  • A System engineering is a management technique that simultaneously interates all essential acquisition activities through the use of multidisciplinary teams to optimize the design, manufacturing, business, and supportability processes. This work describes two case studies of the defence acquistion prigram applied SE. It is presented a general understanding of SE and perspective of SE applications for defense acquisition process.

Contract Awarding Process and its Reasonable Improvement for Defense Acquisition (공공사업 경쟁입찰에서 낙찰자 결정방법분석 및 국방획득사업의 합리적인 사업자결정 방안)

  • The current contract awarding process regulated by laws and ordinances is analyzed and more reasonable processes are suggested. To this end, the principle of economic analysis is described with emphasis on the cost-effectiveness analysis, and the laws and ordinances regulating the process are thoroughly examined. The current contract awarding rule is based on the weighted sum of effectiveness score and cost score. This may not conform to the framework of economic analysis where effectiveness is supposed to be measured as an output and cost measured as an input. An improvement is attempted to the defense acquisition system and it is recognized that the economic analysis and policy consideration should be performed separately. Concept of statistical testing is introduced to see if the results of the cost effectiveness analyses show the significant difference between the alternatives. It is suggested that the contract awarding process can be improved by performing significance test followed by the aggregation of the two analyses. A minor improvement is also suggested on the application of current rules.

An Integrated DEA-AHP Model for the Acquisition of a Weapon System: Selection of a Next-Generation Fighter System in Korea

  • In this paper, we propose a data envelopment analysis (DEA) and analytic hierarchy process (AHP) integrated model to improve the selection process in the acquisition of a weapon system which is the key component to the success of the project. In particular, we applied DEA in the first stage to choose a frontier group among the candidates in the selection process of the next-generation fighter system (the 3rd FX) in Korea. Then, by using the Delphi technique, we surveyed military experts and applied AHP to determine the best choice among the candidates. The results of the study match the actual decision made by the Korean government in the weapon system acquisition. The results of the proposed DEA-AHP integrated method in the selection of the next-generation fighter systems in Korea demonstrate the usefulness of the method. In this paper, we also discuss the future implications of the proposed model.

  • The Core in Weapon system R&D is to realize the user required capabilities in limited schedule and cost. Therefore, the design of weapon system focuses to functional design for realization of requirement capabilities. However, the weapon system should not only basically bring the confidence to friendly forces bring fear to enemy forces to maximize the operational effectiveness of weapon systems and we consider the exterior design as the important factor to compete with foreign systems in international defense market besides capabilities and cost. For that reason, we made study case about the visual design decision process applied to the LVT(light tactical vehicle) project which was recent successful deployment among the many R&D projects of auto industry. Based on this case, this study suggests the necessity of the exterior design decision process the maneuver weapon system is developed.

A Study on the Disputes Settlement Clause in the Defense Procurement Contracts (국방조달 계약에서의 분쟁해결 조항에 관한 연구)

  • The term of defense procurement is used indifferently from defence acquisition. It consists of two sectors : domestic defense procurement and foreign defense procurement. For efficient and transparent defense procurement, Defence Acquisition Program Law in Korea suggests some principles including the purchase of domestically manufactured munitions in the first instance, and the Defense Acquisition Program Administration(DAPA)'s direct procurement of munitions, etc. By reviewing the characteristics, process, current situation and model contracts of defense procurement, it is found that domestic procurement contracts only propose the legal approach instead of arbitration and foreign procurement contracts suggest confusedly both the legal approach and arbitration for amicable disputes settlement. Therefore, it is quite recommended for arbitration organizations such as the Korean Commercial Arbitration Board(KCAB), the Korean Arbitrators Association(KAA), and the Korean Association of Arbitration Studies(KAAS) to foster a variety of strong awareness campaign, education and consulting programs, etc. for the popular use of arbitration clause. It will contribute to settle any disputes and controversies between the parties more speedy, economically and rationally, thereby reducing the costs, time and pains for solving them.

  • The System Engineering(SE) and the Earned Value Management System(EVMS), as parts of the scientific project management methodology, have been applied to Surion Helicopter R&D Program. The concept and application process of SE methodology, requirements management and applications output by DOORS program are described in this study. The concept and application process of EVMS, analysis results of schedule/cost variance for Surion RF equipment are also discussed in this study. Though the Surion R&D program is still on-going, it is found that the measures of effectiveness of SE and EVMS applications are verified.

  • This paper briefly reviews the path planning methods that are applicable to the autonomous mobile robots for the military. Two distinct path search algorithms, $A^*$ and $D^*$ that are most popular and flexible in public applications, among those reviewed are coded and analyzed in terms of combat environment assessment factors called METT+TC for the area of operations. The results imply that it is important to consider the characteristics of defense acquisition process and the specific requirements of defense operation so that the successful technology development of the Robot products is directly linked to the defense procurement of Robot products.

A Study on the Development & Evaluation of Defense Quality Maturity Index (국방품질성숙도지수의 개발 및 평가에 관한 연구)

  • Purpose: The purpose of this research is to develop defense quality evaluation model in order to improve the problem of private sector quality evaluation model and propose the total integrated defense quality management model which enables to evaluate not only large defense industry, but also small-medium industry. Methods: This paper consider the characteristics on ISO 9001 Quality Management System, single PPM, PASS and defense quality and develop defense quality maturity model and index which enables to measure the current quality management level and characteristics and to evaluate operational characteristics in each maturity level for domestic defense industry. Results: From 176 DQMS certified defense industry, the defense quality maturity level is 68,2, C grade. The large defense industry shows, 80.9, A grade; medium industry 69.7, C grade; small-medium industry shows 54.1, D grade. Through the classified types of industries, the current level of quality management of defense industries was diagnosed and the areas to be supplemented for the total quality management were identified. Conclusion: Developed DQMI can be used as the basic information for spreading quality management activities in the defense industry by diagnosing the overall quality management of existing defense industries and quantifying the ambiguity of non-metric measurements and measurement standard that were presented as the threshold of the defense quality management system certification process.

  • The risk analysis plays an important role in weapon system acquisition project due to uncertainties in the acquisition process. But in domestic, studies on risk analysis are insufficient and risk cost is not included in acquisition budget in policy. Therefore, in this study, we suggest a method that measures risk or success probability of project using the stochastic model. In particular, in order to calculate the success probability, we apply the joint probability distribution model of cost and schedule that are critical factors influencing the project risk. And also we verify the applicability of this model in Korean defence industry environment through case studies.

  • This paper deals with the improvement of doctrine, organization, and training for Weapon systems during the defense acquisition process. We analyze the combat development element such as doctrine, organization, and training which is working in the United States of America. then we apply the ideas to our proposal for the improvement of doctrine, organization, and training for weapon systems. This paper will be contributed to the improvement of doctrine, organization, and training and the efficiency of defense acquisition program management.
