함정의 품질 제고 방법론 연구 (A Study on Quality Improvement Methodology based on SE and M&S for Navy Ship Acquisition Process)

  • Navy ship acquisition management business contributed to the korean Navy and defense exports with government suppliers in Korea for over 40 years. But due to advanced technology, development trend of Navy ship and defense export requirements, it enable to make a contribution to a better system improvement are being demanded. In this paper, an adjective Navy ship acquisition process is presented in order to improve the acquisition process takes the first step for acquisition planning process to enhance the efficiency and rationality that is based on consensus of Navy ship expert and experienced. In addition, systems engineering (SE) and quality control (QC) techniques based on Modeling and Simulation are investigated to carry out efficient project management and scientific quality control system in Navy ship acquisition process. Finally, it is suggested to apply SE/QC based on M&S for Navy ship acquisition process using civilian infrastructure and organizations in order to take advantage of the world's leading domestic industry based on considering the difficult conditions of Navy ship suppliers.

CER 선형결합을 통한 비용추정 모델 개발 (A Cost Estimation Development Methodology via CER's Linear Combination)

  • The acquisition cost of defense weapon system has been continuously increasing because of art-of-technology of it. This phenomenon requires efficiency and transparency in the weapon system acquisition process through cost estimation. Therefore cost estimation is very important to the government acquisition programs to support decisions about funding and to evaluate resource requirement as a key decision point. The Commercial parametric cost estimating models have been using extensively to obtain appropriate cost estimates in early acquisition phase. These models have many restrictions to ensure the cost estimating result in Korean defense environment because they are developed based on foreign R&D data. Also estimation results are different from Korean defense industry accounting system. So, some studies have been tried to develop a CER (Cost Estimation Relationship) based on the Korean historical data. However, there are some restrictions to improve the predictability and ensure the stability of the developed singular CERs which consider the following data characteristics individually. The the abnormal conditions of data that is multicollinearity, outlier and heteroscedasticity under rack of the number of observations. In this paper, a CER's Linear Combining Model is proposed to overcome those limitations which guarantee more accurate estimation (25.42% higher precision) than other singular CERs. At least, this study is meaningful as a first attempt to improve the predictability of CER with insufficient data. The methodology suggested in this study will be useful to develop a complex Korean version cost estimating model development in future.

절충교역에서의 실물옵션 방법론 적용에 관한 연구 (The Application of Real Options Theory in Defense Offset Contract)

  • Defense offset is considered to be all effective way of acquiring defense critical technologies and arms components as a counter-trade obligation ill defense acquisition contracts. Although arranging the offset contracts is wide]y perceived as necessary, there hardly exists an acceptable model of valuation of the offset technology. By undertaking the technology valuation approach and applying the option approach tn the offset program, we present an offset technology valuation model that maximizes social net benefit of the countries transferring the technology. This article applies our model to an actual case of defense technology transfer in the Republic of Korea. The contribution of this paper is in applying the option approach to the valuation of defense onset technology, providing for the additional flexibility to tile analysis. Our research suggests several policy implications that can be applied to the actual process of defense offsets. Our results elucidate managers' role and responsibilities in designing such a process by applying option approaches.

군용 기동장비 3종(${\frac{1}{4}}$톤, $1{\frac{1}{4}}$톤, $2{\frac{1}{2}}$톤) 차량의 경제수명 산출에 관한 연구 (A Study on the Economic Life for the Three Types of Military Wheeled Vehicles)

  • The economic life for three types of military wheeled vehicles with load capacities of 1/4, $1{\cdot}1/4$, and $2{\cdot}1/2$ tones has been evaluated on the basis of the equivalent acquisition and operating costs. The economic life of wheeled vehicles were calculated from 12 to 18 years by using the annual equivalent cost method. The equivalent cost was decided at the lowest point of the total amount of equivalent acquisition cost and operating cost. The operating cost were collected from the field data. The evaluated economic life can be very useful for deciding the total life cycle of these three types of military vehicles. The annual equivalent cost method may be also applied to other military equipments such as communication electronics, weapon systems, and other type of vehicles.

국방규격 적합성 검토체계 개선에 대한 고찰 (A Study on the Improvement of Defense Specification Suitability Review System)

  • Defense specification suitability review task means to examine whether to need enactment, amendment or abolition of defense specification, and realistic and efficient review environment are urgently needed by improving system. For the promotion of efficient tasks, the cycle of defense specification suitability review needs to be changed to 5 years for active specifications and 10 years for inactive specifications. To simplify the standards of defense specification suitability review, the distinction between prior management items and general management items should be abolished and the number of review items need to be reduced from ten to three. Also, in order to promote substantial defense specification suitability review, a system improvement is needed to utilize retired professionals from defense acquisition related agencies.

An Integrated DEA-AHP Model for the Acquisition of a Weapon System: Selection of a Next-Generation Fighter System in Korea

  • In this paper, we propose a data envelopment analysis (DEA) and analytic hierarchy process (AHP) integrated model to improve the selection process in the acquisition of a weapon system which is the key component to the success of the project. In particular, we applied DEA in the first stage to choose a frontier group among the candidates in the selection process of the next-generation fighter system (the 3rd FX) in Korea. Then, by using the Delphi technique, we surveyed military experts and applied AHP to determine the best choice among the candidates. The results of the study match the actual decision made by the Korean government in the weapon system acquisition. The results of the proposed DEA-AHP integrated method in the selection of the next-generation fighter systems in Korea demonstrate the usefulness of the method. In this paper, we also discuss the future implications of the proposed model.

  • 절충교역은 해외 무기체계 구매사업에 수반되는 특수한 형태의 조건부 교역으로서 우리나라 국방과학기술 발전을 위해 필요한 과학기술을 효과적으로 획득할 수 있는 주요한 창구이다. 우리나라는 1983년 이후 국방과학기술의 발전과 방위산업 활성화를 위해 절충교역 제도를 운영하고 있다. 그러나 절충교역의 실효성에 대한 논란이 존재하는 것이 사실이고 특히, 국민의 혈세 지출로 획득된 소중한 국방과학기술이 누가 어떻게 활용하여 어떠한 성과를 창출하였는지를 체계적으로 관리할 수 있는 성과관리 시스템이 부재하다. 이에, 본 논문에서는 절충교역 획득기술의 활용성과를 체계적으로 관리하기 위해 필요한 주요 성과항목을 논리적이고 객관적인 방법으로 도출하여 향후 정책적으로 활용할 수 있도록 하였다.

국방획득 프로세스의 무기체계 운용요구서 작성사례 분석 (An Analysis of Weapon Systems Operational Requirements Document in National Defense Acquisition Process)

  • 국방획득 프로세스에서 운용자인 소요군의 명확한 요구사항을 전달하는 것은 성공적인 무기체계 획득을 위한 핵심적인 활동이다. 국방 분야에서는 소요군의 요구사항 도출 및 전달을 위해 운용요구서를 작성하고 있다. 본 연구에서는 미 국방 운용요구서를 참고하여 최근 작성된 국내 운용요구서의 양식 및 작성내용을 비교 분석하였다. 연구결과 국내의 운용요구서 양식은 일부 보완이 필요하며, 내용적 측면에서는 핵심 항목인 요구사항 파라미터에 대한 작성이 미흡하다고 판단되었다. 이러한 문제점을 보완하기 위해 본연의 목적에 적합한 운용요구서 양식을 제시하였으며, 운용성능-체계성능-핵심성능 파라미터에 대한 구체적인 정의와 설명 및 사례를 제시하여 군의 요구사항을 명확하게 전달하는 방안을 제시하였다.

수리부속비 비용추정식 개발과 활용방안 (Development and Application of the Spare-parts Cost Estimating Relationships)

  • Currently, a life cycle cost estimates(LCCE) is the most important factor in weapon system acquisition process. However, operation and maintenance(O&M) cost related studies are insufficient from the previous literature survey. O&M cost consists of various cost factors such a man power, maintenance and direct & indirect support costs. We have known that spare-parts cost is a key factor in the O&M cost. In this paper, we developed the spare-parts cost estimating relationships(CERs) of fixed-wing aircraft and armored vehicle weapon systems which include 4 historical cost drivers ; system acquisition cost, deterioration rate, localization rate, mission characteristic. Furthermore, we proposed the application methodologies that O&M cost estimating, total life cycle cost estimating and determination of the economic life using the spare-parts CERs.

수리온 데이터획득/처리장치 동작회로 및 소프트웨어 개선을 통한 비행안전성 향상 (Flight Safety Improvement on Surion through Circuit Design and Software Reformation of Data Acquisition Unit)

  • 데이터획득/처리장치는 수리온의 2차양산 항공기에 최초 적용하기 위해 개발한 항공기 구성품으로서 엔진, 동력전달, 유압 등 항공기의 주요 계통의 정보를 처리, 타 계통 및 조종사에게 제공한다. 그러나 항공기 생산시험비행 중 해당 구성품과 관련된 여러 결함이 발생하였으며, 장비의 중요성을 고려할 때 긴급하고 확실한 개선이 요구되었다. 본 논문에서는 항공기에서 발생한 결함을 유형별로 분석하고 그 결과를 바탕으로 동작회로와 소프트웨어 전반에 걸쳐 원인분석 및 개선형상을 검증한 결과를 기술하였다. 특히 결함주입기법 기반의 항공기 연동시험을 통해 구성품 장비단위 뿐 아니라 체계단위에서 효과적으로 개선형상을 검증하였으며 이를 통해 수리온 비행안전성 및 품질 신뢰성을 크게 향상시킬 수 있었다.
