A hydrological drought index, MSWSI (Modified Surface Water Supply Index) was suggested based on SWSI (Surface Water Supply Index). With the available data of spatially distributed observation station of precipitation, dam storage, stream water level and natural groundwater level, South Korea was divided into 32 regions. This was conducted to represent the calculated index as a spatially distributed information. Monthly MSWSI was evaluated for the period of 1974 and 2001. It is necessary to compare this result with PDSI (Palmer Drought Severity Index) and SPI (Standard Precipitation Index), and check the applicability of the suggested index in our hydrological drought situation.
Drought index calculation based on the principal hydrological parameters, such as rainfall and reservoir storage, can estimate the duration and intensity of drought in irrigation reservoirs. It is difficult to build up a drought criteria since the conditions change variously by the reliability of rainfall. Because of the increasing water demands, it is urgent to prepare a generalized positive countermeasure to overcome drought. Water demands can at calculated but the estimation of drought characteristics, and the effective water management method can be established. The purpose of this study is to obtain a drought index and build up a data-base on the reservoir basins for establishing the fundamental hydrological data-base. This Index can observe the behavior of the WSI(Water Supply Index) and the component indices. The results summarized through this study are as follows. 1. WSI value of zero does not correspond to 100% in average due to the skewness in the probability distributions. 2. WSI is not a linear index; that is, given change in terms of water volume or percentage of average does not result in a proportional change on the WSI scale. 3. WSI is not always between the reservoir and the rainfall index in magnitude. This is only true if the component indices are of opposite sign. If they are of the same sign, the SWSI will often have a mangitude greater than either of the component indices. This is easily understood, because the concurrence of extreme values of the same sign for the two components is rarer than the occurrence of extreme values for either of the two components individually.
Drought events are not clear when those start and end compared with other natural disasters. Because drought events have different timing and severity of damage depending on the region, various studies are being conducted using satellite images to identify regional drought occurrence differences. In this study, we investigated the applicability of drought assessment using the Evaporative Stress Index (ESI) based on Moderate Resolution Imaging Spectroradiometer (MODIS) satellite images. The ESI is an indicator of agricultural drought that describes anomalies in actual and reference evapotranspiration (ET) ratios that are retrieved using remotely sensed inputs of Land Surface Temperature (LST) and Leaf Area Index (LAI). However, these approaches have a limited spatial resolution when mapping detailed vegetation stress caused by drought, and drought hazard in the actual crop cultivation areas due to the small crop cultivation in South Korea. For these reasons, the development of a drought index that provides detailed higher resolution ESI, a 500 m resolution image is essential to improve the country's drought monitoring capabilities. The newly calculated ESI was verified through the existing 5 km resolution ESI and historical records for drought impacts. This study evaluates the performance of the recently developed 500 m resolution ESI for severe and extreme drought events that occurred in South Korea in 2001, 2009, 2014, and 2017. As a result, the two ES Is showed high correlation and tendency using Receiver Operating Characteristics (ROC) analysis. In addition, it will provide the necessary information on the spatial resolution to evaluate regional drought hazard assessment and and the small-scale cultivation area across South Korea.
North Korea is one of the high vulnerable countries facing the threat of natural disaster and has experienced more frequent disasters in recent years. These disasters have significantly led to food shortages and large reductions in crop yields. In 2015, both North Korean officials and international agencies had identified the extreme drought event, the worst in one hundred years according to the North Korean government. The objective of this study was an assessment of the extreme drought events in 2014~2015, and to apply climatic drought indices for drought monitoring in North Korea. Characteristics of the extreme drought in North Korea are examined by using the weekly-based Standardized Precipitation Evapotranspiration Index (SPEI). The drought characteristics illustrated by the SPEI results are compared with a Standardized Precipitation Index (SPI) results and drought impact information to understand how these indices can explain the drought conditions within the country. These results demonstrated that the SPEI could be an effective tool to provide improved spatial and temporal drought conditions to inform management decisions for drought policy.
본 연구에서는 자연재해의 하나인 가뭄을 정량적인 방법으로 해석하기 위하여 가뭄에 영향을 미칠 수 있는 각 수문인자를 수치화하고, 이를 이용하여 증발산과 누가강수량의 편차를 산정해서 가뭄을 정량화하는 PDSI와 유역 단위의 지수를 산정하는 SWSI 및 다양한 지속기간별 지수를 산정하는 SPI를 이용해서 대상 유역인 낙동강 유역의 가뭄지수를 산정 및 비교하였으며, 가뭄대책에 대한 기본 정보를 제공하고자 하였다. 이를 통해, PDSI의 경우 지속되는 가뭄기간동안의 변화를 살피는데 유리하고, SWSI는 가뭄이 시작되는 몇 개월에 해당하는 가뭄을 판단하거나 단기간 수문인자의 변동을 통한 가뭄을 판단하는데 이용될 수 있으며, SPI는 그 지속기간이 짧은 경우 단기간의 가뭄을, 지속기간이 길어지면 장기간의 가뭄을 나타내는데 유리할 것으로 분석되었다. 또한, SWSI와 PDSI 및 SPI를 이용하여 과거 가뭄을 살펴본 결과 '94${\sim}$'97년간 지속된 가뭄이 과거 가뭄사상 중 가장 극심하며 긴 가뭄기간을 지닌 것으로 판단되었으며, SWSI를 통해 기존에 파악되지 못했던 수문학적 가뭄이 1992년에 발생했었음을 알 수 있었다. 이상의 분석을 통하여 볼 때 SWSI와 PDSI 및 SPI는 가뭄을 정량적으로 나타내는데 아주 유효한 방법이며, 각각의 지수가 가지는 장 단점에 따라 가뭄을 파악할 경우 효과적일 것으로 판단되었다.
기상청에서는 다양한 가뭄지수를 주기적으로 발표하고 있다. 하지만 이들 대부분은 기상학적인 가뭄지수로 농업적인 부분에 적용하기에는 어려운 부분이 있는 것이 사실이다. 본 연구에서는 전국 대표 지점에 대하여, 같은 기간 동안 기상학적 가뭄지수와 농업가뭄지수를 각각 계산하여 보고, 이를 비교하여 가뭄의 성격에 따른 지리적 분포의 차이와 특성을 분석하였다. 복수의 가뭄지수가 추정한 전반적인 가뭄의 양상은 비슷하였지만, 성격에 따른 모의 방식이 다른 것으로 인한 차이를 확인할 수 있었으며, 농업가뭄지수(ADI)는 기상학적 가뭄지수(SPI, PN)에 비하여 식물의 토양가용수분에 대하여 높은 정확도를 나타내었다. 또한 ADI를 바탕으로 분석한 최근의 가뭄발생 양상은 봄과 초여름의 경우 평년에 비해 최근에 가뭄의 강도가 심했으며, 가을과 겨울의 경우는 평년에 비해 약화되는 패턴을 보였다. 또한 내륙지방이 해안지방에 비해 최근의 가뭄 정도가 더 심했다. 분야별로 특화된 가뭄지수를 고려하는 것은 각각의 성격에 맞는 가뭄에 대한 대책마련에 도움이 될 수 있을 것이다.
Drought is a natural disaster that can have serious social impacts. Drought's impact ranges from water supply for humans to ecosystems, but the impact of drought on river water quality requires careful investigation. In general, drought occurs meteorologically and is classified as agricultural drought, hydrological drought, and environmental drought. In this study, the BOD environmental drought is defined using the bivariate copula joint probability distribution model between the meteorological drought index and the river BOD, and based on this, the environmental drought condition index (EDCI-BOD) was proposed. The results of examining the proposed index using past precipitation and BOD observation data showed that EDCI-BOD expressed environmental drought well in terms of river BOD water quality. In addition, by classifying the calculated EDCI-BOD into four levels, namely, 'attention', 'caution', 'alert', and 'seriousness', a practical monitoring stage for environmental drought of BOD was constructed. We further estimated the sensitivity of the stream BOD to meteorological drought, and through this, we could identify the stream section in which the stream BOD responded relatively more sensitively to the occurrence of meteorological drought. The results of this study are expected to provide information necessary for river BOD management in the event of meteorological droughts.
최근 지구온난화에 따른 기후변화로 홍수와 가뭄 같은 수문학적 재해가 과거에 비해 발생빈도와 크기가 변하고 있는 추세이다. 특히 가뭄은 긴 지속기간에 걸쳐 피해를 유발하므로 다른 수문학적 재해에 비해 보다 심각한 결과를 초래한다. 하지만 역설적으로 가뭄은 홍수와 달리 장기간에 거쳐 발생하므로 중요성과 심각성을 인식하기 어렵다. 따라서 가뭄의 발생에 대해 분석하고 그에 대한 대책을 마련하기 위해 여러 가지 가뭄의 종류 중 강수량과 가장 밀접한 관련이 있는 기상학적 가뭄에 대해 분석을 실시했다. 기상청에서 관측한 강수 및 온도자료를 이용하여 기상학적 가뭄지수인 팔머가뭄심도지수(Palmer Drought Severity Index), 표준강수지수(Standard Precipitation Index), EDI(Effective Drought Index)를 산정하였다. 그리고 산정된 가뭄지수를 비교분석하여, 실제 과거가뭄사상에 잘 부합되며, 일별로 지수 산정이 가능한 장점이 있는 EDI를 이용해 가뭄빈도해석을 실시하였다. 분석방법으로는 경계핵밀도함수를 이용해 EDI의 빈도해석을 실시하였다. 분석 결과, 대부분의 지점에서 봄철의 가뭄재현기간이 10년에서 20년 빈도 사이의 값을 나타내 다른 계절보다 봄에 가뭄이 잦음을 확인할 수 있었다. 또 영남지방과 남해안 일대의 재현기간이 상대적으로 더 짧게 나타나 지역적으로도 가뭄의 심도와 재현기간에 차이가 있음이 확인되었다.
The Standardized Precipitation Index (SPI) is a widely used drought index to provide good estimations of the intensity, magnitude and spatial extent of droughts. The objective of this study was to analyze the spatial pattern of drought by SPI index. In this paper, the patterns of drought hazard in Iran are evaluated according to the data of 40 weather stations during 1967-2009. The influenced zone of each station was specified by the Thiessen method. It was attempted to make a new model of drought hazard using GIS. Three criteria for drought were studied and considered to define areas of vulnerability. Drought hazard criteria used in the present model included: maximum severity of drought in the period, trend of drought, and the maximum number of sequential arid years. Each of the vulnerability indicators were mapped and these as well as a final hazard map were classified into 5 hazard classes of drought: one, slight, moderate, severe and very severe. The final drought vulnerability map was prepared by overlaying three criteria maps in a GIS, and the final hazard classes were defined on the basis of hazard scores, which were determined according to the means of the main indicators. The final vulnerability map shows that severe hazard areas (43% of the country) which are observed in the west and eastern parts of country are much more widespread than areas under other hazard classes. Overall, approximately half of the country was determined to be under severe and very severe hazard classes for drought.
가뭄에 대한 대책을 수립하기 위해서는 각 가뭄상태별로 가뭄의 지속기간을 산정하는 것이 선행되어야 한다. 이러한 가뭄의 지속기간 분석에 사용할 수 있는 방법에는 비선형 물수지모형과 Palmer 가뭄심도지수방법이 있다. 비선형 물수지모형은 지표면과 대기의 수분이동을 고려한 물수지방법을 추계학적 변동에 의해 야기되는 건기와 습윤기 사이의 변환기간을 모의할 수가 있다. Palmer 가뭄심도지수는 강우량과 잠재증발산량을 바탕으로 기상학적으로 필요한 강우량과 실제강우량을 비교하여 가뭄의 정도를 나타내는 물수지방법이다. 본 연구에서는 한강유역에 대해 비선형 물수지모형과 Palmer 가뭄심도지수를 이용하여 가뭄의 지속기간을 산정하였다. 비선형 물수지모형을 사용하여 산정된 토양함수비에 따른 가뭄의 지속기관과 Palmer 가뭄심도지수를 이용하여 산정된 지수별 가뭄의 지속기간이 유사하게 나타났다. 연구 결과 한강유역에서의 극심한 가뭄상태에서 습윤기로 변환되는 지속기간이 약 3년으로 산정되었다.
