  • 국방분야 무기체계 형상관리를 위한 자료관리 정보체계인 국방조달관리체계와 국방형상관리정보체계에 대하여 상호운용성수준을 측정하고, 측정된 결과를 분석하여 두 정보체계간의 상호운용성 수준을 판단하여, 장차 정보체계 성능개선사업시 반영하기 위한 방향을 제시하였다.

  • Purpose: The purpose of this study is to research the revision efficiency of the referenced specifications/standards for raw and subsidiary materials in the field of national defense. Methods: Firstly, it was carried out to investigate the all of the Korean military drawings and establish the database for specifications/standards referenced in the field of national defense. Secondly, it was reviewed the validity of referenced specifications/standards of raw and subsidiary materials. Finally, proposal documents were made for invalid referenced specifications/standards of raw and subsidiary materials in order to suggest alternative specifications/standards. Results: All of the specifications/standards referenced in the Korean military drawings were 11,924 kinds and raw and subsidiary specifications/standards were 2,711 kinds. The proposal documents for revision of invalid referenced specifications/standards were suggested and approved by the military procurement standardization committee of DAPA (Defense Acquisition Program Administration). Therefore, the revision process of 472 kinds of referenced specifications/standards and 160,177 papers of the Korean military drawings were finished. Conclusion: Based on the results of this investigation, it could be significantly reduce to administrative costs and efforts through revision of referenced specifications/standards instead of conventional engineering change.

  • 방위사업 원가산정 업무를 민간 용역기관에 아웃소싱한지 4년이 경과되었다. 객관성과 신뢰성이 다소 향상되었지만, 용역기관이 원가산정한 결과를 공무원이 다시 검토하는 등 시간과 비용만 더 든다는 부정적 시각도 일부 존재하였다. 따라서 본 연구를 통해 방위사업 원가산정 아웃소싱 수행간 발생할 수 있는 리스크 요인을 식별하여 중요도 우선순위를 분석해 중요도에 따른 리스크 대응방안을 강구하고자 한다. 향후 원가산정 아웃소싱간 사전 리스크 관리를 함으로써 적정 원가산정으로 원활한 군수품 조달로 군 전투력 향상, 방산업체 적정 이윤 보장 및 국방 예산절감에 기여하기 위함이다.

선진국의 획득조직 현황과 방위사업감독관 운용방안 연구 (Aquisition System of Developed Countries and Operational Planning Research of DAPA Commissione)

  • 본 논문에서는 주요 선진국의 국방획득조직 현황과 관련 분석에 따른 시사점, 국방획득체계의 전문성 활용 방안과 관련 과 방위사업감독관의 운용현황, 결론적으로 각 전문분야에서의 전문화 및 운용방안, 기대효과와 향후방향을 중장기적 관점에서 비교 분석하였다. 세부적으로, 주요 선진국의 국방획득조직의 현황을 통해서 국내에 적용 가능한 운용체계를 식별하였고, 각 분야의 운용방안을 반영하면서 방산비리 근절과 방위사업감독관의 효율적인 운용이라는 부분이 정부를 비롯하여 각 기관, 민간 기관들 등 전사적인 노력이 밑받침이 되어야 한다는 사실을 도출할 수 있었다. 법적 제도적 관점에서 법 정비의 시급성을 강구하는 기회가 되었고, 그리고 현재의 사전검증 절차 수립이라는 부분이 투명성, 신뢰성, 전문성을 제 3자 관점에서 투명성을 확립할 수 있는 제도적 근거가 되었다는 점에서 큰 의의가 있다고 판단한다. 결론적으로, 방위사업감독관의 운용은 방위사업 전반에 대한 사전 감독체계 수립을 가능하게 하고, 업무적 독립성을 최대한 보장할 수 있는 환경을 구축할 수 있다는 점에서 그 영향력을 기대해 볼만 하다.

함정(공기부양정) 취약성 분석방법 연구 (The Study on the Methodology for Naval Ship(Craft Air Cushion) Vulnerability Analysis)

  • One of the considerations in weapon systems procurement is the objective of maximizing the current force. Also, offensive effects, rather than defense are valued in weapons system development and procurement. Especially, the survivability of a naval ship is equally important as the offensive effect of onboard weapons. In case of naval ships, development of attack tactics and research regarding damage minimization must be conducted through live fire exercise against actual targets in order to minimize damage from the enemy. However, it is difficult to conduct such adequate measures due to realistic limitations such as time and budget in order to verify and calculate a weapon system's attack and damage effects along with the lack of practical studies in this subject despite numerous interests. Research are being conducted utilizing M&S to estimate attack effects and study damages due to such reason, but the lack of authoritative data and development ability are limiting calculation of reliable results. Therefore, this study will propose a measure to increase survivability of a weapon system(ship/vessel) utilizing research of vulnerability from enemy attacks analysis method against a naval ship(Craft Air Cushion).

무기체계 소프트웨어 규격화 누락여부 검증 방안 - 펌웨어 중심으로 (The Verification Method for Missing Software Standardization in Weapon System - Focused on Firmware)

  • 군에서 사용하는 무기체계의 경우 경제적이고 효율적인 조달·관리 및 유지를 위하여 국방규격을 제정하여 관리한다. 국방규격은 제품 및 용역에 대한 기술적인 요구사항과 요구필요조건의 일치성 여부를 판단하기 위한 절차와 방법을 서술한 문서로, 작성된 국방규격은 무기체계의 생산, 품질보증, 형상관리 등에 활용된다. 소프트웨어도 국방규격의 하나로 다른 국방규격(국방규격서, 품질보증요구서, 도면, 부품/BOM 목록)과 같이 작성되고 관리되나, 소프트웨어의 일부(또는 전부)를 포함하지 않고 규격화를 수행하는 경우가 있다. 이 경우 개발업체를 제외하고는 다른 업체들은 제품을 생산할 수 없어 경쟁계약이 제약될 뿐만 아니라, 승인 없이 업체가 임의로 소프트웨어를 변경할 수 있어 무기체계의 품질에도 큰 영향을 미친다. 따라서 소프트웨어의 규격화 누락 여부의 검증은 반드시 필요하나, 하드웨어 내부에 탑재되는 펌웨어의 경우 개발업체 외에는 규격화 누락 여부의 확인이 매우 어렵다. 본 연구에서는 실제 품질보증 업무 수행 시에 활용할 수 있는 소프트웨어 규격화 누락 여부의 검증 방안을 제시하였으며, 이를 통해 무기체계의 효율적인 생산, 품질보증에 기여할 것이다.

군수품의 적정 품질보증형태 분류를 위한 제언 (Suggestion for Proper Quality Assurance Type Classification Criteria of Military Supplies)

  • 군수품의 품질보증을 담당하는 국방기술품질원에서는 크게 4가지 형태로 군수품을 구분하여 품질보증 활동을 수행하고 있다. 이러한 군수품에 대한 품질보증형태 분류는 품질보증기관의 입장에서만 결정되었기에 다른 이해관계자라 할 수 있는 방위사업청, 제조업체 및 수요군에서 요구되는 분류 기준과 상이할 수 있다. 이에 본 논문에서는 군수품에 대한 효율적인 조달 및 생산, 품질보증을 위한 적정 군수품 품질보증 형태 분류 기준을 제시하고자 하였다. 이를 위해 군수품에 대한 정부 품질보증기관인 기품원 뿐만 아니라 정부 조달물자의 품질확인을 담당하는 한국조달연구원의 품목 분류제도에 대해 살펴보았다. 또한 방사청 등 계약 및 제조, 품질보증, 수요군 등 모든 관련기관 입장에서의 적절한 군수품 분류기준을 정의하고 분석하였으며, 현 기준에 따른 군수품 분류 데이터 현황을 파악하였다. 아울러 제시된 품질보증형태 분류 기준을 활용한 적용사례 역시 제시하였다. 끝으로 본 연구에서 제시된 품질보증 형태 분류 기준을 적용한 차등화된 정부 품질보증 활동을 통해 업무 효율성 개선을 통한 군수품 품질향상에 기여할 것으로 판단된다.

항공탄약 구매 비용 절감 방안에 관한 연구 (A Study on the Cost Reduction Strategy of Aviation Ammunition)

  • The ROKAF has been training for a number of exercise for victory in the war, but the lack of aviation ammunition has become a big issue every year. However, due to the limitation of defense resources, there are many difficulties in securing and stockpiling ammunition for the war readiness. Therefore, there is a need to find a way to secure aviation ammunition for war readiness in a more economical way, so In this study, we analyze the precedent research case and the case of the reduction of the purchase cost of weapon system of other countries, and then I have suggested a plan that is appropriate for our situation. As a result of examining previous research cases for this study, there were data that KIDA studied in 2012, Precision-guided weapons acquisition cost reduction measures pursued by US Air Force And the use of procurement agencies that are being implemented by NATO member countries. Based on this study, the following four measures were proposed to reduce the purchase cost of aviation ammunition. First, the mutual aid support agreement was developed to sign the ammunition joint operation agreement. Second, join the NATO Support & Procurement Agency (NSPA) Third, it builds a purchasing community centered on the countries operating the same ammunition Fourth, participating in the US Air Force's new purchase plan for ammunition and purchase it jointly. The main contents of these four measures are as follows. 1. the mutual aid support agreement was developed to sign the ammunition joint operation agreement. Korea has signed agreements on mutual logistics support with 14 countries including the United States, Israel, Indonesia, Singapore, Australia, and Taiwan. The main purpose of these agreements is mutual support of munitions and materials, also supporting the training of the peace time and promoting exchange and cooperation. However, it is expected that there will be many difficulties in requesting or supporting mutual support in actual situation because the target or scope of mutual aid of ammunition is not clearly specified. Thus, a separate agreement on the mutual co-operation of more specific and expanded concepts of aviation ammunition is needed based on the current mutual aid support agreements 2. join the NATO Support & Procurement Agency (NSPA) In the case of NATO, there is a system in which member countries purchase munitions at a low cost using munitions purchase agencies. It is the NATO Purchasing Agency (NSPA) whose mission is to receive the purchasing requirements of the Member Nations and to purchase them quickly and efficiently and effectively to the Member Nations. NSPA's business includes the Ammunition Support Partnership (ASP), which provides ammunition purchase and disarming services. Although Korea is not a member of NATO, NSPA is gradually expanding the scope of joint procurement of munitions, and it is expected that Korea will be able to join as a member. 3. it builds a purchasing community centered on the countries operating the same ammunition By benchmarking the NSPA system, this study suggested ways to build a purchasing community with countries such as Southeast Asia, Australia, and the Middle East. First, it is necessary to review prospectively how to purchase ammunition by constructing ammunition purchasing community centered on countries using same kind of ammunition. 4. participating in the US Air Force's new purchase plan for ammunition When developing or purchasing weapons systems, joint participation by several countries can reduce acquisition costs. Therefore, if the US Air Force is planning to acquire aviation ammunition by applying it to the purchase of aviation ammunition, we will be able to significantly reduce the purchase cost by participating in this plan. Finally, there are some limitations to the method presented in this study, but starting from this study, I hope that the research on these methods will be actively pursued in the future.

A Study On Wartime Sealift Operation Using Simulation

  • The ROK TRANSCOM is trying to establish a concrete wartime sealift operation plan. But there are many problems to be solved for setting up the plan. The most serious problem is to procure war materiel to be shipped in U.S.A and next one is to determine the number of sealift assets and to allocate them. The process of sealift operation can be described as follows. Before the order of vessel mobilization, all vessels appointed for activation would be scattered in worldwide in the state of Beaded or unloaded. After the order of vessel mobilization, vessels would go to SPGE(seaport of embarkation) to load war materiel. Some loaded ships should offload the commercial cargo to the near port as soon as they are activated, before they would go to SPOE. All vessels would load procured materiel in SPOE and then go to SPOD(seaport of debarkation). They would offload war materiel in SPOD and then go back to SPOE to load war materiel again. We will simulate this process using ARENA(1), evaluate the sealift capability of ROK and find omit problems of the sealift plan. This model ultimately evaluates the sealift capability and provides planners with critical information far establishing and correcting the plan. This study can also provide military planners with a flexible and accessible decision support tool to provide advance planning under a variety of conditions on the sealift capability. The military planner is expected to make use of this model as a standard for establishing effective and concrete sealift operation in the near future. We can conclude how procurement capability significantly affects the result of sealift operation through this model. We could decide the appropriate levee of sealift asset such as the number of vessels and the number of available berth. So we could allocate effectively the resources for completing the sealift operation within the TGT(Target) time.

Improvement of ITSM IT Service Efficiency in Military Electronic Service

  • IT Service Management (ITSM) achieves consolidated management for the IT services supporting the acquisition system, and no outside connections can be established with such ITSM. Issues pertaining to the D2B can be addressed to System Q&A or a Call Center for problem-solving. In other words, internal staff can take the necessary measures for problems by directly connecting with ITSM. Currently, diverse innovative technologies are being used in electronics and ubiquitous computing environments. This allows us to create a better world by providing the backbone for remarkable development in our human society in the fields of electronics, devices, computer science, and engineering. Following the expansion of IT services in the military acquisition sector such as Defense Electronic Procurement, military export/import support system, etc., customers' dependence on IT for conducting business with the military or related companies is increasing, including the military's dependence on the same technology for services to the public. Nonetheless, issues pertaining to the simplified/integrated management of complex IT service management systems, including slow system recovery, lack of integrated customer service window, and insufficient information sharing, have become the priority problems that IT managers are required to solve. Therefore, this study conducted research on the integrated management of IT services provided by Korea's national defense acquisition system, which was developed based on the existing system IT Infrastructure Library (ITIL) v2, and investigated the level of satisfaction with services with focus on ensuring that it can be used for understanding the necessity of the system and its advancement in the future.
