This study profoundly analyzed cultural welfare workers to find out how they command a strategy of empowerment according to types of action. The analysis result shows that cultural welfare workers perceive cultural welfare as an unstable human service job. Activity types of cultural welfare workers can largely be categorized into professional workers and vocational workers, and they are two extremes and continuum at the same time. On this account, a strategy of empowerment depends on types of action conducted by cultural welfare workers. There are accelerative elements that boost empowerment strategies positively and there are impediment elements that work adversely. These cultural welfare workers are making suggestion to prepare an official requirement for them to be acknowledged as a specialized worker and to increase various types of educational spectrum to meet their level. This study has significance for providing basic data for education, supervision, and policy for training human resources in future.
As a way to improve the quality of life following the increase of the national income, the importance of cultural welfare has been magnified. To actively cope with such a situation of the times, the government has operated the cultural welfare workers system; however, the reality today includes many problems such as lack of reliability and professionalism in the system. Thus, this thesis has as an objective to extract priorities for the improvement of the cultural welfare workers system through analyses of precedents, investigations by professionals and related systems, and to propose measures of improvement. The priorities, in case of higher levels, are in the order of: utilization of manpower, educational curriculum and test subjects, methods of license acquisition and training institution. In order for the cultural welfare workers system to be efficiently operated based on the priorities, the existing system needs to offer state-certified licenses and provide workers with institutional strategies for refresher education and utilization of manpower.

This study focuses on the understanding of social workers' needs for cultural competence and understanding its meaning. And furthermore, this study describes Korean cultural competence and how it is viewed in Korean reality where social workers are. Therefore, this study suggests this research idea based on previous researches data and discussed issues. Particularly considering the unique nature of Korean social welfare site involving multicultural, the role of advocacy is considered essential to Korea. Also, it is necessary and unavoidable part of the perspective of a social justice. Currently, with increasing international marriage, Korean society is rapidly moving toward a multicultural society. This means that we need to promote the ongoing multicultural understanding education to improve and enhance multicultural education system. But, the real effect of the multicultural understanding education in reality of the situation represent just other culture introduction, thus, most of the ongoing multicultural understanding education systems are insufficient to improve the multicultural competence. This study aims to develop and validate Cultural Competence Scale for prospective social workers. The scale adopted three constructs of cultural competence, which include multicultural awareness, knowledge, and skills. It was made up with concrete episodes based on which respondents rate sets of competing statements relating to multicultural awareness, knowledge, and skills. The score of each item was calculated by subtracting each score of non-cultural awareness, knowledge, and skills from the corresponding score of cultural awareness, knowledge, and skills when cultural statements got higher scores than did non-cultural statements. Each score was summed up to make a total cultural competence score. Through preliminary and main test, 16 episodes and corresponding sets of statements were selected for the final version. The final scale showed satisfactory levels of reliability and validity. Based on the results, implications for the application and the further improvement of this scale were discussed.

Results: Organizational fairness did not appear to affect psychological adaptation and significant cultural adaptation but social support had a significant effect. Psychological adjustment did not affect turnover intention, and cultural adaptation had a significant effect on turnover intention. Conclusions: Thus, in order to reduce the intention of turnover and adapt well to the working environment, it would be more efficient to find ways to raise the level of psychological adaptation by strengthening social support rather than organizational fairness.
This study aims to identify constructs of cultural competency specifically relevant to the Korean society and to test its reliability and validity among human service workers. For the purpose of the study, authors conducted focus group interviews and conferences with human service workers to draw the concept of cultural competency. Further, this study conducted to two separate pilot tests with 20 social workers with practice experiences in order to clarify descriptions and relevance of scale items. Based on the literature review on the concept of cultural competency and analysis of focus group interviews, 40 items were initially constructed and then were reduced to a 32-item scale after two separate pilot studies. Meantime, suggestions made by an advisory group were also reflected in the scale development process. Finally, one hundred ninety four workers in social service agencies were recruited to evaluate the relevance of the scale items in a 5 point Likert scale. Through exploratory and confirmatory factor analysis, 4 main factors were identified: 1) competency to use culturally relevant skills, 2) cultural awareness and sensitivity, 3) cultural knowledge, and 4) efforts to overcome cultural differences. These factors were consistent with sub-concepts of cultural competency in other studies. Confirmatory factor analysis also showed that the model fitness was at the high level and convergent analysis with the similar scale also showed high correlations. Internal consistency also remained at a high level. Based on the results, implication for social work practice and education were discussed.
