An efficient methodology using static test data and changes in natural frequencies is proposed to identify the damages in structural systems. The methodology consists of two main stages. In the first stage, the Damage Signal Match (DSM) technique is employed to quickly identify the most potentially damaged elements so as to reduce the number of the solution space (solution parameters). In the second stage, a particle swarm optimization (PSO) approach is presented to accurately determine the actual damage extents using the first stage results. One numerical case study by using a planar truss and one experimental case study by using a full-scale steel truss structure are used to verify the proposed hybrid method. The identification results show that the proposed methodology can identify the location and severity of damage with a reasonable level of accuracy, even when practical considerations limit the number of measurements to only a few for a complex structure.
Residual deformation is a crucial index that should be paid special attention in the performance-based seismic analyses of reinforced concrete (RC) structures. Owing to their superior re-centering capacity under earthquake excitations, the post-tensioned self-centering (PTSC) RC frames have been proposed and developed for engineering application during the past few decades. This paper presents a comprehensive assessment on the seismic fragility of a PTSC frame by simultaneously considering maximum and residual deformations. Bivariate limit states are defined according to the pushover analyses for maximum deformations and empirical judgments for residual deformations. Incremental Dynamic Analyses (IDA) are conducted to derive the probability of exceeding predefined limit states at specific ground motion intensities. Seismic performance of the PTSC frame is compared with that of a conventional monolithic RC frame. The results show that, taking a synthetical consideration of maximum and residual deformations, the PTSC frame surpasses the monolithic frame in resisting most damage states, but is more vulnerable to ground motions with large intensities.
The near-collapse performance limit is defined as the deformation at the 20% drop of maximum base shear in the decreasing region of the pushover curve for ductile framed buildings. Although monotonic pushover analysis is preferred due to the simple application procedure, this analysis gives rise to overestimated results by neglecting the cumulative damage effects. In the present study, the acceptabilities of monotonic and cyclic pushover analysis results for the near-collapse performance limit state are determined by comparing with Incremental Dynamic Analysis (IDA) results for a 5-story Reinforced Concrete framed building. IDA is performed to obtain the collapse point, and the near-collapse drift ratios for monotonic and cyclic pushover analysis methods are obtained separately. These two alternative drift ratios are compared with the collapse drift ratio. The correlations of the maximum tensile and compression strain at the base columns and beam plastic rotations with interstory drift ratios are acquired using the nonlinear time history analysis results by the simple linear regression analyses. It is seen that these parameters are highly correlated with the interstory drift ratios, and the results reveal that the near-collapse point acquired by monotonic pushover analysis causes unacceptably high tensile and compression strains at the base columns, as well as large plastic rotations at the beams. However, it is shown that the results of cyclic pushover analysis are acceptable for the near-collapse performance limit state.

This paper develops practical models and methods for the assessment of safety and rating of damaged and/or deteriorated bridges by incorporating a system identification technique for the explicit inclusion of the degree of deterioration or damage and of the actual bridge response. And, based on the proposed model, reliability-based rating methods are proposed as LRFR(Load and Resistance Factor Rating) and system reliability-index rating criteria. The proposed limit state model explicitly accounts for the degree of deterioration or damage in terms of the damage and response factors. The damage factor in the paper is proposed as the ratio of the current stiffness to the intact stiffness. Based on the observation and the results of applications to existing bridges, it may be concluded that the proposed rating models, which explicitly account for the uncertainties and the effects of degree of deterioration or damage based on the system identification technique, provide more realistic and consistent safety-assessment and capacity-rating.
This paper improves seismic fragility of a typical steel-concrete composite bridge with the deck-to-pier connection joint configuration at the concrete crossbeam (CCB). Based on the quasi-static test on a typical steel-concrete composite bridge model under the SEQBRI project, the damage states for both of the critical components, the CCB and the pier, are identified. The finite element model is developed, and calibrated using the experimental data to model the damage states of the CCB and the bridge pier as observed from the experiment of the test specimen. Then the component fragility curves for both of the CCB and the pier are derived and combined to develop the system fragility curves of the bridge. The uncertainty associated with the mean system fragility has been discussed and quantified. The study reveals that the CCB is more vulnerable than the pier for certain damage states and the typical steel-concrete composite bridge with CCB exhibits desirable seismic performance.

Tunnels are one of the most important constructions in civil engineering. The damage to these structures caused enormous costs. Therefore, the safe and economic design of these structures has long been considered. However, both applied loads on the tunnels as well as the resistance of the structural members are naturally uncertain parameters, hence, the design of these structures requires considering the probabilistic approaches. This study aims to determine the load and resistant factors of lining tunnels concerning the earthquake extreme events limit state function. For this purpose, tunnels that have been designed according to the previous design codes (AASHTO Tunnel LRFD 2017) and using reliability analysis, the optimum reliability of these structures for different loading scenarios is determined. In this paper, the tunnel is considered circular. Finally, the proper load and resistance factors are calculated corresponding to the obtained target reliability. Based on the performed calibration earthquake extreme events limit state function, the result of this study can be recommended to AASHTO Tunnel LRFD 2017.
The purpose of this paper is to research on the liability and cases for space damage with reference to the space activity under the international space treaty and national space law of major countries. The United Nations has adopted two treaties relating to the liability for space damage as follows: the Outer Space Treaty of 1967 and the Liability Convention of 1972. Korea has enacted the Outer Space Damage Compensation Act of 2008 relating to the liability for space damages. The Outer Space Treaty of 1967 regulates the international responsibility for national activities in outer space, and the national tort liability for damage by space launching object. The Liability Convention of 1972 regulates the absolute liability by a launching state, the faulty liability by a launching state, the joint and several liability by a launching state, the person claiming for compensation, the claim method for compensation, the claim period of compensation, the claim for compensation and local remedy, the compensation amount for damage by a launching state, and the establishment of the Claims Commission. The Outer Space Damage Compensation Act of 2008 in Korea regulates the definition of space damage, the relation of the Outer Space Damage Compensation Act and the international treaty, the non-faulty liability for damage by a launching person, the concentration of liability and recourse by a launching person, the exclusion of application of the Product Liability Act, the limit amount of the liability for damage by a launching person, the cover of the liability insurance by a launching person, the measures and assistance by the government in case of occurring the space damage, and the exercise period of the claim right of compensation for damage. There are several cases with reference to the liability for damage caused by space accidents as follows: the Collision between Iridium 33 and Cosmos 2251, the Disintegration of Cosmos 954 over Canadian Territory, the Failure of Satellite Launching by Martin Marietta, and the Malfunctioning of Westar VI Satellite. In the disputes and lawsuits due to such space accidents, the problems relating to the liability for space damage have been settled by the application of absolute(strict) liability principle or faulty liability principle. The Liability Convention of 1972 should be improved as follows: the clear definition in respect of the claimer of compensation for damage, the measure in respect of the enforcement of decision by the Claims Commission. The Outer Space Damage Compensation Act of 2008 in Korea should be improved as follows: the inclusion of indirect damage into the definition of space damage, the change of the currency unit of the limit amount of liability for damage, the establishment of joint and several liability and recourse right for damage by space joint launching person, and the establishment of the Space Damage Compensation Review Commission. Korea has built the space center at Oinarodo, Goheung Province in June 2009. Korea has launched the first small launch vehicle KSLV-1 at the Naro Space Center in August 2009 and June 2010. In Korea, it will be the possibility to be occurred the problems relating to the international responsibility and the liability for space damage in the course of space activity. Accordingly the Korean government and launching organization should make the legal and systematic policy to cope with such problems.
