토양의 복합적 특성을 고려한 전략환경영향평가 방안 - 댐건설 장기계획을 중심으로 - (Strategic environmental impact assessment proposal in consideration of the complex characteristics of the soil - Around the dam construction long-term plan -)

  • 최근 토양자원에 대한 인식은 작물생산 뿐 아니라 우리가 살아가는 환경의 질을 좌우하는데 중요한 역할을 하고 있는 것으로 변화되고 있다. 최근 연구에서는 정책계획과 개발기본계획에 대해 각 개별계획이 가지는 고유 특성을 감안하여 토양특성에 미치는 영향에 대한 검토의 필요성이 대두되고 있다. 본 연구는 국가환경정책 및 국제협약 등 상위계획에서의 토양 세부평가 항목을 추출하여 댐건설 장기계획에 적용함으로써 향후 전략환경영향평가에 합리적으로 적용할 수 있는 방법을 도출하고자 하였다. 그 결과, 토양침식, 토양영양물질, 토양오염, 토양이동, 토양생물다양성 등에 영향을 주는 것으로 나타났으며, 이들 세부 항목들은 기존 환경영향평가서상의 항목과 일정부분 중복되는 것으로 나타났다. 따라서, 향후 전략환경영향평가시 평가항목간의 합리적 연계방안에 대한 추가연구가 필요할 것으로 보인다.

영산강의 장기유출량에 관한 고찰 (An Analysis on the Long-Term Runoff of the Yong San River)

  • Located in the southwestern part of Korea, the Yong San Gang river flows generally northeast to southwest, and because of the specific location, topography and climate, the basin area is subject to recurrent drought and flood damages. To eliminate the cause of such damages and ensure an increase in the farm income by means of effective irrigation supply and increased cropping intensity, efforts are being made to speed up implementation of an integrated agricultural development project which would include construction. of an estuary dam and irrigation facilities as well as land development and tidal reclarnation. In formulating a basin development project plan, it is necessary to study a series of long-term runoff data. The catchment area at the proposed estuary damsite is 3,471$\textrm{km}^2$ with the total length of the river channel up to this point reaching 138km. An analysis of runoff in this area was carried out. Rainfall was estimated by the Thiessen Network based on records available from 15 of the rainfall observation stations within the area. Out of the 15 stations, Kwang Ju and Mok Po stations were keeping long-term precipitation records exceeding some 60 years while the others were in possession of only 5-10 years records. The long-term records kept by those stations located in the center of the basin were used as base records and records kept by the remaining stations were supplemented using the coefficient of correlation between the records kept by the base stations and the remainder. The analyses indicate that the average annual rainfall measured at Kwang Ju during 1940-1972 (33 years) amounts to 1,262mm and the areal rainfall amounts to 1,236mm. For the purpose of runoff analysis, 7 observatories, were set up in the middle and lower reaches of the river and periodic measurements made by these stations permitted analysis of water levels and river flows. In particular, the long-term data available from Na Ju station significantly contributed to the analysis. The analysis, made by 4-stage Tank method, shows that the average annual runoff during 1940-1972 amounts to 2,189 million ㎥ at the runoff rate of 51%. As for the amount of monthly runoff, the maximum is 484.2 million ㎥ in July while the minimum is 48.3 million ㎥ in January.

한강수계 발전용댐 장기 운영계획 수립을 위한 최적화 모형 구축 (Development of Optimization Model for Long-term Operation Planning of the Hydropower Reservoirs in Han River Basin)

  • 우리나라는 60% 이상이 산간지형에 해당하며 수십 년 전부터 이러한 특성을 이용하여 수력발전소를 다수 건설하고 친환경적인 에너지를 생산해왔다. 수력발전은 급변하는 에너지 수급에 대처할 수 있고 낙차를 이용하여 친환경적으로 에너지를 생산한다는 장점이 있으나 댐 설립시 입지 조건에 의해 불가피하게 환경을 훼손해야 하는 경우가 많다. 따라서, 본 연구에서는 기존 발전용댐들의 장기 운영계획을 수립하고자 월별 발전량을 최대화하는 최적 저수지 운영 모형을 개발하였다. 댐 운영 모형은 자원 최적화 분야에서 널리 이용되는 선형계획법을 기반으로 월단위로 1년 운영계획을 수립할 수 있는 형태로 구축하였다. 선형계획법은 목적함수와 제약조건 모두 선형식으로 이루어져야 하지만 발전량 산정식은 비선형식이기 때문에 Taylor Expansion 기법을 활용하여 선형화하였다. 개발된 모형을 검토하기 위해 한강수계에 위치하는 5개 발전용댐을 대상으로2009~2018년의 실적자료와 댐 운영 모형의 결과를 비교, 분석하였다. 결과적으로 발전용댐들의 총 최적 발전량은 총 실적 발전량보다 약 10~37% 정도 향상된 결과를 나타내었다.

섬유기반 녹화시스템 적용에 따른 노후주택의 누진세기반 전력요금 저감효과에 대한 모니터링 연구 (A Study on Monitoring the Progressive Tax-based Power Charges Reduction Effects by Applying Fiber-based Artificial Vegetation System to Obsolete Houses)

  • Demands for housing has diversified recently due to low birth rate and the growth of aging population. Also, a share of idle houses and obsolete houses over 20 years old is gradually rising. Therefore, there is a need for a sustainable, environment-friendly improvement policy that is in line with a new housing paradigm and avoids full-scale new construction, such as a customized housing renovation plan considering local economic circumstances. Therefore, afforestation system applicable to buildings are assessed positively, but lack objective performance evaluation. Through one-year, long-term monitoring of replicated obsolete buildings that have poor insulation performance, this study calculated monthly average power consumption and analyzed power charges by applying pricing plans before and after the revision of progressive tax in order to examine economic effects expected by applying the afforestation system. In the obsolete buildings, the study showed that monthly average power consumption was reduced by 16.6kWh with 5.2% average reduction rate. Highest reduction was made in July at 11.3%. Aggregate monthly power consumption charges were relatively high in winter before and after the revision of progressive tax. Power charges reduction effect was highest in March when monthly power consumption was reduced to 300kWh level by applying the afforestation system.
