Critical Discourse Analysis of Deinstitutionalization News Articles for the Disabled: Focusing on Fairclough's critical discourse analysis

  • This study aims to derive discourse's linguistic meaning, production method, and social practice implications by analyzing news reports on de-facility for people with disabilities. To this end, the discourse was analyzed by applying Fairclough's framework of critical discourse analysis. The subject of analysis is a news article on the de-facility of the disabled on the N portal site, and the analysis period is one year, from January 1 to December 31, 2022. First, as a result of the study, the surface meaning of the news discourse on the de-facility for disabled people was ideological through the seriousness of the problem for disabled people, the poor environment, and the policy of de-facility for disabled people separated from reality. Second, the social meaning of the de-facility news discourse for disabled people appeared from a realistic perspective, such as the structural cause of the problem for disabled people and the need for sensible government policies and measures to practice de-facility for disabled people. Finally, the socio-cultural practical implications of the de-facility news discourse for people with disabilities proposed the development of a systematic and realistic de-facility management manual for the disabled, practical government policy support, and changes in self-support perception for disabled people. The results of this study are expected to help find an alternative direction to reduce the gap between actual policies for de-facility for disabled people and practice in the field in the future.

A Study on the Discourse of Family and Family Policy in the Legislative Process of Strong Family Act (건강가정기본법 제정과정에 나타난 가족 및 가족정책 담론)

  • This study explores the discoures of family and family policy in the legislative process of Strong Family Act. Critical discourse analysis was used. The results are follows. The Strong Family Act made family issue as a political agenda in spite of much critics. The characteristics of the family discourse in "strong family camp": 1) The emphasis on the moral principle in family 2) denial of deinstitutionalization of family 3) regarding the family problem as a moral and individual problem 4) regarding the state as managing and controling the family. The characteristics of the family discourse in "critical camp": 1) strong family discourse is related to "the family" ideology 2) regarding the family problem as a social, structural problem 3) regarding the state as subsiding, supplementing families. The characteristics of the family policy discourse in "strong family camp": 1) casual efficiency as justifying logics 2) family policy as means to recover family values 3) deunifying the family policy. On the one hand, the characteristics of the family policy discourse in "critical camp": 1) social consensus and academic discussion as justifying logics 2) regarding the family policy as a means of gender equality and strategical point of welfare state expansion. The discourse of family and family policy, especially 'Strong Family Discourse" resulted in conjugation of nationalism and neoliberalism.

A Study on the Development of Korean Child Welfare between 1950s and 1970s in the Light of Children's Light - Based on the Perspective of Social History - (『동광』에 비친 1950-70년대 한국 아동복지의 전개 - 사회사 관점 중심으로 -)

  • This study aims to figure out the development of Korean child welfare between 1950s and 1970s in the light of Children's Light as the oldest professional journal of social welfare in Korea. This journal had been published by CCF Superintendent Korea Conference from 1957. Particularly, this study has been conducted through the social historical perspective, and the collected data was analysed by three periods, institution-centered care era(1957-1961), home-centered care era(1962-1969), and expanded services era(1970-1979). Finally, the resultant themes are as follows: firstly, orphans' forster under social prejudice, social work inclined to Christianity, and institution-centered social casework based on faith; secondly, development of systematization on the whole social welfare, rising of social work professionalism, tasks for orphans and workers in orphanages, and expectations on the integration of practice; and thirdly, strengthening of children's education and health in the institution, questioning on deinstitutionalization, preparation against withdrawal of foreign aid agencies, and the government's passive correspondence. Unfortunately, this study limits to reveal the children's services by non-Christian agencies because of the data based on the services by Christian agencies.

A Study on the Improvement Direction through the Present Status of Nursing Home - Focus on the Nursing Home in Chungcheongbuk-do - (노인요양시설의 건축현황 및 개선방향에 관한 연구 - 충청북도 노인요양시설을 중심으로 -)

  • Recently, the long-term care insurance for the elderly was carried out according to the elderly is increased rapidly and the formation of sympathy that a nation and society try commonly to share health and welfare promotion of the elderly. The purpose of this study is to analyze the present status of nursing home after that the long-term care insurance is enforced in chungcheongbuk-do and to utilize as basic data. The study limited its survey to those facilities that refer to the Ministry of Health and Welfare data, that had the capacity of more than 50 people. The result are as followings. Firstly, most of the nursing home were located on the outskirts of the city. But it must be constructed in the city center if the recent deinstitutionalization trend is reflected. Secondly, notwithstanding the provisions of the Elderly Welfare Law, if the Livability and amenity are considered, the plan of a single or a twin room is needed. The ondol(溫突) system bedroom for the safety of the elderly had to be planned and for the color planning of a bedroom, a heating, the furniture, the form of a door, corridors, etc. should be partly improved. The fastener in which it is appropriate for the main exit, a stair, an elevator, the lighting device, and etc. is needed and the installation of a wandering path for the dementia patient and etc. is required. Thirdly, most of the dining room arranged on the first floor but it is not nearly used and it used for employee or the other use. Therefore, we have to consider the system in which it can deliver the meal to a bedroom. If the smell of the elderly and etc. is considered, the sufficient height of the floor should be reflected for the ventilation equipment. Lastly, The improvement of the existing law are required.

  • This paper proposes renovation guidelines for impaired persons' facilities in Chungcheongnam-Do by reviewing the conditions of the facilities based on the standard and deinstitutionalization trends in foreign facilities. The facilities were located far from the downtown of cities. Therefore, education and adaptation programs are necessary for these people to return to society. Recombining the rooms for a living room-oriented unit considering the structure system of the facilities allows good adaptation to home-based living conditions for impaired people. The area per person will be increases by renovations to a living room-oriented unit that makes upgrades to near foreign standards, such as The USA and The UK.

  • The purpose of this study was to present ways and tasks for the successful settlement of community care that the korea government recently aimed to convert the care system of the vulnerable from the center of institutional care to the community-based care system. As a research method, we tried to find out the community care policies for foreign developmental disabilities and explore major issues and problems in the process. As a result of the study, de-institutionalization and maintenance and enactment of laws related to community-based care systems, the division of subjects and tasks in policy implementation, and above all, it is necessary to specify necessary financial estimation, procurement plan, and budget securing method. In addition, sincere deliberation on the form of living space for people with developmental disabilities after de-institution and clarification of the subjectivity of using the services provided Establish reliable statistics on the characteristics and degree of disability of people with developmental disabilities, worry about human rights violation factors that can occur in community residential facilities that will be provided after de-facility, and create consensus in the community was also analyzed as an important factor. I think it is a key factor to secure the success of the community care policy by carrying out the above multiple tasks simultaneously.

Assisted Outpatient Treatment and Crisis Intervention in USA and their Implications for Korea (미국의 외래치료명령제도 및 위기대응과 국내적 시사점)

  • Since the 1960s, the United States' (U.S.) deinstitutionalization policy has reinstated people with mental illness into communities. Unfortunately, when untreated, some people with psychiatric disorders become homeless, and some commit serious crimes during a psychological crisis. Assisted Outpatient Treatment (AOT), also known as Kendra's Law in New York and Laura's Law in California, provides treatment, services and support to people with mental illness in the community. AOT has repeatedly been found effective and is recognized as an evidence-based practice. The response to the mental health crisis (crisis intervention) in the U.S. has also been successful in preventing worsening mental illness and related criminality and other issues. This paper provides an opportunity to create a platform from which to learn how to successfully apply the AOT and crisis intervention of the U.S. to South Korea within the cultural and societal context when establishing social services for people with mental illness in South Korea's communities.

A Study on the Socialization Theory of Social Welfare Institutions -From the Point of View of the Community Welfare in Japan- (사회복지시설의 사회화론에 관한 일고찰 -일본 지역복지의 관점에서-)

  • It has been said that there were many problems in a social welfare institution. Community welfare in Japan is being presented as an alternative solving these problems and underlying theories are deinstitutionalization, normalization, and community care. Recently, in Korea, these alternatives are connected with the logic that social welfare institutions are useless. But if we think the inborn duty of the social welfare institution, we can know the logic problem of these theories. Also, 'the socialization theory of social welfare institutions' has been presented as a solving method. But studies in Korea are having a partiality only to opening to community and are researched separately from community welfare. Under these problem perceptions, this study examined the construction contents of the community welfare in Japan, the relation of community welfare and social welfare institutions, the relation of the community welfare and the socialization theory of social welfare institutions, and the concept and content of the socialization theory of social welfare institutions. This study investigated the discussions in Japan, for studies in Korea are generally based on those of Japan and the domestic community welfare policy has been influenced immensely by Japan. The result of this study is as follows. Firstly, not the social welfare institution in a category of community welfare is excluded, but is prescribed as an essential post, a premise condition, and a composition post of the community welfare. Secondly, the socialization theory of social welfare institutions is also discussed in a category of the community welfare and in the side of community welfare development. Thirdly, the socialization theory of social welfare institutions is presented in the side of not only opening to community, but also a basic practice theory of the social welfare institution reformation including that.

Preparing for the Future of Children with Disabilities - Focusing on parents' plans of residence and guardians for children with disabilities after the death of a parent - (부모 사후 장애자녀의 미래계획은 있는가?: 장애자녀를 가진 부모의 미래 주거지 및 보호자 계획을 중심으로)

  • This study aimed to explore the parents'intentions of choosing a residential institution as the future alternative for their children with disabilities after the death of a parent, regarding the recent disability service and policy focusing on the deinstitutionalization of services for people with disabilities. For this purpose, the effects of factors relating to the children with disabilities, families and society on the parents' future plans of residential place and guardians are examined. First, parents of children with disabilities are less likely to choose a residential institution as the future living place for their children when their children have a better communication competence, their families are more positive, and their caring burden is lower, compared to others. Second, parents are less likely to choose a residential institution as the future guarding body for their children when their children could communicate well and their families are positive. This result indicated the communication competence of children with disabilities and the positiveness of families are important factors associating with the future plan decision and the additional support for the prevention of institution arrangement after the death of a parent. Findings are discussed in relation to the importance of future plans of residence and guardians for the life of children with disabilities after the death of parents and the implication for social welfare.

Current State of Vocational Rehabilitation Program for Individuals with Disabling Mental Illness in Korea (우리나라 정신장애인 직업재활 현황 조사연구)

  • Objectives : There has been long lasting trend of deinstitutionalization and public health centered care in management of individuals with disabling mental illness. We aimed to investigate current vocational rehabilitation state and effectiveness of system in korea. Methods : We carried basic survey via telephone and e-mail beforehand to figure out how many and which institutions are operating vocational rehabilitation programs to psychiatric patients. A questionnaire packages were sent to total of 108 institutions in Korea which were operating occupation rehabilitation program. Results : Of 108 institutions, 40.74% were returned with answers. The person in charge of vocational rehabilitation at each institution was mainly mental health social worker(48.8%), and the budget under \1,000,000 was the majority(61.5%) among surveyed institutions. The most commonly used vocational rehabilitation programs was case management(23.1%), followed by psychosocial rehabilitation program(21.2%), and on-the-job training(17.9%). The most effective program was case management(27.4%), followed by psychosocial rehabilitation program(19.8%), on-the-job training(17.9%). The main barrier of occupation rehabilitation to be conducted widely was 'worries about being excluded from beneficiary of National Basic livelihood Protection Act'. Conclusions : Our results suggest that, in spite of high demand in vocational rehabilitation programs, government financial support is still lacking.
