  • Korea has introduced Korea Emissions Trading Scheme (Korea ETS) since 2015. However, not many companies voluntarily participate in the emissions trading. The goal of this paper is to provide the way to improve the Korea ETS. This study compares the Korea ETS with EU Emissions Trading System, which has been practiced for a decade, and suggests three strategies to activate the Korea Emissions Trading Scheme. The first thing is to encourage more companies to participate in the emissions trading since the number of companies in the emissions trading in Korea is quite limited compared with that of EU. The second thing is to activate the trading of Korean Credit Unit in order to stimulate various emission reduction mechanisms. Currently, the most of the trading in the emissions market is through the Korean Allowance Unit. The third thing is to establish concrete measures to continuously improve the Korea ETS. A comprehensive evaluation of the Korea ETS is needed along with the ongoing convergence with the associated comments. The improvement of Korea ETS would be one of the most efficient ways to compete the climate change, and would also play a role to raise the status of Korea.

  • The purpose of this study was to develop a high school home economics financial consumer education program based on backward design and validation by experts. The program was designed and developed by first selecting learning content elements through a review of existing research and an analysis of relevant literature. The next step was to categorize these elements into seven themes and apply the backward design instructional design model 2.0. The program was prepared in the form of a 21st teaching-learning course plan and workbook and was verified by nine home economics teachers with working experience in high school. The evaluation revealed that the average value for all questions was 3.81 (out of 4 points) and the CVR was .99, indicating that the program was valid. In addition, positive evaluations were received in terms of learning goals, content level, and learner participation by class. This study has significance in that a systematic financial consumer education program was developed by Education of Home Economics to improve the financial literacy of high school students. It can therefore be used as an elective course (mini-course) in Home Economics in the high school credit system. A follow-up study will be required to assess the improvement in financial literacy after implementing this program.

  • The purpose of this study is to verify the role of teacher librarians by examining the cases of media and information literacy(MIL) classes in the joint curriculum of high school credit system research school. The classes were two 34th classes joint curriculum established by two teacher librarians at the high school credit system research school. Individual students set their own inquiry problems integrated with their careers or subjects, and teacher librarians guide the process of solving them based on the process of using MIL. The participants were 22 high school students in Daegu who filled out the questionnaire before and after completing the course. The effect of the classes was analyzed through a questionnaire consisting of 42 questions for the 3 factors of access, evaluation, and creation, which are the components of MIL announced by UNESCO. As a result, all 3 factors and 25 of the sub-42 survey items showed a statistically significant difference before and after class, It was investigated that literacy of students improved through MIL education of teacher librarians. Through this study, it will be possible to expand the awareness of the effect of the educational role of teacher librarians in the flow of future curriculum.

  • This paper analyzes the 5,521 samples of the small and medium-sized businesses(SMBs) obtained from the Korea Credit Guarantee Fund. From January 2014 to September 2019, 85% of the SMBs have 5 or fewer full-time employees. The proportion of SMBs is overwhelmed by the elderly men, and most founders are the CEO. Also, about 87% of the workplace types are rented, while 64% of the CEO's residence types are owner-occupation. 47% of the financial grade score is less than 10 points out of 100 and 80% of SMBs have less than 200 million won of the loan guarantee. In particular, the total guarantee loan amount or the days of net guarantee have significantly positive relations with the working period of the CEO in the same industry, the number of employees, the operation period of SMBs, and the corporate business type. In the case of the financial grading score which has the highest weight in overall credit rating gets higher with the higher number of employees, the longer the operation period, and the corporate business type. However, the quantified non-financial grading score has no significant relationship with other explanatory variables, except for the corporate business type. This implies that a non-financial grade score is measured by other determinants that are not observed by the Korea credit guarantee fund. The pure non-financial grade score has positive relations with the working period of the CEO. Overall, this paper would help Korean SMBs upgrade their credit ratings and expand the money supply when there is no standardized credit rating model or no publicly available evaluation criteria for SMBs. We expect this paper provides important insights for further research and policy-makers for SMBs. In particular, to address the financial needs of thin-filers such as SMBs, technology-based financial services (TechFin) would use alternative data to evaluate the financial capabilities of thin-filers and to develop new financial services.

  • Many research result conducted by neural network researchers claimed that the degree of generalization of the neural network system is higher or at least equal to that of statistical methods. However, those successful results could be brought only if the neural network was trained by appropriately sound data, having a little of noisy data and being large enough to control noisy data. Real data used in a lot of fields, especially business fields, were not so sound that the network have frequently failed to obtain satisfactory prediction accuracy, the degree of generalization. Enhancing the degree of generalization with noisy data is discussed in this study. The suggestion, which was obtained through a series of experiments, to enhance the degree of generalization is to remove inconsistent data by checking overlapping and inconsistencies. Furthermore, the previous conclusion by other reports is also confirmed that the learning mechanism of neural network takes average value of two inconsistent data included in training set[2]. The interim results of on-going research project are reported in this paper These are ann architecture of the neural network adopted in this project and the whole idea of developing on-line credit evaluation system, being intergration of the expert(resoning)system and the neural network(learning system.Another definite result is corroborated through this study that quickprop, being agopted as a learing algorithm, also has more speedy learning process than does back propagation even in very noisy environment.

  • The failure rate model of External Environment Maintenance(EEM) for a system under severe environment is investigated. EEM, which is recently introduced concept, is a maintenance activity controlling external environment factors that potentially cause system failure such as cleaning equipment, controlling temperature (humidity) and removing dust inside of electronic appliances. EEM can not have any influence on the inherent failure rate of a system but reduce the severity of the external environment causing failure since it deals with only external environment factors. Therefore, we propose two failure rate models to express the improvement effect of EEM: The intensity reduction model and age reduction model. The intensity and age reduction models of EEM are developed assuming the quality of improvement effect is proportioned to an extra intensity or age respectively. The validation of proposed failure rate models is performed in order of data generation, parameter estimation and test for goodness-of-fit.

  • The purpose of this study is to provide an efficient internal control system formation incentives for company and to confirm empirically usefulness of the internal accounting control system for financial institutions by analyzing whether the internal control vulnerabilities of companies related significantly to the classification and assessment of soundness of financial institutions. Empirical analysis covered KOSPI, KOSDAQ listed companies and unlisted companies with more than 100 billion won of assets which have trading performance with "K" financial institution from 2008 until 2013. Whereas non-internal control vulnerability reporting companies by the internal control of financial reporting received average credit rating of BBB on average, reporting companies received CCC rating. And statistically significantly, non-reporting companies are classified as "normal" and reporting companies are classified as "precautionary loan" when it comes to asset quality classification rating. Therefore, reported information of internal control vulnerability reduced the credibility of the financial data, which causes low credit ratings for companies and suggests financial institutions save additional allowance for asset insolvency prevention and require high interest rates. It is a major contribution of this study that vulnerability reporting of internal control in accordance with the internal control of financial reporting can be used as information significant for the evaluation of financial institutions on corporate soundness.

  • Knowledge acquisition has been a major bottleneck in building expert systems. To ease the problems arising in knowledge acquisition, analog concept learning systems(ACLS) has been used. In this paper, in order to avoid the overfitting problem and secure a good performance, we propose the revised ACLS, which pruning methods -cost complexity, reduced error, pessimistic pruning and production rule- are incorporated into and apply them to the credit evaluation for Korean companies. The performances of the revised ACLS are evaluated in light of the prediction accuracy. To check the effect of the training data sampling on the performance, experiments are conducted using the different proportion of the training data. Experimental results show that the revised ACLS of combining cost complexity pruning with reduced error pruning performs best among original ACLS and other methods.
