The DAMBRK is applied to Janghyeon and Dongmak reservoirs in Namdaecheon basin, where two reservoirs were failed due to Typhoon Rusa in 2002. Relaxation scheme is added to DAMBRK to consider the tributary cross-section because two reservoirs are in tributary valleys. In addition, this study suggests the method to utilize the reservoir breach formation time of ASDSO (2005) and empirical formulas for peak break outflow from dam to reduce the uncertainty of reservoir breach formulation time. The single break of Janghyeon reservoir and consecutive break of Janghyeon and Dongmak reservoirs with the suggested method are considered. While the breach discharge from reservoirs rushes down, the discharge and water surface elevation along the river are predicted, and the predictions show the attenuation phenomena of reservoir break floodwave. The applicability of the model is validated by comparing the predicted height with field surveyed data, and showing good agreements between predictions and measurements.

Several reservoirs that were managed by local governments and the Korea Rural Community Corporation have recently collapsed. One of them is the Goeyeon reservoir in Yeongcheon-si, Gyeongsangbuk-do that collapsed mainly around the spillway due to heavy rain at 9 O'clock, on 21 August 2014. The Goeyeon reservoir was an aging agricultural reservoir over 70 years since it was built. In this study, the collapse situation of the reservoir was reproduced through the DAMBRK model. Flood inundation maps were reconstructed for the breach outflow of the dam analyzed by the DAMBRK model. We estimated the breach duration and outflow of the reservoir as compared with the inundation image taken by the Unmanned Aerial Vehicle (UAV) at the time when the Goeyeon reservoir collapsed. The results of this study are expected to be useful for predicting damage in the downstream inundation area when a reservoir collapses.
This paper analyzed the flood propagation characteristics of each flood elevation due to failure of embankment in Muju Namdae Stream using recursive call algorithm. A flood propagation order by the flood elevation was estimated by setting destruction point at Beonggu and Chasan small dam through recursive call algorithm and then, the number of grids of each flood propagation order and accumulated inundation area were calculated. Based on the flood propagation order and the grid size of DEM, flood propagation time could be predicted each flood elevation. As a result, the study could identify the process of flood propagation through distribution characteristic of the flood propagation order obtained from recursive call algorithm, and could provide basic data for protection from flood disaster by selecting the flood vulnerable area through the gradient pattern of the graph for accumulated inundation area each flood propagation order. In addition, the prediction of the flood propagation time for each flood water level using this algorithm helped provide valuable information to calculate the evacuation path and time during the flood season by predicting the flood propagation time of each flood water level.
To improve the water quality of agricultural reservoirs, constructed wetlands are applied in many places. These are technologies that establish ecosystems and important design factors include water depth distribution, inflow and outflow, water flow distribution, hydraulic residence time, water quality treatment efficiency, aspect ratio, and the distribution of open water and covered water surfaces. For high efficiency during the operation of a constructed wetland, the design needs to be optimized and this requires consideration of the different types and length of the intake dam as well as the type and connection of wetland cells. Therefore, this study was conducted to investigate and suggest factors that needs to be considered during the design and for efficient operation measures through field surveys of 23 constructed wetlands that have been established and operated in agricultural reservoirs. Results of the field investigation shows that several sites were being operated improperly due to the malfunctioning or failure of the water level sensors, sedimentation in the intake dam, and clogging of the mechanical sluice frames. In addition, it was found that as the length of the inlet channel increases, the ecological disconnection between the intake dam upstream and the wetland outlet downstream also increases and was identified as a problem. Most of the wetlands are composed of 2 to 5 cells which can result to poor hydraulic efficiency and difficulty in management if they are too large. Moreover, it was found that the flow through a small wetland can be inadequate when there are too many cells due to excessive amounts of headloss.

Emergency and evacuation planning is critical to reduce potential loss of life from flooding. In order to develop evacuation plans, emergency managers and decision makers require estimates of probable inundation areas and times of inundation. In this paper, we present an agent-based modeling approach that incorporates in a hydrodynamic model to estimate both of these properties. A case study is conducted modeling the failure of a dam located in Andong, South Korea. We estimate flood travel times for Manning's roughness coefficients and discharge using a coupling of the continuity equation and Manning's equation. Using the output from the hydrodynamic model and the flood travel times, the agent-based model produces flood inundation maps at each time interval. The model estimates that for two-thirds of the Andong region the time of inundation is estimated to be slightly less than three minutes. The results of this study can be used to in the development of emergency and evacuation planning for the region.

In this paper a heuristic method for identifying individual pipes in water pipe networks to determine specific sections of the pipes that need to be replaced due to deterioration. An appropriate minimum pipe length is determined by selecting the pipe length that has the greatest variance of the average cumulative break number slopes among the various pipe lengths used. As a result, the minimum pipe length for the case study water network is determined as 4 m and a total of 39 individual pipe IDs are obtained. The economically optimal replacement times of the individual pipe IDs are estimated by using the threshold break rate of an individual pipe ID and the pipe break trends models for which the General Pipe Break Prediction Model(Park and Loganathan, 2002) that can incorporate the linear, exponential, and in-between of the linear and exponetial failure trends and the ROCOFs based on the modified time scale(Park et al., 2007) are used. The maximum log-likelihoods of the log-linear ROCOF and Weibull ROCOF estimated for the break data of a pipe are compared and the ROCOF that has a greater likelihood is selected for the pipe of interest. The effects of the social costs of a pipe break on the optimal replacement time are also discussed.
More than 70% of Korean Peninsula is consisted of mountains, so that lots of roads, rail-roads and tunnel,which play a pivotal role in the industry activity, are existed along the rock-slope and in the rock-mass. Thus,it is urgent that tegration of management system through the optimum survey and design of rock-slope excavation, proper stabilization method and database of rock-slope. However, conventional methods have shortcoming with the economy of survey time and human resources, and the overcome of difficulties of approach to the in-situ rock-slope. To overcome the limitation of conventional method, this paper proposed the development of remote measurement system using Terrestrial Laser Scanning System. The method using Terrestrial 3D Laser Scanning System, which can get 3D spatial information on the rock-slope and2)Dept. Geosystem Engineering, Kangwon National University, Korea tunnel, has an advantage of reduction of measurement time and the overcome of difficulties of approach to the in-situ rock-slope/dam/tunnel. In the case of rock-slope, through the analysis of 3D modeling of point-cloud by Terrestrial Laser Scanning System, orientation of discontinuity, roughness of joint surface, failure shape and volume were successively achieved. in the case of tunnel face, through reverse-engineering, monitoring of displacement was possible.
To compile a flood hazard map it is essential to identify the potential risk areas. A scenario-based numerical modeling approach is commonly used to build a flood hazard map in the case of a levee-break. The model parameters that capture peak discharge, including breach formation and progress, are important in the modeling method. In this study an earth-levee-break model is constructed under the assumption that the failure mechanism and hydraulic processes are identical for all levee-break river activities. Estimation of the hydrograph at the outlet as a function of time is highlighted. The constructed hydrograph can then serve as an upper boundary condition in running the flood routing model downstream, although flood routing is not considered in this study.
1-D hydrodynamic numerical models have been most widely used in the field of flood analysis. The model's input data are upstream/downstream boundaries, roughness coefficients, cross-sections, and so on, and computational distance step and time step are the most important factors in order to guarantee the computational accuracy, stability, and efficiency. In this study, a theoretical explanation is presented for the basis of the previous empirical selection criteria of cross-section's location; also, the estimation technique of computationally variable distance step is proposed to reflect the properties of flow at every computational time step. Combining this technique with 1-D unsteady numerical model, it was applied to two events of Teton dam failure flood and the Han River flood. The numerical experimental results demonstrate that the accuracy and stability is increased when used more interpolated cross-sections and show that the proposed technique of computationally variable distance step has the same order of accuracy with smaller numbers of cross-section than previous empirical selection criteria. The practical use of this technique will be possible to analyze the river floods with high efficiency as well as accuracy and stability.
Background: Tumor necrosis factor(TNF)-$\alpha$ and Interleukin(lL)-$1{\beta}$ are thought to play a major role in the pathogenesis of the septic syndrome, which is frequently associated with adult respiratory distress syndrome(ARDS). In spite of many reports for the role of TNF-$\alpha$ in the pathogenesis of ARDS, including human studies, it has been reported that TNF-$\alpha$ is not sensitive and specific marker for impending ARDS. But there is a possibility that the results were affected by the diversity of pathogenetic mechanisms leading to the ARDS because of various underlying disorders of the study group in the previous reports. The purpose of the present study was to evaluate the roles of TNF-$\alpha$ and IL-$1{\beta}$ as a predictable marker for development of ARDS in the patients with septic syndrome, in which the pathogenesis is believed to be mainly cytokine-mediated. Methods: Thirty-six patients of the septic syndrome hospitalized in the intensive care units of the Asan Medical Center were studied. Sixteens suffered from ARDS, whereas the remaining 20 were at the risk of developing ARDS(acute hypoxemic respiratory failure, AHRF). In all patients venous blood samples were collected in heparin-coated tubes at the time of enrollment, at 24 and 72 h thereafter. TNF-$\alpha$ and IL-$1{\beta}$ was measured by an enzyme-linked immunosorbent assay (ELISA). All data are expressed as median with interquartile range. Results: 1) Plama TNF-$\alpha$ levels: Plasma TNF-$\beta$ levels were less than 10pg/mL, which is lowest detection value of the kit used in this study within the range of the $mean{\pm}2SD$, in all of the normal controls, 8 of 16 subjects of ARDS and in 8 in 20 subjects of AHRF. Plasma TNF-$\alpha$ levels from patients with ARDS were 10.26pg/mL(median; <10-16.99pg/mL, interquartile range) and not different from those of patients at AHRF(10.82, <10-20.38pg/mL). There was also no significant difference between pre-ARDS(<10, <10-15.32pg/mL) and ARDS(<10, <10-10.22pg/mL). TNF-$\alpha$ levels were significantly greater in the patients with shock than the patients without shock(12.53pg/mL vs. <10pg/mL) (p<0.01). There was no statistical significance between survivors(<10, <10-12.92pg/mL) and nonsurvivors(11.80, <10-20.8pg/mL) (P=0.28) in the plasma TNF-$\alpha$ levels. 2) Plasma IL-$1{\beta}$ levels: Plasma IL-$1{\beta}$ levels were less than 0.3ng/mL, which is the lowest detection value of the kit used in this study, in one of each patients group. There was no significant difference in IL-$1{\beta}$ levels of the ARDS(2.22, 1.37-8.01ng/mL) and of the AHRF(2.13, 0.83-5.29ng/mL). There was also no significant difference between pre-ARDS(2.53, <0.3-8.34ngfmL) and ARDS(5.35, 0.66-11.51ng/mL), and between patients with septic shock and patients without shock (2.51, 1.28-8.34 vs 1.46, 0.15-2.13ng/mL). Plasma IL-$1{\beta}$ levels were significantly different between survivors(1.37, 0.4-2.36ng/mL) and nonsurvivors(2.84, 1.46-8.34ng/mL). Conclusion: Plasma TNF-$\alpha$ and IL-$1{\beta}$ level are not a predictable marker for development of ARDS. But TNF-$\alpha$ is a marker for shock in septic syndrome. These result could not exclude a possibility of pathophysiologic roles of TNF-$\alpha$ and IL-$1{\beta}$ in acute lung injury because these cytokine could be locally produced and exert its effects within the lungs.
