In modern society, a spontaneous phenomenon that community residents' participation in crime prevention sphere is increasing now due to the recognition that it is extremely difficult to control crime only by the limited official power(police) is spreading in the society. In the consideration of crime occurrence, the fear of crime does not belong to a certain person any more, but it turns to a matter of common interest for all people. If the recognition of community problems is well understood and analysed, the effect of community residents' participation in crime prevention will appear more eminent and definite. For a long period of time, thanks to the community residents' participation in crime prevention, it has been possible to sustain safety and stability of local community. Ultimately not only the police could reduce the crime problems but local community could decrease a fear of crime. In this study, for maximized effect of crime prevention, it is focused on the role of the community residents' participation in crime prevention. For desirable interrelations among service group and residents, police, first the review of situational crime prevention and community crime prevention theory was studied. And the community residents participation to crime prevention activity in U.S.A, Japan etc was reviewed. By interviewing actual participants in community crime prevention activity, the problems and countermeasures of the community residents' participation in crime prevention activity and desirable direction was suggested

I study the actual condition and the problem of the crime prevention system of two seoul police station. that is operated on the unit of police box, and present the new improvement. Stragic and active is the new crime prevention system that introduces a concept of community oriented policing, the tendency of a developed country police. I present a medium - sized police station where 250${\sim}$300 policemen work. It consist of a patrol division, a community division and a administration support division. The chief of police bears the responsibility only for crime prevention service by concentrating on pure Patrol - centered crime prevention activity and community relation activity. Next I present a police inspector system. The most important on this paper is the community policing officer system that a policeman bears responsibility on district apart from a patrol division and support a police service related community. To be operated these systems effectively, these need to be regulated according to a police distinct, a police purpose and it's demand. Also a scale, function, authority of a existing. Police station must be regulated and the police training must be carried out.

The Police is the provider of the Police Service that is the most evident and active. This paper centers on the crime prevention activity of New york City Police Department that is most large and representable in America on account of the enormity of the scale and the material selection. I examine the duty and organization of the City Police Department the Crime Prevention activity of the city police and I research a conclusion.

This study presents a plan of construction for cooperating crime prevention system between public police and private security to provide positive safety, and crime prevention activity for clients. A method of this study, this paper used statistics analysis and literature study. This study, an introduction is at the chapter I , a role of public police and private security at the Chapter II, the realities of private security industry of korea at the Chapter III, the police service relating with private security and operating realities at the ChapterIV, the problems and a plan of construction for co-operating crime prevention system at the ChapterV, and conclusion at the ChapterVI. In conclusion, It is needed a public information strategy, partnership between the police and guard, establishment of special office for private security, and the improvement of the quality in security corporation.

본 연구는 여성 1인 가구를 위한 성범죄 예방 어플리케이션을 제안하고자 한다. 여성 1인 가구의 현황, 김해시의 범죄 현황, 기존의 성범죄 어플리케이션을 분석한 뒤, 단독 거주하는 20~30대 여성 15명을 대상으로 문화적 조사(Cultural Probes), 맥락적 탐구(Contexture Inquiry) 등의 사용자 조사를 실시하였다. 이를 바탕으로 예비 사용자들의 행동 패턴, 특징을 상세히 수집하여 퍼소나 제작 후 어플리케이션 프로토타입을 제작해 최종적으로 사용자 평가를 진행하였고, 서비스 디자인 도구를 활용한 사용자 조사를 통해 얻은 인사이트는 어플리케이션 제작시 사용자 만족도 상승에 긍정적 영향을 미친다는 것을 확인하였다. 사용성 평가 결과를 토대로, 본 연구의 산출물인 성범죄 예방 모바일 어플리케이션을 심화 발전시켜, 1인 가구 여성에 대한 성범죄 예방을 위한 실제 제작 산출물을 제안하고 상용화를 진행하는 것이 후속 연구 과제이다.

최근 들어 도시에서 범죄취약지역을 중심으로 한 생활 강력범죄 발생은 큰 이슈가 되고, 범죄로부터의 안전에 대한 국민적 관심은 어느 때보다 높아졌다. 범죄에 대한 초기 대응 및 범죄 예방의 중요성이 대두되면서 정부는 첨단기술을 활용한 방범 서비스 등 다양한 방안을 마련하고 있다. 공공주도의 방범 서비스가 다양하게 시행되고 있으나, 기술적 한계 및 적용 시 나타나는 문제들이 보완해야할 과제로 지적되고 있다. 이러한 문제 해결을 위해서 가장 필요한 것으로는 지속적인 관련 기술 개발 및 체계적인 시스템 구축과 실질적인 서비스 적용을 위한 실증 등이 꼽힌다. 특히, 테스트베드를 통하여 관련 기술 및 서비스를 현장에 적용하는 실증사업은 지속적인 서비스 개발 및 확산의 역할로 중요시되고 있다. 이에 본 연구에서는 지능형 방범 실증지구 대상지인 안양시 인덕원 지구를 중심으로 실증사업에 대한 경제적 타당성을 도출하여 사업의 확산을 도모하고, 정책적 활성화에 기여하고자 한다.

비대면 시대의 돌입 후 가상현실 플랫폼인 메타버스(Metaverse)에서 아바타를 활용한 새로운 유형의 디지털 성범죄가 발생하고 있다. 이러한 아바타의 성범죄는 현재, 법률 및 정책적 체계가 명확히 확립되지 않아 범죄자에 대한 처벌과 디지털 증거를 수집하는 방법에 어려움을 겪고 있다. 본 논문에서는 가상현실 공간인 메타버스에서 발생하는 디지털 성범죄를 중심으로 범죄예방을 원활하게 하고 디지털 증거를 수집할 수 있는 서비스·기술적 방법을 플랫폼 구축으로 제안하고자 한다. 연구 방법으로 메타버스에서 법률적 적용이 어려운 이유에 대하여 알아본 뒤, 메타버스 안에서 발생할 수 있는 디지털 성범죄의 형태를 파악하고 아바타의 범죄행위를 예방하기 위해 메타버스 플랫폼에서 어떠한 것을 활용할 수 있는지 제작 및 설계 단계부터 갖추어야 할 서비스 요소는 어떠한 것들이 있는지를 제안한다.

본 논문은 실시간 범죄대응 및 예방적 방범을 위한 지능형 방범 통합 플랫폼 개발 연구를 진행하였다. 방범 시스템 및 플랫폼 연구, 지능형 방범 관련 연구 등의 선행연구와 지자체 통합운영센터 방범시스템 사례를 분석하여 지능형 방범 플랫폼 요소를 설정하였다. 이를 통해 실질적인 지능형 방범 플랫폼을 개발하고, 확장성을 고려한 기존 지자체 및 스마트시티 통합플랫폼 시스템과의 연계방안을 제시하였다. 이를 통해 기존 지자체 통합관제센터에서 사후처리로만 활용되는 CCTV 모니터링을 실시간 범죄에도 대응 가능하게 하고, 실외 뿐 아니라 실내에서도 신고자의 정밀한 위치를 파악하여 골든타임 내 사건 사고를 해결할 수 있을 것으로 기대된다. 또한 관제효율 향상 뿐 아니라 시민참여를 강화하여 시민 중심의 범죄 예방형 사회안전망 정보공유서비스 제공이 가능하다. 지능형 방범 플랫폼은 기존 지자체 시스템 및 스마트시티 통합플랫폼을 비롯한 타 방범서비스와의 연계 확장성을 고려하여 개발하였으므로 지자체 확산 보급되기 용이한 장점을 가진다. 향후 지능형 방범 플랫폼의 실질적 적용 및 운영, 지자체 확산을 위한 정책적 지원 등의 후속연구가 진행되어 국민들이 안전한 생활을 영위하는데 도움이 되길 기대한다.

In this study, we proposed the social map system prototype for intelligent crime prevention. For developing the social map system prototype, functional requirements were derived through the analysis of related cases and preceding studies. Derived requirements are providing a variety of map-based safety information, using crowdsourcing data such as SNS, connecting to intelligent CCTV. To satisfy these requirements, the prototype is developed with four main menus: the integrated search menu including social media data, the safety map menu providing a variety of safety and danger information, the community map menu to collect safety and danger information from users, and the CCTV menu providing the link to intelligent CCTV. The social map for intelligent crime prevention in this study is expected to greatly enhance the safety of local community with the provision of prompt response to risk information, safe route, etc. through actual service and user participation.

최근 학교폭력 및 묻지마 범죄가 꾸준히 증가추세에 있다. 2011년 12월 학교폭력에 의한 대구중학생 자살사건, 2010년 2월 김길태 사건과 6월 김수철 사건, 2016년 5월 강남역 노래방 살인사건과 6월 섬마을 여교사 사건 등 사회적 약자인 소년, 여성 대상범죄 및 묻지마 범죄가 사회문제로 대두되고 있다. 이에 따라 범죄예방 도구이자 전략으로써 CPTED가 하나의 대안으로 부각되고 있다. 국토교통부는 건축물, 건축설비 및 대지에 관한 범죄예방 기준인 '범죄예방 건축기준 고시'를 2015년부터 시행하고 있는데 적용대상 건물 등은 이 기준에 따라 설계하고 건축해야 한다. 현대 위험사회에서 강력범죄 및 경범죄의 사전예방을 위해서는 사회 안전시스템 구축이 요구되며 그 대안으로 환경설계를 통해 범행기회를 심리적, 물리적으로 차단하는 정책을 모색함으로써 환경범죄학 입장에서 범죄예방에 접근할 필요가 있다.
