  • Ever since the computer came into being in early 20th century, rapid development of the information technology has led to the opening of the ubiquitous age where daily works can be done anywhere, anytime, and with any devices. The information technology has drawn attention from Customs around the world as a key means to fulfill multi-faced responsibilities of strengthening regional cooperation in the international trade, simplifying clearance procedures, expediting logistics flow, and ensuring security in the global supply chain. Korea Customs Service, which began the informatization effort by establishing the electronic export declaration system in 1992, completed the 100% electronic clearance system in 2000, with a number of countries now conducting benchmarking studies on the successful use of IT by KCS. This paper is to address the changes brought to the Customs administration in the information age, the progress and achievement of the Customs informatization as a proactive strategy to deal with the changing environment, and the exportation to overseas administration of the e-clearance system of KCS which strives to become the global leader of Customs informatization. The exportation. in particular, will not only lead to increased foreign currency earnings and shared know how, but also create an opportunity to reflect Korea's system in the standardization of Customs procedures around the world.

  • The role of Customs Service has changed significantly in recent times, and what may represent core business for one administration may fall outside the sphere of responsibility of another. This is reflective of the changing environment in which customs authorities operate, and the corresponding changes in government priorities. Since the terrorist attacks on the United States in 2001, customs administrations around the world have been developing AEO programs in which they grant AEO status to operators who are well-compliant with the supply chain security standards. These programs also provide such operators with trade facilitation measures under the customs procedures, acknowledging the importance of ensuring secure and facilitated trade. Thus, this paper analysed leading countries's AEO program regime focused on the two fold : (1)provide an overview and present a implication of its AEO program ; (2)offer an appropriate proposal to Korea Customs Service's new program.

  • The purpose of this paper is to examine the customs clearance and arbitration systems of Vietnam, Indonesia, and Thailand, from among ASEAN countries, and to present the practical implications. This paper analyzes the customs and arbitration systems through a literature review by collecting data from papers, research reports, and laws and regulations related to Vietnam, Indonesia, and Thailand. There are significant differences between these countries in relation to customs and payment of customs duties. Also, they have different procedures for the appointment of arbitrators if there is no agreement by the parties as to the number of arbitrators. Therefore, a comparison of the arbitration system and customs clearance procedures in ASEAN countries is timely and necessary, and there is a need for more research to be conducted in the future.

  • The purpose of this paper is to investigate seasonal customs of "Hae-Dong-Jug-Ji". Cheo Yeong-hyeon was a literary man who passed away when Joseon Dynasty ruined after great change of dynasty. As the interest in the customs had also, there appeared a lot of books on common customs in each seasons. As a result, Chinese poems on the seasonal common customs turned up a great deal. Among these, "Hae-Dong-Jug-Ji" written by Cheo Yeong-hyeon is one of the representative poems which described the seasonal customs at that time. As the details of customs and lives in every work is described deliberately, the poem is very clear and realistic. This is the very achievement of the poet.

Factors Affecting Efficiency of Electronic Customs and Firm Performance in Vietnam

  • The paper identifies the enablers (drivers) and inhibitors (barriers) influencing e-customs implementation in Vietnam (known as a developing country with a lower technological environment) along with determining the impact of e-customs on firm performance. The survey was conducted with the representatives (managers) of firms in five cities and provinces dominating Vietnam's international trade. The data was analyzed using structural equation modeling (SEM). The findings show two significant drivers (enablers) - relative advantages and national culture, while compatibility and ease of use are the barriers. Previous studies showed that cultural dimensions related to 'uncertainty acceptance' and 'individualism' encourage innovation; however, this paper demonstrates that 'uncertainty avoidance' and 'collectivism' promote e-customs deployment in Vietnam. Previously, Vietnamese culture was known for scoring high on cultural dimensions related to 'power distance' and 'short-term orientation'. However, today, as an emerging country, Vietnamese has switched to 'low distance' and 'long-term orientation', especially in terms of e-customs innovation. Additionally, the paper also emphasized that e-customs implementation had a positive influence on firm performance in Vietnam. Based on the results of the paper, policy-makers can devise essential solutions to enhance e-customs implementation as well as managers of firms can set-up strategies to adapt to the modernized environment.

The Study on the Concept and the Present State of Women's Housework for Traditional Customs of Four Seasons (세시풍속에 대한 여성의 인식 및 가사작업에 관한 연구)

  • The Purpose of this study is to serve as the basic data for the succession of traditional culture. The subjects of this study were (926) mothers and their daughters living in Taegu. The analysis of the data was done through SPSS pc+ programs. The major findings of this study are as follows: 1. Regarding to the degree of the people's participation in Traditional Customs of Four Seasons,“New Year's Day”,“Chusok(Chinese Thanks-giving Day)”,“Sangwon(The 1st Full-Moon Day)”,“boknal”are the occasions of the high participation. Ragarding to the characteristics of the groups participating, mothers' groups (compared with daughters'), the group with the positive concept about the customs(compared with the one with the negative concept), and the buddhist group(compared with other religion) are predominant. 2. Regarding to the degree of women's working lord for the Traditional Customs of Four Seasons, the significant variables on family environment in which the women are situated are family religion, The place of grown-up, Daugthers-in-laws order, and family type. Family type is found as the significant variable of Family environment in the degree of socialization of preparing effort of dishes. 3. Through factor analysis concepts of the Traditional Customs of Four Seasons are classified into 3 type, i.e.,「Conventional customs of good morals」,「Women's role in preparation for dishes」, and「The weights of the related load in women's housework」. 4. The direct factors influencing the women's housework related to Traditional Customs of Four Seasons are「Conventional customs of good morals」,「The weights of the related load in women's housework」and「The satisfaction of Traditional Customs of Four Seasons」. The indirect factor is found as 「Conventional customs of good morals」.

Trade Facilitation for the Products of the Industry 4.0: The case of Customs Classification of Drone

  • Purpose - This paper investigates the implications for facilitating trade in the products of Industry 4.0. To identify the issues caused by the conflicts of policy objectives such as applying the tariff concession under the ITA and imposing the export control, by exploring the case of classification of drones. Design/methodology - We adopted a single case study method to gain a deeper understanding of the complex and multifaceted issues of Customs classification in the context of facilitating trade in the products of Industry 4.0. This study employs the case of drones to explore how these issues of Customs classification affect trade facilitation. We ensured the internal validity of the study by confirming the pattern of the results with the existing theories. Findings - Our main findings can be summarised as follows: the intrinsic nature of the products that converge several technologies causes issues in the classification. The inconsistency in product classification delays customs clearance by hindering the Customs risk-management system that pinpoints products subject to controls. To address the issues, therefore, we proposed fundamental reforms of Customs to empower themselves with management roles. Facilitating trade in the products of Industry 4.0 requires more enhanced Customs capability. Therefore, the reforms should include comprehensive capacity-building activities, such as changes in staff-trainings, promotion system, organisation and culture. Customs also need roles in robust designing of cooperative systems to compensate for the lacks of controls and to ensure concrete risk management for expedited Customs procedures. As well, by equipping the Single Window of Customs with crucial control functions of other ministries, Customs need to support the cooperation. The role of harmonising various preaudits of other ministries with its own is another essential role that ensures predictability of clearance procedure. Originality/value - There are scanty studies in the field of knowledge about what obstacles exist and what solution is available in the course of transforming to 'Industry 4.0'. In filling out the gap of knowledge, this paper is of academic significance in that it applies the research theory on trade facilitation for the specific cases of classification of the product of Industry 4.0 to verify its effectiveness and to extend the subject of the studies to the scope of Industry 4.0. It also has practical significance in that the results have provided implications for reforms of Customs procedures to facilitate trade in the products of Industry 4.0.

  • Since World War II nations have formed alliances for reasons of security and trade. Countries have seen international integration as an appropriate approach to resolving domestic and international political issues, improving their welfare by both transforming their infrastructures and increasing their foreign trade. While the majority of these relationships are straightforward d Turkey's relationship with the European Union is more complex due to differences in religion and, at times, political ideology from other Union members. As a candidate country Turkey has made advances towards the full membership of the European Union with the customs union being the most significant. The impact of customs union membership is discussed and the effects of the customs union on Turkey's trade and economy are examined from a perspective of different economic theories.

  • Recently, International electronic commerce has been rapidly increasing. Over the past decade, e-commerce on the business foundation of the Internet compound has entered extensive areas of international trade and social activity. This paper focuses on the system establishment of customs duties of import goods in Global e-Commerce. Today, USA, EU and some major countries, International Organization insisted to Tariff-free woe in customs duty. This study also will discuss the effect of imposition of import duties. In order to impose customs duties, it needs to establish a system scheme, especially, because international payment of BtoC Commerce occur by the Credit Card.   • The article defines the basic concepts: "election campaign", "social capital", "conversion of social capital"; the principles and methods of research of social capital conversion in election campaigns are studied; the process of using social capital in politics is defined; ways of converting social capital into politics are considered; the possibilities of converting social capital in election campaigns are described. Election campaigns have been found to be a successful form of social capital conversion. The ability to use social capital in the election campaign speaks of its high potential. Election campaigns are not an effective use of social capital.
