A Study on Voice Phishing Countermeasures of the Police (보이스피싱에 대한 경찰의 대응방안에 관한 연구)

  • In Korea, the penetration rate of Internet, telephone and smart devices is reaching the highest level in the world. Cyber financial crimes that exploit such infrastructures continue to evolve. Since the first Voice Phishing crime in May 2006, ten years later, there has been a constant occurrence of Voice Phishing crime. Voice Phishing is a crime in which a victim is phoned for false information to figure out the victim's account number and password. This method of Voice Phishing evolves day by day, and it is difficult to investigate. Most of Voice Phishing is a form of international organized crime that is based in Southeast Asia such as China, and it is not easy to eradicate by international cooperation investigation. The purpose of this study is to investigate the actual situation and case analysis of Voice Phishing crime, and to propose the countermeasures against police Voice Phishing counterplan.

  • Ensuring national security in cyberspace is becoming an increasingly important issue, given the growing number of cybercrimes due to adaptation to new security and protection technologies. The purpose of this article is to study the features of counteracting, preventing, and detecting crimes in the virtual space of Ukraine on the example of cases and analysis of the State Center for Cyber Defense and Countering Cyber Threats CERT-UA and the Cyber Police Department of the National Police of Ukraine. The research methodology is based on the method of analysis and study of cases of crime detection in the virtual environment of the State Center for Cyber Defense and Countering Cyber Threats CERT-UA and the Cyber Police Department of the National Police of Ukraine. The results show that the consistent development of the legal framework in 2016-2020 and the development of a cyber-defense strategy for 2021-2025 had a positive impact on the institution-building and detection of cybercrime in Ukraine. Establishing cooperation with developed countries (USA) has helped to combat cybercrime by facilitating investigations by US law enforcement agencies. This means that international experience is effective for developing countries as a way to quickly understand the threats and risks of cybercrime. In Ukraine, the main number of incidents concerns the distribution of malicious software in the public sector. In the private sector, cyber police are largely confronted with the misappropriation of citizens' income through Internet technology. The practical value of this study is to systematize the experience of overcoming cybercrime on the example of cases of crime detection in a virtual environment.

  • The fear of crime, discussed in the early 1960s in the United States, is a psychological response, such as anxiety or concern about crime, the potential victim of a crime. These anxiety factors lead to the burden of the individual in securing the psychological stability and indirect costs of the crime against the society. Fear of crime is not a good thing, and it is a part that needs to be adjusted so that it cannot be exaggerated and distorted by the policy together with the crime coping and resolution. This is because fear of crime has as much harm as damage caused by criminal act. Eric Pawson has argued that the popular impression of violent crime is not formed because of media reports, but by official statistics. Therefore, the police should watch and analyze news related to fear of crime to reduce the social cost of fear of crime and prepare a preemptive response policy before the people have 'fear of crime'. In this paper, we propose a deep - based news classification system that helps police cope with crimes related to crimes reported in the media efficiently and quickly and precisely. The goal is to establish a system that can quickly identify changes in security issues that are rapidly increasing by categorizing news related to crime among news articles. To construct the system, crime data was learned so that news could be classified according to the type of crime. Deep learning was applied by using Google tensor flow. In the future, it is necessary to continue research on the importance of keyword according to early detection of issues that are rapidly increasing by crime type and the power of the press, and it is also necessary to constantly supplement crime related corpus.

  • This study aims to provide theoretical base in criminal law for engineers in the viewpoint of jurists to encourage interdisciplinary studies on cyber crimes. Apart from seriousness of discussion on torrent cyber crimes, a good effect of the internet networks such as sharing of information has bee emphasized while the evil influence of its side effect has been neglected. Therefore, this study suggests that we need to consider reinforcement of cyber ethics, and legal mind of IT technicians, strict security by managers, active efforts to develop legitimate contents by managers of web hardware and P2P, and reinforcement of punishments against crimes by internet users. And this study approaches new norms on computer and cyber crimes in interpretational sense of criminal law, and provides the theoretical base of the criminal law focusing on traditional theories, assumptions, and precedents involved in regulations against computer virus distribution.

  • With the development of cyberspace and its increasing interaction with our daily lives, cybercrime has been steadily increasing in recent years and has become more prominent as a serious social problem. Notably, the "four major malicious cybercrimes" - cyber fraud, cyber financial crime, cyber sexual violence, and cyber gambling - have drawn significant attention. In order to minimize the damage of cybercrime, it's crucial to delve into the specifics of each crime and develop targeted prevention and intervention strategies. Yet, most existing research relies on indirect data sources like statistics, victim testimonials, and public opinion. This study seeks to uncover the characteristics and factors of cybercrime by directly interviewing suspects involved in 'copyright infringement', 'gambling' related to illicit online content, and 'pornography crime'. Through coding analysis and text mining, the study aims to offer a more in-depth understanding of cybercrime dynamics. Furthermore, by suggesting preventative and remedial measures, the research aims to equip policymakers with vital information to reduce the repercussions of this escalating digital threat.

Countermeasures against Cyber terror in Korea (사이버테러의 현황과 대책에 관한 연구)

  • Koreans are the most avid Internet surfers in the world according to Nielson/NetRatings(Reuters, August 2001) and most Internet connections are made through high-speed connections like Digital Subscriber Lines (DSLs). The result of such internet fervor is a nation that is fertile in both hackers and software companies(over 200 in the field of network security alone). However, by-product of Internet activity is cyber crime and the need to protect innocent users from the dangers of cyber criminals and cyber-terrorists be they are individuals or organized groups. Hence the Cyber Terror Response Team (CTRT) was organized in late 2000 with the mandate to fulfill that role. In these contexts, this study analyzes the actual conditions of cyber terror and suggests the countermeasures against cyber terror in Korea.

  • Recently, as the threat of cyber crime increases, the importance of security control to cope with cyber attacks on the information systems in the first place such as real-time detection is increasing. In the name of security control center, cyber terror response center and infringement response center, institutional control personnel are making efforts to prevent cyber attacks. Especially, we are detecting infringement accident by using network security equipment or utilizing control system, but it's not enough to prevent infringement accident by just controlling based on device-driven simple patterns. Therefore, the security control system is continuously being upgraded, and the development and research on the detection method are being actively carried out by the prevention activity against the threat of infringement. In this paper, we have defined the method of detecting infringement of major component module in order to improve the problem of existing infringement detection method. Through the performance tests for each module, we propose measures for effective security control and study effective infringement threat detection method by upgrading the control system using Security Information Event Management (SIEM).

The Changing Aspects of North Korea's Terror Crimes and Countermeasures : Focused on Power Conflict of High Ranking Officials after Kim Jong-IL Era (북한 테러범죄의 변화양상에 따른 대응방안 -김정일 정권 이후 고위층 권력 갈등을 중심으로)

  • Since North Korea has used terror crime as a means of unification under communism against South Korea, South Korea has been much damaged until now. And the occurrence possibility of terror crime by North Korean authority is now higher than any other time. The North Korean terror crimes of Kim Il Sung era had been committed by the dictator's instruction with the object of securing governing fund. However, looking at the terror crimes committed for decades during Kim Jung Il authority, it is revealed that these terror crimes are expressed as a criminal behavior because of the conflict to accomplish the power and economic advantage non powerful groups target. This study focused on the power conflict in various causes of terror crimes by applying George B. Vold(1958)'s theory which explained power conflict between groups became a factor of crime, and found the aspect by ages of terror crime behavior by North Korean authority and responding plan to future North Korean terror crime. North Korean authority high-ranking officials were the Labor Party focusing on Juche Idea for decades in Kim Il Sung time. Afterwards, high-ranking officials were formed focusing on military authorities following Military First Policy at the beginning of Kim Jung Il authority, rapid power change has been done for recent 10 years. To arrange the aspect by times of terror crime following this power change, alienated party executives following the support of positive military first authority by Kim Jung Il after 1995 could not object to forcible terror crime behavior of military authority, and 1st, 2nd Yeongpyeong maritime war which happened this time was propelled by military first authority to show the power of military authority. After 2006, conservative party union enforced censorship and inspection on the trade business and foreign currency-earning of military authority while executing drastic purge. The shooting on Keumkangsan tourists that happened this time was a forcible terror crime by military authority following the pressure of conservative party. After October, 2008, first military reign union executed the launch of Gwanmyungsung No.2 long-range missile, second nuclear test, Daechung marine war, and Cheonanham attacking terror in order to highlight the importance and role of military authority. After September 2010, new reign union went through severe competition between new military authority and new mainstream and new military authority at this time executed highly professionalized terror crime such as cyber/electronic terror unlike past military authority. After July 2012, ICBM test launch, third nuclear test, cyber terror on Cheongwadae homepage of new mainstream association was the intention of Km Jung Eun to display his ability and check and adjust the power of party/military/cabinet/ public security organ, and he can attempt the unexpected terror crime in the future. North Korean terror crime has continued since 1980s when Kim Jung Il's power succession was carried out, and the power aspect by times has rapidly changed since 1994 when Kim Il Sung died and the terror crime became intense following the power combat between high-ranking officials and power conflict for right robbery. Now South Korea should install the specialized department which synthesizes and analyzes the information on North Korean high-ranking officials and reinforce the comprehensive information-collecting system through the protection and management of North Korean defectors and secret agents in order to determine the cause of North Korean terror crime and respond to it. And South Korea should participate positively in the international collaboration related to North Korean terror and make direct efforts to attract the international agreement to build the international cooperation for the response to North Korean terror crime. Also, we should try more to arrange the realistic countermeasure against North Korean cyber/electronic terror which was more diversified with the expertise terror escaping from existing forcible terror through enactment/revision of law related to cyber terror crime, organizing relevant institute and budget, training professional manpower, and technical development.

Examining Early Childhood's Perception of Strange Adults' Luring Behaviors Facilitating Crime (낯선 사람의 범죄유인 행동에 대한 유아의 인식)

  • The purpose of this study was to examine the response pattern of children of early childhood (ages 4 to 5) to strangers' luring behaviors that suggest imminent crime. Data were collected from registrants offered by four kindergartens and daycare centers. Individual interviews were performed (N = 100) by using a questionnaire. Results were as follows: First, children of early childhood responded unfavorably to strange adults' kindness and request for aids. However, it was found that they did not make the right decision in relation to strange adults' luring behaviors that lead to crime when family related clues were manipulated. Second, children of early childhood responded favorably to strange adults' luring behaviors that are suggestive of criminal intent when candy, ice cream, and toys were offered. Especially, youngsters were more prone to be deceived by these indices than the older children. Third, older children responded unfavorably to strange adults' luring behaviors that suggest a criminal intent In addition, youngsters did not respond cleverly to strange adults' luring behaviors that suggest a criminal intent while showing a reluctant response.

  • 인터넷과 기타 휴대용 PC등이 발전하고 보편화됨에 따라 인터넷 이용이 편리해짐은 좋지만 비대면성, 비익명성, 비 국경성 등 인터넷의 이러한 특성상 사이버 범죄들이 나날이 다양해지고 증가하고 있는 추세이다. 특히 사이버 범죄 중에서도 스토킹, 원조교제의 수단, 몰래카메라, 사이버음란물 유통 등 각종 신종 성폭력이 심각해지고 있어 사회문제로 끈임 없이 등장하고 있다. 현실세계에서의 성폭력과 마찬가지로 피해자가 느끼는 성적 수치심이나 심적 고통은 피해자의 자아에 깊은 상처를 남기며 더 나아가 왜곡된 성문화를 정착 시키는 새로운 사회적 문제로 작용한다는 점에서 사이버성폭력의 심각성과 문제는 오프라인상의 성폭력범죄에 비해 결코 뒤지지 않을 것이다. 물론 이러한 범죄들에 대한 처벌 조항들은 있다. 그러나 이런 것들이 있음에도 사이버상의 성폭력은 근절되지 않고 있다. 이것은 법적인 조치의 강화를 요구하는 동시에 인터넷을 사용하는 네티즌 스스로의 적극적 대처를 요구하는 것이기도 하다.
