Evaluation of University Library Efficiency Using Data Envelopment Analysis (DEA를 적용한 대학도서관의 효율성 평가)

  • DEA(Data Envelopment Analysis) is useful to measure the relative efficiency of organizational units where the presence of multiple inputs and outputs. This study applied DEA-CCR and DEA-BCC to evaluate the technical, pure technical, and scale efficiency of 29 university libraries. The input variables were number of books, print edition expenses, building space, staff, number of seats. As output variables we estimated: reader visits, number of borrowed items, number of visitors. It was found out that number of libraries with 100% relative efficiency among 29 libraries were 13. Also the results shows that main reason of inefficiency was from scale rather than from pure technical. Many inefficient libraries were operations of increasing return to scale.

  • As software(SW) has been considered as a key driver of the fourth industrial revolution, significant R&D investment has been made by Korean government. Despite the attention and support by the government, systematic analysis on the SW R&D efficiency has not been fully addressed. In this study, the efficiency of SW national research and development projects was analyzed using Data Envelopment Analysis(DEA) techniques. Efficiency was measured from both static and dynamic perspectives based on 1,463 projects conducted by the National IT Industry Promotion Agency(NIPA) from 2008 to 2018. The static efficiency analysis identified the causes of inefficiency as scale and technology problems. As a result of dynamic efficiency analysis, we present a sector-specific response model using an efficiency-stability matrix. This study is meaningful in that efficiency analysis was conducted on the entire SW national R&D project, and static/dynamic efficiency analysis results are expected to be used as a guideline for planning SW national R&D project.

  • This study aims at proposing a direction of improving the efficiency in Korean information technology(IT) industry. In the face of re-engineering which has been done in most industries, it is very important to assess the validity of their restructuring or M&A based on the future efficiency. At first, by using the DEA/WINDOW, we will evaluate how the 30 firms are efficient for outputting their performance with respect to the profit realization and market ability. Then, in order to propose the direction of the efficiency improvement and suitable restructuring strategy, we will clarify how the efficiency of IT firms depends on their firm size. Finally, we will analyze their 'economy of scale' and also reveal how their economy of scale depends on the firm size based on return-to-scale(RTS).

A Study on the Efficiency Evaluation of the Public Libraries (공공도서관의 효율성 평가에 관한 연구)

  • The purpose of this paper is to measure and analyse the relative efficiency of 17 public libraries in Daejeon metropolitan city using Data Envelopment Analysis. In this paper, total staffs, total area, total holdings are used as library inputs and total circulations, total user visits are used as library outputs. The estimated results show that libraries operate at 64.15% efficiency and only 4 libraries are relatively efficient. Inefficiency of the public libraries was due to small use of outputs compared to inputs.

  • The objective of this paper is to measure the relative technical efficiency of Korean railway transport service. Previous studies on the efficiency in Korean railway service have carried out before the structural reform of Korean railway industry in 2004, whereas this study used the latest data which reflected the impact of reform. We analyzed the efficiency in Korean railway transport by means of measuring the technical efficiencies of other countries, these were estimated with data envelopment analysis. DEA has gained great popularity in measuring efficiency in transport industry, school, government, hospital and so on in recent years. This analysis could serve as peer to help improve performance of the railway management and operation.

  • There are many occasions that the performance of a corps is influenced not only by its own efforts but by the commander of the next higher unit in a vertical organizational structure. When the direction of the commander in the next higher organization is different from that of the actual evaluation agency, the unit under evaluation may get rated lower than what it should deserve. This study suggests an alternative method to evaluate the performance of military units in the situation that there exist critical environmental factors which affect the performance. This method employes DEA, a non parametric method, and Constrained Canonical Correlation Analysis(CCCA), a parametric method which is used to estimate a efficient frontier with multiple dependent variables and constraints. This article also exploits a set of categorical environmental variables in the CCCA to improve the fairness of performance evaluation. It is shown that the introduction of the categorical variables helps evaluating the true performance of individual units such as battalions subordinated to different next higher commanders.

The Analysis on the Efficiency of Chinese Provinces & Cities after China Joins WTO (중국의 WTO가입 이후 중국 각 성·시(省·市)의 기술효율성 분석)

  • This paper examines if China' each province.city manages its organization well after China's WTO affiliation; and on the ground, judges how much each province city needs to improve. China's each province city data from 2002 to 2006 is used to evaluate technical efficiency by using the input-oriented CCR model and the input-oriented BCC model. Analytical results show that only Shanghai gets continuously the highest efficiency score from 2002 to 2006 and so the other provinces cities need to benchmark Shanghai to elevate their efficiency. There can be regional, cultural and emotional differences among the provinces cities but Tibet, Shaanxi, Gansu, Qinghai, Ningxia and Xinjiang get low efficiency scores even after China's WTO affiliation. The Chinese government can make use of efficiency evaluation results by DEA as basic materials in making economic development schemes in order to reduce these deviations as various minority races constitutes China and there are regional deviations of degree of economic development in China.

Analyzing the Influence Factors on Efficiency of Railway Transport using DEA and Tobit Model (DEA와 Tobit 모형을 이용한 철도산업 효율성 결정요인 분석)

  • In 1990's, in Europe and some advanced nations, the structural reform of the railroad industry for improving the productive efficiency of the railroad industry and competitive power had been progressed. This paper empirically explores the relationship between railway restructuring and productive efficiency in the railway industry. We use Data Envelopment Analysis (DEA) to construct efficiency scores, and explain these scores, using Tobit regression analysis by using variables reflecting institutional factors and organizational type. Our results suggest that vertical separation, infrastructure and services are separated, and horizontal separation, passenger service and freight service are separated, improve productive efficiency. We also find that market competition has positive effect on the efficiency, but independent management from the government has negative effect, which is in line with economic intuition as well as with expectations on the railway restructuring. As a consequence, increased independence without sufficient competition and adequate regulation may deteriorate incentives for productive efficiency.
