The rapid development of computer technology and widely application of artificial intelligent provide technology support for realizing navigation automation on the sea. which has achieved great success in shipping advanced countries like japan, England, America, Germany and also in the developing country, China. However, it still remains in the studying Period up to now in aspects of collision avoidance decision-making mathematical model and reasoning mechanism. In this paper, approaches are proposed to establish the collision avoidance automation system. One of them is based on the former studies to realize automation system by make use of finite state machine theory and following the International regulations for Preventing Collision at Sea, 1972. The others are to establish the new idea about automatic collision avoidance system by taking advantage of the free flight idea, hybrid system, game theory used in air traffic management studies in recent years and the common characteristics in both air and sea traffic management.

The paper does researches and analysis on the process of marine oil spill crisis response (MOSCR), and develops the marine oil spill crisis response simulation exercise system. The system developed by this paper is composed of four subsystems, including the training system of MOSCR, the geographical information system of MOSCR, the marine oil spill control and cleanup decision-making expert system, and the computer simulation exercise system. The paper builds up the applied model system of MOSCR. The system takes the marine oil spill crisis response geographical information system as the platform, which integrates all aspects of MOSCR. This system can offer an oil spill scene to the trainees and simulate the whole process of MOSCR on the interface of GIS.

Integrated Ship-Shore Information System makes use of advanced technology of marine mobile communication and extends the computer network of shipping company to ship. This system conveniently accomplishes the information exchange between company and ship, guarantees navigation safety and improves commercial performance. The framework of integrated ship-shore information system and the analysis of its function are provided in this paper. Meanwhile, the idea based on the specification of J2EE to build this system is put forward and the relevant technology is demonstrated.

In order to take TC forecasts from different observatories into consideration, and make quantitative assessment and analysis for avoiding TC routes from the view of safety and cost, a new safe-economic decision making method of TC avoidance routing on ocean was put forward. This model is based on combining forecast of TC trace based on neural networks, technical method to determine the future TC wind and wave fields, technical method of fuzzy information optimization, risk analysis theory, and meteorological-economic decision making theory. It has applied to the simulation of MV Tianlihai's shipping on ocean. The result shows that the model can select the optimum plan from 7 plans, the selected plan is in accordance with the one selected by experienced captains.

In China, the traditional method of artificial and periodical cruise is still adopted for the AtoN management, which has brought many disadvantages to the work of the AtoN management, such as non real-time, fallibility, and low efficiency However, with the rapid development of AIS technique, now AIS equipments have been widely installed on ships, and on the other hand China Maritime Safety Administration (abr. China MSA) is carrying out the scheme of AIS base station network in china, based on which the digital AtoN will develop in the future. According to what have been analyzed above, this paper puts forward a design of AtoN wireless surveillance system based on AIS. The system consists of AIS on AtoN, AIS base station and AtoN management center. It can provide such functions as the information gathering, managing of AtoN and the service of navigation assistance. This paper gives the whole design including the work theory, the hardware structure and the software scheme of the system, and finally gives the simulation software of the AtoN management center. The AtoN wireless surveillance system brought forward by this paper will be more efficient with less repair cost and less work of the supervisors. It will bring revolutionary progress in the navigation aids system in China.

2000년대에 환황해권 지역이 핵심 경제축으로 부상함에 따라 향후 세계 경제에서 중국의 역할은 더욱 증가하고 한국은 중국과의 교류가 증가하면서 환황해권 지역은 동북아 지역의 핵심 물류시장으로 부상할 것으로 전망된다. 이에 본 연구는 환황해권 주요 항만과 평택 당진항, 인천항, 광양항 간 컨테이너 물동량 분석을 통해 전략적 제휴항만을 도출하고 환황해권 주요 항만 간 연계를 통한 물동량 유치 기반을 마련하는 데 목적이 있다. 본 연구에서는 이들 항만 간의 컨테이너 물동량을 분석하기 위한 기초자료로는 관세청의 수출입통계자료와 해양수산부의 해운항만물류정보시스템의 통계자료를 활용하였다. 서해안 항만들과 가장 많은 컨테이너 교역이 이뤄지는 환황해권 주요 항만을 대상으로 물동량 특성에 따른 2012년 기준 컨테이너 교역 물동량, 성장 가능성, 변동률, 교역추세, 기여도 등 5가지 평가기준에 의해서 분석해 보고 향후 주요 전략적 제휴 대상항만을 선정하였다. 환황해권 전략적 제휴 항만 선정결과 평택 당진항은 롄윈강항, 톈진항, 옌타이항, 칭다오항, 다롄항, 인천항은 스다오항, 웨이하이항, 칭다오항, 톈진항, 다롄항, 광양항은 칭다오항, 옌타이항, 다롄항, 롄윈강항으로 도출하고, 서해안 항만의 전략적 제휴항만을 대상으로 전략적 제휴체제 구축 방안에 대한 시사점을 제시하였다.

한자는 복잡한 상형문자로서 자모문자와 비교하여 볼 때, 문자의 처리, 프로그램의 작성 및 전송에 있어서 많은 차이점이 있다. 지금까지 NAVTEX프로그램중 한자 전송의 관건적인 기술을 해결하지 못하고 있다. 따라서, 본 논문에서는 NAVTEX프로그램중의 한자처리 방법을 모색 하고자 하였으며, 이러한 프로그램을 이용하면 NAVTEX 단말기에서 바로 한자를 인쇄할 수 있게 될 것으로 기대된다.

To acquire a port traffic, governments in North-East Asia have intensively invested port development. Furthermore, the major shipping company directly make a call at northern chinese ports like Qingdao, Dalian and Tianjin. Those changes of port environment will have a considerable effect on a port traffic in Korea. In order to prepare against those changes, it is necessary to estimate a port traffic in Korea A port traffic in Korea is estimated by the use of explanation variables like GDP of Korea, real effective exchange rate, world economic performances and the trade in China, et al. When GDP in Korea goes up 1%, it is estimated that container port traffic of all ports and Pusan Port is upward $1.0{\sim}1.2%$ and $0.8{\sim}0.9%$ respectively. When the trade in China goes up 1%, it is estimated that Container transshipment is upward $1.6{\sim}1.7%$ approximately.
