In modern capitalistic society, the harmed consumers like consumer complaints etc. are increasing day by day being caused by mass production and mass consumption etc. These consumer damages can come out as many types, but can be the most typical form. If there is a majority of the small sum damage, being saved by legal procedures is a fact that many consumers renounce it for long time, lots of expense and the complexity of the process etc. So, the government enforces consumer groups suit and collective dispute mediation system revising Framework Act on consumer. Specially, collective dispute mediation system, one of the ADR, saves the harmed consumers and accomodates efficiency in management of consumer dispute settlement commission by dealing with it collectively if the same or similar damage without a legal procedure happens to a great number of consumers. However, collective consumer dispute mediation system also has a number of problems. Therefore, this thesis is looking into the function and procedure of the collective consumer dispute mediation system on Framework Act on consumer as well as its problems and ways of improving it.

This paper presents a displacement-based seismic design procedure for new structures with fluid viscous dampers and/or for existing structures, where these devices are required as a retrofit measure and damage control. To consider the non-proportional damping produced by these devices in a conventional modal spectral analysis, the effect of the fluid viscous dampers is approximated as the sum of a proportional damping matrix and a complementary matrix which is representative of non-proportional damping matrix. To illustrate the application of this procedure and evaluate the performance of structures designed with the procedure proposed, five regular plane frames: 8, 12, 17, 20 and 25-storey, and an 8-storey building are designed. The seismic demands used for design and validation were the records obtained at the SCT site during the 1985 Michoacan earthquake, and that of the 2017 Morelos - Puebla earthquake obtained at the Culhuacan site, both stations located on soft soil sites. To validate the procedure proposed, the performances and damage distributions used as design targets were compared with the corresponding results from the nonlinear step-by-step analyses of the designed structures subjected to the same seismic demands.

The purpose of this study makes a retrofit and rehabilitation practice trough the analysis and the improvement for the underlying problem of current retrofit and rehabilitation methods. Therefore, the deterioration process, the damage cause, the condition classification, the fatigue mechanism and the applied quantity of strengthening methods for RC deck slabs were analyzed. Artificial neural networks are efficient computing techniques that are widely used to solve complex problems in many fields. In this study, a back-propagation neural network model for estimating a management on existing reinforced concrete bridge decks from damage cause, damage type, and integrity assessment at the initial stage is need. The training and testing of the network were based on a database of 36. Four different network models were used to study the ability of the neural network to predict the desirable output of increasing degree of accuracy. The neural networks is trained by modifying the weights of the neurons in response to the errors between the actual output values and the target output value. Training was done iteratively until the average sum squared errors over all the training patterns were minimized. This generally occurred after about 5,000 cycles of training.
This study focuses on the system identification of reinforced concrete bridges using vector autoregressive model (VAR). First, the time series output response from a bridge establishes the autoregressive (AR) models. AR models are one of the most accurate methods for stationary time series. Burg's algorithm estimates the autoregressive coefficients (ARCs) at p-lag by reducing the sum of the forward and the backward errors. The computed ARCs are assembled in the state system matrix and the eigen-system realization algorithm (ERA) computes: the eigenvector matrix that contains the vectors of the mode shapes, and the eigenvalue matrix that contains the associated natural frequencies. By taking advantage of the characteristic of the AR model with ERA (ARMERA), civil engineering can address problems related to damage detection. Operational modal analysis using ARMERA is applied to three experiments. One experiment is coupled with an artificial neural network algorithm and it can detect damage locations and extension. The neural network uses a specific number of ARCs as input and multiple submatrix scaling factors of the structural stiffness matrix as output to represent the damage.
This study deals with the rear-end collisions in the rural aiea. The objectives of this study are 1) to analyze the characteristics of rear-end accidents of signalized intersections, and 2) to develop the accident models for Cheongju-Cheongwon. In pursing the above, this study gives the particular attentions to comparing the characters of urban and rural area. In this study, the dependent variables are the number of accidents and value of EPDO(equivalent property damage only), and independent variables are the traffic volumes and geometric elements. The main results analyzed are the followings. First, the statistical analyses show that the Poisson accident model using the number of accident as a dependant variable are statistically significant and the negative binomial accident model using the value of EPDO are statistically significant. Second, the independent variables of Poisson model are analyzed to be the ratio of high-occupancy vehicles, total traffic volume and the sum of exit/entry, and those of negative binomial regression are the main road width, total traffic volume and the ratio of high-occupancy vehicles. Finally, the specific independent variables to the rural area are the main road width, the ratio of high occupancy vehicle, and the sum exit/entry.

Diaphragm compressor is widely used for hydrogen compression because it achieves high gas pressure without gas contamination. Diaphragm deflecting in the cavity with high pressure formed by an oil compression is the most important component in the compressor. Therefore, it is necessary to obtain deflection degree of diaphragm to predict the damage point of diaphragm. The objective of this study is to estimate the diaphragm's damage point through diaphragm deflection test by implementing with strain gauges attached on several radial points. Without gas compression, strain sum of each points varied as similarly as the variation of the pressure with respect to time. And while the motor speed was slower than 400rpm, the strain near the rim was larger than that of the center. When motor speed, however, was over 500rpm, strain became similar to that of the center and the rim. With gas compression, it was shown that the variation of the strain sum was delayed against that of the pressure and the strain near the rim was much higher than that of the center.

The tire damage classification method is researched by periodicity detection of ultrasonic envelope signals to occur at the driving vehicle tire. Because periodic signals is generated by rotations of the damaged tire, it should convert to pulse for using the density function. After time intervals of pulses are represented by the density function, the dominant periodicity is detected. The threshold to make a pulse is calculated by moving average of envelope signals. The result of time density function in case of one damage material, the first peak's time is equals to tire's rotation period, 162ms and 102ms, about the speed of 50km/h and 80km/h. In case of more than one damage material, the sum of each peak's time is equals to tire's rotation period about the speed.
A constitutive model unifying plasticity and crack damage mode)s was developed to address the cyclic behavior of reinforced concrete planar members. The stress of concrete in tension-compression was conceptually defined by the sum of the compressive stress developed by the strut-action of concrete and the tensile stresses developed by tensile cracking. The plasticity model with multiple failure criteria was used to describe the isotropic damage of compressive crushing affected by the anisotropic damage of tensile cracking. The concepts of the multiple fixed crack damage model and the plastic flow model of tensile cracking were used to describe the tensile stress-strain relationship of multi-directional cracks. This unified model can describe the behavioral characteristics of reinforced concrete in cyclic tension-compression conditions, i.e. multiple tensile crack orientations, progressively rotating crack damage, and compressive crushing of concrete. The proposed constitutive model was implemented to finite element analysis, and it was verified by comparison with existing experimental results from reinforced concrete shear panels and walls under cyclic load conditions.

A nonlinear cumulative damage theory, which can model the effects of the magnitude and sequence of variable amplitude fatigue loadings, is proposed. The concrete beam specimens are prepared and tested in four-point flexural loading conditions. The variable-amplitude fatigue loadings in two and three stages are considered. The present experimental study indicates that the fatigue failure of concrete is greatly influenced by the magnitude and sequence of applied, variable-amplitude fatigue loadings. It is seen that the linear damage theory proposed by Palmgren and Miner is not directly applicable to the concrete under such loading cases. The sum of the cumulative damage is found to be greater than 1 when the magnitude of fatigue loading is gradually increased and less than 1 when the magnitude of fatigue loading is gradually decreased. The proposed nonlinear damage theory, which includes the effects of the magnitude and sequence of applied fatigue loadings, allows more realistic fatigue analysis of concrete structures.
An early detection of structural damages is critical for the decision making of repair and replacement maintenance in order to guarantee a specified structural reliability. Consequently, the structural damage detection, based on vibration data measured from the structural health monitoring (SHM) system, has received considerable attention recently. The traditional time-domain analysis techniques, such as the least square estimation (LSE) method and the extended Kalman filter (EKF) approach, require that all the external excitations (inputs) be available, which may not be the case for some SHM systems. Recently, these two approaches have been extended to cover the general case where some of the external excitations (inputs) are not measured, referred to as the adaptive LSE with unknown inputs (ALSE-UI) and the adaptive EKF with unknown inputs (AEKF-UI). Also, new analysis methods, referred to as the adaptive sequential non-linear least-square estimation with unknown inputs and unknown outputs (ASNLSE-UI-UO) and the adaptive quadratic sum-squares error with unknown inputs (AQSSE-UI), have been proposed for the damage tracking of structures when some of the acceleration responses are not measured and the external excitations are not available. In this paper, these newly proposed analysis methods will be compared in terms of accuracy, convergence and efficiency, for damage identification of structures based on experimental data obtained through a series of laboratory tests using a scaled 3-story building model with white noise excitations. The capability of the ALSE-UI, AEKF-UI, ASNLSE-UI-UO and AQSSE-UI approaches in tracking the structural damages will be demonstrated and compared.
