A Study on the Circulation System of Biosafety Level 4 Laboratory Facilities (생물안전 4등급(BL4) 실험시설의 동선계획에 관한 연구)

  • Recently, with the advent of high risk infectious agent such as the Ebola virus, SARS, special research facilities dealing with such dangerous pathogenic are drawing attention gradually. Especially, this kind of facilities can be called BL4(Biosafety Level 4) facility. At the moment, Korean government is going to construct BL4 institute in order to handle efficiently such kind of pathogen. However, there are no proper design guidelines for BL4 facility. This paper proposes circulation system of BL4 facility on the basis of analysis of existing BL4 guidelines of Canada, and Korean BL3 facilities. The outcomes of this study are as follows. At first, functional areas of BL4 facilities have been divided into three categories according to the hazard level ; dangerous area, transitional area, and ordinary area. Secondly, circulation system of BL4 facility has been explored as a form of diagram according to the circulating subjects. These include human, laboratory animals, hazardous pathogen, equipments and cloth. This study has some limitations in that it lacks empirical evidences and concrete SOPs(Standard Operating Procedure). Despite of some weaknesses, it is expected to give some preliminary guidelines for the design of circulation system in BL4 facilities.

  • The facility safety management in Korea does not secure efficiency as a safety management that is not constructed a maintenance manual. As such, disaster dangerous facilities are at a great danger for disaster occurrence. Accordingly, this study introduced revised requirement and revised level of requirement to field attendants to explore domestic facility safety management system, and set up and suggested a revised plan through brainstorming and attendants of central management institutions. This study is of importance that it reflects field attendants and attendants of central management institutions, suggests specific alternatives for realization to improve national level of institutional improvement.

Legislative and policy issues related to the advancement of the maintenance system of water resource facilities (수자원시설물의 유지관리 체계 선진화를 위한 입법 및 정책과제)

  • In this study, legislative and policy issues related to advancing the maintenance system of water resource facilities were presented by investigating and analyzing the degree of aging and management status of water resource facilities. Data from the comprehensive Facility Management System (FMS) operated by the Korea Infrastructure Safety Corporation were collected and used to analyze the aging of water resource facilities. Using safety grade data categorized by facility, type, local area, and grade, the ratio of dangerous facilities and the aging rate were calculated to analyze the status of water resource facilities and guidelines and manuals related to water resource facilities were investigated. Through this, four required actions to address legislative and policy issues were presented: 1) Readjusting the scope of water resource facilities and supplementing guidelines and manuals, 2) Establishing a maintenance system considering changes in disaster conditions, 3) Improving the FMS and activating standard linkage services, and 4) Establishing a facility asset management system.

A research on Safety and Dangerous Awareness of Environment on Walking trails (도보길환경의 안전 및 위험인식에 관한 조사연구)

  • The purpose of this study is to investigate safety and dangerous awareness of environment on walking trails. For this purpose, questionnaire survey are carried out by people who had experience using walking trails during 2016. It is evaluated that environments of walking trails located inside big cities are inferior than ones located in small and medium-sized cities and countryside in air pollution, bed smell, water pollution, noise, and waste. Needs about management and number installed public restroom are high for hygienic environment of walking trails. With waste treatment, users of 2.4 percentage are showed improper behavior that they left their rubbish at the place out of view but others bring their trash. Accident likelihood is highly appreciated and possibility of physical accident like slipping is showed at the highest. The reasons of accident on walking trails are responded with carelessness of walkers and improper of installation or management of safety facility at the most. For safety environment of walking trails, needs of installation of safety fences and notices of dangerous area are requested. In order to separate prevention from paths of walking trails, signposts are needed at visual clearness, maintenance, installation with proper interval and location, and correct contents. Respondents of 2.4 percentage have experiences of accident on walking trails and physical accident like slipping is occurred at the most.

Propose an Improvement of Checklist for Actual Condition Survey for Designation of Class-lll Facilitie (제3종시설물 지정을 위한 실태조사 체크리스트 개선방안)

  • Facilities with high risk of a disaster or requiring continuous safety management are designated as class-III facility. In order to designate a class-III facility, it is evaluated based on the safety status of the facility, the risk to the building users, and the number of years elapsed of the facility, etc. and this shall be referred to the actual condition survey for the designation of a class-III facility. In the actual condition survey conducted to designate the safety status is calculated by the checklist based on the evaluation scores consisting of five stages each item, and is evaluated in three stages by 'good', 'careful observation', and 'designated review' through the average of the combined scores. Currently, the actual condition survey being conducted applies only structural stability, and the risk factors such as damage to the finish, the risk of cracking, and the type and weight of major structures are not included in the checklist for the actual condition survey, so even if experts think it is dangerous, scores cannot be reflected. Therefore, this study aims to analyze the problems of checklist of the actual condition survey for the designation of class-III facility and to propose an improvement plan for the checklist for the actual condition survey.

The Inconvenient Details in Houses Pointed out by the Elderly (노인의 연령 및 주거유형별 주택내 각 실의 불편사항)

  • By 2019, Korea is expected to be an aged society, age group of 65 and older being over $14\%$ of the total population, considering their rapid increase today. Also the phenomenon of population structure are accelerated by a low birth rate and long life span. This study was intended to find out the inconvenient details in houses pointed out by the elderly. This survey was taken by trained interviewers from the people of ages 65 and older living in Daejeon city. Statistical analysis was implemented from 583 appropriate data out of 624 questionnaires using (SPSS PC+ 10.0). The results were as follows. The elderly were put to inconvenience noises in room, old facility in living room and outmoded facility in kitchen and bathroom in detached house. And they were put to inconvenience the size of room, living room and bathroom and old-fashioned facility in kitchen in apartment. The stairway and bathroom in detached house and balcony, elevator and bathroom in apartment were pointed out dangerous spaces in house.

  • Circling to land is a relatively dangerous maneuver. It contains the worst elements of IFR flight. There is a minimum obstruction clearance, a limited space in which to maneuver, an absence of visual reference, and trying to keep the runway in sight while preparing to land. At night it is quite a bit more than dangerous. The required continuous turn in marginal conditions that keeps the airport in sight is hazardous. Therefore, this paper proposes an application of GNSS to circling approach to reduce or remove chances of accidents which may occur under such unfavorable flight conditions. The study reviews relevant documents published by ICAO and FAA and provides scenarios for non-precision and precision approaches and circling approach based on the GNSS for Kimhae airport. Also requirements for the ground facility design are studied and provided.

Specific Process Conditions for Non-Hazardous Classification of Hydrogen Handling Facilities

  • Hazardous area classification design is required to reduce the explosion risk in process plants. Among the international design guidelines, only IEC 60079-10-1 proposes a new type of zone, namely zone 2 NE, to prevent explosion hazards. We studied how to meet the zone 2 NE grade for a facility handling hydrogen gas, which is considered as most dangerous among explosive gases. Zone 2 NE can be achieved considering the grade of release, as well as the availability and effectiveness of ventilation, which are factors indicative of the facility condition and its surroundings. In the present study, we demonstrate that zone 2 NE can be achieved when the degree of ventilation is high by accessing temperature, pressure, and size of leak hole. The release characteristic can be derived by substituting the process condition of the hydrogen gas facility. The equations are summarized considering relation of the operating temperature, operating pressure, and size of leak hole. Through this relationship, the non-hazardous condition can be realized from the perspective of inherent safety by the combination of each parameter before the initial design of the hydrogen gas facility.

  • This study is to establish the appliance model for the automatic fire alarm system in clean room within the framework of the performance based design. Because of the environmental and dimensional characters of clean room, this space is exposed to fire and toxic damage, so it is very important to notify the occupants of these dangerous situations.

  • Chemical facility system have dangerous elements that can injure the human like an explosion and a fire, gas poisoning by a leakage of the harmful chemical material. In addition to a vibration of the machine occurs the leakage. Therefore, the chemical factory requires for periodic monitoring of the vibration. But, until now, the operator has executed a monitoring of the machine by the senses. So, the diagnostic expert system by which the operator can judge easily and expertly a condition of the machine is developed.
