Errors Verification for Constructing Database of Land Use Suitability Assessment System (토지적성평가시스템 DB구축을 위한 오류검증)

  • The Land Use Suitability Assessment System was recently introduced by the Act on Planning and Utilization of the National Territory to use, manage, and develop the national territory, which integrated the National Land Use and Management Act and the Urban Planning Act. It provides a guideline for land use according to locational characteristics, usability, and developmental conditions of land in the vicinity. The database is constructed with LMIS cadastral data, posted land price data, and the data of related agencies such as the Korea Forest Service, the Ministry of Environment, and the Korea Water Resources Corporation etc. In this paper we describe accurate database construction method fur land use suitability assessment system as classifying and verifying errors deriving from database construction focused on Jinju city. Those data errors have the problems such as accuracy difference among the related agencies data, gap of data acquisition time, and non-consideration of latest updated data etc.

Development of Meteorologic Data Retrieval Program for Vulnerability Assessment to Natural Hazards (재해 취약성 평가를 위한 기상자료 처리 프로그램 MetSystem 개발)

  • Climate change is the most direct threatening factors in sustaining agricultural productivity. It is necessary to reduce the damages from the natural hazards such as flood, drought, typhoons, and snowstorms caused by climate change. Through the vulnerability assessment to adapt the climate change, it is possible to analyze the priority, feasibility, effect of the reduction policy. For the vulnerability assessment, broad amount of weather data for each meterological station are required. Making the database management system for the meteorologic data could troubleshoot of the difficulties lie in handling and processing the weather data. In this study, we generated the meteorologic data retrieval system (MetSystem) for climate change vulnerability assessment. The user interface of MetSystem was implemented in the web-browser so as to access to a database server at any time and place, and it provides different query executions according to the criteria of meteorologic stations, temporal range, meteorologic items, statistics, and range of values, as well as the function of exporting to Excel format (*.xls). The developed system is expected that it will make it easier to try different analyses of vulnerability to natural hazards by the simple access to meteorologic database and the extensive search functions.

  • Many institutes and organizations carrying out the national R&D projects have and use the expert pool database at each need. But there is lack of human resources information about expert in science and technology part for many policy planning and committee activity, also most of the expert pools are scattered on several database systems. So it is necessary to manage systematically the human resources informations about scientific expert. As the committeeman assignment and committee findings management are conducted by the off-line method, there are wastes of time and labor in committeeman assignment process and committee history management. Therefore we need to provide an effective and automatic process for committeeman assignment and management. In this paper, we construct a database for expert pool who can be used in committee activity or policy planning, and implement a system that services committee management and committeeman assignment process. The human information retrieval service of this system is based on the KRISTAL-2002, an information retrieval and management system developed by KISTI.

  • Meanwhile, reference evapotranspiration(ET0) is important information for agricultural management including irrigation planning and drought assessment, the database of reference evapotranspiration for future periods was rarely constructed especially at districts unit over the country. The Coupled Model Intercomparison Project Phase 5 (CMIP5) provides several meteorological data such as precipitation, average temperature, humidity, wind speed, and radiation for long-term future period at daily time-scale. This study aimed to build a database for reference evapotranspiration using the climate forecasts at high resolution (the outputs of HadGEM3-RA provided by Korea Meteorological Administration (KMA)). To estimate reference evapotranspiration, we implemented four different models such as FAO Modified Penman, FAO Penman-Monteith, FAO Blaney-Criddle, and Thornthwaite. The suggested database system has an open architecture so that user could add other models into the database. The database contains 5,050 regions' data for each four models and four Representative Concentration Pathways (RCP) climate change scenarios. The developed database system provides selecting features by which the database users could extract specific region and period data.

  • This study presents an application of object-oriented methodology for Open Water Management Program(OWMP). Accordingly, OWMP provides a high degree of reliability which allows modification of parameters by change of region or time to be possible OWMP consists of Data Base Management System(DBMS) and Model System. DBMS make it possible to analyze data related with planning water schedule and establishing database. Model System calculates reservoir inflow, reservoir effluent and basin water demand. A operator decides the reservoir operation with results of Model System and DBMS. OWMP could be adapted to the planning and decision for saving water.

  • The purpose of this study is to conduct an analysis for classification of unexecuted urban planning facilities using the Geographic Information System(GIS) to prepare measures for systematic and efficient management of unexecuted urban planning facilities and to find ways to establish national territory information for continuous management and operation by database of spatial data of classified unexecuted urban planning facilities. For this purpose, the present state of urban management plan, thematic map, cadastral map, satellite image of Korea Land Information System(KLIS) were collected from Miryang City, and qualitative analysis of the execution and non-execution of urban planning facilities was conducted by combining the layer of urban planning facilities, satellite images, and continuous cadastral layers of cadastral maps with classified and processed owner attribute information. According to the analysis, the unexecuted facilities were derived as unexecuted facilities, as most of the private land, without any current status roads or facilities created in satellite imagery. In addition, although the current status road was opened, the facilities that included some private land were derived as facilities that were recognized and executed by the local government as the de facto controlling entity through public transportation. The derived unexecuted urban planning facilities were divided into layers of shape data and the unexecuted property data were organized to quickly and accurately identify the status of non-executed and statistical information. In this study, we proposed an analysis plan that introduced GIS technology for scientific and rational analysis of unexecuted urban planning facilities and the establishment of reliable spatial data, and proposed a plan to establish a database for connection with existing systems and use of information.

  • Actual construction data of completed projects can be utilized for the economic, time benefit of improving the efficiency on planning, designing, estimating and managing tasks in succeeding projects. But the lack of the system which accumulates and manages the actual data with standardized type, it has not performed well and stayed on early stage. It is required not only specific plan for the utilization of actual data but a construction information management system which collects and processes far-reaching data with standardized from based on facility. Therefore, the purpose of this study is to develop a construction information management system for Apartment housing ,which stored data along project feature database, actual cost database and actual database based on the Web.   • The systematic management of technology infrastructure increasingly becomes critical as it represents the driving power for creating competitive advantage of nations and enterprises. In this sense, public facility and equipment, which is one major asset of technology infrastructure, should be managed effectively, systematically and efficiently to increase its overall equipment effectiveness. However, the manual and off-line communication was the unique way to communicate between the suppliers who provide facilities in the public sector and the customers who utilize the facilities in the industrial sector. This communication way caused invisibility of available usage time and increase of idle time, thereby decreasing the equipment effectiveness. This paper presents an web-based scheduling system that enables real-time collaboration and information sharing for increasing the equipment effectiveness. The designed system performs scheduling, facility management, order management and customer relationship management in an on-line platform, and carries out the processing and storing of relevant information in an integrated database. The paper includes a development approach to identify business process models and standardized system models by using object-modeling technique. The deliverable of the present work will contribute to increasing the equipment effectiveness by enhancing visibility, transparency and predictability by means of the integration with a legacy Enterprise Resource Planning.

  • The purpose of this study Is to develop water quality management system fort a farm village stream. The framework design of the system and the ecological monitoring of a test watershed were carried out, The system consists of GIS(Geographic Information System ), database, pollution source management, water quality and hydrologic analysis. Suri watershed located on Idong, Yongin city, Kyunggi Province, was selected as the test watershed for the application of the system. The fifteen's monitoring stations were chooses at up- and down-stream of the watershed. The results of an aquatic ecological monitoring were analyzed by the GPI(Group Pollution Index) method. The GPI revealed that water quality was varied within the stream. GPI and DO map for the watershed stream were developed, These maps facilitated to analyze the spatial distribution of the water quality.

  • A freshwater lake water quality management system(FLAQUM) was developed to help regional manager for the water quality of a rural basin. The integrated user interface system FLAQUM written in Visual Basic, includes three subsystems such as a database management system, basin pollutant loads simulation model using SWMM model and freshwater lake water quality simulation model using WASP5 model. Pollutant load simulation model was applied to simulate the discharge and pollutant loading from the watershed, and freshwater lake water quality model was applied to analyze the changes in water quality with respect to watershed pollutant loads, and this model could be used in planning to control watershed pollutant source for water quality management. Database management system was constructed fur all input and output data processing, and it can be used to analyze statistical characteristics using constructed data. Results are displayed both graph and text for convenience of user. The results of FLAQUM application to Boryeong freshwater lake showed that the lake was in eutrophic condition. The major contribution of pollution comes from tributary No.1 and No.4, which have a large number of livestock farms. Therefore, water quality management must be focused on appropriate management of the livestock farming in the two breanchs.
