Currently, information technologies such as blockchain and metaverse are being innovatively developed in Korea and around the world. The government has defined the innovation of these cyber-related technologies as the fourth industrial revolution and presented the Digital New Deal as an important policy of the Korean version of the New Deal, and is implementing various policies and systems related to it. This situation is expected to affect the development of the real estate registration system in Korea. Moreover, as the Supreme Court is currently promoting the transition to a future registration system, it is necessary to examine whether blockchain technology, which allows parties to exchange value without a third party guaranteeing the transaction, can be used in the real estate registration system. In order to secure the credibility of the real estate registration as electronic information under the registration system that introduces electronic registration and blockchain system, the transparency of transaction identification and real estate registration details should also be recorded using the blockchain system as a way to prevent such crimes and legal disputes. As a solution, it is worth considering how to improve the reliability of transaction identification, recognize the actual examination rights of the registrar in the foundation system of the real estate register, and increase public trust by going through the notarization stage when recording rights such as real rights, and consider how to introduce a blockchain system at this stage to ensure integrity and reliability. In the stage before the current real estate registration and study system is converted to a blockchain system, the clarity, transparency, and consistency of the real estate registration entries with the actual real estate must be established so that the real estate study can finally be recognized as authoritative, thereby ensuring the trust of the transaction parties to the real estate study system that has adopted the blockchain system in the future, and bringing us closer to the goal of real estate transactions in the form of smart contracts between the parties who have trusted it based on transparency and integrity of real estate study in the real estate transaction market.

Biometric recognition is a technology that determines whether a person is identified by extracting information on a person's biometric and behavioral characteristics with a specific device. Cyber threats such as forgery, duplication, and hacking of biometric characteristics are increasing in the field of biometrics. In response, the security system is strengthened and complex, and it is becoming difficult for individuals to use. To this end, multiple biometric models are being studied. Existing studies have suggested feature fusion methods, but comparisons between feature fusion methods are insufficient. Therefore, in this paper, we compared and evaluated the fusion method of multiple biometric models using fingerprint, face, and iris images. VGG-16, ResNet-50, EfficientNet-B1, EfficientNet-B4, EfficientNet-B7, and Inception-v3 were used for feature extraction, and the fusion methods of 'Sensor-Level', 'Feature-Level', 'Score-Level', and 'Rank-Level' were compared and evaluated for feature fusion. As a result of the comparative evaluation, the EfficientNet-B7 model showed 98.51% accuracy and high stability in the 'Feature-Level' fusion method. However, because the EfficietnNet-B7 model is large in size, model lightweight studies are needed for biocharacteristic fusion.
With the fierce competition of companies for the attraction of outstanding individuals, job satisfaction of employees has been of importance. In this circumstance, many companies try to invest in job satisfaction improvement by finding employees' everyday experiences and difficulties. However, due to a lack of understanding of the employee experience, their investments are not paying off. This study examined the relationship between employee experience and job satisfaction using employee reviews and company ratings from Glassdoor, one of the largest employee communities worldwide. We use text mining techniques such as K-means clustering and LDA topic-based sentiment analysis to extract key experience factors by job level, and DistilBERT sentiment analysis to measure the sentiment score of each employee experience factor. The drawn employee experience factors and each sentiment score were analyzed quantitatively, and thereby relations between each employee experience factor and job satisfaction were analyzed. As a result, this study found that there is a significant difference between the workplace experiences of managers and general employees. In addition, employee experiences that affect job satisfaction also differed between positions, such as customer relationship and autonomy, which did not affect the satisfaction of managers. This study used text mining and quantitative modeling method based on theory of work adjustment so as to find and verify main factors of employee experience, and thus expanded research literature. In addition, the results of this study are applicable to the personnel management strategy for improving employees' job satisfaction, and are expected to improve corporate productivity ultimately.
C4I system is an integrated battlefield information system that automates the five elements of command, control, communications, computers, and information to efficiently manage the battlefield. C4I systems play an important role in collecting and analyzing enemy positions, situations, and operational results to ensure that all services have the same picture in real time and optimize command decisions and mission orders. However, the current C4I has limitations whenever a new weapon system is introduced, as it only provides battlefield visualization in a single area focusing on the battlefield situation for each military service. In a future battlefield that expands not only to land, sea, and air domains but also to cyber and space domains, improved command and control decisions will be possible if organic data from various weapon systems is gathered to quickly visualize the battlefield situation desired by the user. In this study, the visualization technology applicable to the future C4I system is divided into map area, situation map area, and display area. The technological implementation of this future C4I system is based on various data and communication means such as 5G networks, and is expected to enable hyper-connected battlefield visualization that utilizes a variety of high-quality information to enable realistic and efficient battlefield situation awareness.

Amidst the acceleration of digital transformation across various sectors, the financial market is increasingly focusing on the development of digital and electronic payment methods, including currency. Among these, Central Bank Digital Currencies (CBDC) are emerging as future digital currencies that could replace physical cash. They are stable, not subject to value fluctuation, and can be exchanged one-to-one with existing physical currencies. Recently, both domestic and international efforts are underway in researching and developing CBDCs. However, current CBDC systems face scalability issues such as delays in processing large transactions, response times, and network congestion. To build a universal CBDC system, it is crucial to resolve these scalability issues, including the low throughput and network overload problems inherent in existing blockchain technologies. Therefore, this study proposes a solution based on reinforcement learning for handling large-scale data in a CBDC environment, aiming to improve throughput and reduce network congestion. The proposed technology can increase throughput by more than 64 times and reduce network congestion by over 20% compared to existing systems.

This paper proposes an action plan for local governments to safely utilize artificial intelligence technology in various local government policies. The proposed method analyzes cases of application of artificial intelligence-related laws and policies in Gyeonggi Province, Seoul City, and New York City, and then presents matters that local governments should consider when utilizing AI technology in their policies. This paper applies the AILocalism-Korea analysis methodology, which is a modified version of the AILocalsm analysis methodology[1] presented by TheGovLab at New York University. AILocalism-Korea is an analysis methodology created to analyze the current activities of each local government in the fields of legal system, public procurement, mutual cooperation, and citizen participation, and to suggest practical alternatives in each area. In this paper, we use this analysis methodology to present 9 action plans that local governments should take based on safe and reliable use of artificial intelligence. By utilizing various AI technologies through the proposed plan in local government policies, it will be possible to realize reliable public services.

This study purports to identify the factors that contribute to the classification of age groups or generations of Koreans. Independent variables such as respondents' attitudes toward welfare, attitudes toward equity, education level, perception of inequality in Korean society, tax awareness, and health status are included in the model that were put into the analysis with the main interest. Since this study does not construct any hypothesis prior to analysis, the nature of this study can be said exploratory. The data utilized for the analysis are from the 17th year of the Korean Welfare Panel collected in 2022, and a linear discrimination analysis technique will be used. First and foremost, a theoretical review of the generational classification will be conducted through domestic and international literature in the past. To date, there is no quantitative studies in Korea that have a significant influence on the generational classification. Therefore, in this study, a theoretical review of political tendencies and values, which are estimated to have a significant influence on the generational classification, that is, the difference between generations, will be significant. The perception and attitude toward welfare will be discussed in the review of values. Next, analysis models, analysis techniques, and variables to be used in the analysis will be introduced. After
Recently, research, development, and commercialization of maritime autonomous surface ships (MASS) and remote control are in progress. Remote control is intended to secure autonomous navigation environments for existing ships or early-stage MASS using a remote control system (RCS). The main function of an RCS is to control MASS using data transmission between the MASS and the remote control centre. Remote control by a remote control officer also has an important function. The purpose of this study was to develop RCS and a performance evaluation technique for operation data provided by the RCS. The experiment was conducted during the navigation period of a training ship 'Hannara' after building experimental equipment at both an onshore remote control center and a training ship. As a result of evaluating data transmitted and received using the developed RCS, it was confirmed that data transmission was possible within an error range of 0.1%p. Fourteen types of ship information reflecting the navigation environment of the training ship were confirmed to be transmitted and received. The RCS developed in this work complies with the three principles of remote control: safety, reliability, and availability. This study provides a core technology for the development of RCSs for MASS and the evaluation of data transmission performance.

The purpose of this study is to propose optimized cognitive warfare strategies for the Korean Peninsula by analyzing recent war case studies. Through the analysis of the Armenia-Azerbaijan war, the Israel-Palestine conflict, the Ukraine-Russia war, and the Israel-Hamas conflict, it was found that the following aspects are crucial in conducting cognitive warfare: 1) applying methods according to objectives, 2) organizing and structuring appropriately to the objectives and means, and 3) utilizing various means from both civilian and military sectors. Based on these findings, cognitive warfare strategies optimized for the operational environment of the Korean Peninsula were suggested in terms of the three elements of military innovation. From the aspect of methodology, it is recommended to develop cognitive warfare scenarios based on legitimacy and legality, and to integrate roles according to the level of warfare. Regarding organization and structuring, the establishment of a national-level control tower and the construction of an integrated response system involving civilians, government, military, and police based on legislation are proposed. In terms of means, it is suggested to utilize various tools from the civilian, government, military, and police sectors, such as North Korean defectors, psychological warfare broadcasts against North Korea, social media, and cyber operations, for auditory, visual, and message delivery. In future battlefields characterized by hyper-connectivity and hyper-intelligence, the execution of cognitive warfare will become increasingly important. Therefore, it is necessary to continuously develop optimized cognitive warfare strategies for the Korean Peninsula through comprehensive national efforts.
