Many advanced countries including the U.S. consider defense standardization as a critical task for the efficient acquisition and effective operation of weapon systems and have implemented the appropriate standardization policy by synchronizing the defense acquisition strategies and nation standardization policy with defense standardization. It is required to develop the long-term defense standardization policy that can cope with the future domestic and international defense environmental changes. Therefore, it is an inevitable task to investigate the standardization trends and strategy in the domestic and international perspectives. The study aims to provide the vision of defense standardization policy, act/regulation, organization/personnel, education/training and information system.

Although defense standardization is recently becoming more and more active, there are still many obstacles to achieve attainments as planned. On the other hand, national standardization already has been applied as a mandatory rule in the overall industries and R&D programs and is well supported by systematic and specialized national basis. Furthermore, advanced countries, such as U.S.A., England and NATO, are considering defense standardization as a essential element to achieve low cost and highly efficient acquisition system and to enhance interoperability among the allied forces. This study aims to form public opinion in support of importance of defense standardization and to provide the vision and various implementation tasks for improving defense standardization outcome.

Purpose: This study identified the standardization activities from the early stage of acquisition to disposal during the materiel life cycle and proposed the improvement of standardization process. Methods: Through improvement of duplicated deliberation for the revision of military specification, unification of technical change proposal reception organization, and resolution between the conflicting parts of laws and regulations, simplifying the standardization procedure and strengthening linkages between the civilian standards were gained. Results: We have redefined the concept of the standards and standardization in the field of defense and proposed the standards-driven documentary standards as a measurement standards and reference standards to expand the activities. Conclusion: Through a standardization survey, we came to conclusion that we need to change the concept of standardization in the field of national defense from making the specification to using the means of efficient management of military resources.

본 연구는 국방 분야 선진국인 미국의 표준에 대한 제정 동향을 파악하고, 한국 국방 표준에 적용 가능한 방안을 검토하였다. 이를 위해 웹에 등록된 MIL-STD를 비롯하여 다양한 미국 국방 문서에 대해 제목을 중심 데이터를 수집한 후, 텍스트 마이닝을 이용하여 단어 빈도를 분석하고 그 결과를 워드클라우드 형태로 생성하였다. 그 결과, 시대별로 MIL-STD에 등장하는 단어의 동향을 파악할 수 있었다. 문서 자체의 형식으로 인해 많이 등장하는 단어, 전 시대에 걸쳐 많이 등장하는 단어도 있는 반면, 과거에는 자주 쓰이다 현재는 많이 쓰이지 않는 단어나 과거에는 주목을 받지 못하다가 현재에 와서야 많이 등장하는 단어도 파악이 가능하였다. 또한 MIL-STD를 포함한 다양한 국방 문서를 대상으로 생성한 워드클라우드를 통해 그 특징을 도출하였다. 결론적으로 한국 국방 표준도 재료의 안전한 사용 및 다양한 화물 운반 기준을 마련하는 것에 대한 고민이 필요한 것을 확인하였다. 더 나아가 국방 분야 표준 및 규격에 4차 산업혁명 등과 관련된 최신 기술을 반영하여 표준을 선점하고 규격을 마련하는 것이 중요할 것이다. 또한 국방표준 문서체계를 명확하게 정립하고 효율적인 관리에 투자한다면, 국방 분야 표준의 질 향상을 기대할 수 있을 것이다.

The purpose of this study is to develop a mid and long-term roadmap for "Commercial and Military Collaboration Standardization(CMCS) program." We developed three layer's roadmap through systematical process. The roadmap is composed of four targets, eight projects and forty-six tasks. To evaluate the quality of the roadmap, we applied checklist method and statistical analysis. Consequently, the quality is positive and it shows that the roadmap could apply for CMCS program. In addition, it is expected to contribute to the standardization between military supplies and commercial products.

민간에서뿐 아니라 국방분야에서도 인공지능은 국방의 발전을 위해 꼭 도입되어야 하는 첨단기술로 받아들여지고 있으며, 특히 국방과학기술혁신의 핵심 과제로 인공지능이 선정되고, 데이터의 중요성이 확대되고 있다. 국방은 폐쇄적인 데이터 정책에서 데이터 공유·활성화로 방향을 전환하고 있으며, 국방의 발전을 위해 필요한 양질의 데이터를 확보하기 위한 노력을 기울이고 있다. 특히 AI·빅데이터의 고유한 특성이 반영될 수 있도록 관련 절차 개선 및 대량·양질의 데이터가 충분히 확보된 상태에서 연구개발이 시작될 수 있도록 데이터 확보를 위한 사업예산과 제도 검토를 추진하고 있다. 그러나 국방 차원의 정형데이터 및 비정형 데이터의 표준화·품질 기준 마련이 필요한 상황이나 지금까지 국방은 정형데이터의 표준화·품질 기준을 제안하고 있는 수준으로 이에 대한 보완이 필요하다. 본 논문에서는 국방 인공지능에서 가장 필요한 국방 비정형 데이터셋을 위한 비정형 데이터셋 표준포맷을 제안하고, 이를 바탕으로 국방 비정형 데이터셋 표준화 방안을 제안한다.

군에서 사용하는 무기체계의 경우 경제적이고 효율적인 조달·관리 및 유지를 위하여 국방규격을 제정하여 관리한다. 국방규격은 제품 및 용역에 대한 기술적인 요구사항과 요구필요조건의 일치성 여부를 판단하기 위한 절차와 방법을 서술한 문서로, 작성된 국방규격은 무기체계의 생산, 품질보증, 형상관리 등에 활용된다. 소프트웨어도 국방규격의 하나로 다른 국방규격(국방규격서, 품질보증요구서, 도면, 부품/BOM 목록)과 같이 작성되고 관리되나, 소프트웨어의 일부(또는 전부)를 포함하지 않고 규격화를 수행하는 경우가 있다. 이 경우 개발업체를 제외하고는 다른 업체들은 제품을 생산할 수 없어 경쟁계약이 제약될 뿐만 아니라, 승인 없이 업체가 임의로 소프트웨어를 변경할 수 있어 무기체계의 품질에도 큰 영향을 미친다. 따라서 소프트웨어의 규격화 누락 여부의 검증은 반드시 필요하나, 하드웨어 내부에 탑재되는 펌웨어의 경우 개발업체 외에는 규격화 누락 여부의 확인이 매우 어렵다. 본 연구에서는 실제 품질보증 업무 수행 시에 활용할 수 있는 소프트웨어 규격화 누락 여부의 검증 방안을 제시하였으며, 이를 통해 무기체계의 효율적인 생산, 품질보증에 기여할 것이다.

To achieve designed quality and reliability from R&D to force integration, an establishment of precise and distinct specifications and standards are required. However, the recent process of R&D standardization on defense acquisition system, has brought plenty of corrections on specifications and standards that may cause not only difficulties to production line and retardation to the military forces, but also a degradation of provided weapon systems. Therefore, a technical review should be performed by the developer, the producer, and the client, establishing the standard that include mass production requirements as well as clients' requirements. This paper propose a specified solution on process of R&D standardization, by applying a substantial FCA(Functional Configuration Audit) and PCA(Physical Configuration Audit) which implies participation of related agencies. By the improved PCA, 2,023 corrections on 74 types of QAR(Quality Assurance Requirement)s and 12,715 corrections on drawings are identified.

무기체계 부품 표준화는 부품 관리의 요소 중 하나로써 무기체계의 획득 및 운영유지 비용절감, 신뢰성 강화, 상호운용성 향상, 부품 단종 문제 완화, 물류 효율 향상, 군의 전투 준비태세 강화를 위한 중요한 요소이다. 이 연구의 목적은 국내 연구개발 무기체계의 부품, 국외 도입 무기체계 부품 및 여러 상용부품들을 표준화 관점에서 어떻게 관리를 하고 있는지 조사 및 분석하여, 부품 표준화를 위한 부품 관리 방안을 연구하고, 이를 향후 업무에 활용하여 우리 군의 무기체계에 체계적인 부품 표준화를 이루기 위한 것이다. 이를 위해 무기체계 부품 표준화를 위한 요소가 어떤 것이 있는지 조사 및 분석하였고, 이를 의사결정 기법의 하나인 AHP(Analytic Hierarchy Process)를 활용하여 각 요소들의 중요도 및 가중치를 산출하고, 이를 활용한 설계단계 표준부품 선정 방안을 연구하였다. 이를 통해 그동안 설계자 및 담당자의 경험과 주관적 판단에 의존하여 이루어지던 표준부품 선정 과정을 개선하여 체계적이고 객관적인 무기체계 부품 표준화 방안을 제시하였다.

국방과학기술분야 업무의 효율성을 극대화하기 위해서는 국가적인 차원에서 국방 관련 기관들이 사용하고 있는 국방과학기술분야의 전문용어를 광범위하게 수집하고 기술 체계를 통일하여 관리하는 것이 필요하다. 각 분야별/기관별로 사용되고 있는 국방과학기술 용어들의 표준화를 통해서 전문용어에 대한 혼란을 없애는 것은 물론, 전문용어 사전을 오프라인 및 온라인 서비스에 활용함으로써 전문용어에 대한 접근성을 높이는 것이 요구된다. 본 연구에서는 고도의 신뢰성이 요구되는 국방과학기술 정보 분석의 기반을 제공하기 위해서 국방과학기술분야를 중심으로 전문용어의 선정, 기술 기준, 기술 구조를 포함하는 모든 프로세스를 표준화하는 것은 물론, 온라인 서비스에 전문용어 사전의 효과적으로 활용하기 위한 방안을 제시하고 있다. 또한 표준화된 구축 프로세스에 따라 전문용어 사전을 시범 구축하였다. 본 연구를 통해 생성되는 전문용어 사전은 다음과 같은 분야에 활용될 수 있다. 1) 국방과학기술 전문용어 데이터베이스 구축 및 용어 사전의 발간. 2) 국방과학기술분야의 정보 분석. 3) 전문용어 다국어 대역어를 이용한 외국어 정보분석. 4) 정보 처리 용어의 일관성 보증. 5) 전문용어를 추출하기 위한 언어 자원.
