Due to urbanization and increase in impervious area, changes in natural water circulation system have become a cause of groundwater recharge reduction, streamflow depletion and other hydrological problems. Therefore, this study developed the infiltration planter techniques applied in an LID facility treating roof stormwater runoff such as, performance of small decentralized retention and infiltration through the reproduction of natural water circulation system and use of landscape for cleaning water. Assessment of an infiltration planter was performed through rainfall monitoring to analyze the water balance and pollutant removal efficiency. Hydrologic assessment of an infiltration planter, showed a delay in time of effluent for roof runoff for about 3 hours and on average, 79% of facilities had a runoff reduction through retention and infiltration. Based on the analysis, pollutant removal efficiency generated in the catchment area showed an average of 97% for the particulate matter, 94% for the organic matter and 86-96% and 92-93% for the nutrients and heavy metals were treated, respectively. Comparative results with other LID facilities were made. For this study, facilities compared the SA/CA to high pollutant removal efficiency for the determination to of the effectiveness of the facility when applied in an urban area.

The purposes of this research are to examine the theoretical background and industrial policy issues with regard to building a Innovation System for encouraging industrial competitiveness and fostering regional industry in Korea. Knowledge has become the driving force of economic growth and the primary source of competitiveness in the world market. So since 1990s, Innovation Systems have been put emphasis on as new industrial development strategy in a knowledge-based economy. It can be understood that Innovation System is composed of National Innovation System(NIS) and Regional Innovation System(RIS) and interrelated the concept of clusters and networks, which are contribute to industry development throughout boosting innovation. As for the Korean industrial policy, when the former centralized policy decision making process became decentralized through the implementation of local autonomy, the role of local or state government in relation to regional industrial promotion intensified. But with the impotance of for fostering strategic industry in the region. new industrial policy issues in Korea are needed as follows; $\circled1$ Building a market-oriented support system for industrial cluster through providing the resource of innovation. $\circled2$ Establishing agency for regional industrial development. $\circled3$ Making a evolutionary vision for broader region including 2 or 3 province, $\circled4$ Fostering strategic industry which is selected in term of specialization and potential of the region. The RIS model for industry development is outlined in this paper but policy initiatives for building a RIS have to be extracted from further case studies.

This research aims to examine Korean regional innovation governance, find structural problems, and explore alternative strategies of regional innovation governance. Especially the alternative governance was searched through the case study of Daegu-Kyungbuk mobile cluster, of which formulation Samsung is the anchor institution. Regional innovation governance in this research is defined as a policy system to link knowledge generation & diffusion subsystem and knowledge application & exploitation subsystem, and institutional conditions to steer the system. "Social Capital Assessment Tool (SOCAT)" of the World Bank was utilized for the appreciation of cluster governance. The regional innovation governance of Daegu-Kyungbuk mobile cluster is characterized as production networks dominated by one-to-one relationship between Samsung and hardware/software developers, decentralized R&D networks and policy networks with multiple hubs. Major policy agents have not developed networks with local companies, and rare are interactions between the policy agents. Local companies, especially software developers, responded they have had experiences to cooperate for local problem solving and shared their community goal, however, the degree of trust in major local project leaders is not high. Local hardware/software developers with core technologies need to be cooperative to develop similar technologies or products in Daegu-Kyungbuk mobile cluster. Regional administrative actors, such as the City of Daegu and Kyungsangbuk-do, and diverse innovation-related institutes should build cooperative environment where diverse project-based cooperation units are incessantly created, taken apart, and recreated.

Needs for MG(Microgrid) development are increasing all over the world as a solution to the problems including the depletion problem of energy resources, the growing demand for electric power and the climatic and environmental change. Especially Photovoltaic power is one of the most general renewable energy resources. However there is a problem of the uniformity of power quality because the power generated from solar light is very sensitive to climate fluctuation (variation of insolation and duration of sunshine, etc). As a solution to the above problem, ESS(Energy Storage System) is considered generally, but it has some limitations. To solve this problem this paper suggests a hybrid estimation method of photovoltaic power generation according to two climatic factors, i.e. insolation and sunshine. This result seems to help design the appropriate capacity of ESS and estimate the proper switching time between DC and AC power in the premises power system and thus maintain the uniformity of power quality.

This paper was to examine the spatial characteristics on the mobile industry's value chain based on the structure of value chain, the process of development, and the industrial linkages of mobile industry in Daegu-Gyeongbuk region. The mobile industry's value chain in Daegu-Gyeongbuk region consists of the infrastructure, mobile device, platform & embedded SW, and mobile contents sector. Among these sectors, the leading value chain sector in mobile governance is the mobile device sectors, especially the finished products sector. These sectors have developed by policies as well as networks with large enterprises such as Samsung and LG, and it forms a hub-and-spoke cluster. The infrastructure and mobile device sector are located in Gumi, Gyeongbuk, the embedded SW and mobile contents sectors are located in Daegu, which means decentralized agglomeration. The sectors of infrastructure and mobile device form the strong forward-backward linkages with firms in Daegu-Gyeongbuk region. For the embedded SW sector, the forward-backward linkages are active with firms located in Seoul metropolitan area. For mobile contents sector, the backward linkages are formed with firms in Daegu and the forward linkages are formed with firms in Seoul metropolitan area.

Urban sewer systems has a limitation of capacity of rainwater storage and problem of occurrence of untreated sewage, so adopting a storage facility for sewer flooding prevention and urban non-point pollution reduction has a big attention. The Korea Ministry of Environment has recently introduced a new concept of "multi-functional storage facility", which is crucial not only in preventive stormwater management but also in dealing with combined sewer overflow and sanitary sewer discharge, and also has been promoting its adoption. However, reserving a space for a single large-scale storage facility might be difficult especially in urban areas. Thus, decentralized construction of small- and midium-sized storage facilities and its operation have been introduced as an alternative way. In this paper, we propose a model predictive control scheme for an optimized operation of distributed storage facilities and sewer networks. To this aim, we first describe the mathematical model of each component of networks system which enables us to analyze its detailed dynamic behavior. Second, overflow locations and volumes will be predicted based on the developed network model with data on the external inflow occurred at specific locations of the network. MPC scheme based on the introduced particle swarm optimization technique then produces the optimized the gate setting for sewer network flow control, which minimizes sewer flooding and maximizes the potential storage capacity. Finally, the operational efficacy of the proposed control scheme is demonstrated by simulation study with virtual rainstorm event.
This study analyzes the process of overcoming the impoverishment due to the failure of North Korea planned economy through marketization. Recognizing the economic policy presented by the convergence of market and planned economy system as a economy system and focusing on the 7.1 Economic Management Measures and the 6.28 New Economic Management Measures. The marketization is classified the indigenous marketization (1990-2001), the marketization focusing on central distribution (2002-2011), the marketization focusing on production (2012-2017). The major events, the economic circular structure and the economic behavior were analyzed. Results showed as following: First, through the process of marketization starting from the expansion of farmers' market and the marketization focusing on distribution, the marketization focusing on production to the marketization focusing on finance. And as the evolution of it continues, to some extent a poverty has been overcomed. Second, corporate institutions, agricultural institutions, financial institutions and progress in becoming a market economy direction. A series of privatization starting from small one to large-scale one have been progressing. Third, in order to overcome the impoverishment completely. Through foreign investment the industrialization covering a wide range of industries are urgently needed, Domestic agricultural reform, enterprise reform, price reform, financial reform, financial reform, trade and direct investment, reform, reform, distribution, etc are needed. The economic reforms across almost all sectors are needed to be combined in a global economy Expanding employment, the acquisition of foreign currencies and the acquisition of technology in the process should also be realized. Wireless smart sensor networks (WSSNs) have been proposed by a number of researchers to evaluate the current condition of civil infrastructure, offering improved understanding of dynamic response through dense instrumentation. As focus moves from laboratory testing to full-scale implementation, the need for multi-hop communication to address issues associated with the large size of civil infrastructure and their limited radio power has become apparent. Multi-hop communication protocols allow sensors to cooperate to reliably deliver data between nodes outside of direct communication range. However, application specific requirements, such as high sampling rates, vast amounts of data to be collected, precise internodal synchronization, and reliable communication, are quite challenging to achieve with generic multi-hop communication protocols. This paper proposes two complementary reliable multi-hop communication solutions for monitoring of civil infrastructure. In the first approach, termed herein General Purpose Multi-hop (GPMH), the wide variety of communication patterns involved in structural health monitoring, particularly in decentralized implementations, are acknowledged to develop a flexible and adaptable any-to-any communication protocol. In the second approach, termed herein Single-Sink Multi-hop (SSMH), an efficient many-to-one protocol utilizing all available RF channels is designed to minimize the time required to collect the large amounts of data generated by dense arrays of sensor nodes. Both protocols adopt the Ad-hoc On-demand Distance Vector (AODV) routing protocol, which provides any-to-any routing and multi-cast capability, and supports a broad range of communication patterns. The proposed implementations refine the routing metric by considering the stability of links, exclude functionality unnecessary in mostly-static WSSNs, and integrate a reliable communication layer with the AODV protocol. These customizations have resulted in robust realizations of multi-hop reliable communication that meet the demands of structural health monitoring.
This study aims to examine the evolutionary process of the protection-management system for historic monuments and their surroundings in France over one-hundred years. Because France and Korea shared policies and institutions regarding the management of historical monuments (cultural property) along with their surroundings, it is necessary to explore the French experience from a comparative perspective. In France, historical monuments began to be recognized as national heritage according to "the 1913 law" which has continued to evolve for more than one hundred years. In the beginning, a historical monument was preserved as a single building unit; however, since 1943, a new policy has been implemented to preserve sets of historical monuments along with their perimeters of protection zones. Moreover, since 1980, in the context of decentralization, local authorities have been given more roles and autonomy concerning the management of historic monuments and their surroundings. Local authorities have played a key role in the protection-management of historic monuments and their surroundings, and have become more active in the conservation of their architectural heritage, including historic monuments. The central government, however, remains as the headquarters whose rigorous policies provide a solid foundation for the decentralized management system of architectural and cultural heritage, including historic monuments. The final goal in the evolutionary process, then, targets the effective and harmonious integration of the protection-management system for historic monuments and their surroundings into urban and regional planning.
In this paper, the method of analyzing the unformatted data of consumers accumulated on social networks in the era of the Fourth Industrial Revolution by utilizing data from the service design and social psychology aspects was proposed. First, the fandom phenomenon, which shows subjective and collective behavior in a space on a social network rather than physical space, was defined from a data service perspective. The fandom model has been transformed into a collective level of customer Persona that has been analyzed at a personal level in traditional service design, and social network analysis that analyzes consumers' big data has been presented as an efficient way to pattern and visually analyze it. Consumer data collected through social leasing were pre-processed by column based on correlation, stability, missing, and ID-ness. Based on the above data, the company's brand strategy was divided into active and passive interventions and the effect of this strategic attitude on the growth direction of the consumer's fandom community was analyzed. To this end, the fandom model of consumers was proposed by dividing it into four strategies that the brand strategy had: stand-alone, decentralized, integrated and centralized, and the fandom shape of consumers was proposed as a growth model analysis technique that analyzes changes over time.
