  • The Army TIGER System, which is being deployed to implement a future combat system, is expected to bring innovative changes to the army's combat methods and comabt execution capability such as mobility, networking and intelligence. To this end, the Army will introduce various systems using drones, robots, unmanned vehicles, AI(Artificial Intelligence), etc. and utilize them in combat. The use of various unmanned vehicles and AI is expected to result in the introduction of equipment with new technologies into the army and an increase in various types of transmitted information, i.e. data. However, currently in the military, there is an acceleration in research and combat experimentations on warfigthing options using Army TIGER forces system for specific functions. On the other hand, the current reality is that research on cyber threats measures targeting information systems related to the increasing number of unmanned systems, data production, and transmission from unmanned systems, as well as the establishment of cloud centers and AI command and control center driven by the new force systems, is not being pursued. Accordingly this paper analyzes the structure and characteristics of the Army TIGER force integration system and makes suggestions for necessity of building, available cyber defense solutions and Army TIGER integrated cyber protections system that can respond to cyber threats in the future.

  • One of serious security threats is a botnet-based attack. A botnet in general consists of numerous bots, which are computing devices with networking function, such as personal computers, smartphones, or tiny IoT sensor devices compromised by malicious codes or attackers. Such botnets can launch various serious cyber-attacks like DDoS attacks, propagating mal-wares, and spreading spam e-mails over the network. To establish a botnet, attackers usually inject malicious URLs into web source codes stealthily by using data hiding methods like Javascript obfuscation techniques to avoid being discovered by traditional security systems such as Firewall, IPS(Intrusion Prevention System) or IDS(Intrusion Detection System). Meanwhile, it is non-trivial work in practice for software developers to manually find such malicious URLs which are hidden in numerous web source codes stored in web servers. In this paper, we propose a security defense system to discover such suspicious, malicious URLs hidden in web source codes, and present experiment results that show its discovery performance. In particular, based on our experiment results, our proposed system discovered 100% of URLs hidden by Javascript encoding obfuscation within sample web source files.

  • Damage caused by ransomware has continued to increase since last year, but cyber operations are managed without any separate classification of ransomware types in the military's guidelines for carrying out cyber operations. However, unlike other malware, ransomware is a threat that could paralyze all defense operations in one moment, and the military should reevaluate ransomware and take countermeasures. Accordingly, this paper aims to analyze the assets, vulnerabilities, and threats related to defense information service based on information security risk management, and propose alternatives to ensure continuity of defense work from ransomware threats.

  • With the development of science and technology around the world, the realm of cyberspace, following land, sea, air, and space, is also recognized as a battlefield area. Accordingly, it is necessary to design and establish various elements such as definitions, systems, procedures, and plans for not only physical operations in land, sea, air, and space but also cyber operations in cyberspace. In this research, the importance of cyber targets that can be considered when prioritizing the list of cyber targets selected through intermediate target development in the target development and prioritization stage of targeting processing of cyber operations was selected as a factor to be considered. We propose a method to calculate the score for the cyber target and use it as a part of the cyber target prioritization score. Accordingly, in the cyber target prioritization process, the cyber target importance category is set, and the cyber target importance concept and reference item are derived. We propose a TIR (Target Importance Rank) algorithm that synthesizes parameters such as Event Prioritization Framework based on PageRank algorithm for score calculation and synthesis for each derived standard item. And, by constructing the Stuxnet case-based network topology and scenario data, a cyber target importance score is derived with the proposed algorithm, and the cyber target is prioritized to verify the proposed algorithm.

  • Conventional cyber-attack detection solutions are generally based on signature-based or malicious behavior analysis so that have had difficulty in detecting unknown method-based attacks. Since the various information occurring all the time reflects the state of the system, by modeling it in a steady state and detecting an abnormal state, an unknown attack can be detected. Since a variety of system information occurs in a string form, word embedding, ie, techniques for converting strings into vectors preserving their order and semantics, can be used for modeling and detection. Novelty Detection, which is a technique for detecting a small number of abnormal data in a plurality of normal data, can be performed in order to detect an abnormal condition. This paper proposes a method to detect system anomaly by cyber attack using embedding and novelty detection.

  • The In the 4th industrial revolution, cyber space will evolve into hyper-connectivity, super-convergence, and super-intelligence due to the development of advanced information and communication technologies, which will connect the nation's core infrastructure into a single network. As applying the 4th industrial revolution technology to the cyber attack technique, it is evolving in an intelligent and sophisticate method. In order to response intelligent cyber attacks, it is difficult to guarantee self-defense in cyberspace by policy-oriented, preplanned-centric and hierarchical cyber response strategies. Therefore, this research aims to propose a situation-flexible & action-oriented cyber response mechanism that can respond flexibly by selecting the most optimal smart security solution according to changes in the cyber attack steps. The proposed cyber response mechanism operates the smart security solutions according to the action-oriented detailed strategies. In addition, artificial intelligence-based decision-making systems are used to select the smart security technology with the best responsiveness.

  • This study aims to present the necessary elements that should be part of South Korea's National Defense Strategy against the recent North Korean cyber-attacks. The elements proposed in this study also reflect the recent trend of cyber-attack incidents that are happening in the Unites States and other countries and have been classified into the three levels of cyber incidents: cyberwarfare, cyberterrorism and cybercrime. As such, the elements proposed are presented in accordance with this classification system. In order to properly take into account the recent trend of cyber-attacks perpetrated by North Korea, this paper analyzed the characteristics of recent North Korean cyber-attacks as well as the countermeasures and responses of South Korea. Moreover, by making use of case studies of cyber-attack incidents by foreign nations that threaten national security, the response measures at a national level can be deduced and applied as in this study. Thus, the authors of this study hope that the newly proposed elements here within will help to strengthen the level of Korea's cyber security against foreign attacks, specifically that of North Korea such as the KHNP hacking incidents and so on. It is hoped that further damage such as leakage of confidential information, invasion of privacy and physical intimidation can be mitigated.

  • With the evolution of technology, cyber physical systems (CPSs) are being upgraded, and new types of cyber attacks are being discovered accordingly. There are many forms of cyber attack, and all cyber attacks are made to manipulate the target systems. A representative system among cyber physical systems is a cyber physical power system (CPPS), that is, a smart grid. Smart grid is a new type of power system that provides reliable, safe, and efficient energy transmission and distribution. In this paper, specific types of cyber attacks well known as false data injection attacks targeting state estimation and energy distribution of smart grid, and protection strategies for defense of these attacks and dynamic monitoring for detection are described.

  • Cyber space is a place where free activities are guaranteed. However, it is also true that not all individuals and countries strive for peaceful cyberspace, and that there is a growing tendency to gain unfair advantage through this space. Therefore, the state should reform laws and institutions to keep cyberspace safe. By establishing the "Basic Law on Cyberspace" which includes the law of the state law on cyberspace, it is necessary to be able to recognize and respond to the direction of the national legal discipline on cyberspace. The development of digital forensics is an urgent task due to the rapid development of IT. However, if the law is delayed for various reasons, some of the existing laws should be amended to improve the stability of the law in accordance with the circumstances. To this end, it is necessary to revise the "Information and Communication Infrastructure Protection Act", "Information and Communication Network Enhancement and Information Protection Act", "Integrated Defense Law", "Establishment of Defense Information Infrastructure Infrastructure and Defense Information Resource Management Act".

  • In recent years, there have been frequent incidents of invasion of national defense networks by insiders. This trend can be said to disprove that the physical network separation policy currently applied by the Korea Ministry of National Defense can no longer guarantee military cyber security. Therefore, stronger cybersecurity measures are needed. In this regard, Zero Trust with a philosophy of never trusting and always verifying is emerging as a new alternative security paradigm. This paper analyzes the zero trust establishment trends currently being pursued by the US Department of Defense, and based on the implications derived from this, proposes a zero trust establishment plan tailored to the Korean military. The zero trust establishment plan tailored to the Korean military proposed in this paper includes a zero trust establishment strategy, a plan to organize a dedicated organization and secure budget, and a plan to secure zero trust establishment technology. Compared to cyber security based on the existing physical network separation policy, it has several advantages in terms of cyber security.
