An Efficiency Evaluation of Gyeongnam Public Health Center by Data Envelopment Analysis (경남지역 보건소의 효율성 평가)

  • In this research, we analyzed the efficiency of 20 public health centers of Gyeongnam Province during 2007-2009, so weakness of input and output factor were found. We used the CCR, BCC model of Data Envelopment Analysis as a method of evaluation, made a choice human resource as the input variable, made a selection the performance of public health care center, ward as the output variable. The results of this study show that the efficiency of 20 public health centers have got better because Government and Gyeongnam have provided administrative, financial support. It is expected that this research can give good information for effective management of public health centers.

  • In this research, we analyze the efficiency of 20 public health centers of Gyeongnam Province, so the reduction and weakness of input and output factor were found. We used the CCR, BCC model of Data Envelopment Analysis as a method of evaluation, made a choice human resource as the input variable, made a selection the performance of health care center, ward as the output variable. The results show that 12(60%) public health centers in 20 were productive with respective to overall Technical Efficiency(average score 0.868), 14(70%) with respective to overall Pure Technical Efficiency(average score 0.924) and 12(60%) with respective to overall Scale Efficiency(average score 0.933). It is expected that this research can provide a good data for effective management of public health centers.

A Study on the Efficiency of Fishing-Ports Based on Super-SBM (Super-SBM을 이용한 어항의 효율성분석에 관한 연구)

  • This study is to analyze the efficiency of Korean fishing ports using DEA. First, the study calculated the efficiency scores based on a CCR-BCC framework and hence technical, pure technical, and scale efficiency scores are seperated for the 38 fishing ports under study. The Average of technical, pure technical, and scale efficiency are turned out to be 0.6834, 0.8582, and 0.7774 respectively. The 15 fishing ports are fully efficient under the constant returns to scale while 21 fishing ports under the variable returns to scale. Second, the super efficiency scores are also calculated under the radial model without the consideration of slacks. The highest score is turned out to be 4.4984 for the P16 fishing port with the average score of 0.9652 for the entire fishing ports. Nevertheless, P16 fishing port has showed up only once as a reference set. On the other hand, P34 fishing port has showed up 11 times as a reference set, which scored the second highest score of 2.9815. Finally the super efficiency scores are calculated under the non-radial model with the explicit consideration of slacks. Now the P34 fishing port scored the highest score of 2.3424 with even 15 times referred to a bench-mark. Therefore the importance of P34 fishing port is emphasized once again on the field of bench-marking for the efficiency of fishing ports. When the targets for the input factors to improve the efficiency of each DMU are calculated the area of fishing port needs the most adjustment to be reduced for 40.36% on the average, while the cosignment sales area does the least adjustment for 13.70%.

An Analysis of Spatial Differences in the Efficiency of Regional Industrial Enterprises in China

  • This paper analysis of spatial differences in the efficiency of regional industrial enterprises in China from 2011 to 2021. The efficiency analysis uses the DEA-CCR model. The input variables for efficiency analysis are total assets and annual average employees, and the output variables are revenue from principal business and total profits. Using trend surface analysis and gravity center model, to analysis the spatial differences of efficiency in different regions. From the results of the gravity center model, the coordinates of the gravity center of China's regional industrial enterprise efficiency in 2011 are 112.303°E & 34.239°N, and 2021 are 111.753°E & 33.791°N, which indicates that the gravity center of the efficiency of China's regional industrial enterprises in the 2011-2021 period generally moves to the southwest. From the results of the trend surface analysis, the efficiency of industrial enterprises in China's regional industrial enterprises appears to show spatial differences in both the eastwest and the northsouth directions.

Efficiency analysis of Oriental hospitals according to characteristics (한방병원 특성별 경영효율성 분석)

  • This study analyzes the efficiency of oriental hospitals using DEA(Data Envelopment Analysis). The input variables include the numbers of doctors, nurses, medical technicians, and beds. The output variable iscomprised of the sales account. The analysis tools used are EnPas and IBM SPSS Statistics 19. As a result of efficiency analysis, the private hospitals(establishment), less than 10 years in operation(operating period), containing less than 50 beds (number of the beds), located in the metropolitan area(location) showed high efficiency in the BCC(Banker, Charnes & Cooper) model, but indicated relatively low efficiency in CCR(Charnes, Cooper & Rhodes) model. This contradictory result is caused by inefficiencies in hospital size. The logistic regression analysis conducted to analyze the variables that affect the efficiency of oriental hospitals found that the efficiency decreased by 0.955 with each increase of 1 bed in the hospital.

  • Due to the recent global recession, the car industry demand levels have plummeted which led to a crisis in the automotive parts industry for the first time in history. Since the fourth quarter of 2008, the automotive parts manufacturers in America have faced a record loss and those in Japan and Europe who also had a strong track record are facing a weak economy. In addition, the domestic automotive parts industry is also affected by the global economic crisis. This research is that the relative efficiency analysis utilizing the DEA has done on the object of 25 small and medium-sized automotive parts manufacturers publicly listed, As the efficiency analysis result 6 of 25 manufacturers are efficient in CCR model and 12 manufactures have shown efficiency in BCC model, the efficiency analysis in consideration of the manufacturer size. The manufacturers with efficiency 1 in 25 manufacturers are DMU 1, 5, 7, 10, 18, 24 and the relatively benchmarking objects in other manufactures are DMU 1, 10, 24, Based on the results of this research, a direction to the domestic automotive parts manufacturers as well as a significant information will be provided in managing the companies in the future by the improvement of management efficiency through the practical efficiency analysis.

  • This paper aims to measure and evaluates the technical efficiency with two inputs and four outputs with the use of fuzzy DEA(Data Envelopment Analysis) in Korean RCC(Rescue Co-ordination Center)/RSC(Rescue Sub-Center). Especially, this paper included not only the marine accident data which occurred for the analysis in particular but also the possibility data of a potential marine accident by an Environmental Stress value and analyzed the technical efficiency. And in this paper, asymmetrical triangular fuzzy number is presented about inputs/ outputs data and a procedure is suggest for it solution. The basic idea is to transform the fuzzy CCR model into a crisp linear programming problem by applying an alternative ${\alpha}-cut$ approach. Also this paper propose a ranking method for fuzzy RCC/RSC using presented fuzzy DEA approach. The result, when ${\alpha}-cut$ is 0.5, efficiency priority should be in order to YS, BS, MP, TS, JJ, PH, US, IC, SC, DR, GS, TA, WD RCC/RSC. Finally, Inefficiency TA, WD RCC/RSC have to benchmarking with reference sets.

A Study on Measuring Hospital Efficiency and Analyzing Its Determinants in Tertiary Hospitals: Data Envelopment Analysis (3차병원의 생산 효율성 측정 및 결정요인 분석)

  • Health care organizations have been faced with financial difficulties under turbulent health care environment. This situation led hospitals to concentrate their efforts to improve their managerial efficiency in various ways. This study aims to evaluate technical efficiency of 31 tertiary hospitals in Korea and find determinants which are closely related with hospital efficiency. Data envelopment analysis(DEA) and Tobit Model were adopted for study. For the analysis, human resource factors such as number of physicians, nurses, and administrative staffs are used as input variables and the number of inpatients and outpatients) are used as output variables. Among 31 hospitals, in CCR model, 8 hositals showed efficiency score 1 which means they have been operated in very efficient ways and BCC model showed 13 of 31 hospitals as efficient organizations. Next, we analyzed determinants which are closely related with hospital efficiency. By using Tobit model, the study showed hospital size, Quality of care, value added per capita, and revenue per patient were closely related with hospital efficiency, However, it appeared that financial status of hospitals(i.e : making profit or not) was not related with hospital efficiency.

A Study on the New DEA Ranking Measurement for the Efficient Seaports based on Changing the Reference Set (참조집단의 변화를 통한 효율적인 항만의 순위측정방법:DEA 접근)

  • The purpose of this paper is to show a way for measuring the rankings of efficient seaports in Korea by using DEA(data envelopment analysis) and model suggested by Jahanshahloo et al(2006). Two inputs(birthing capacity, and cargo handling capacity) and three outputs(export cargo handling amount, import cargo handling amount, and number of ship calls), and one cross sectional data(2004) for 26 Korean seaports are considered for measuring the efficiencies. An empirical main result indicates that ranking order of efficient seaports are Okpo, Samcheok Ulsan, Daesan, Busan, Gohyun Ports. Samcheok Port is classified as the most strong efficient port among 16 general ports except 10 container ports. The Korean seaport authority can adopt the new measurement way introduced in this paper for measuring the exact ranking order of efficient seaports when it decides the development and investment to each efficient seaport.

Evaluating Performance of Telecommunication Branch : Application of DEA with Non-Discretionary Factor (통신지사의 성과평가 : 비재량 요인을 포함한 DEA 적용)

  • Improving efficiency of the telecommunication is crucial to the development and growth of Korean economy. Recently, it has become important with the huge development of information technology and its greater potential for extensive impact on the rest of the economy. Hence, it is useful to determine the factors that help enhance efficiency in telecommunication and consider them in improving the evaluation model. This study applies DEA (data envelopment analysis) to evaluate the relative efficiency of 51 branches of a Korean telecommunication company. Using the super-efficiency approach, we tested outliers which may affect the results and ranked the efficient branches. A method of deriving key variables applied to business operation is proposed to identify the key performance indicators for evaluation that takes environmental (non-discretionary) factors into account. We used the extended CCR model proposed by Banker and Morey to investigate the influence of non-discretionary factor. The information provided by the model (slacks, weights) and the sensitivity analysis shows that the most important indicator that affects the branch performance is operating cost. The results of sensitivity analysis show that average efficient score decreases from 0.972 (base case) to 0.863 for CASE2-COST. The average score of the data proves the priority of operating cost over other indicators. The effect of environmental (non-discretionary) variable was found to be significant. The population effect was positive and improved overall efficiency by 0.91% on average. Non-discretionary factor plays a meaningful role explaining the performance of branches. The performance optimization report can help a manager of an inefficient branch to develop branch strategies. Managers can identify the top-performing units, study best practices and adopt the strategy to the organization.
