  • System solutions for access control to the user's personal when you want to authenticate to the system is used. The valid user is really just a part of authorized users, the suitability of a valid user has been authenticated are not sure whether the problem is the fact. For example, one developer in the Unix operating system can be valid, but do not have permission to access the system should be limited for. In this paper, a single account for multiple users to use the system operational issues to improve the fine-grained delegation of authority, the session audit, the administrator account's policy-based management, with full rights the administrator account of distribution management and auditing the system overall is the study of access control measures.

  • To perform the certificate validation processing on the user-side application induces the very considerable overhead because of the complex and time-consuming characteristic of the validation processing. Especially, the verification for digital signature over a certificate can be the major reason of the overhead, since the verification accompanies with the cryptographic calculation over each certificate on the certificate path. In this paper, we propose a new certificate validation scheme can reduce the overhead caused by user-side certificate validation processing and improve the utilization of CAs. As the result, our proposed scheme can not only reduces the overhead for the validation processing by decreasing the cryptographic calculation but also improves the utilization of CAs by employing them to the validation processing.

  • Starting from the agenda that we should determine the function of local government at each level in order to facilitate decentralization, this article is dedicated to demonstrating problems in the practice of Korean legislation today. On the one hand, in the "local autonomy act", the local governments' function is designated by the term "affairs of local governments" which includes autonomous duites and the duties delegated by the State to local governments. Meanwhile, all of acts by which governments are granted the power of execution, upon the principle of "the reservation of law", does not distinguish the nature of each authority as well. On the other hand, as regards the legal status of the territorial collectivity, the practice in the legislation does not clearly distinguish between territorial representation and national delegation. If we want to achieve the decentralization, we should reevaluate and determine EVERY authority and responsibility of administrative service in terms of its nature whether it is for the local diversity or for the standardization of public service in the State. In following, we should have the terminology by which we can designate the territorial collectivity which is distinguished from the national organ at the local level in the legislation.

  • Although information communication technology (ICT) is long regard as very useful tool in today's construction engineering and project management environment, organizations must not only operate based upon its original setting, but also requires on-going observation, additional features and fine-tuning actions before the desirable outcome can be achieved. However, it is a very common phenomenon that organizations purchase the licensed "off-the-shelf-software" package and customize it to suit their own business need. Due to the incapability of such software and inefficient customization, the possible result is making that ICT tool not user-friendly and sometimes the whole system becomes obsolete. The purpose of this paper is to review and report those actions taken (between February 2006 and December 2010) by a construction organization to enhance the performance of its Enterprise Resource Planning (ERP) system launched in December 2002. Such actions include: improving data inputting method; removing the transition bottleneck; introducing crystallization function; revising the organization's "Delegation and Limits of Authority"; publishing the "League Table" amongst users; integrating the 3D Mode into the system and upgrading hardware. Whilst the ultimate goals of such system are well beyond the time limit of this research study, an obvious interim result, achieved by this case studied organization, was winning a landmark project worth US$500 million after the ERP system was functioned properly and effectively. Their experience and success becomes an exemplar which can be borrowed by those companies, from managerial perspectives and as a roadmap, planning to adopt information technology (IT) strategy and use ICT tool in the construction engineering and project management framework. • The purpose of this study is to present the specific ways of successful localization by analyzing the success and failures case for localization within the framework of the strategic models through a theoretical background and strategic models of localization. The strategic models of localization are divided by management aspects such as the localization of product and sourcing, the localization of human resources, the localization of marketing, the localization of R&D, harmony with a local community and delegation of authority between headquarters and local subsidiaries. The results, by comparing and analyzing the success and failures case for localization of individual companies operating in India, indicate that in terms of localization of product and sourcing, there are successful companies which procure a components locally and produce a suitable model which local consumers prefer and the failed companies which can not meet local consumers' needs. In case of localization of human resources, most companies recognize the importance of this portion and make use of superior human resource aggressively through a related education. In case of localization of marketing, It is found that the successful companies perform pre-market research & management and build a effective marketing skills & after service network and select local business partner which has a technical skills and carry out a business activities, customer support, complaint handling with their own organization. In terms of localization of R&D, the successful major companies establish and operate R&D center to promote a suitable model for local customers. In part of harmony with a local community, it shows that companies which made a successful localization understand the cultural environment and contribute to the community through CSR. In aspect of delegation of authority between headquarters and local subsidiaries, it is found that most of Korean companies are very weak for this part. there is a tendency to be determined by the head office rather than local subsidiaries. Implication of this thesis is that Korean enterprises in India should carry forward localization of products and components, foster of local human resource who recognize management and system of company and take part in voluntary market strategy decision, wholly owned subsidiary, establishment and operation of R & D center, understanding of local culture and system, corporate social responsibility, autonomy in management.

  • Coastal cities suffer a great deal of storm and wind damage. The storm and wind characteristics vary between cities. Therefore, a storm and wind damage management system suited for specific characteristics is required for each coastal city. In this study, we analyze the current situation and establish the problem of storm and wind damage management system in regards to urban management, coastal management and disaster management. We also review the storm and wind damage management system for the USA and Japan. We consequently propose a plan to improve the storm and wind damage management system. As a result of the study, in terms of city management, we recommend the compulsory identification of disaster prevention districts, implementation of the integrated coastal city management plan, designation of natural disaster risk mitigation area as disaster prevention district, the division of disaster prevention district into wind damage prevention district, storm damage prevention district, erosion damage prevention district, the building of restrictions at the disaster prevention district by ordinance, etc. In regards to coastal management, we suggest the delegation of authority to delegate coastal erosion management area to the local government, the subdivision of coastal erosion management area into erosion serious area, erosion progress area, erosion concern area, the building restrictions at coastal erosion management area by ordinance, development of erosion prediction chart, etc. In relation to disaster management, we recommend the integration of "countermeasures against natural disasters act" and "disasters and safety management basic act", the local government-led disaster prevention system, the local disaster management network, and the customized local disaster prevention plan, etc.
