Effects of Expressive Sexual Coping Behavior on the Prostitution Attitude of Spouseless Men (무배우자 남성의 표현적 성 대처행동이 성매매 태도에 미치는 영향: '범죄억제에 대한 인식'의 조절효과를 중심으로)

  • This study used 286 men living without a spouse in the regions of Daejeon, Sejong, Chungnam and Chungbuk to review the effects that expressive sexual coping behavior have on the prostitution attitude. During this process, the moderating effect of the factor, 'perception of crime deterrence', was verified. The data were analyzed using PASW Statistics 18.0.Major findings are as follows; First, the attitude towards prostitution found in study subjects was higher than average, showing that they had a positive perception. Second, factors affecting the attitude towards prostitution were identified to be education level, health status, employment status, social participation, sexual coping behavior, official and unofficial deterrence as part of crime deterrence. Third, official deterrence as part of crime deterrents appeared to have a moderating effect in the relation between sexual coping behavior and prostitution attitude. Based on these findings, the study presents practical measures to deter prostitution of spouseless men.

Relationship Between Social Support Factors and Major Crimes in Korean Capital Area

  • Crimes must be reduced not only because of the financial, physical, and emotional damages they bring to the victims but also because crimes increase social costs by elevating distrust in society and instilling fear. With the increasing number of crimes in Korea, finding other factors that affect the occurrence of crimes is needed beyond the current viewpoint for crime analysis. Social support factors can be candidates for studies on the social support effect on crime occurrence in their initial stage. In this study, we identified the effect of social support factors on crime occurrence or deterrence, none of which has been considered important until now, given the emergence of spatial econometrics. The resulting Moran's I values revealed the existence of a spatial autocorrelation in all three crimes: heinous crimes, theft, and violence. As shown in the analysis using spatial econometrics and ordinary least squares, social support from families is significant in reducing all crimes especially violence. Social support from the local government is significant in preventing only theft. The spatial econometrics model is only valid in heinous crimes. These different effects of social support factors and spatial factors on crime occurrences are caused by the different characteristics of crimes. Hence, policymakers should consider the social support effect when they establish policies related to social housing or welfare.

Growth of Felonies after the 1997 Financial Crisis in Korea (외환위기 이후 흉악범죄의 증가와 정부의 범죄억지정책)

  • The Korean economy successfully overcame the macroeconomic downturns driven from the Asian financial crisis in a very short period of time. The economic shock, however, generated a variety of social problems, one of which was the increase in felonies (homicides, robbery, rape, and arson), or degradation of public safety. We argue that the Korean criminal policy has not been effective to ameliorate the rising trends in crime caused by the financial crisis. In order to substantiate this claim, we assess the effectiveness of criminal policy: policing, sentencing, and corrections. First, there has been resource shortage in policing since the 1997 financial crisis. For the past ten years, the investment of human resource and budget in the police has been virtually stagnant, as well as in prosecutors' investigation activities. The insufficient resource allocation in policing caused a huge decline in arrest rates and prosecution rates. Second, the Korean judicial system has not increased the severity of punishment. Comparing the pre- and the post-financial crisis period, the average length of prison sentence by the courts has declined. Given the degrading in the quality of crime and the decreasing amount of inputs into the policing and prosecution, the government should have increased the severity of punishment to deter crime. Third, we found that the government hired more officers and allocated larger budget into prison and probation. However, it is difficult to suggest that the increased level of resources in correctional programs have been effective in preventing released prisoners from committing future crimes. This is because the number of repeat offenders convicted of more than a third offense increased dramatically since 1997, pushing felonies upward. In sum, the government organizations failed to respond respectively or to make coordinated actions, eventually causing a dramatic increase in crimes. This research brings explicit policy implications. In order to prevent possible additional degradation of public safety, the government must put more efforts into increasing the effectiveness of policy and to investing more resources into said policies. We also emphasize the importance of the institutional mechanisms which foster policy coordination among the Police, the Prosecutor's Office, the Ministry of Justice, and other relevant government organizations.

Discussion On the Status and Improvements For Technology Leakage Crimes: Based on Acquittal Case (기술유출 형사사건의 처리 실태와 개선 고려사항 논의: 무죄사건을 중심으로)

  • As the importance of technology protection is emphasized day by day, various protection measures are being carried out to protect technology. But attempts to leak technology are continuing. As an alternative to this, stronger punishment is socially required for technology leakage crimes. In response to these social demands, the standard for punishment has been steadily raised. Legislative bills containing additional reinforcement are still pending in the National Assembly. However, in order to substantially enhance the deterrence against crime, it is not enough to strengthen the punishment standards. The effect can only be fully exercised when the certainty of punishment increases. Therefore, this paper focused on seeking ways to increase the certainty of punishment under the current system rather than the reinforcement of the punishment itself. The purpose of this study was to derive the reason why the innocence rate in technology leakage criminal cases is higher than that of general criminal cases by analyzing cases and causes of innocent cases in technology leakage criminal cases. Based on this, I discussed improvement considerations to reduce unfair acquittal cases.

Comparative Study on Factors Affecting on the Prostitution Attitude of Men (남성의 성매매 태도에 영향을 미치는 요인에 관한 연구: 연령군 비교를 중심으로)

  • The subjects of this research were 384 men in the Chungbuk area and the effect of their attitude towards prostitution were analyzed. Subjects were divided into 3 age groups during the analysis and PASW Statistics 18.0 was used in material analysis. The main results of this study are as follows. First, the age group 'between 30 to 45 years of age' and 'between 45 to 60 years of age' displayed more positive attitude towards prostitution compared to the age group 'above 65 years of age'. Second, factors that effect the attitude towards prostitution were shown to be different depending on the group. In the age group 'between 30 to 45 years of age' and 'between 45 to 60 years of age', expressive coping behavior in sex coping behavior, official suppression, sexual equality awareness, work status, level of education were shown to have an effect. In the group 'above 60 years of age', controlled coping behavior in sex coping behavior, unofficial suppression, rate of satisfaction in conjugal relation, sexual equality awareness, physical condition were shown to have an effect. The significance of this research lies in the fact that it was the first to suggest prostitution prevention measure depending on the men's age group based on these objective analysis.

India's Maritime-Security Strategy: Pretext, Context and Subtext (인도의 해상 안보 전략: 구실, 맥락 및 숨은 의미)

  • Why has India become a key actor in the maritime-configured Indo-Pacific region? There are some external factors, but for India, its geo-strategic frontier encompassing its geopolitical and maritime interests is expanding rapidly beyond its territorial space across both the Indian and Pacific oceans amidst an increasingly arduous geopolitical and security environment. India must, therefore, acquire the ability to influence events within this strategic arena using all facets of national power, including maritime-military power. Lately, therefore, New Delhi has invested much intellectual capital to review its maritime-security strategy. India's new strategy is premised on the concept of holistic security involving the 'softer' aspects of maritime-security, and a rekindling of maritime consciousness in India, a nation that has traditionally been beset by 'sea-blindness'. The strategy adopts a region-wide, inclusive, and a more proactive approach than hitherto, as is evident in its title 'Ensuring Secure Seas: Indian Maritime Security Strategy'. While it deals with the growing concern of new non-traditional threats in the Indian littoral and the need for military deterrence and preparedness, it also addresses the imperatives for India to seek a favorable and rules-based benign environment in its immediate and extended maritime periphery, including through multi-vectored strategic partnerships dictated by its enduring principle of strategic autonomy. For a more profound and comprehensive understanding of India's maritime-security strategy, this paper examines the key unstated and implicit factors that underpin the strategy. These include India's historical and cultural evolution as a nation; its strategic geography; its geopolitical and security perceptions; and the political directions to its security forces. The paper deals specifically with India's response to maritime threats ranging from natural disasters, crime and state-sponsored terrorism to those posed by Pakistan and China, as well as the Indian Navy's envisaged security role East of the Malacca Straits. It also analyzes the aspects of organizational restructuring and force planning of India's maritime-security forces.
