한국과학기술정보연구원(KISTI)은 2007년부터 국내학술논문의 국제적 영향력제고를 위해 DOI 등록관리기관 (DOI RA, Digital Object Identifier Register Agency)인 Crossref의 DOI 대행 등록 지원사업을 추진하였다. 그러나 2016년 KISTI가 전세계 10번째 DOI등록관리기관이 되면서 KISTI에 DOI를 직접 등록할 수 있는 체제로 변화되었다. 하지만, DOI Name은 접두사를 관리하는 등록관리기관에 종속되어, KISTI 관리주체가 아닌 접두사를 KISTI에서 등록할 수 없는 문제가 있어 지속적으로 기존의 Crossref를 통해 등록해야 하는 문제가 발생했다. KISTI DOI를 신청한 학술단체를 대상으로 접두사 관리주체를 Crossref에서 KISTI로 해석(resolution)의 중단 없이 변경 하고 DOI 검색 서비스를 위해 Crossref에 등록된 DOI를 KISTI로 이전해야 하는 과업을 해결하기 위해 기존에 등록된 Crossref를 KISTI DOI로 변경하는 연구가 진행되었다.

국내외적으로 DOI에 대한 논의와 이의 적용 노력이 점차 확산되고 있다. DOI 메타데이터는 DOI 이용의 효용을 높여주고 DOI와 관련한 각종 응용 서비스 개발을 가속화시킬 수 있는 중요한 수단이다. DOI 메타데이터의 필요성 및 역할을 고찰하고 이와 관련한 개발 원칙 및 개발 현황을 살펴봄으로써 DOI 메타데이터와 관련한 향후 과제 및 역할을 모색한다.

국내학술지의 국제적 이용과 인용확대를 위해 국가출연기관인 한국과학기술정보연구원(KISTI)은 CrossRef에 Co-Sponsoring Member로 가입하여 디지털 콘텐츠의 식별과 접근을 위한 고유 식별 체계인 DOI(Digital Object Identifier) 번호부여 및 DOI 기탁사업을 추진해오고 있다. CrossRef는 논문, 회의자료, 단행본 자료의 DOI 기탁업무를 수행하는 전 세계적인 비영리기관이며 DOI에 기반하여 Cited-by linking 서비스를 시행하고 이용자들의 필요에 따른 다양한 학술서비스를 제공하고 있다. 따라서 본 논문에서는 CrossRef에서 시행하는 서비스인 DOI, CrossCheck, Cited-by linking을 소개하고 KISTI를 통한 CrossRef서비스와 KISTI에서 운영하는 DOI Center 대해 기술하고자 한다.

현재 KISTI에서 사용하고 있는 DOI번호 부여규칙은 일반적인 저널의 형식에 근거하여 부여할 수 있게 되어 있다. 하지만, 논문의 디지털화가 진행되면서 그리고 출판형태가 다변화되면서 기존의 DOI 부여규칙과는 다른 DOI번호부여규칙의 필요성이 제기되고 있다. 따라서 과학 분야 논문 중 신속한 유통을 위해 인쇄저널로 출판되기 전에 미리 웹상에서 서비스되고 있는 저널인 경우 새로운 DOI번호 부여규칙 체계를 마련하여 시스템을 통해 학회나 기관이 적용할 수 있도록 했으며, 식별자로서 DOI번호의 중복을 방지하기 위한 지원시스템도 구현하였다. 외국의 DOI번호 부여 방식사례를 통해 새로운 DOI 부여규칙방안을 제시하였고 학회나 기관이 시스템을 통해 직접 DOI번호를 생성하고 중복 여부를 확인할 수 있도록 지원시스템을 연구하고 구현하였다.

Abroad service of domestic academic thesis is very important for the enhancement of cited counting and Korea journals acknowledgement. The basis is to register DOI, the international academic thesis identifier at each thesis. It requires uneasy process depositing academic thesis to CrossRef which manages and registers DOI. KISTI has been conducting DOI/CrossRef deposit business object to domestic societies in scientific and technical field. In this thesis, we designed and implemented academic thesis DOI enrollment supporting system which is able to manage the required process on the online for the DOI/crossRef deposit business.

CrossRef provides a various queries(OpenAPIs) which can be used for DOI & meta data lookup. CrossRef encourages publishers and library societies to develop diverse system by using the queries. In this thesis, CrossRef's queries are analyzed and DOI Lookup API which could automatically lookup the DOI by various methods was developed. I proposed that how institutions having their own meta data can use the developed API.

The DO1 is an opaque string or dumb number - nothing at all can inferred from the number. However some identifies can include some intelligence in the number itself, which will tell the user subject and meaningful information about the entity that is being identified. Therefore whether the DO1 suffix should be 'dumb' or 'meaningful' is a major issue in DO1 syntax structuring. Although the choice of DO1 Suffix is entirely optional, many DO1 registrants have been used existing IS0 standards such as SICI, ISBN, ISMN, etc. for identification of information resources. It is also important to consider that intelligence in a system of identifiers may be carried out by means of the DO1 structure. It was suggested that there should be an explicit part of the DO1 syntax which declares the meaningful information of the digital objects.

When content is presented within an appropriate context, that exposure for digital contents providers is most effective. We research on how DOI could increase the profitability of content distribution strategies. We examine traditional works of distribution channels and setup DOI-enabled scenarios.
