Trends in North Korea's Inland Water Fish Farming and Measures to Promote Inter-Korean Cooperation (북한 내수면 양식 동향과 남북협력 추진 방안)

  • The purpose of this paper is to confirm the trend of inland water fish farming in North Korea and to suggest a plan for inter-Korean cooperation. North Korea's inland water fish farming laid the foundation for production in the 1950s and 1960s, and production facilities were expanded until 1980. In the midst of the severe economic crisis in the 1990s, North Korea paid attention to inland water fish farming as an alternative to food production. The military took the lead in expanding the aquaculture industry and catfish farming was encouraged. In the Kim Jong-un era, North Korea's inland fish farming continues the tradition of catfish farming and promotes a policy of expanding inland cage farming. This study comprehensively reviewed recent inter-Korean relations, North Korea's food crisis and acceptability, and UN sanctions. As a result, inland water fish farming is the most promising field for inter-Korean cooperation in the field of fisheries. In the initial stage of inter-Korean cooperation in the field of inland water fish farming, humanitarian aid projects such as feed and seed support can be promoted. In the stage of expanding inter-Korean cooperation, knowledge sharing program and materials and facilities support projects can be promoted. Development cooperation and direct private investment are possible at the full-scale stage.

  • Purpose: In order to manage the steep slopes effectively, this study diagnose problems in the procedure of steep slopes management and propose Improved frame work is intended to mitigate human and property damage Method: Problems in the system are drawn through review of procedures for designation of collapse risk zones and fied investigation, interviews with local governments, and expert advice. Result: The selection stage, the subject of the management, the management method, and the factors that need to be improved by the management stage before the evaluation are derived. Conclusion: This paper identified the problems raised and drew improvements and presented the research direction for the development of the new system (plan) and the steep slope site.

A Test on the Pecking Order Theory of Financing : Considering Chaebol Affiliation

  • This paper tests the validity of pecking order theory by Myers(1977) and Myers and Majluf(1984) on Korean manufacturing firms listed in the KRX for the years of 1994 to 2003. We also want to see if there is any difference in financing behavior between chaebol affiliated firms and non-chaebol affiliated firms. We develop testable hypotheses from the idea that established relationship between bank and firm mitigates the problem of information asymmetry (Kang and Lim, 2001), and thus makes it easier for firms to raise funds through banks. The test result of the first stage shows that firms prefer cash reserves to debt financing, and prefer debt to equity. Chaebol affiliated firms are found to behave as if they already exploit internal capital markets. The second stage of the test carried out by dividing debt capital into bank loans and corporate bonds also shows a consistent pattern of financing behavior. Firms are testified to prefer cash to bank loans, bank loans to corporate bonds, and corporate bonds to equity. In this case chaebol affiliation seems to make firms behave as if they already establish internal capital markets. Further analysis shows that some, though not in every case, difference of ordering around the occasion of Korean financial crisis exists. It may be from the change of attitude of Korean firms to risk, or from weakened influence of internal capital market along with strengthened market power in the post-crisis period.

Efficiency of Sterilization Policies by the State Bank of Vietnam

  • This study aims to evaluate the effectiveness of sterilization in Vietnam. We estimate a simultaneous equation by using Two-Stage least squares (2SLS) regression analysis. The time-series data was collected for the first quarter of 2004 to the fourth quarter of 2018. In particular, the effectiveness of sterilization is considered in terms of dollarized economy, since making the transition from a centrally planned to a market economy system, the Vietnamese economy has remained in a state of dollarization. In addition, we also assess whether the global financial crisis had an impact on the sterilization effectiveness of the State Bank of Vietnam (SBV). On the basis of the estimated sterilization and offset coefficients, our results suggest that the State Bank of Vietnam (SBV) has not been able to fully neutralize the impact on the domestic money supply when intervening in the foreign exchange market, and the capital inflows respond strongly to changes in domestic monetary conditions. The results also show that the global financial crisis has changed the effectiveness of these sterilization policies. An analysis of this study's empirical findings provides the opportunity to derive some recommendations that may assist in increasing the effectiveness of the State Bank of Vietnam's sterilization policies in the process of accumulating international reserves.

The Effect of the COVID-19 Pandemic on Stock Market Returns in Emerging Economies: Empirical Evidence from Panel Data

  • From several socioeconomic perspectives, the present health crisis can be connected to the 2008 financial and economic catastrophe. Governments worldwide are working hard to keep the markets in check, as evidence suggests that the health crisis may soon become an economic crisis. This paper aims to analyze the effect of COVID-19 on the selected stock market. Using a panel of daily COVID-19 confirmed cases and deaths and the stock market from 22 developing countries, we exploit an oil price as a shock to the stock market and examine the effect of COVID-19 on the slowdown of the stock market. We find a negative and significant impact of COVID-19 on the stock market in the first stage till April. However, there is no net influence on the stock market downturn when we extend the period. However, further study suggests that the outbreak's negative influence on the selected stock market has diminished and has begun to decline as of mid-April. As a result of the COVID-19 effect on the chosen stock, our findings imply that the government in the chosen market should consider a regulatory mechanism to reduce the stock market slowdown induced by the pandemic COVID-19.

Qualitative Content Analysis: Solutions for Tourism Industry to Overcome the Crisis in a Post-Covid 19 era

  • Purpose: The coronavirus pandemic has affected the tourism industry in a big way. The travel industry suffered intense damage from the pandemic and procedures acquainted to containing its spread because the pandemic outbreak has led to a decline in the number of tourists and a change in their behavior. At this point, this research is to investigate adequate solutions for tourism industry to overcome the crisis in a post-Covid 19 era. Research design, data and methodology: The current author gathered data from each included study to analyze and summarize the evidence when conducting a literature analysis. This stage involves gathering and reviewing intricate texts databases for the meta-analysis. Results: The current author found total five solutions from numerous literature contents, suggesting how to overcome the crisis in a post-Covid era for tourism industry. Solutions as follows, (1) Drawing beginning illustrations, (2) Introducing Government Backing Programs, (3) Increasing Promotion of Tourism Destinations, (4) Enhancing Safety and Security Measures, and (5) Improving Infrastructure and Facilities. Conclusions: This research suggests that although the global economic recession leads to reduced demand and intense competition from other sectors, the tourism industry will be well positioned to weather these challenges if practitioners of tourism organizations follow five solutions of this research.

History and Characteristics of Original Play of Yeonwoo Stage (연우무대 창작극의 변천과 특성)

  • Original play of theatrical troupe Yeonwoo Stage has gone through history represented by (i) the development period of "research on play," (ii) the resistance/growth period of "play movement," (iii) the prime/segmentation period of "metaphor for reality," (iv) the crisis/transition period of "rediscovery of reality," and (v) the challenge/advancement period of the "active development of repertoire." "Collective creation" based on the singe-representative system was a solution to overcome difficult circumstances, crisis facing the theatrical troupe and the lack of resources in the development period and the resistance/growth period, "co-creation" based on the five-representative system, the two-representative system, the system of an operation committee consisting five members, etc. in the prime/segmentation period and the crisis/transition period, and "planning and production" based on the single-producer system in the challenge/advancement period. "Collective creation" system was operated by the entire theatrical troupe, which was led by a director; "co-creation" system was operated by performers, who were directed by a director (-playwriter); and "planning and production" system was operated both internally and externally and was led by a producer. During its long history of developing original play, Yeonwoo Stage has (i) expanded the scope of Korean-style narrative, (ii) succeeded collective creation culture to the next generation, (iii) followed the trend of the times, (iv) attempted to attract popular empathy.

A Study on Rethinking the Operating of Counter-terrorism Systems in South Korea (한국 대테러시스템 운영의 재모색)

  • The purpose of this study is to rediscover the operation of anti-terrorism system focusing on the system approach and crisis management approach for counter terrorism in Korea. According to the results of this study, it is required to establish a link between open systems and integrative system focusing on functional linkage of counter-terrorism systems, and cooperative measures with private sectors in the dimension of governance activation. Further, it is necessary to prepare legal foundations for the cooperation with private sectors and then promote open consciousness transformation through the partnership with private security for anti-terrorism activities. In addition, in its preventive stage, it is required to prepare legal systems related to biochemical terrorism for stronger regulations through crisis-managerial approach. Next, in its preparatory stage, it is necessary to prepare education and enact named Terror Prevention Day for increasing terror safety consciousness, and then extend citizen reporting reward systems to enable citizens to participate and become interested voluntarily in terror prevention. Also, it is essential to establish the substantial training system for preparing for terror occurrence. Moreover, in its response stage, it is urgent to construct networks between related institutions to manage field and spot responses with integrative management systems through information sharing. Furthermore, in its restoration stage, it is indispensible to prepare long-term management systems for injured persons and families of the deceased from terror incidents.

Semantic Network Analysis of Government's Crisis Communication Messages during the MERS Outbreak (메르스 확산에 따른 정부의 위기 대응 메시지 언어 네트워크 분석)

  • Because of continuous outbreaks of disasters and emergencies, the importance of government crisis management has been increased. This study analyzed the Korean government's response messages during the 2015 MERS outbreak, which was an emergency issue that showed a great ripple effect. According to the three diffusion phases of MERS, the semantic network analysis of 134 press releases on the central and local governments' official web sites of MERS was conducted. The results showed that during the early stage of MERS, the central government misperceived the crisis situation, and as a result, specific and enough information was not provided promptly regarding a list of hospitals with known MERS exposure and prevention method. During MERS diffusion and decline stages, Seoul and Gyeonggi-do provided more specific and actionable messages than the central government. This study was meaningful in that it analyzed and evaluated crisis communication messages during an outbreak of the infectious disease. The findings of this study provide useful implications for government officials in their crisis management and communication strategy during emergency risk situations.

  • Climate change caused by greenhouse gas emissions has become a climate crisis that actually threatens us and is making global efforts to solve it. In response, Korea is carrying out a "Green remodeling" project to reduce carbon emissions generated in the building maintenance stage, which has the highest percentage of all carbon emissions. However, Green remodeling is carried out under emergency supervision at the construction stage, but construction supervisors are often non-professionals, and even experienced site directors have difficulty in implementing actual designs if they do not have experience in Green remodeling construction. Therefore, this study aims to derive priorities between construction and construction focus points for each construction in order to standardize the construction of Green remodeling construction works and derive objective guidelines.
