Objectives: The health system reform process is highly political and controversial, and in most cases, it fails to realize its intended goals. This study was conducted to synthesize factors underlying the failure of health system reforms. Methods: In this systematic review and meta-synthesis, we searched 9 international and regional databases to identify qualitative and mixed-methods studies published up to December 2019. Using thematic synthesis, we analyzed the data. We utilized the Standards for Reporting Qualitative Research checklist for quality assessment. Results: After application of the inclusion and exclusion criteria, 40 of 1837 articles were included in the content analysis. The identified factors were organized into 7 main themes and 32 sub-themes. The main themes included: (1) reforms initiators' attitudes and knowledge; (2) weakness of political support; (3) lack of interest group support; (4) insufficient comprehensiveness of the reform; (5) problems related to the implementation of the reform; (6) harmful consequences of reform implementation; and (7) the political, economic, cultural, and social conditions of the society in which the reform takes place. Conclusions: Health system reform is a deep and extensive process, and shortcomings and weaknesses in each step have overcome health reform attempts in many countries. Awareness of these failure factors and appropriate responses to these issues can help policymakers properly plan and implement future reform programs and achieve the ultimate goals of reform: to improve the quantity and quality of health services and the health of society.
As the untact culture spreads, the digital divide, which is a problem of access to digital information for the vulnerable, can appear as information inequality in various fields, including the social and cultural field. This study identified the digital divide level for the vulnerable population and analyzed the effects of information accessibility, demographic and social characteristics, and physical and mental health characteristics on the information level. As a result, the higher the accessibility of information, the smaller the digital divide and the greater the digital utilization, so it is necessary to increase the accessibility of information devices and increase the ability to utilize them. In addition, the higher the age, the more women than men, and the lower the income level, the greater the digital divide, so it is necessary to increase digital capabilities through detailed class-specific programs for the vulnerable. Finally, it was found that the digital divide and the level of digital literacy had a significant effect on the life satisfaction and daily life satisfaction of the vulnerable. The expansion of competency-building education programs to enhance information utilization capabilities by changing the paradigm to a digital inclusion policy should be continuously operated.
Purpose - The purpose of this study is to examine the gravity model commonly used for demand forecasting upon the implementation of new tourist facilities and analyze the main causation of forecasting errors to provide a suggestion on how to improve. Design/methodology/approach - This study first measured the errors in predicted values derived from past feasibility study reports by examining the cases of five national science museums. Next, to improve the predictive accuracy of the gravity model, the study identified the five most likely issues contributing to errors, applied modified values, and recalculated. The potential for improvement was then evaluated through a comparison of forecasting errors. Findings - First, among the five science museums with very similar characteristics, there was no clear indication of a decrease in the number of visitors to existing facilities due to the introduction of new facilities. Second, representing the attractiveness of tourist facilities using the facility size ratio can lead to significant prediction errors. Third, the impact of distance on demand can vary depending on the characteristics of the facility and the conditions of the area where the facility is located. Fourth, if the distance value is below 1, it is necessary to limit the range of that value to avoid having an excessively small value. Fifth, depending on the type of population data used, prediction results may vary, so it is necessary to use population data suitable for each latent market instead of simply using overall population data. Finally, if a clear trend is anticipated in a certain type of tourist behavior, incorporating this trend into the predicted values could help reduce prediction errors. Research implications or Originality - This study identified the key factors causing prediction errors by using national science museums as cases and proposed directions for improvement. Additionally, suggestions were made to apply the model more flexibly to enhance predictive accuracy. Since reducing prediction errors contributes to increased reliability of analytical results, the findings of this study are expected to contribute to policy decisions handled with more accurate information when running feasibility analyses.
The purpose of this study was to provide basic information on the development of local governments and upcycling industries that want to establish centers in the future. The study investigated the current situation and programs of domestic upcycling centers for regional sustainable growth. As a result of comparing and analyzing the programs operated by the upcycling centers by region, they could be classified into culture and arts experience programs, resource circulation experience programs, and environmental culture education programs according to the nature of the operation programs that are more focused on in addition to the experience and education programs reflected by each center. Among the upcycling materials and items used in the operation program, fashion-related education was being operated in a more diverse manner in the area of culture and arts experience programs. As a result of the analysis, it was found that it was necessary to establish a smooth material supply network, develop an in-depth step-by-step upcycling fashion education program, and strengthen the upcycling center program using regional characteristics. The results of this study are significant in that they provide the local governments with basic information for the establishment of upcycling centers in areas where the upcycling centers have not been established. In addition, this study presents the types and directions of programs necessary for establishing upcycling centers in the future.
North Korean fugitives is one of various nominations referring to the North Koreans who have secretly crossed the territorial border of their country. It is a new terminology that huts gained wider usage in our society as we entered the 1990s. North Koreans list various motives for escaping their county, such as food shortage and disillusionment of belief in the system. Most of the forced repatriation of North Korean escapees takes place in China. The purpose of this study examines the family knife of female fugitives from North Korea in order to provide pertinent alterntives which are needed to secure basic human right of the female fugitives and enable them to keep stability of their family lives and to adapt themselves into new socio-cultural circumstances in China. For this, the preliminary survey performed to examine the demographic characteristics on the female fugitives; to find out the incentives and channels of their escape out of North Korea; to investigate what types of family life and family relationship they manage in China; to grasp their problems and need of family life in adaptation into Chinese society. The specific questions for grasping the general characteristics of the female fugitives are composed of age, education level residential district in North Korea. In order to find out main causes and influential factors of their escape from North Korea, the following questions are included: what the most important incentives and motives are; the frequency of escape; and whether they discuss their escape with their family or not. The questions to find out their present actual life situations in China are about difficult things to adjust in China, family life, relationship with husband, and their conversational diction, the degree of their mastering the chinese language, the degree of their adaptation to chinese way of living, and so forth, which reveal to what extent they are adapted themselves to new cultural situation in China. This study collected the data through face-to-face personal interview from July to October, 1999 Yenben province along the China-North Korea border. Data from 202 female fugitives were used in final analysis. This study uses the SAS PC program for windows, Ver, 6.12 to analyze the data such as the distribution of frequency, percentage, mean and so on. The results from this analysis are follows; the most principal motive of North Korean women's escape to china is to eat to live because of famine. Concerning the year when the fugitives escape from North Korea, all of the interviewees haute escaped since 1990. After escape their continual contact with their family in North Korea, 81.7% of the respondent have not been in touch with their family. The main reasons for their not contacting with their family in North Korea are that it is not helpful although they contacts with their family. Female fugitives from North Korea have difficulties in life. They have rather stable relationship to their husband, but they have experienced difficulties in other aspects of family life. Their main difficulties are largely from their relationships to husbands'family members, and from the problems relate to their family in North Korea, and their children. Based on this study, further research has to present supportive policies that help North Korean female escapees live without being deprived and protect their human rights. And the development of practical program to help their efficient social adaptation has to be continued without stop together.
The purpose of this study is to understand the context of cosumers' lives in Korea with a narrative analysis method. The epistemological orientation of eh narrative analysis is Interpretivism, which blends the two polar philosophical perspectives, Empiricism and Rationalism, and includes Narrotology, Hermeneneutics, Semiotics, and Structural Criticism. Narrative analysis takes as its object of investigation the story itself. This study collects eleven narrative plots from four housewives, into which Labov's structural approach is applied. This study shows clearly that the socio-cultural environment in which consumers live has strong influence on their consumption behavior and also reveals that narrativization tells not only about past actions but how individuals understand those actions, that is, meaning.
Rehabilitation of mining areas can reduce damage to ecosystems. However, the effects of rehabilitation on ecosystem services (ESs) and its contribution to local communities are not well known. Thus, the aims of this study were to clearly identify the ES beneficiaries affected by mining activities, to determine how the beneficiaries profit from surrounding areas in cooperation with local stakeholders, and to manage the rehabilitation areas for the ESs that the beneficiaries want. This study chose 18 ESs (4 provisioning, 7 regulating, 5 cultural, and 2 habitat services) based on The Economics of Ecosystems and Biodiversity. A semi-structured questionnaire survey using an 11-point Likert scale was conducted among 87 community residents to investigate social awareness and identify key ESs. The survey results from two local communities showed high awareness and demands mainly on cultural (mental and physical health, aesthetic appreciation, and recreation) and regulating services (local climate and air quality, and moderation of extreme events). These services were related to the daily lives of residents in local communities, provided positive benefits, and potentially improved the residents' future livelihoods. However, the average questionnaire scores were limited to 6-7 points, indicating that the benefits to local communities were meager. The residents' awareness of provisioning service was negative, even if it provided goods and profit opportunities. This indicated a disconnection between local communities and provisioning services due to forest rehabilitation that did not consider local communities that traditionally relied on specific provisioning services before the onset of mining activities. Future forest rehabilitation in abandoned mine areas must consider the welfare of local communities for sustainable use of rehabilitated forests and enhancing ESs. In this study, only a qualitative evaluation based on frequency analyses was conducted. The quantification and valuation of key ESs are warranted in the future to promote ESs from forest rehabilitation in abandoned mine areas. The study results would be useful for developing site-specific ES promotion strategies for reforesting mine areas.
In this article, we explore how artistic fame is formed by analyzing antecedents of fame the extent to which the name of an actor or his/her work is positively known by his/her audiences among Korean handicraft artists. Drawing on prior literature on reputation and fame, we clarify the differences between the concept of reputation and the concept of fame and further distinguish three types of reputation among individual artists, depending on its sources expert reputation, market reputation, and peer reputation. We employ the mixed method in this study, in which we first conducted open-end interviews with three kinds of constituents (i.e., critics, market intermediaries, and artists) and then developed and tested the hypotheses derived from the insights we had obtained from the interviews. We further considered the impact of reputational work, defined as the level of effort devoted and activities performed by an artist him(her)self geared toward promoting his(her) work, on artistic fame. We find that there are large differences in factors associated with artistic fame between non elite and elite Korean handicraft artist groups, where elite status is captured by artists' educational background (i.e., Seoul National University and Hongik University, which are considered elite schools in accordance with prior research). Specifically, findings suggest that among non elite status artists, recognition by experts, or what we call expert reputation, acquired through national awards and invitations from prominent exhibitions as well as artists' own reputational work that incurs high cost, such as self-financed exhibition openings, were shown to be highly significant factors associated with artistic fame, which was measured as the number of media exposures related to her/his art work. By contrast, among elite status artists, peer reputation acquired through an artist's institutional affiliations and relatively low cost artists' own reputational work, such as self listing on a highly publicized magazine, were shown to be significant factors associated with fame. Taken together, this paper contributes to research on cultural industries and markets by highlighting the importance of understanding artistic fame not just as the outcome of her/his talent but as the social product that arises at the intersection of actors (artists) and her/his audiences in the social evaluation process.

This study aims to explore how to establish any foundation of the value of the unification of the Korean Peninsula in multicultural society of Korea. Its main issue is related to Korean identity of a nation and its shared value among the mulitcultural members, in particular, of North Koreans including defectors, foreign workers, and immigrants of international marriage and their children. For this study, I would utilize a given research of the application of two concepts of culture to multicultural levels by criticizing its limit; as an alternative, furthermore, I would pay attention to the possibility of the concept of emotion in multicultural members. A short feature in a given study of two conceptions of culture in a multicultural society is as follows: the first is to regard it as the patterns of meanings and symbols, which is very useful to understand others or other culture; secondly, to see it as the lasting process of perfection in human life, which makes us recognize ourselves as a member, so to speak, identity. In application it to Korean muliticultural members, however, there are crucial and complicated problems according to the cases of their lives. For North Koreans, firstly, they tend to get the conception of Korean identity in terms of ideological policies and education of North Korean government. This means that they have a strong hatred towards the word multiculture, in the level of recognizing the self-culture. Secondly, North Korean defectors also have the recognition of the self-culture, but their serious problem is discriminative treatments by South Korean in terms of socio-economics, in the process of their settlement. Thirdly, parents and their children in multicultural family can have their identity as Korean. In parents, however, the level is double that they can have both identities of Korean as well as of their countries. The foundation, therefore, of the value of the unification in the Korean Peninsula is closely related to the issue of identity as Korean. To recognize it, it is possible only to consider and reflect all members' lives by applying the dual conceptions of culture to their multicultural lives. That is not of outer system, but of inner, relational and cultural emotion, which enables them to share their common value of unification.
