Fatigue strength of the structural materials of lead-cooled fast reactors (LFRs) and accelerator-driven systems (ADS) may be degraded in liquid metal (Lead or lead-bismuth eutectic (LBE)) environments. The fatigue crack growth (FCG) data of structural materials in liquid LBE are necessary for damage tolerance design, safety assessment and life management of key equipment. A novel monitoring system for fatigue crack length was designed on the compliance method and the monitor technology of crack opening displacement (COD) of CT specimens by the linear variable differential transformers (LVDT) system. It can be used to predict the crack length by monitoring the COD of CT specimens in harsh high-temperature liquid LBE using a LVDT system. The prediction accuracy of this system was verified by FCG experiments in room temperature air and liquid LBE at 150, 250 and 350 ℃. The first results obtained in the FCG test for T91 steel in liquid LBE at 350 ℃ are presented.

The occurrence of soil erosions in Korea is mostly driven by flowing water which has a close relationship with rainfalls. The soil eroded by rainfalls flows into and deposits in the river and it polluted the water resources and making the rivers become difficult to be managed. Recently, the frequency of heavy rainfall events that are more than 30 mm/hr has been increasing in Korea due to the influence of climate change, which creating a favourable condition for the occurrence of soil erosion within a short time. In this study, we proposed a method to estimate the distribution of rainfall intensity and to calculate the energy produced by a single rainfall event using the cumulative distribution function that take into account of the physical characteristics of rainfall. The raindrops kinetic energy estimated by the proposed method are compared with the measured data from the previous studies and it is noticed that the raindrops kinetic energy estimated by the rainfall intensity variation is very similar to the results concluded from the previous studies. In order to develop an equation for estimating rainfall kinetic energy, rainfall particle size data measured at a rainfall intensity of 0.254~152.4 mm/hr were used. The rainfall kinetic energy estimated by applying the cumulative distribution function tended to increase in the form of a power function in the relation of rainfall intensity. Based on the equation obtained from this relationship, the rainfall kinetic energy of 1~80 mm/hr rainfall intensity was estimated to be $0.03{\sim}48.26Jm^{-2}mm^{-1}$. Based on the relationship between rainfall intensity and rainfall energy, rainfall kinetic energy equation is proposed as a power function form and it is expected that it can be used in the design of short-term operated facility such as the sizing of sedimentation basin that requires prediction of soil loss by a single rainfall event.
Evapotranspiration, one of the hydrometeorological components, is considered an important variable for water resource planning and management and is primarily used as input data for hydrological models such as water balance models. The FAO56 PM method has been recommended as a standard approach to estimate the reference evapotranspiration with relatively high accuracy. However, the FAO56 PM method is often challenging to apply because it requires considerable hydrometeorological variables. In this perspective, the Hargreaves equation has been widely adopted to estimate the reference evapotranspiration. In this study, a set of parameters of the Hargreaves equation was calibrated with relatively long-term data within a Bayesian framework. Statistical index (CC, RMSE, IoA) is used to validate the model. RMSE for monthly results reduced from 7.94 ~ 24.91 mm/month to 7.94 ~ 24.91 mm/month for the validation period. The results confirmed that the accuracy was significantly improved compared to the existing Hargreaves equation. Further, the evaporative demand drought index (EDDI) based on the evaporative demand (E0) was proposed. To confirm the effectiveness of the EDDI, this study evaluated the estimated EDDI for the recent drought events from 2014 to 2015 and 2018, along with precipitation and SPI. As a result of the evaluation of the Han-river watershed in 2018, the weekly EDDI increased to more than 2 and it was confirmed that EDDI more effectively detects the onset of drought caused by heatwaves. EDDI can be used as a drought index, particularly for heatwave-driven flash drought monitoring and along with SPI.
In this study, a data-driven response surface method using the results acquired from the numerical simulation is developed to evaluate the potential storage capacity of groundwater due to the construction of a groundwater dam. The hydraulic conductivities of alluvium and basement rock, depth and slope of the channel are considered as the natural conditions of the location for groundwater dam construction. In particular, the probability models of the hydraulic conductivities and the various types of geometry of the channel are considered to ensure the reliability of the numerical simulation and the generality of the developed estimation model. As the results of multiple simulations, it can be seen that the hydraulic conductivity of basement rock and the depth of the channel greatly influence to the groundwater storage capacity. In contrast, the slope of the channel along the groundwater flow direction shows a relatively lower impact on the storage capacity. Based on the considered natural conditions and the corresponding numerical simulation results, the storage capacity estimation model is developed applying an artificial neural network as the nonlinear regression model for training. The developed estimation model shows a high correlation coefficient (>0.9) between the simulated and the estimated storage amount. This result indicates the superiority of the developed model in evaluating the storage capacity of the potential location for groundwater dam construction without the numerical simulation. Therefore, a more objective and efficient comparison for the storage capacity between the different potential locations can be possibly made based on the developed estimation model. In line with this, the proposed method can be an effective tool to assess the optimal location of groundwater dam construction across Korea.
The objective of this study is to analyse the flow field in the branching duct by visualizing the flow phenomena using the PIV system. A bifurcation model is fabricated with transparent acrylic resin to visualize the whole flow field with the PIV system. Water was used as the working fluid and the conifer powder as the tracer particles. The single-frame and two-frame methods of the PIV system and 2-frame of the grey level correlation method are applied to obtain the velocity vectors from the images captured in the flow filed. The velocity distributions in a lid-driven cavity flow are compared with the so-called standard experimental data, which was obtained from by 4-frame method in order to validate experimental results of the PIV measurements. The flow patterns of a Newtonian fluid in a branching duct were successfully visualized by using the PIV system and the sub-pixel and the area interpolation method were used to obtain the final velocity vectors. The velocity vectors obtained from the PIV system are in good agreement with the numerical results of the 3-dimensional branch flow. The results of numerical analyses and the PIV experiments for the three-dimensional flows in the branch ing duct show the recirculation zone distal to the branching point and the sizes of the recirculation length and height of the tow different methods are in good agreement.
In science and technology diplomacy, major countries actively utilize their capabilities in science and technology for public diplomacy, especially for promoting diplomatic relations with politically sensitive regions and countries. Recently, with an increase in the influence of science and technology on national development, interest in science and technology diplomacy has increased. So far, science and technology diplomacy has relied on experts to find research topics that are of common interest to both the countries. However, this method has various problems such as the bias arising from the subjective judgment of experts, the attribution of the halo effect to famous researchers, and the use of different criteria for different experts. This paper presents an objective data-based approach to identify and recommend research topics to support science and technology diplomacy without relying on the expert-based approach. The proposed approach is based on big data analysis that uses deep-learning techniques and bibliometric methods. The Scopus database is used to find proper topics for collaborative research between two countries. This approach has been used to support science and technology diplomacy between Korea and Hungary and has raised expectations of policy makers. This paper finally discusses aspects that should be focused on to improve the system in the future.

Current service system of the Korea Meteorological Administration (KMA) for blooming date forecasting in spring depends on regression equations derived from long term observations in both temperature and phenology at a given station. This regression based system does not allow a timely correction or update of forecasts that are highly sensitive to fluctuating weather conditions. Furthermore, the system cannot afford plant responses to climate extremes which were not observed before. Most of all, this method may not be applicable to locations other than that which the regression equations were derived from. This note suggests a way to replace the location restricted regression equations with a thermal time based phenology model to complement the KMA blooming forecast system. Necessary parameters such as reference temperature, chilling requirement and heating requirement were derived from phenology data for forsythia, azaleas and Japanese cherry at 29 KMA stations for the 1951-1980 period to optimize spring phenology prediction model for each species. Best fit models for each species were used to predict blooming dates and the results were compared with the observed dates to produce a correction grid across the whole nation. The models were driven by the KMA's daily temperature data at a 5km grid spacing and subsequently adjusted by the correction grid to produce the blooming date maps. Validation with the 1971-2012 period data showed the RMSE of 2-3 days for Japanese cherry, showing a feasibility of operational service; whereas higher RMSE values were observed with forsythia and azaleas.
Purpose - The Northeast Asian Logistic Hub strategy was established to create a national competitive advantage in northeast Asia. Countries in this region are competing fiercely to become the central base distribution port as the volume of container shipping continues to increase due to the northeast Asian (especially Chinese) economic growth. The primary method by which shippers are improving their customer service and distribution is enhancing profits by minimizing call ports on the key route through strategic affiliations and the use of large vessels. Each nation is planning large-scale investments in the construction of sea ports that can accommodate large vessels. This paper proposes ways by which the logistical strategies of domestic corporations can keep pace with changes in government policy concerning the Northeast Asian Business Hub policy. It examines the logistics system in the Northeast Asian region, analyzes the government's Northeast Asian Business Hub policy, and suggests logistical strategies for domestic corporations through an analysis based on a questionnaire designed to grasp domestic firms' needs and goals. Research design, data and methodology - The purpose of this study is to determine how shipping companies establish partnerships with third-party logistics providers and draws out the implications of the results. The survey methods used were personal interviews and questionnaires distributed to a sample population through e-mail, fax, mail, and telephone. A total of 600 questionnaires were distributed, of which 165 were returned. Among these, ten were excluded due to insufficient content; ultimately, 155 were used for the sample. The statistical data collection process was analyzed through data coating and a statistical package program. Results - This study argues that greater flexibility in policies, administration, and systems will be needed to significantly improve established business practices. In this dissertation, we primarily identify that in order to become a center of northeast Asian logistics, Korea must adopt a new paradigm and abandon the existing systems that are based on the economic and social systems that have stemmed from bureaucracy, inflexibility, chauvinism, and equalitarianism. Flexible policies, administration, and systems will be necessary to improve business practices. Domestic corporations must establish a strategic logistics hub and related network while simultaneously pursuing value-added logistics businesses by increasing their manpower and building a logistics information system. This will strengthen their competitive edge and lead to system improvements. Conclusions - Domestic corporations must adopt a new paradigm and use more reasonable business laws, systems, and policies that are based on market-driven flexibility and transparency. Moreover, social norms and regulations should be established to help ensure political and social security. Korea must also develop a culture of tolerance for foreign companies. Finally, the paradigm defining the policy governing the development of the capital city and its satellite cities in this context must be changed.

Event-based service technology integrate service to detect events that occur in real time by analyzing the response. Is the core technology for real-time business and ubiquitous service environment construction. Is required event-based service technology on business processes in real-time business environment that providing rapid response to changing and custom service using a variety of information real-time monitoring and analysis in ubiquitous service environment. Last event-driven business processes can be used as a CEP(Complex Event Processing). The core of CEP technology, the event from multiple event sources analysis of events affecting and the way to handle action, is detect complex event to user. In previous studies, an event occurs that continue to perform without the need for partial operations. so many operations and spend a lot of memory is a problem. To solve these problems, event detection technique is proposed that large streams of data without processing any events, registered to configure a complex event occurs when all events in the application layer, complex event processing. The proposed method, first using a bitmap index to manage the event occurs. The complex events of the last event in response to define a trigger event. The occurrence of an event to display a bitmap index, a composite event occurrence of all event to configure the test through the point at which a trigger event occurs. Is proposed, If any event occurs to perform the operation. The proposed scheme perform operations when all event occurs without events having to perform each of the tests. As a result, avoid unnecessary operations and reducing the number of events to handle the increased efficiency of operations.

The data on the pile load tests performed on 35 large drilled shafts are analyzed to investigate the load-settlement characteristics of large drilled shafts embedded in bed rocks. Generally, the settlement of large drilled shafts embedded in bed rocks is too small to determine the ultimated load with application of the regulation in design code for either the total settlement or the residual settlement. Therefore, to determine the yield load of large drilled shafts embedded in bed rocks, p(load)-logS (settlement) curve method, which has been proposed originally for the driven pile, was applied to the investigation on the data of the pile load tests. This technique shows that the yield load can be determined accurately and easily rather than other conventional techniques such as P-S, logp-logS, S-logt, and P-S curve methods. An empirical equation is proposed to represent the relationship between pile load and settlement before the yield loading condition. And the settlement of piles was related with the depth embedded in rock as well as rock properties. Based on the investigation on the data of pile load tests, the resonable regulations f3r both the total settlement and the residual settlement are proposed to determine the yield load of large drilled shafts embedded in bed rocks.
