A Study on the Modification of the Standard Items and Codes for the Road and Related Facilities suggested by NGIS (NGIS 표준에서 제시된 도로·도로시설물 항목 및 표준코드의 보완 및 확장에 관한 연구)

  • One of the biggest problems found from the results of the various GIS-related projects is this. In spite of the fact that there is a national standards on GIS data structures, in building and managing the information on a variety of facilities in an area, each of the concerned organizations has been building the information using their own standards on the selection and organizations of the target facilities, naming convention, and coding regulations of the selected facilities. This distinctively exposes the limits and problems of the national GIS data standards in adopting to the regional GIS projects, resulting in considerable problems in sharing the information already built. The national GIS data standards, therefore, should be expanded and revised. As an effort to solve the above-mentioned problems, this paper suggests an idea on the revision and expansion of the national GIS data standards in the field of road and related facilities. It is believed that same efforts should be made for the other areas of the national GIS data standards to increase the applicability to various GIS projects.

  • The one of goals of the 2015 revised national curriculum is the successful application of achievement standards-based assessment, which assesses both the results and process of learning, ensuring that all students have achieved the educational objectives, to schools. Therefore, an achievement standards and evaluation support system is required to manage a whole process of teaching and learning based on achievement standards and provide the personalized assessment feedback to students to improve their achievement levels. In this paper, we perform a design of integrated data model and system of teaching plan, subject content, assessment plan, assessment result, and feedback data is required based on an achievement standards repository. In addition, we create a student's dashboard webpage, which representing different types of achievement of the student, and perform the comparative analysis of data models to evaluate the quality of the proposed model.

Outlier Detection Method for Time Synchronization

  • In order to synchronize a remote system time to the reference time like Coordinated Universal Time (UTC), it is required to compare the time difference between the two clocks. The time comparison data may have some outliers and the time synchronization performance can be significantly degraded if the outliers are not removed. Therefore, it is required to employ an effective outlier detection algorithm for keeping high accurate system time. In this paper, an outlier detection method is presented for the time difference data of GNSS time transfer receivers. The time difference data between the system time and the GNSS usually have slopes because the remote system clock is under free running until synchronized to the reference clock time. For investigating the outlier detection performance of the proposed algorithm, simulations are performed by using the time difference data of a GNSS time transfer receiver corrected to a free running Cesium clock with intentionally inserted outliers. From the simulation, it is investigated that the proposed algorithm can effectively detect the inserted outliers while conventional methods such as modified Z-score and adjusted boxplot cannot. Furthermore, it is also observed that the synchronization performance can be degraded to more than 15% with 20 outliers compared to that of original data without outliers.

Analysis of Physician's Observance Behavior of Health Insurance Review Standards (의사의 진료비 심사기준 준수행동 분석)

  • This study was conducted by extending Ajzen's Theory of Planned Behavior(TPB) model in analyzing physician's observance behavior of National Health Insurance review standards. An extended TPB model was proposed by including 'background knowledge'and 'dorganizational commitment'in original model to predict physician's review standards observance behavior. Surveys for data collection were carried out on the physicians who were working in a general hospital, clinics, specialized hospitals, local medical centers and long term care hospitals located in Daegu and Kyoung-Buk province in Korea. Two hundreds twenty copies of questionnaires were distributed and 166 physicians responded. Data were analyzed using a structural equation model. The results show that an affirmative attitude and subjective norms have significant positive effects on physicians' behavior of observing review standards. However, the effect of perceived behavioral control on intention to behavior is not significant. The organizational commitment and background knowledge have a positive effect on the intention of observance of review standards. In conclusion, because physician's observance behaviors are affected by background knowledge and organizational commitment as well as attitudes, subjective norms, hospital managements should establish a communication system to share information on the review standards among physicians and provide appropriate measures to increase physician's organizational commitment.

  • These days, good-quality multimedia educational data are exceedingly needed for ICT(Information and Communication Technology)-based instruction in elementary and secondary schools. In order to produce high quality multimedia educational data, it is important to design a series of development process and conduct a coherent examination. This paper presents a process of developing multimedia educational data and provides systematic assessment standards with respect to each step in which an evaluation is required. The step-by-step assessment standards may serve as a guideline in managing and monitoring the entire developmental process of multimedia educational data.

  • This paper addresses the issues related to the development of product model and applications fer nuclear power plants based on STEP and PLIB standards. The ISO standards which can be applied are; STEP(Standard for the Exchange of Product Model Data) AP(application protocol) 221/231, AP 230/225, AP 227, ISO 13584 PLIB, ISO 15926 RDL. The data models of the AP's and ISO 15926 RDL are reviewed and an application system is proposed to exchange and share the design data of the nuclear power plant.

Institutional Issues in Promoting Korean Spatial Data Exchange

  • The information system fields of spatial applications have rapidly grown during the last decade in Korea. Spatial data has been produced for a variety of systems without common standards until national GIS Committee defined the data exchange formats among spatial databases in the middle of 1990's. It aimed at promoting data sharing between the different systems in similar application fields. However, a considerable number of databases built prior to the introduction of the standards are not yet standard compliant but still play the roles of the main producers/consumers in the data collection field such as early developed huge AM/FM systems maintained by governmental organizations. The strong autonomy of these databases keeps their own data models, formats and descriptions from being standardized, which leads the sharing to a more difficult stage. Sharing is another way of data acquisition with least efforts and time away from direct collection. A data clearinghouse is the core module which directs users to the relevant data resources. The contents of datasets should be described with predefined metadata standards for precise indexing. Moreover, a number of technical problems have to be resolved for the common use of data between heterogeneous spatial database systems. However, the technical issues can be covered by the present information technologies. The difficulties persist in the political/institutional issues. Institutional issues are derived from the diverse sources such as political background, governmental policies, related laws and/or regulations. The paper will firstly make an analysis of current situation in terms of Korean policies, laws and regulations, secondly abstract the institutional issues from the situation analysis, lastly present guidelines for promoting spatial data sharing in Korea.

  • Since domestic offset print quality control depends on the experience of persons in charge rather than objective data, the standards from the data are needed for the well-organized quality management of high-quality prints. Based on the ISO standards, now the standard specifications, such as GRACoL 7, SWOP 11, SNAP, G7 in America, and EURO Color, ECI, BVDM in Europe, and Japan Color 2001, Japan Color 2004 in Japan, are employed. There exists KS for domestic standards. However, since it has been directly imported from ISO Standards, there are discrepancies in printing materials and media. Although the quality management of commercial prints has been focused and studied. For this circumstance, standards are needed for the production of prints to meet international standards. This paper aims to find out suitable ways to approach domestic printing standards using densitometric method and colorimetric method. Printing experiments on this study were performed with domestic process color inks(Cyan, Magenta, Yellow, Black) and domestic coated papers, under the same conditions as the actual commercial printing processes. In densitometric method, how to set up the optimal solid print density was studied through three tests such as the ways to match solid print density and print contrast to GRACoL standards respectively, and the way to get the highest contrast. In colorimetric method, how to get solid print density with the minimum color difference between the $CIEL^*a^*b^*$ color specification values in GRACoL standards and the measured color specification values in prints, was studied.

A study on improving the performance of special ambulances (특수구급차 성능 개선을 위한 조사 연구)

  • Purpose: This study aimed to provide basic data for the improvement of the standards related to the performance improvement of the firefighting equipment standards for special ambulances. Methods: Among the domestic firefighting equipment standards, the special ambulance standard was compared with the NFPA 1917 standard for the United States automobile ambulance 2019 and European Union European standard EN 1789 medical vehicle and its equipment, a road ambulance. Results: Anti-skid performance based on indoor noise standards, performance standards for interior lights, seat belt warning device, child car seat fixing device, safety handle, auxiliary footrest, and flooring materials should be supplemented. Conclusion: It is necessary to strengthen the production and performance standards for improvement to a level corresponding to the national standards, such as the United States and European Union.
