  • While the social activities using Internet become generalized, the side effect of the information security violation is increasing steadily and threaten the countries which is not ready to prevent from offensive penetration such as the Information-fighter or Cyber-military. In this paper, we define the concept and characteristics of the modern Information-Warfare and analyze various kinds of threatened elements and also examine the recent trend in other countries. And introducing Computer Forensics raised recently for the confrontation against the security violation in the future, we will show the developing strategies and the necessity in order to response cyber attacks. These developing strategies can be used to ensure and re-trace the technical evidence for the security violation and to achieve the disaster relief effectively. So we hope that can apply them to the actual preparation through developing cyber trial test of the defense and attack for the Information-Warfare.

  • Currently if we are to make a thought to depend on our fast developing information technology, a future war is necessarily to be made a situation of a cyber information warfare. A attacker in the cyber information warfare is able to make attack a military or a civil information and communication system, especially if a attack of a hacker, a virus or a electromagnetic pulse bomb at a military C4ISR system is able to make a confusion or a interruption in military operations, they are available to attack as a real time with non restrictions of physical distance, time, weather and space. While a expenditure of carrying out the cyber information warfares is the lowest expenditure, a effect of carrying out the cyber information warfares is the greatest effect in side of a interruption of information, a confusion, a terror, a pillage and crime of the people. This paper is to introduce "weapons of cyber information warfares", "offence capability of cyber information warfares about several nations" and to propose "a cyber information warfare organization" or the future knowledge warfare. the future knowledge warfare.

  • This study aims to provide theoretical base in criminal law for engineers in the viewpoint of jurists to encourage interdisciplinary studies on cyber crimes. Apart from seriousness of discussion on torrent cyber crimes, a good effect of the internet networks such as sharing of information has bee emphasized while the evil influence of its side effect has been neglected. Therefore, this study suggests that we need to consider reinforcement of cyber ethics, and legal mind of IT technicians, strict security by managers, active efforts to develop legitimate contents by managers of web hardware and P2P, and reinforcement of punishments against crimes by internet users. And this study approaches new norms on computer and cyber crimes in interpretational sense of criminal law, and provides the theoretical base of the criminal law focusing on traditional theories, assumptions, and precedents involved in regulations against computer virus distribution.

  • The demand for cyber education in Korea is constantly increasing and the need for research on online lecture on contents design that increases the learning effect is rising. In this research, the online lecture contents about the technical information type provided by Korea Cyber University was understood and we researched about the most preferred lecture type and the most effective lecture type in learning among the 1,173 students in Korea Cyber University who participated in this online survey. Also, we analyzed if the students' preference for the lecture type depended on their experience on that lecture type and we studied the students' claims postulated on the interface design of the lecture contents. The most preferred lecture type among students was e-Stream+flash and they answered that multi-media type lectures were the most effective lectures in learning. The majority of the students preferred lecture contents that they have experienced before and preferred the menu on the left side of the page in interface design. Not only the completeness, but the applications in design in lecture contents are also an important factor in online lectures. As the demand for cyber education in Korea is increasing, content design that can increase the academic performance should be further researched.

  • Recently, in South Korea, security management has been strengthened, but there have been an increasing number of cases where the main infrastructure of the country is hacked in the cyber space. South Korea is equipped with sophisticated information and communication technologies, such as Internet, but is threatened by cyber terrorism of North Korea and terrorist organizations. Nevertheless, there is a limit to how to develop a policy and strategic plan for the country, which is related to domestic terrorism and lacks legal and regulatory facilities, and therefore, in this study, proposed suggestions for building adaptive and efficient policy formulation. Based on the theoretical analysis framework of the Strategic Plan for achieving the objectives of the research, we compared the UK 's security strategy with the national security policy of the domestic government. As a result, several problems were derived: First, the domestic security strategy did not take into account the external environment. Secondly, lack of coordination with domestic cyber security goals setting and strategy is causing ambiguity and confusion. Third, the detailed plan of implementation of national security in each province is designed to ensure that there is a possibility that a mixed side effect between ministries and agencies will arise. Fourth, it was found that there was a limit to prepare the evaluation standards for the evaluation and return of domestic security policies in the country. Therefore, in order to establish a policy for the response of domestic cyber terrorism, we set up a vision from long-term perspectives and concrete targets based on the strategic approach of the security policy, It is necessary to present an assignment and formulate an efficient execution plan. It is necessary to maintain and improve the domestic safeguards in order to be able to complement the problems through evaluation and feedback.

A Study on the Damage Cost Estimation Model for Personal Information Leakage in Korea (개인정보유출 피해 비용 산출 모델에 관한 연구)

  • As Korea is rapidly becoming an IT powerhouse in the short term, various side effects such as cyber violence, personal information leakage and cyber terrorism are emerging as new social problems. Especially, the seriousness of leakage of personal information, which is the basis of safe cyber life, has been highlighted all over the world. In this regard, it is necessary to estimate the amount of the damage cost due to the leakage of personal information. In this study, we propose four evaluation methods to calculate the cost of damages due to personal information leakage according to average real transactions value, personally recognized value, compensation amount basis, and comparison to similar countries. We analyzed data from 2007 to 2016 to collect personal information leakage cases for 10 years and estimated the cost of damages. The number of cases used in the estimation is 65, and the total number of personal information leakage is about 430 million. The estimated cost of personal information leakage in 2016 was estimated to be at least KRW 7.4 billion, up to KRW 220 billion, and the 10 year average was estimated at from KRW 10.7 billion to KRW 307 billion per year. Also, we could find out the singularity that the estimated damage due to personal information leakage increases every three years. In the future, this study will be able to provide an index that can measure the damage cost caused by the leakage of personal information more accurately, and it can be used as an index of measures to reduce the damage cost due to personal information leakage.

What factors influence continuous usage intention of head-mounted display-based virtual reality content?: a cross-sectional survey

  • Purpose: The aim of this study was to explore the continuous usage intention of head-mounted display-based virtual reality (HMD-based VR) content among college students. The study also sought to understand how this intention is influenced by factors related to personal cognition, social aspects, VR content, and HMD-related elements. Methods: This descriptive correlational study used a self-report questionnaire to survey 217 students from two universities in Korea who had prior experience with HMD-based VR content. Results: The mean score for continuous usage intention of HMD-based VR content was 2.59±0.57 points (range, 1-5 points). Regarding the average frequency of HMD-based VR content usage, 64.5% of participants reported using it 1 to 2 times, while 91.7% indicated a total HMD-based VR usage period of less than 6 months. Factors such as personal cognition, VR content, social aspects, and HMD-related elements had explanatory power of 35.1%, 10.7%, 4.4%, and 2.5%, respectively, for the continuous usage intention of HMD-based VR content. Additionally, engagement (β=.45, p<.001), influential others (β=.37, p<.001), environmental support (β=-.18, p=.030), and cyber sickness (β=-.21, p=.001) were identified as having a significant influence. Conclusion: When developing HMD-based VR content, strategies to improve users' personal cognition should be included. Additionally, it is necessary to develop strategies that enhance enjoyment and interest in the content, while also facilitating ongoing social support. Furthermore, coping strategies should be devised that take into account cyber sickness, a potential side effect of these devices.

Legal Measures for Handling Internet Health Information (법을 통한 인터넷 건강정보 관리 방안)

  • As people get broader access to health information through the internet, there is a greater need for measure to maximize the social advantages of the internet and to minimize negative side-effects. With this concern, this paper classifies internet health information services sites into : on-line supply of health information, on-line consultation, on-line diagnosis, and on-line sales. As well this paper analyzes domestic laws supporting and/or regulating these services. The efficient provision of internet health services requires comprehensive laws on individual privacy protection, prevention and handling of medical accidents, an electronic prescription form for internet diagnosis, electronic signing, payment for medical expenses, qualifications for internet medical practitioners. Additional laws are required to establish internet pharmacies and internet health goods stores. These new laws can be prepared either separately or through revision of existing laws governing medical practice, pharmacies, and public health promotion. However, as the legal control by the government on cyber processes and entities has a fairly minimal effect, consumers should be encouraged to improve their own capacity for wisely using internet health services and health-service providers should be encouraged to promote voluntary supervision and control of their own services and practices.

  • Through the new round DDA(Doha Development Agenda) negotiations which started in Doha/Qatar conference in November, 2001, service industries have been included in the category of international trades. An electronic commerce cannot be exceptional in this field. The 21st century is largely recognized as the era of globalization, knowledge, and information. To make effective and competitive strategy in this century, it is essentially required to organize Network. OPEN, and FU-PLEX. That is why our government also has been promoting this field since years before, now 10,000,000 people in Korea have joined superhighway internet networks. Korea became the top internet-developed country in the world. As a side-effect of this internet spread into our life, however, there is serious problem we are now faced against. That is the outflow of private information through electronic commerce and other cyber transactions. It has caused many social problems to be rapidly on the rise these days. We are now desperately required to struggle continuously to make a solution for that. Taking the precedent case of Germany and United States which are currently recognized as high-leveled country in protection of private information, we have to come up with legal and technical measures and at the same time, to escalate the social consciousness about private information protection.
