The decision-making process is the act of finding the best solution among various alternatives through comparison between various criteria based on objectives of the project, evaluation standard, and conditions. However, in practice it is not easy to simply decide the optimum decision, especially for selecting malfunctioning reservoirs because no systematic evaluation criteria or standard assessment process are available. Therefore, this study adopted AHP method, which is a MCDM (multi-criteria decision making technique) to identify the malfunctioning reservoirs for efficient management of reservoirs. Important criteria of the selection of malfunctioning reservoirs and priority weights of each criteria were determined based on results of expert's survey under a stepwise hierarchical approach. The most important factor for the decision of malfunctioning reservoirs was obtained as Reservoir efficiency among the selected criteria including Reservoir efficiency decrease, Disaster Risk, Reservoir efficiency, Available water storage, Future water demand, Resident Needs. The AHP technique was applied on 11 reservoirs in Andong region to verify its applicability. Scoring method was applied for the comparison with the results of AHP method.

Although the related regulations or guidelines are not specified in the defense weapon system R&D process, R&D authorities frequently encounter problems that require rational decision-making. If the rational process is not applied in the matter of alternative choice, the project could be disrupted, which can result in longer project periods or more resource provision. In particular, a variety of decision-making methods are needed for test&evaluation of missile R&D. The issue of selecting a test site is one of the representative decision-making problems. If it is needed to determine the priority of multiple sites, Delphi Method and Analytic Hierarchy Process(AHP) will be applied. However, if the input of cost is to be considered, Data Envelopment Analysis(DEA) is more valuable to solve the problem. This paper proposes a solution to handle quantitatively various decision-making problems that can occur in missile flight test, and shows how DEA is applied through a simulated case study of selecting a foreign test site.

Purpose: The aim of this study was to identify the process of experience toward decision making to donate organs. Method: Eleven subjects who registered at the Association for Organ Sharing in Korea were recruited. Using in-depth interviews and tape-recordings, data was collected from Jun. 2001 to Feb. 2002 and the contents of these were analyzed by Glaser's grounded theory analysis method. Result: Basic Social-Psychological Problem(BSPP) of subjects were 'attachment to body' and the core theme, that is Basic Socialization Progress(BSP) were discovered to 'find out what is the meaning of life'. Also it consisted of four steps: 1st 'hesitate', 2nd 'look into self', 3rd 'realize the tie up to self' and last 're-find the meaning of life'. Conclusion: These findings indicate the Korean's Basic Socialization Progress of decision making regarding organ donation, so possible development of promoting decision making is necessary strategies for people who is having his/her potential of organ donation in mind.

The process of determining whether, when, where and how to intervene, of deciding on optimum allocation of resources and minimizing the cost is a very complex problem: different track sections tend to behave differently under the effects of loading; decision-making processes for maintenance work are closely interrelated technically and economically; decision-making for maintenance plans is based on a large quantity of technical and economic information, extensive knowledge and above all experience. For that reason, It is considered very important to develope objective and computer-aided decision-making support system for track maintenance plan. On this paper, we reviewed ECOTRACK system and present the plan of develope decision-making support system for track maintenance appropriate to local condition.

The purpose of this study is to identify participation-types of the family in the purchasing decision-making on items of commodities (TV, refrigerator, furniture, passenger car, housing, vacation, saving, husbands’clothing and children’s clothing). The other thing is to find who is major factors in each of the decision-making stages(the recognition of problem, the searching of information, the evaluation of alternatives and purchasing) among the subjects of decision-making (husband, wife, couple combination and family combination). To complete the purpose, the data were collected through questionnaire which 549 wives living in Seoul answered. From the data, frequency, percentage and correspondence analysis were executed by SPSS. The results of this study were briefly summarized as follows; Wives played an important role on all of decision-making stages for refrigerator, furniture, children’s clothing and husbands’clothing. Husbands played an important role on vacation and passenger car. And in case of saving, TV and housing, couple combination played an important role. It means that wives have a major influence on the purchasing process.

Mobile operators in saturated markets increasingly favor mobile network sharing (MNS) over facility-based competition. Previous research examining MNS primarily focused on its positive effects, while the negative effects were largely overlooked. This study proposes a decision-making model using an analytic hierarchy process technique to evaluate decision-making criteria among various types of MNS policies. The decision-making model was applied to Wireless Broadband services in Korea to determine the relative importance of both positive and negative evaluation criteria and preference among multiple types of MNS policies. Positive evaluation criteria (that is, efficiency) were far greater in importance than negative evaluation criteria (that is, competition harm). The preference for adopting MNS among five alternative approaches was also revealed. The study findings offer immediate policy insights in Korea and provide a decision-making framework for policy makers in other countries to utilize.

Construction management requires decision-making skills. Main approaches to training construction management students are: (1) analyzing sample situations involving decision-making; and (2) teaching logical decision-making procedures. The absence of 'pressure' factors in these approaches has significant impacts on the success of the training. The approaches also lack 'dynamic' effects that help create a spontaneous plan for construction projects where unforeseen changes and interruptions may occur. To minimize the adverse effects of the existing approaches, this paper proposes a framework for developing a web-based training system. The application is delivered as a game involving decision-making on the student's part in response to developments at the job-site, and where one student competes against another in an attempt to simulate a real-world scenario.

The purpose of this paper is to critically examine Korean government's efforts in policy making and implementation regarding the Korea National Health Insurance System in the past and suggest a new paradigm for future policy changes. The structural and political characteristics of the Korea National Health Insurance, where health care services are provided almost exclusively by the private providers and funding for health comes equally from public and private sources, imply persistent difficulties in the operation of the system This may partially explain why the Korean system has continually experienced conflicts among stakeholders whenever there was an attempt to change policy. In this paper, we discuss four cases to illustrate such difficulties and barriers. We propose that in order to address these challenges and reduce policy errors as well as unintended results, it is necessary to restructure policy making process from being oriented toward 'quantitative expansion' to 'qualitative maturity', from a 'linear thinking' to a 'system thinking', from taking a 'top-down' to a 'governance and participatory' decision making process.

Recently school food service operations are confronted with the wide spread pressures for accountability and the need to increase productivity. This paper is concerned with the make-or-buy decision framework for school food service systems considering the multi-attributes in the decision making. For the purpose of considering the multi-attributes analysis method in decision making for the school foodservice, we developed a make-or-buy decision framework using the multi-attribute analysis method, analytic hierarchy process, AHP method for school food service system. Finally, we developed a systematic and practical solution builder for a three-step decision support system in the view of 1) brainstorming for the idea generation, 2) analytic hierarchy process, AHP as a multi-attribute structure ed analysis method, and 3) aggregation logic model to integrate the results of reviewers. We developed web based program and applied it to a school foodservice problem.
