Efficient Utilization of Private Resources for the National Defense - Focused on maintenance, supply, transportation, training & education - (국방분야 민간자원의 효율적 활용방안 - 정비, 보급, 수송, 교육훈련분야를 중심으로 -)

  • The National Defense Reformation bill of "National Defense Reformation 2020" which have been constantly disputed and reformed by the government went through various levels of complementary measures after the North Korean sinking on the Republic of Korea (ROK) Naval Vessel "Cheonan". The final outcome of this reform is also known as the 307 Plan and this was announced on the 8th March. The reformed National Defense Reformation is to reduce the number of units and military personnel under the military structure reformation. However, in order for us to undertake successful National Defense Reformation, the use of privatized civilian resources are essential. Therefore according to this theory, the ROK Ministry of National Defense (MND) have selected the usage of privatized resources as one of the main core agenda for the National Defense Reformation management procedures, and under this agenda the MND plans to further expand the usage of private Especially the MND plans to minimize the personnel resources applied in non-combat areas and in turn use these supplemented personnel with optimization. In order to do this, the MND have initiated necessary appropriate analysis over the whole national defense section by understanding various projects and acquisition requests required by each militaries and civilian research institutions. However for efficient management of privatized civilian resources, first of all, those possible efficient private resources which can achieve optimization will need to be identified, and secondly continuous systematic reinforcements will need to be made in private resource usage legislations. Furthermore, we would need to consider the possibility of labor disputes because of privatization expansion. Therefore, full legal and systematic complementary measures are required in all possible issue arising areas which can affect the combat readiness posture. There is another problem of huge increase in operational expenses as reduction of standby forces are only reducing the number of soldiers and filling these numbers with more cost expensive commissioned officers. However, to overcome this problem, we would need to reduce the number of positions available for active officers and fill these positions with military reserve personnel who previously had working experiences with the related positions (thereby guaranteeing active officers re-employment after completing active service). This would in tum maintain the standards of combat readiness posture and reduce necessary financial budgets which may newly arise. The area of maintenance, supply, transportation, training & education duties which are highly efficient when using privatized resources, will need to be transformed from military management based to civilian management based system. For maintenance, this can be processed by integrating National Maintenance Support System. In order for us to undertake this procedure, we would need to develop maintenance units which are possible to be privatized and this will in turn reduce the military personnel executing job duties, improve service quality and prevent duplicate investments etc. For supply area, we will need to establish Integrated Military Logistics Center in-connection with national and civilian logistics system. This will in turn reduce the logistics time frame as well as required personnel and equipments. In terms of transportation, we will need to further expand the renting and leasing system. This will need to be executed by integrating the National Defense Transportation Information System which will in turn reduce the required personnel and financial budgets. Finally for training and education, retired military personnel can be employed as training instructors and at the military academy, further expansion in the number of civilian professors can be employed in-connection with National Defense Reformation. In other words, more active privatized civilian resources will need to be managed and used for National Defense Reformation.

Implementation of CITIS for CALS (효율적인 CITIS 시스템의 구현)

  • In this paper, we discuss about the implementation of CITIS(Contractor Integrated Technical Information Service) which is information infrastructure for CALS. CALS concept is introduced by DoD(Department of Defense, US) to exchange technical data of product's life cycle electronically. This CALS concept is accepted by commercial industrial area and considered as a part of global concept of Electronic Commerce. CITIS- a service defined by MIL-STD-974- is about to be implemented by commercial industrial society, too. But, until now there is a few sites implementing CITIS and especially in Korea. In this paper, we discuss characteristics of some CALS/CITIS implementation and solutions, and introduce ETRI-CITIS.

  • Through USN field Test Projects launched in 2005, 9 USN application service models such as u-Ocean, u-Construction, u-Farm, u-Hospital has been deployed. We conducted technical, industrial, economical feasibility tests to verify those services. This thesis will cover briefly the current situation of USN industry domestically and internationally. It will show the future prospect of convergence service model based on USN in conjunction with research details and results from previous USN field Test Projects.

  • Purpose: A main aims to classify quality attributes for quality assurance activities of military supplies by company size, and to derive the necessity for business improvement by company size to improve customer satisfaction through customer satisfaction coeffiecient and PCSI Index. Methods: Through a survey of defense and general businesses located in Busan and South Gyeongsang Province, the quality of service elements are classified and the client satisfaction factor and PCSI is calculated for the quality assurance activities. Results: Determine the current level of customer satisfaction with the quality of the Defence quality assurance service and present operational factors that need improvement by size of the company. Conclusion: The attractive quality of service factors for quality assurance work were in common and different and the need for improvement was identified based on differences in PCSI Index by Company size.

  • Today's Internet is providing a single service which is so-called "best-effort service". Now, multimedia and real-time applications are not only demanding large bandwidth but also requiring high QoS. For this, MPLS and DiffServ technology can be adopted to support more scalability and QoS for data traffic engineering. The DISN(Defense Information Systems Network) supports CBR service for voice traffic and VBR service for data traffic which is best-effort service. We propose how to adopt MPLS and DiffServ technology to support traffic engineering and guarantee QoS in the DISN. A traffic analysis according to prioritized traffic classes is done using OPNET simulation tool for assuring QoS. The result shows that low priority packets are delayed a little bit, but high priority packets are transferred more efficiently than without traffic engineering.gineering.

  • Artificial intelligence, which is in the spotlight as the core driving force of the 4th industrial revolution, is expanding its scope to various industrial fields such as smart factories and autonomous driving with the development of high-performance hardware, big data, data processing technology, learning methods and algorithms. In the field of defense, as the security environment has changed due to decreasing defense budget, reducing military service resources, and universalizing unmanned combat systems, advanced countries are also conducting technical and policy research to incorporate artificial intelligence into their work by including recognition systems, decision support, simplification of the work processes, and efficient resource utilization. For this reason, the importance of technology-driven planning and investigation is also increasing to discover and research potential defense future technologies. In this study, based on the research data that was collected to derive future defense technologies, we analyzed the characteristic evaluation indicators for future technologies in the field of artificial intelligence and conducted empirical studies. The study results confirmed that in the future technologies of the defense AI field, the applicability of the weapon system and the economic ripple effect will show a significant relationship with the prospect.

Science and Technology Terminology Dictionary Building Process and Workbench Development in Defense Area (국방과학기술 전문용어 사전 구축을 위한 프로세스 및 워크벤치 개발)

  • To improve the efficiency of business, it is important to standardize the meaning of terminology. And then, terminology dictionaries have been actively being built and used in various fields. In defense area, the publication of defense terminology dictionary is useful for information exchange of each army and distribution of standardized terminology. Defense agency for technology and quality(DTaQ) publishes terminology dictionary of defense science and technology on a three-year cycle. DTaQ tries to standardize the construction process of terminology dictionary and improve service efficiency by using terminology dictionary in defense area. This proposed method is based on the result of previous study about standardization of terminology dictionary. We suggest the practical steps including terminology dictionary constructing process, composition and role of organization, definition of headword, selection of target documents to be extracted terminology candidate, terminology extraction, generation of terminology candidate group, workbench registration, construction and validation of terminology dictionary. Thesaurus and workbench are developed to use and support terminology dictionary effectively.

  • To effectively manage research information in the field of national defense, metadata about the information should be managed systematically, and an integrated system to help convergence and management of the information should be implemented based on the metadata. In addition, the system should provide the users with effective integrated search services in a mobile environment, because searching via the use of mobile devices is increasing. The objective of this paper is to suggest a MSISS (Mobile Semantic Integrated Search System), which satisfies the requirements for effective management of the national defense research information. Specifically, we defined national defense research ontologies and national defense research rules after analyzing the Dublin Core metadata and database information of the major military research institutions. We implemented a prototype system for MSISS to demonstrate the use of the ontologies and rules for semantic integrated searching of the military research information. We also presented a triple-based search service to support semantic integrated search in a mobile environment and suggested future mobile semantic integrated search services.

  • Recently, artificial intelligence has spread rapidly and popularized and expanded to the voice recognition personal service sector, and major countries have established artificial intelligence promotion strategies, but in the case of South Korea's defense domain, its influence is low with a geopolitical location with North Korea. This paper presents a total of six strategies for promoting South Korea's defense artificial intelligence, including establishing roadmaps, securing manpower, installing the artificial intelligence base, and strengthening cooperation among stakeholders in order to increase the impact of South Korea's defense artificial intelligence and successfully promote artificial intelligence. These suggestions are expected to establish the foundation for expanding the base of artificial intelligence.

  • Cloud computing markets are rapidly growing as cost savings and business innovation are being carried out through ICT worldwide. In line with this paradigm, the nation is striving to introduce cloud computing in various areas, including the public sector and defense sector, through various research. In the defense sector, DIDC was established in 2015 by integrating military, naval, air and military computing centers, and it provides cloud services in the form of IaaS to some systems in the center. In DIDC and various future cloud defense systems, It is an important issue to ensure availability in cloud defense systems in the defense sector because system failures such as network delays and system resource failures are directly linked to the results of battlefields. However, ensuring the highest levels of availability for all systems in the defense cloud can be inefficient, and the efficiency that can be gained from deploying a cloud system can be reduced. In this paper, we classify and define the level of availability of defense cloud systems step by step, and propose the strategy of introducing Erasure coding and failure acceptance systems, and disaster recovery system technology according to each level of availability acquisition.
