The purpose of this study is to suggest a major strategy to become effective for each port in Northeast Asia by analyzing the relative efficiency of each port to determine the current level of efficiency, efficient harbors plan. Individual port of the major 16 ports in Northeast Asia was analysed targeting efficiency and relative efficiency. In this study, DEA technique was used. Of the DEA model, CCR (constant returns to scale) models and BCC (variable return to scale) model was applied to analyze the efficiency and effectiveness of the port. Then the efficiency measured through CCR model is again compared with the efficiency measured by the BCC model. In this way, the empirical analysis includes the input factors of the operating ports such as the number of berths, wharf, depth, total area of the pier, C / C numbers and output elements includes the container throughput. The results of the study show that most of the ports in China is efficient whereas those in Korea and Japan are relatively inefficient. There are some pairs of ports which has the similar input factors, like Busan port and Shanghai port, Lianyungang port and Incheon port, Dalian port and Gwangyang port, but the container throughput of them has a huge difference.
In order to be a hub-port in Northeast Asia, current China government has intensively invested in port development. Further, this development Project is significantly big scale, compared with those projects which Korea and Japan have. Thus, China is beginning to threaten Korean ports, especially Busan port which try to be a hub port in Northeast Asia. For this reason, recently many studies to evaluate competitiveness between Korean ports, especially Busan and Gwangyang, and Chinese ports have been conducted. In the mean time, implications of those pervious research has mainly been based on evaluation of port competitiveness using evaluation methodologies, such as AHP(Analytical Hierarchy Process) and HFP(Hierarchical Fuzzy Process). However, as previous evaluation algorithms are methodologies that only calculate ranking of ports by competitiveness level, from the results of analysis, critical weak points affected current port competitiveness could not clearly fine out. That is, because there has not been any algorithm that can extract critical points from the evaluation results. The aim of this paper is to present critical points that affect port competitiveness using an algorithm based on IRFE(Inverse Relation of Fuzzy Evaluation), and scenario analysis, from previous results of evaluation of port competitiveness. And The research scope is to covey the subjective ports of Korea and China's 7 major ports (Busan, Gwangyang, Sanghai, Qingdao, Tienjin, Dalian and Kaoshuing). From analysis, it was found that critical weak point of Busan port is the level of hinterland including availability of free trade zone.
The logistics industry is growing rapidly with China's economic development in recent years. Particularly, the intermodal freight system is becoming the main issue to reduce the logistic costs under the situation that the quantity of cargo transported between Korea and China is continuously increasing. Shift from road transportation to eco-friendly modes such as rail and coastwise shipping is also increasing. The present study suggests technical aspects related to the implementation of intermodal transport system centered on train ferries between two countries with already employed Chinese infrastructure into consideration. Technical assessment of intermodal train ferry system entails not only the vessels but supporting facilities and technologies as well. Port and rail facilities and operating skills for efficient modal shifting, and their standardization is indispensible to the realization of an intermodal train ferry system between the two countries.
The city of Dalian has been developed under varied geo-political situation since the later part of nineteenth century up to now where a considerable mutation is taking place. In this study we tried to trace the historical evolution process of Dalien as second important port of China playing the role as center of North-Eastern Region in the field of Industry, foreign exchange, finance and tourist industry. The result reveals possibility of the city to excelerate its development under present circumstances toward the opened system of economical policy.
Under Chinese law system, the maritime law is a special branch of the civil law. For this reason, the maritime litigation shall be governed correspondently by the civil prodecure law. However, since the maritime litigation has its own special prodecure which is different from that of general procedure, there must be some special regulations to be a supplement to the civil procedure law. In this paper, a study is made on such regulations which are "The Regulations Relating to the arrest of Ships Before Litigation" and "The Regulations Concerning the Auction of Ships Which Have Been Arrested by Maritime Court for Clearing off the Debts" The aim of this paper is to describe the basic principles established in the regulations mentioned above in order to make the people who are unfamiliar with Chinese maritime legislation to be understood about Chinese special procedure adopted in maritime litigation.maritime litigation.
With rapid economic development in China, cargoes from and to China are growing significantly. The 3 Northeast Provinces of China(named Liaoniang, Jilin, Heilongjiang provinces), bordering the Korean Peninsular, is not exception in development of international trade. However long distance from the 3 Northeast Provinces to seaports generates huge transit time and costs because Dalian port is far away almost 1,000km from Jilin and Heiloongjiang Provinces. The new intermodal transport route through the port of Jarubino located in the Russian Far East is under way to reduce the costs incurred from inland transport. This paper investigates the competitiveness of the new international intermodal transport route from the 3 Northeast Provinces in terms of transit time and transport costs. According to the results of this research, The establishment of the new international intermodal transport with development of Jarubino port is expected to increase the competitiveness of trade cargoes from the 3 Northeast Provinces while Korea has a good opportunity to join the port development in the Russian Far East. Futhermore the port of Busan is also benefited the growing transit cargoes from the new intermodal transport route.
Based on the change of traditional viscoelastic damper structure, a brand-new damper is designed to control simultaneously the translational vibration and the rotational vibration for platforms. Experimental study has been carried out on the mechanical properties of viscoelastic material and on its multi-dimensional seismic response control effect of viscoelastic damper. Three types of viscoelastic dampers with different shapes of viscoelastic material are designed to test the influence of excited frequency, strain amplitude and ambient temperature on the mechanical property parameters such as circular dissipation per unit, equivalent stiffness, loss factor and storage shear modulus. Then, shaking table tests are done on a group of single-storey platform systems containing one symmetric platform and three asymmetric platforms with different eccentric forms. Experimental results show that the simulation precision of the restoring force model is rather good for the shear deformation of viscoelastic damper and is also satisfied for the torsion deformation and combined deformations of viscoelastic damper. The shaking table tests have verified that the new-type viscoelastic damper is capable of mitigating the multi-dimensional seismic response of offshore platform.
Since the signing of the Korea-Europe Free Trade Agreement, the volume of trade transactions between South Korea and Europe has increased. The traditional single-mode transport system has been transformed into an intermodal transport system using two or more modes of transport. In addition, the conventional sea and air transport routes have been restricted, leading to a decline in Korean exports to Europe, and the rail transport mode is becoming mainstream in the market due to the influence of COVID-19. This paper focuses on the China-Railway Express to explore a new intermodal transport route from Korea to Europe. First, the fuzzy analytic hierarchy process (AHP) is used to evaluate the factor weights when selecting intermodal transport routes from Korea to Europe. Then, the TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) method is used to rank three alternatives. The results show that among the four factors (total cost, total time, transportation capability, and service reliability), the total cost is the most significant factor, followed by the total time, service reliability, and transportation capability. Furthermore, the alternative route 1 (Incheon-Dalian-Manchuria-Hamburg) is preferred.

The Chinese three northeastern three provinces - Heilongjiang, Liaoning, and Jilin - hold significant geographical, geopolitical, and commercial importance due to their location allowing for cross-border trade and transportation with North Korea. These provinces are crucial for establishing a complex Eurasian logistics network in line with South Korea's new northern policy. The Chinese three northeastern three provinces, as this region is known, boasts excellent maritime transportation links between South Korea, China, and North Korea, making it an logistics hub for transporting goods to Eurasia and Europe through multimodal transport. This study highlights the importance of securing a logistics hub area by fostering cooperation and friendly relations with China's three northeastern three provinces, which are crucial to the success of the New Northern Policy. In particular, the study aims to analyze current status of trade with these region and freight volume transported by ships and recommend political advice for securing logistics hub and revitalizing maritime transport. As the policy suggestion, this study is to establish a logistics hub by implementing joint port operations, constructing port infrastructure jointly, and operating shipping companies together. Additionally, we propose ways to revitalize the maritime passenger transport business between Korea and China, which involves expanding cultural exchanges and developing content.
