국방연구개발사업 수행위험 측정방안 연구 (A Study on Performance Risk Measurement for the Defense R&D Program)

  • The risk management is a method to identify and to handle risk factors. In this paper, we introduce a methodology that can be used to measure of system's performance risk by combining system's TPM(technical performance measures) in the R&D(research and development) program for defense acquisition. By applying the suggested procedure, we can monitor risk trends in R&D program by calculation of system's overall TPM and find out where management should target to reduce or remove the system's performance risk.

  • 본 논문은 SBA 효과도에 대한 이해를 기반으로 국방 무기체계 개발이 어떤 형태로 진행되어야 하는지에 대한 제안을 담고 있다. 이러한 연구가 필요한 이유는 기존의 국방무기체계도입 환경이 SBA의 필요성에 대해서는 인지하고 있으나 이의 적용 시 나타나는 효과에 대해 적절히 제시하지 못하고 있는 데에 있다. 이러한 효과를 제시하기 위해서는 무엇보다 모델링 및 시뮬레이션 수행 시의 비용에 대한 산정이 어떻게 될지에 대한 연구가 선행되어야 하고 이를 기반으로 무기체계 개발 시 발생되는 비용과 관련한 로그를 기록으로 남기는 과정이 요구된다. 본 논문에서는 이러한 요구사항과 필요성을 기반으로 국방 무기체계도입을 관리하는 시스템의 구조와 구성을 제안하고 이를 기반으로 제안된 시뮬레이션 시스템을 결과물로 제시한다. 본 연구의 기여점은 그동안 고려되지 못한 SBA의 효과도를 수치적으로 나타내기 위한 방법을 제시하는 데에 있으며 이를 기반으로 국방환경에서 활용 가능한 시스템의 개발을 제안한 데에 있다.

군용항공기 연구개발 사업의 리스크 관리 (Risk Management for R&D Projects in the Military Aircraft Systems)

  • Military aircraft R&D projects require large-scale investment in cost and time, and involve a complex coordination process in decision-making. The R&D project manager should determine the development management priorities as accurately as possible and focus on R&D capabilities, thereby reducing the risks of the aircraft R&D project. To this end, this study aims to reduce R&D risk by prioritizing cost, schedule, and performance, which are basic management factors used in R&D project management in defense project management regulations. Analytic Hierarchy Process (AHP) is applied using a questionnaire for managers in charge of aviation R&D under the Defense Acquisition Program Administration. As a primary result, the importance of the factors that the aircraft R&D project manager should consider was derived in the order of performance, cost, and schedule, and the priorities of performance and cost in the lower layer were also identified. In addition, in order to provide practical risk management measures to aircraft R&D project managers, the results of analyzing 28 cases of US National Transportation Safety Board accidents were compared and analyzed with the AHP analysis results, and management measures suitable for the situation were specified.

  • In this paper, we review the general technique of Earned Value Management System(EVMS) which is the integrated management for cost, schedule and performance, and suggest an application of the integrated management of cost and schedule in the research and development(R&D) programs for defense acquisition.

  • This research deals with the weapon system RAM which is the reliability, availability and maintainability for weapon systems. This weapon system RAM is one of very important factors because it is related to the life cycle cost and combat readiness of weapon systems. Therefore, in this research we introduce the weapon system RAM and analyze the problems of weapon system RAM management during system life cycle including acquisition period. Finally we suggest an alternative to improve the weapon system RAM in various agencies which are the department of defense and army headquarter level, etc., in the process of defense acquisition.

  • To improve the naval ship acquisition process, systems engineering, modeling and simulation, etc. have been introduced, and there has been ongoing research on acquisition systems for effective support of it. However, due to characteristics of the naval ship acquisition process, development process mainly carried out at a shipyard such as basic design, detailed design, construction and test is difficult to integrate with the acquisition systems of IPT(Integrated Project Team). In addition, research aimed to improve this is rather lacking. In this paper, the naval ship product structure concept proposed in previous research was applied to the basic design system at shipyard, and basic research for expanding the coverage of naval ship acquisition systems to the basic design phase is performed. A data structure of modeling system appropriate to the basic design phase was proposed through research findings and the prototype system based on it was implemented.

  • In principle, R&D of general weapons systems are led by companies or government-funded organizations. In terms of project execution, the defense R&D planning system was reorganized to conduct SE-based project management by integrating the naval ship project execution procedure into the general weapon system R&D procedure. The development progress was confirmed according to the guide for SE application of DAPA, and a technical review meeting was proposed to enter into the each next phase in the R&D process. This paper focuses on improvement for technical review in terms of technical management based on system engineering for R&D mounted weapon systems and the naval surface ship project in preliminary design and detailed design. So, the improvement direction for reviewing the entry criteria for the R&D weapons systems of the naval ship and mounted weapons is proposed.

  • A newly established provision to enforce the systems engineering was added in the regulation for arms acquisition management in January 2009, and a systems engineering guidelines for defence acquisition is being developed. In this paper we conduct a comparative study of the defence acquisition system in the United States and the Republic of Korea, and propose a improving plan about the domestic defence acquisition system.

C# 프로그래밍 무기체계 소프트웨어에 대한 신뢰성 시험 기준 연구 (A Study of Criteria of the Reliability Test for C# programming software in Weapon System)

  • Defense Acquisition Program Administration's weapon system software development and management guideline specifies the criteria of software reliability tests including static and dynamic tests mainly on C/C++ languages. Recently, Defense Acquisition Program Administration expanded the scope of software reliability test for the various languages including C#, java etc. but specific criteria for them are not established. This study suggests the reliability test procedures and standards on C# programming software in weapon system. For the static test, considering the nature of the C# which depends on .NET framework, this paper introduces applying coding rules recommended by Microsoft Corp. Visual Studio 2012. Block coverage provided by Visual Studio is applied on dynamic tests and the achievement objectives for block coverage according to the software levels(A, B, C) are suggested. Also, the software reliability test procedures and standards proposed by this paper are properly verified through the case study. The result of this study can be used for establishing the specific criteria of the software reliability test for C# programming software in weapon system.

  • 정보 및 정보를 생산, 처리, 폐기하는 시스템은 정보의 총수명주기에 걸쳐 일정수준의 보안이 유지되어야 한다. 일정수준의 보안을 유지하기 위해 소프트웨어 및 자동차 개발, 미국 연방정부 정보체계 등 시스템 수명주기의 보안관리 프로세스를 적용하고 있으나, 우리나라에는 이와 유사한 보안관리 프로세스가 전무한 실정이다. 본 논문에서는 국방 분야 정보 및 정보 처리시스템의 총수명주기에 걸쳐 일정수준의 보안을 유지하기 위한 한국형 보안위험관리 프레임워크를 제안한다. 국방 분야에 적용할 수 있는 한국형 보안위험관리 프레임워크의 개발 목적과 적용방안을 소개함으로써 향후 국방 보안업무가 나가야 할 방향을 제시하고 보안 패러다임의 전환을 유도하고자 한다
