ETRI AI Strategy #7: Preventing Technological and Social Dysfunction Caused by AI (ETRI AI 실행전략 7: AI로 인한 기술·사회적 역기능 방지)

  • Because of the development and spread of artificial intelligence (AI) technology, new security threats and adverse AI functions have emerged as a real problem in the process of diversifying areas of use and introducing AI-based products and services to users. In response, it is necessary to develop new AI-based technologies in the field of information protection and security. This paper reviews topics such as domestic and international trends on false information detection technology, cyber security technology, and trust distribution platform technology, and it establishes the direction of the promotion of technology development. In addition, the development of international trends in ethical AI guidelines to ensure the human-centered ethical validity of AI development processes and final systems in parallel with technology development are analyzed and discussed. ETRI has developed AI policing technology, information protection, and security technologies as well as derived tasks and implementation strategies to prepare ethical AI development guidelines to ensure the reliability of AI based on its capabilities.

DA Study on Learning for Preventing and Treating Juveniles' Addiction to the Internet-Application of a Cyber Mock Trial (청소년의 인터넷 중독 예방 및 처방 학습에 관한 연구-사이버 모의재판 적용)

  • As legal and technological actions to prevent and treat addiction to the Internet have reached their limit, the importance of educational methods as alternative measures is being recognized. The present study was attempted to propose the application of a cyber mock trial system as an educational method to prevent addiction to the Internet and to promote information communication ethics. The mock trial system was designed and implemented so that both open trials and closed trials could be held, and the process and results of trials could be discussed. To verify the effectiveness of learning method of cyber mock trial in preventing and treating addiction to the Internet, this study conducted and analyzed questionnaire survey about juveniles' class preparation, class participation, interest in classes, and the effects of classes.

  • The informationization policies undertaken in concentration only on the national economic growth invited the unbalance between technology and social culture, displayed the serious reverse function phenomena, and these problems threatened the personal identity of individual in the cyber space. In this study, we developed an index model on the information and communication ethics where the national level of information and communication ethics can be examined. For this purpose, based on diverse previous research data, the areas of the ethical indicators in information and communication has been developed through the brain storming of the research staff. Through the consultation with experts, the feasibility and representation as index was heightened, and the weighted values to the each index was provided by the AHP method. The outcome of questionnaires from the information users and information providers (great portals) was also reflected in simple average method into the calculation of the weighted value to the each index element.

  • Since IT technology grow rapidly, our ethic of consciousness has become big issue with adverse effect. Many scholar has discussed and tired to solve this problem, but it is still helpless to fix. Therefor in this paper, author will not suggest the solution, but will present model list of adverse effects and cases to prevent accidents. The model list of adverse effects, what author will present is about media addiction, harmful content, cyber-violence, right infringement, cyber terror and decision obstacle. This model list is made by primary and secondary survey. This model will show adverse effect of present day, but also will show future adverse effects that can be prevent. Through out this paper, this model list could use for education plan.

The Regulations by Criminal Law against any Libel in Cyberspace (사이버명예훼손행위와 형사법적 대응방안)

  • There occur various crimes in cyber space hiding behind anonymity to avoid punishment by criminal law. One of the most serious crimes committed in cyber space is defamation against others under the cloak of freedom of expression. The infringements by defamations in cyber space are made all of a certain and widespread that the victims have no time to react, and for that reason, the shocks by the defamation are much serious and severe compared with that committed in off line. However, press and publication shouldn't infringe on other's honors, right, public order or social ethics in liberal democrat society which values much the human dignities and values as stipulated in Article 21 section 4 of the Constitution. Protection of personal honor is also the basic rights guaranteed by the Constitution as much as the freedom of expression, and by extension, such harmful behaviour shouldn't be included in the freedom of expression area. In this way, slander can be considered as the minimum limitation of the freedom of expression.

  • Recently, in the cyberspace, the posts that have only insults and abuses without the fact are getting spread rapidly as a trend, it makes the damage to people also, and the social concerns have been raised about its phenomenon. Meanwhile, because of the insulting actions that performed in cyberspace, the results of infringement of personal rights conditions getting difficult to repair. Also, it is difficult to find who the person who acts as a perpetrator is. So, it is hard to report a crime or sued for damages, also, it is really difficult to deal with a criminal contempt. Also, cause of a lot of deficient areas, the Cyber Insult Crime act is need and strengthened penalties or Mitigation about the crime subject to victim's complaint are need. However, give the criminal penalties to criminal is sufficient. So, to construct a new special criminal law, it is not advisable. Thus, governed by the Criminal Code Section 311 is preferably.

Factors Affecting Information Security Practice of Elementary School Students (초등학생들의 정보보호실천에 영향을 미치는 요인)

  • If students are not aware of the information security, they easily let others know their information or they use others' information with no sense of guilt. The information security education is necessary to protect and prevent students from cyber crime. However, South Korea's information curriculum has no specific information security education course and it has led a school or teacher to teach contents of information ethics superficially. The purpose of this paper is to find the factors affecting the information security practice of the elementary school students. For an empirical analysis, questionnaire survey was conducted and the Partial Least Square(PLS) was used to analyze the research model. The analysis results show that the information ethics awareness and the information security awareness have a positive impact on the information security practice. The results of this study are expected to help choose the specific information security curriculum required for the information security practice of elementary school students.

Instructional Design of Self-directed Information Communication Ethics Education based on the UCC Dramatization Learning (UCC 활용 극화학습 기반 자기주도적 정보통신윤리교육 수업 설계)

  • In recent years, we can see attempts to take advantage of UCC in a way of the education. But in the precedent studies there are not many guidance plans to help teachers apply UCC in the classroom. The purpose of this paper is to suggest a guidance plan to help teachers apply UCC in the classroom and to analyze the effect of educational using UCC Dramatization learning model on the expanding of students' self-directed learning ability in the information communication ethics education. For this, first, a teacher executes preliminary inspection about self-directed learning ability second, students study about "how to prevent them from cyber crime" using UCC Dramatization learning model. Third a teacher executes post inspection about self-directed learning ability and measures the degree of improvement on self-directed learning ability. The final step is to extract the implications from the analysis of the experiments.

  • 정보화 사회를 거쳐 유비쿼터스 환경으로 나아가고 있는 정보기술은 이제 우리의 생활 곳곳에서 그 대체를 생각할 수 없을 정도로 중추적인 역할을 하고 있으나 역설적으로 그에 따른 역기능이 큰 사회문제로 대두되고 있는 실정이다. 따라서 현재의 정보기술에 바탕을 둔 정보윤리교육은 최근의 사회문제를 해결하기 위한 필요성뿐 만 아니라 미래의 건전한 유비쿼터스 세상의 구현을 위해서도 그 필요성이 강조되고 있다. 본 논문에서는 정보기술의 건전화와 올바른 이용 문화의 확산을 위해, 역기능 중심의 윤리적인 관점보다는 정보기술의 순기능을 중심으로 하여 역기능에 대해 분석 및 고찰하고, 순기능의 강화방안과 그에 따른 정보기술과 문화에 대해 다루는 새로운 접근 방법으로 문제기반학습을 적용한 정보윤리 교과과정을 제안한다.

A Study on Correlation Analysis of Smart Phone Addiction and Age Groups in Korea

  • As information and communication technology develops, it brings various benefits to our lives. However, information and communication technology has had various side effects in our lives. Representative side effects include internet addiction, smartphone addiction, copyright violation, personal information infringement, cyber bullying and hacking. Recently, smart phone addiction rate is increasing with the spread of smart devices in Korea. In this study, we analyze the correlation between age group and smartphone addiction. In order to obtain fair and objective results, statistical analysis was performed based on the national statistical data of the National Information Society Agency. The results showed that the infant group and the adult group were correlated with the smartphone addiction rate. In this study, we analyzed the causes of smartphone addiction for different age groups. We also discuss dangers of smartphone addiction for different age groups. In additions, we proposed various ways to prevent and cure smartphone addiction for infants, adults, and senior citizen group. The results of this study are expected to be widely used as a remedy for smartphone addiction and future smartphone addiction research works.
