A Study on the Factors to Activate the Defense Industry Export and Import Management System using Technology Acceptance Model (기술수용모델을 활용한 방산수출입관리체계 활성화 요인에 관한 연구)

  • The defense industry export of Korea has been steadily risen since 2006. It is attained $340million, the highest export amounts ever, in 2013. As the defense industry export increase, Defense Acquisition Program Administration (DAPA) built defense industry export and import management system to assist export and to protect defense technologies. In this paper, we study factors to activate the defense industry export and import management system using Technology Acceptance Model(TAM) in compulsive usage environment. The significance of this study is as follows: First, we prove the reliability and feasibility of measurement variables in defense industry of compulsive usage environment. Second, we suggest factors to activate the defense industry export and import management system. Third, we present methodology to find factors in computation systems of public institute using TAM.

  • Under the fast technology changes and budget constraints, the organizations related to national defense face increased demands to develop innovative strategy and methodology to maximize performance with drastically reduced cost. In this context, the management of innovation and change in the defense acquisition area is vital to the Ministry of National Defense, related organizations and industries. In this paper, we discuss three comprehensive innovation strategies and methodologies for the defense acquisition area preparing for next-generation warfare; EVMS (earned value management system), PBL (performance based logistics) and SBA (simulation based acquisition). These collaborating innovative efforts enable us to tackle defense challenges for government and industries with a flexible and optimistic approach that maximizes productivity and performance with minimum cost.

  • Define the importance and role of the acquisition strategy based on the Defense Acquisition Management System, diagnose and analyze the actual state of document preparation. We analyzed the timing and details of the basic strategy of the project in 2015 and suggested a supplementary plan to improve the efficiency of Military force improvement projects in conjunction with the Defense Planning and Management System. It is necessary to reduce the preparation period including the policy decision making process and then divide it into planning and programming stages to complement the role of acquisition strategy. In order to apply these improvements, the necessary revision of laws and regulations to be reviewed is referred to, enabling continuous research.

  • The purposes of this paper are applying the IDEF(Integrated DEFinition), which was selected for standard methodology of CALS(Computer-aided Acquisition and Logistic Support) process modeling, to the acquisition process of the weapon system to activate DEfense CALS of the acquisition and management business of weapon system on Defense Planning and Management System and developing a AS-IS model which is usable and that the analysis of process problems results in. On this paper, We diagrammed the function of the acquisition and management of weapon system by using IDEF0 and presented AS-IS model. This paper focused on the development of AS-IS model which can put to practical use to find the problems of current acquisition and management process of weapon system and the embodiment of national defense CALS system. So more detailed analysis of current system and additional studies about TO-BE model would be the future research area.

  • Evolutionary acquisition is an alternative to the grand design acquisition approaches. It has activities to make it possible to develop quickly and respond flexibly to changing customer needs and technological opportunities. The Ministry of Defense adopted an evolutionary strategy to acquire defense information systems. but it does not work well always. We look at problems from aspects of acquisition system and project management. We benchmark successful cases for evolutionary acquisition strategy in the DoD, the pubic and the private sector. We suggest an evolutionary strategy for defense information systems. The evolutionary strategy in this study includes an evolutionary acquisition framework, an evolutionary acquisition process, and an evolutionary acquisition guideline for defense information systems. The evolutionary strategy can help to implement evolutionary acquisition process for defense information system, and the process can increase the success rate of projects.

  • The contractor management for the effective defense project is essential factor in the modern defense acquisition project. The occurrence of Improper Businessman causes the reason in which defense acquisition project is unable to be reasonably fulfilled and setback to the deployment of defense weapon system. In this paper, we develop a prediction model for the effective defense project by using the Discriminant Analysis, the Logistic Regression & Artificial Neural Network and analyse the core variables that determine the Improper Businessman in many variables. It is expected that our model can be used to improve the project management capability of defense acquisition and contribute to the establishment of efficient procurement procedure through entry of the reliable domestic manufacturer.

  • To Manage the Defense Acquisition Process more efficiently, DAPA has looked over the applying SE process to the Eagle Acquisition Program. Based on comparing 'Requirement' with 'items suggested in the proposal' in RFP and analyzing the result by using Cradle, those items have been discovered with IPT, actualized and corrected. In addition, the computerized data base system makes easier to trace all changed and more efficiency to manage programs. Therefore, this study using SE in other acquisition program.

  • The 4th Industrial Revolution and the continuous development of Science and Technology have also required a speedy business promotion method in the defense industry. Advanced countries including the United States are already boldly innovating the existing high-cost and long-term acquisition system with the highest priority in weapons development to cope with the military rise of Russia and China. The Ministry of National Defense and the Defense Acquisition Program Administration have also recently introduced a quick acquisition system and are applying it to business promotion. In addition, some small-scale projects and weapons systems are being reorganized so that they can be managed by the units demanding them. After an organizational diagnosis of the Project Acquisition Group by the Ministry of National Defense in 2020, it has been reassigned as a subordinate unit of the Army Logistics Command from a direct unit managed by the Army HQ. As a result, problems such as work conflict or redundancy have been identified. In addition, a system has been implemented to shorten the acquisition period by applying a rapid acquisition program in the field of weapons systems by benchmarking the rapid acquisition program of advanced countries. The force support system project process will also need to introduce such a quick acquisition system. In addition, the Ministry of National Defense is considering ways to delegate some weapon systems to each military, which will then carry out tasks ranging from requirements determination to project management. Accordingly, it is now time to expand the organization for the management of the Army's weapons system acquisition project. Therefore, in this paper, the Army Project Acquisition Group was analyzed on its organization, acquisition procedures, and cooperation systems, with presentations of development plans for each field.

  • Technology transition from defense technology to weapon system is an important process for defense acquisition program. Many countries such as USA, UK, Australia and Republic of Korea use technology readiness level (TRL) as a tool for technology transition by identifying critical technology elements (CTEs) and assessing the technology maturity. In this paper we review a transition process for the defense acquisition. Then we suggest a method to evaluate system's TRL using each component TRL and integration readiness level (IRL) between each technologies. We apply the method to an ACTD project. A result show that technology maturity is influenced by integration between technologies.

  • Application of system engineering should be realized on necessary condition being to propel National Defense R&D Program. But, these necessity is yet not realized easily to many project managers of Defense Acquisition Program Administration(DAPA). As one person of DAPA project manager, system engineering hard to approaches easily by the word itself. There are a lot of difficult sections where should apply how.
