수역(周邊水域)의 국제어업관계(國際漁業關係)와 그 전망(展望) (The International Fishery Relationship in the Sea around the Korean Peninsula and Its Future Prospect)

  • The authors investigated the existing international fishery relationship in the sea around the Korean Peninsula, and prospected on the reformation of the fishery order which might be followed by mutation of the international political condition and by effectuation of the U.N. Convention on the Law of the Sea in the future. It can be explained that the existing international fishery order in this sea has been constituted on the basis of restricting Japanese indiscriminate fishery expansion. But. when the South Korea and China proclaim the 200-mile EEZ in the future, a considerable part of existing fishery agreements will forfeit the role as general norms of the international fishery relationship. Accordingly a counterplan against the revision or abrogation of the Korea-Japan Fishery Agreement must be considered. And also a rational fishery relationship between Korea and China, as confronting countries, must be organized. The South-North Korea fishery relationship must be settled on the basis of co-operation. trust, and common interest. For this purpose, a political discussion on the establishment of the joint fishery zone around the military demarcation line and on the conservation for the fishery resources must be begun in earnest.
