A Linear Approximation Model for an Asset-based Weapon Target Assignment Problem (자산기반 무기할당 문제의 선형 근사 모형)

  • A missile defense system is composed of radars detecting incoming missiles aiming at defense assets, command control units making the decisions on weapon target assignment, and artillery batteries firing of defensive weapons to the incoming missiles. Although, the technology behind the development of radars and weapons is very important, effective assignment of the weapons against missile threats is much more crucial. When incoming missile targets toward valuable assets in the defense area are detected, the asset-based weapon target assignment model addresses the issue of weapon assignment to these missiles so as to maximize the total value of surviving assets threatened by them. In this paper, we present a model for an asset-based weapon assignment problem with shoot-look-shoot engagement policy and fixed set-up time between each anti-missile launch from each defense unit. Then, we show detailed linear approximation process for nonlinear portions of the model and propose final linear approximation model. After that, the proposed model is applied to several ballistic missile defense scenarios. In each defense scenario, the number of incoming missiles, the speed and the position of each missile, the number of defense artillery battery, the number of anti-missile in each artillery battery, single shot kill probability of each weapon to each target, value of assets, the air defense coverage are given. After running lpSolveAPI package of R language with the given data in each scenario in a personal computer, we summarize its weapon target assignment results specified with launch order time for each artillery battery. We also show computer processing time to get the result for each scenario.

A Study on the Procedure of Technology Assessment Applicable to the Defense Industry Technology Decision (방위산업기술 판정을 위한 기술검토방안 연구)

  • With the emphasis on protecting Defense Industry Technology, the Defense Industry Technology Protection Act (DITPA) was enacted (in 2015) and implemented. According to article 7 of the DITPA, a target institution may apply to the Director of the Defense Acquisition Program Administration (DAPA) for a decision as to whether the technology it possesses belongs to the Defense Industry Technology. The Director of the DAPA shall make a decision through a technical review and notify the applicant in writing of the result. On the other hand, as detailed procedures and standards for the decision are not stipulated, the objectivity of the decision result may deteriorate, and it is necessary to prepare a procedure suitable for the characteristics of the decision. In this study, a technology assessment procedure that can be applied to the Defense Industry Technology Decision is proposed through domestic and international technology protection regulations and case analysis. The procedure consists of three-stage: fundamental review, technical attribute review, comprehensive review. As a result of this study, it is expected that the objectivity of a technology assessment for the Technology Industry Technology Decision will be secured, and the efficiency will be improved.

  • This study attempted to analyze the factors that influence the participation of beneficiary companies in the government's defense industry promotion support project. To this end, experimental data were analyzed by constructing a prediction model consisting of highly important variables in beneficiary company decisions among various company information using the decision tree model, one of the data mining techniques. In addition, various rules were derived to determine the beneficiary companies of the government's support project using the analysis results expressed as decision trees. Three policy measures were presented based on the important rules that repeatedly appear in different predictive models to increase the effect of the government's industrial development. Using the analysis methods presented in this study and the determinants of the beneficiary companies of the government support project will help create a sustainable future defense industry growth environment.

A study on Technology Push-based Future Weapon System and Core Technology Derivation Methodology (빅데이터분석기반의 기술주도형 미래 국방무기체계 및 핵심기술 도출 방법연구)

  • Purpose: Recent trends have shown that the usage of big data analysis is becoming the core of identifying promising future technologies and emerging technologies. Accordingly, applying these trends by analyzing defense related data in such sources as journals, articles, and news will provide crucial clues in predicting and identifying core future technologies that can be used to develop creative and unprecedented future weapon systems that could change the warfare. Methods: To identify technology fields that are closely related to the 4th industrial revolution and recent technology development trends, environmental analysis, text mining, and military applicability survey have been included in the process. After the identification of core technologies that are militarily applicable, future weapon systems based on these technologies as well as their operation concepts are suggested. Results: Through the study, 73 important trends, from which 11 mega trends are derived, are identified. These mega trends can be expressed by 13 promising technology fields. From these technology fields, 248 promising future technologies are identified. Afterwards, further assessment is performed, which leads to the selection of 63 core technologies from the pool. These are named as "future defense technologies" which then become the bases for 40 future weapons systems that the military can use. Conclusion: Predicting future technologies using text mining analysis have been attempted by various organizations across the globe, especially in the fields related to the 4th industrial revolution. However, the application of it in the field of defense industry is unprecedented. Therefore, this study is meaningful in that it not only enables the military personnel to see promising future technologies that can be utilized for future weapon system development, but helps one to predict the future defense technologies using the method introduced in the paper.

  • Demand for performance analysis is increasing for efficient use of limited budgets such as improving investment efficiency and strategic budget allocation in accordance with the continuous increase demand of R&D budget for developing advanced weapon systems in the future battlefields. In accordance with the Act on the Performance Evaluation and Performance Management of the National R&D Projects established in March 2006, the performance analysis has been conducted for the systematic management and utilization of the R&D project performance. It was recognized as a project to achieve self-defense through strengthening the weapons system development capability, however, efficiency evaluation of Defense R&D projects was not much emphasized. Research on the efficiency analysis of defense R&D projects has been conducted in recent years, but most studies focused on corporate efficiency and productivity of defense companies. In this study, we analyzed the three-stage performance of defence R&D projects based on the logical model using the data envelope analysis(DEA) model. We also analyzed performance analysis from various perspectives through R&D type, technology classification and performance model. This study is expected to help defense department improve defense R&D projects and make decision.

A Study on the Improvement Plan for Enhancing Utilization of Defense Critical Technologies (국방 핵심기술 활용성 증대를 위한 개선 방안 연구)

  • Various security threats, such as North Korea's nuclear tests and intercontinental ballistic missile developments, are becoming issues. Considering the current security situation in South Korea, proper selection of weapons and efficient defense acquisition systems are essential. In this paper, we conduct a survey and analysis of the defense core technology necessary for the development of weapons systems, and review whether current defense research and development is carried out efficiently. A theoretical study was conducted on ways to enhance the linkage between defense core technology and weapons systems development. As a result of the study, the necessity for development of weapons systems and the linking of defense core technology planning with the need for institutional improvement in enhanced utilization of defense core technology were derived. We propose a method for a long-term weapons systems concept plan that integrates defense core technology planning with forces planning and pre-project research programs to improve planning efficiency.

The Study on Development of R&D Technology Rating Methodology in the Defense Area (국방 R&D기술 등급평가 방법론 개발 연구)

  • This paper presents the technology rating methodology that is applicable to defense R&D technology. First, a technology profitability index was developed using multiple regression analysis to forecast the revenue from technology transfer. Secondly, the technology evaluation index was derived using hierarchical analysis with expert opinion. Finally, the weighted average of the technology profitability index and technology evaluation index were calculated to derive the technology rating. This study is significant in that it is first attempt to evaluate defense R&D technology by rating. If the defense R&D technology rating methodology is applied in practice, it can contribute to efficient R&D budget allocation. In addition, it will help in the vitalization of technology transfer in the defense R&D sector.

A Study on Development of Mid and Long-term Roadmap of National Defense Standardization by the Commercial and Military Collaboration (민.군 협력에 의한 중.장기 국방 표준화 로드맵 개발에 관한 연구)

  • The purpose of this study is to develop a mid and long-term roadmap for "Commercial and Military Collaboration Standardization(CMCS) program." We developed three layer's roadmap through systematical process. The roadmap is composed of four targets, eight projects and forty-six tasks. To evaluate the quality of the roadmap, we applied checklist method and statistical analysis. Consequently, the quality is positive and it shows that the roadmap could apply for CMCS program. In addition, it is expected to contribute to the standardization between military supplies and commercial products.

  • Since media articles, which have a great influence on public opinion, are transmitted to the public through various media, it is very difficult to analyze them manually. There are many discussions on methods that can collect, process, and analyze documents in the academia, but this is mostly done in the areas related to politics and stocks, and national-defense articles are poorly researched. In this study, we will explain how to build an automatic analysis system of national defense articles that can collect information on defense articles automatically, and can process information quickly by using topic modeling with LDA, emotional analysis, and extraction-based text summarization.

A Study on the Reliability Growth of Multiple Launch Rocket System Using Accelerated Life Testing (가속수명시험을 이용한 다련장 발사대 신뢰도 성장 연구)

  • In this paper, we aim to check the reliability growth of multiple launch rocket components by the life evaluation. We apply the Crow-AMSAA model to the sets of test data obtained from the development phase. The result of the data analysis shows that the reliability of some components needs to be improved. In order to improve their reliability, we analyze the failure mechanism and change their designs. The verification of the reliability growth for those components is done by analyzing the data sets obtained by the accelerated life tests. As a result, we show that the MTBF of those components is increased and also their reliabilities improved.
