While attainment rates for $SO_2$ and CO approached 100%, those for $PM_{10}$, $NO_2$, and $O_3$ have been low during the past decade. The attainment rates for 24-h $PM_{10}$ and 8-h $O_3$ have been only 1~3% and 5~12%, respectively, since the standards were strengthened in 2007. Variations in the 99th percentiles of 24-h $PM_{10}$, 8-h $O_3$, and 24-h $NO_2$, which are used as criteria for determining exceedance of standards, were examined by region. Because the analysis was based on short-term high-concentrations, the effects of Asian dust were observed for $PM_{10}$. Accordingly, it is necessary to specify whether exceptional events such as Asian dust will be included or not in determining the exceedances of standards. While variations in $NO_2$ were not large, there was an increasing trend in $O_3$. In the Yeongnam region, the increasing rate of $O_3$ concentrations was small although the decreasing rate of $NO_2$ was the greatest. In the Gangwon region, $NO_2$ concentrations were almost unchanged, but $O_3$ concentrations experienced a significant increase. Regional management strategies targeting short-term high concentrations of criteria pollutants analogous to the Special Act for the greater Seoul area will aid in improving attainment rates.

The present standard of drinking water quality is not reached to the guidelines of WHO and US EPA recommended. The appraisal of safety is not appropriate by the results of intermittent and limitted analysis. 45 items of drinking water quality are regulated in the Korean standard and 9 items for inspection designated by Seoul City. This report is the results of analysis of the water quality in the water stations of Seoul which are concerned with the items of Korean water quality standard and the priolity pollutnats recommended by WHO. In the results, 45 items of water quality, and the priolity pollutants were not exceeded to the standard and criteria, while DDT, heptachlor-epoxide, THMs, benzo(a)pyrene, Ba, Al, Gross beta, $^{226}$Ra, $^{90}$Sr were detected, the levels were not exceeded to the WHO guidelines. In ordes to evalute the safety of drinking water quality, besides of the existed items of standard, new hazardouse pollutants should be considered monitored continenously. For the regulation of hazardous pollutants, it may be introduced from the risk assessment. According to the relevant assessment, the acceptable risk of pollutants estimated could be applied to set the water quality standard or recommendations or quidelines as well as the number of monitoring.
Policy direction for the management of air quality in Korea has been on the reduction of the average concentrations of the criteria air pollutants such as sulfur dioxide and fine particles. However, recently, risk based management of air pollutants becomes an important issue. In this study, to develop an effective air quality management policy direction in Korea, (1) the fourth Multiple Air Toxics Exposure Study (MATES IV) carried out in the South Coast Air Quality Management District (SQAQMD) in the USA is reviewed and (2) the results are compared with in these in Seoul and (3) policy directions are suggested. It was found that (1) systematic integrated study comprising of measurement, modeling, emission inventory estimation, and risk assessment was essential to estimate the health risk of air pollutants reliably, (2) cancer risk of diesel particle was dominant over other air pollutants, and (3) health risk based emissions were different from amount based emissions. It was suggested that (1) reducing the exposure from hot spots might important to reduce health risk from air pollutants and (2) an integrated air quality management administration system is important for the efficient management of air pollution.
In order to successfully propel the stormwater management program, administration plan of stormwater management is enacted in Spring, 2005. Hereafter, in a newly developing area such as a railway station, the best management practices should be established to control the nonpoint pollutant. Construction of a railway station means the increasing of imperviousness rate and lots of nonpoint pollutant emissions during rainfall. Therefore this research was performed to determine the pollutant EMC and to suggest the possible best management practice for treating nonpoint pollutants from a railway station. The $95\%$ confidence intervals of pollutant EMC were ranged to 69.4-115.2mg/L for TSS, 132.7-190.4mg/L for COD, 5.4-15.1ug/L for Oil & Grease, 4.9-12.4mg/L for TKN and 568.4-620.1ug/L for TP. The first flush criteria was ranged to 5-10mm accumulated rainfall using dynamic EMCs, Also laboratory reactor testing was performed. It shows that Zeolite media is useful for removing the washed-off pollutants from a railway station, especially for metal ions.
This paper is dealing with recent hot issues related with copper toxicity and its criteria, which was caused by a new government policy relocating some industries discharging priority-water quality pollutants from the watershed of Han River to other regions. Author is not interested in arguments between two sides of anti- and pro-policy but would like to go over status of copper pollution and its management and regulatory policy in Korea. From the data of published Research Journals and Reports, it can be concluded that copper is very common metal not only in the effluent from publically owned wastewater treatment plants, but also as a non-point source pollutant in the rainfall runoff. In addition, there have been very few studies personal interests, not by National Fund Basis. In order to enforce a new regulation, national-wide macro and micro-mass balance work of heavy metals should be performed in advance. In particular, background concentration and measurement errors have to be clearly defined before a new standard or criteria is established. The new standard has to be acceptable in terms of the best available technology and cost.
In this study, we analyzed long-term measurements and air quality simulation results of four criteria air pollutants ($PM_{10}$, $O_3$, $NO_2$, and $SO_2$) for 10 years, from 2006 to 2015, with emphasis on trends of annual variabilities. With the observation data, we conducted spatial interpolation using the Kriging method to estimate spatial distribution of pollutant concentrations. We also performed air quality simulations using the CMAQ model to consider the nonlinearity of the secondary air pollutants such as $O_3$ and the influence of long-range transport. In addition, these simulations are used to deduce the effect of long-term meteorological variations on trends of air quality changes because we fixed the emissions inventory while changing meteorological inputs. The nation-wide inter-annual variability of modeled $PM_{10}$ concentrations was $-0.11{\mu}g/m^3/yr$, while that of observed concentrations was $-0.84{\mu}g/m^3/yr$. For the Seoul Metropolitan Area, the inter-annual variability of observed $PM_{10}$ concentrations was $-1.64{\mu}g/m^3/yr$ that is two times rapid improvement compared to other regions. On the other hand, the inter-annual variability of observed $O_3$ concentrations is 0.62 ppb/yr which is larger than the simulated result of 0.13 ppb/yr. Magnitudes of differences between the modeled and observed inter-annual variabilities indicated that decreasing trend of $PM_{10}$ and increasing trend of $O_3$ are more influenced by emissions and oxidation states than meteorological conditions. We also found similar patterns in $NO_2$. However, $NO_2$ trends showed greater regional and seasonal differences than other pollutants. The analytic approach used in this study can be applicable to estimate changes in factors determining air quality such as emissions, weather, and surrounding conditions over a long term. Then analysis results can be used as important data for air quality management planning and evaluation of the chronic impact of air quality.
Recently, indoor air quality (IAQ) has been one of the major concerns of people. Indoor parking lots are subject to be exposed to high concentrations of air pollutants emitted from vehicles. This study was performed to investigate indoor air quality (IAQ) at indoor parking lots. Sampling sites were selected 5 indoor parking lots. Target indoor air quality parameters include a number of criteria pollutants such PM$_{10}$, CO, CO$_2$, and HCHO. In addition, a variation of IAQ according to ventilation system operating was measured at C site (underground parking lot). In general, all pollutants were maintained below indoor air quality maintenance standards. The indoor air quality at indoor parking lots was affected by the availability of the ventilation facility and their operation frequency. At the underground parking lot (C site) with ventilation system, TVOC concentration according to ventilation system operating were found to be lower operating (488.2 ${\mu}g/m^3$) than non-operating (1,401.2 ${\mu}g/m^3$).
In order to study on the cause of visibility aggravation, we have selected the days of low-visibility observed in Seoul with haziness that was below 6km from 12 to 15 LST. According to the examinations, the number of low-visibility days satisfying the criteria is 30 days in 1989, 39 days in 1990, and 35 days in 1991, respectively. The annual number of low visibility days appears to increase mainly due to an increase in emission of air pollutants and in anthropogenic water vapor in the biosphere. The relationship between visibility and air pollutants(TSP, $NO_2, SO_2, O_3$) of selected days is also studied. Air pollution concentrations of selected days are much higher than those of other days. It is observed that the cause of visibility aggravation in Seoul is mainly smog and air pollutants. In particular, the visibility reduction and high $SO_2$ concentrations at Seoul in winter are similar phenomena that occurring with London smog, while the visibility reduction and high $O_3$ concentrations at Seoul in summer are also similar to the type of Los Angeles smog.
The ministry of Environment, Korea, are designing the TMDL(Total Maximum daily Load) program far 4 major large rivers to improve water quality from possible pollutants. It can be successfully performed as controling of nonpoint pollutants from watershed area. Railway stations are stormwater intensive land use because of high imperviousness and high pollutant mass emissions from various activities. Especially the metal pollutants from the railway station were recognized as an important pollutants because of its toxicities. In order to characterize the washed-off pollutants. the monitoring were performed on a railway station during storms. Pollutant concentrations are exponentially decreasing during the storm duration. The 95% confidence interval of pollutant concentrations in an hour storm duration ranges from 61.6 to 115.4mg/L for TSS(mean=88.50mg/L),103.8-244.1mg/L for COD(mean=174 mg/L) and 7.68-17.32mg/L for Oil & Grease(mean=12.5mg/L). The ranges of metals were 39.2-84.0 $\mu\textrm{g}$/L for total Cu(mean=61.6$\mu\textrm{g}$/L), 14.0-25.8$\mu\textrm{g}$/L for total Pb(mean=19.9$\mu\textrm{g}$/L) and 182.2-376.l $\mu\textrm{g}$/L for total Zn(mean=279.2$\mu\textrm{g}$/L). The first flush criteria for best management practices can be suggested to 50% pollutant mass emissions during 30% of the total flow.
