The importance of science and technology as the root of exceptional regional economic development has been extolled since the time of Schumpeter. Today emerging technologies are signaling the start of a new economic cycle where regions that are effective in technology translation will gain advantage. The will of policymakers to translate technology into regional job and wealth creation seems to be at an all-time high. Yet an improved process for translating technical development into regional prosperity has proved elusive. If there are no processes other than applying techniques that have worked in the past for other regions to a new region then there is cause for concern. Here the authors seek to add to this field of knowledge by applying elements of the varied cluster theories to provide a basis for policy for regional economic development by turning science and technology into commercial innovation. We provide a review of current cluster theories and discuss the positive and negative issues associated with each. We propose a model that allows interested professionals to utilize aspects of each cluster perspective geared to the realities of their specific area.

This research focuses on the development of upcycled denim fashion designs, whichis a more specific category within general upcycled fashion design. Characteristics of upcycled fashion design, which has been identified previously by researchers, include the following traits: environmentality, uniqueness, aesthetic appeal, availability, convertibility, and deconstructivity. The expression principles include recycling, substitution, recombination, and reduction. The result of the analysis of the denim fashion design characteristics, which is based on the theoretical analysis, has found. The external expression pattern consists of the deconstruction and reconstitution of materials, the avant-garde style and convertibility, the ability to mix and match materials and techniques, the production of zero waste, and the use of layering. The expression techniques used included decomposition, depaysement, weaving, cut-off, collage, assemblage, overlapping, connecting, attaching, and stitching. The inner meanings were identified as economicality through recycling, convertibility through rearranging, and the rarity and value of hand-made products. The result of the research applying the identified characteristics are as follows. First, developing and creating designs using modified denim and sub-materials with various expression patterns and techniques could provide completely new images unlike existing denim products. Second, modifying the details while maintaining the basic format of denim clothing could provide unique and new possibilities for upcycled denim fashion design. Third, environment-friendly models with creative designs were developed by recycling used denim materials. This reduced waste and energy while maximizing the use of resources. This study expects contribute to upcycled fashion design research by recognizing the unique characteristics and value of denim material.

When you look at computer training techniques, generally you will see an unbalanced focus towards the software applications being used. Office programs, including software applications, or simply the ability to operate has been assigned in the attempt to develop more information. The process of clothing production creates waste and scrap, which creates environmental, economic, and ethical issues. With this in mind the concept of ethical and sustainable fashion is discussed on many platforms as an important and timely topic. Many solutions have been presented on this subject. For the solution of this problem which has been increasing in the fashion and textile industry, the usage of sustainable materials and production methods is needed. There in a 'recyclable material cycle' should be adapted, instead of a 'traditional material cycle'. New methods and techniques should be developed with multi-disciplinary design approaches to produce creative and high value-added products in the name of fashion and sustainability. This is seen as one of the more effective solutions. This study aims to show that production scraps can be transformed into timely clothing designs with samples. The fabric scraps from different brands were turned into unique clothing designs with up to date trends by designer. In the practices completed while following the design process, collage and patchwork techniques were applied depending on the characteristics of the scrap fabric, artistic figures were hand-stitched onto the design. With this study, the scraps that get thrown into dumping grounds and damage the ecosystem can turn into ethical and economic benefits for the manufacturer. How to choose new high value-added products and create an awareness of social responsibility is also shown with examples in this study.

This study aims to develop contemporary fashion designs from the unique Yao minority costumes and to explore the possibility of developing creative designs by using knitting materials. The research method is based on the cultural clothing and costumes of the Chinese ethnic minority, as well as literature concerning the Yao costumes and photo data to investigate the cultural background and characteristics apparent in Yao costumes. The overall design characteristics of Yao costumes are as follows. First, the shape of Yao costumes are divided into straight-lined short tops with pleated skirts or shorts, or cardigan tops with pants and aprons, or long shirts, pants, and a belt. Each variant of tribal clothing is different. Second, the colors used are mainly black or dark blue, and these are accented by other colors, such as red, orange, yellow, green, blue, and white. Third, the clothing patterns are mainly in plant, animal, natural, geometric, and human, etc. motifs. The most common patterns in daily life are the patterns using geometric shapes, plants, or animals. Using the background of the unique lifestyles of the Yao ethnic minority, this study applied hand knitting and jacquard techniques for a knit fashion design. In order to develop traditional patterns, Yao patterns were entered into an Illustrator and SDS-ONE APEX3-4 was used for simulation. Using wool fibers as the raw material; the knitting machine used a Bird's eye Jacquard technique-10GG. The results of this research and design work were as follows. First, the knitted clothing design using Yao clothing elements has significance for the development and flexible use of ethnic elements in contemporary creative design. Second, the straight cut design using hand-knitted and jacquard-knit fabrics can minimize waste materials and provide more possibilities for sustainable design development. Third, it provides additional methods for the combination of hand-knitting and jacquard knitting fashion design.

This study investigated (1) present modes of parent education in the kindergartens, (2) mother's level of and need for knowledge about child development, child rearing and related areas, and (3) the variables that related to mothers' needs in these areas. The subjects of this study were 80 teachers and 674 mothers of 21 kindergartens in Seoul. The instruments were two questionnaires on a 4-point scale. The questionnair for mothers was composed of 86 items, and that for teachers was of 14 items. The data were analyzed with frequency, percentage, mean, standard deviation and multiple regression. The results showed that (1) The most common type of parent education was techer-parent conference and newsletter. The contents and methods of parent education was mainly decided by the directors in consulation with teachers. (2) Among the six general areas, mothers had most knowledge abut modification of child behavior, but their most felt needs was knowledge about child development (3) Need assessment based on item analysis revealed, in descending order, felt needs for knowledge about creative development, observation techniques, social developement, saftey and first-aid, and ways to stimulate educational motivation. (4) The variables that predicted mothers' felt needs were the birth order of the child, mother's experience in parent education, family cohesion, adaptability and communication.

Objet, which showed up with the art of 20C, is now an important element giving a creative idea to fashion designers in modern times. The purpose of the study is to review how the objet technique was paid attention and recreated in the fashion, through the analysis of works, and the formative features of each technique for fashion, in order to identify the connection of arts and fashion, and the position of fashion as art. The techniques using object appeared in the 20th century fashion are as follows: First, papier-colle, which is adding printed materials onto the surface, is such a technique that adds cut-feeling materials to impose a new texture, or arrange again the cloth-cuts to create a different clothing from the existing one, which went to the extension of materials in the fashion. Second, collage of daily materials expresses directly and emotionally through direct presentation of the objets. Especially, collage of patch-work is reproduced into a new fabric depending on the objet used, giving a standing over the form. Third, ready-made which presents the material meaning only of the objet expands the range of objets which could be used in the fashion by introducing the daily materials having a meaning itself as a fashion. Forth, an attempt to approach to the objets of popular image by designed techniques come out in modern fashion as a graffiti look or a typography look, making the clothing itself an objet to transmit a message directly to the masses. Introduction of various objets and development of expression technique brought out the diversification of materials, and enrichment and extension of expression sphere, which resultingly spreaded the freedom of expression and progressed into the art sphere, making a direct motif to solidify its standing as a formative art.

The purpose of this study was to develop contemporary Qipao design that emphasized creative feminine beauty with a unique sense beyond the concept of traditional Qipao design. This would be achieved using the expressive technique of human liberation from the oppression of the unconscious world a supported by surrealism. Using existing literature and previous research, surrealist expression technique used in fashion were investigated and analyzed. The results are as follows. First, the possibility of new and original design beyond existing surrealistic Qipao design was demonstrated through various realistic surrealism expression techniques, such as dépaysement, objet, and trompe-l'œil techniques. This occurred by exploring various unconscious world out of fixed ideas and through expression techniques of surrealistic fashion such as imagery of body parts, metaphorical expression of objects, and position deformation and illusion. Second, Qipao design that combined objet and attempted ordinary escape by combining isolated body parts (such as hands, eyes, and lips) within the composition combine with surrealistic expression enabled various and fun surrealistic fashion designs to emerge. Third, the metaphor of surreal lips and eyes (mainly used in works of this study) presented a unique and extraordinary combination of images in accessories and partial design that used the dépaysement technique. Thus, it was possible to expand surrealistic expression by including LED wire.

With the rapid development in computer hardware and software in recent years, the contents and methods of teaching English have been altered greatly. The use of multimedia and the Internet as a means of language teaching is increasing as information technology accelerates. Using multimedia and the Internet in language teaching allows teachers to have more time to devote to interacting with their students. Above all, it arouses in students the motivation for learning and enables each student to study with the speed commensurate to his/her own ability. Both teachers and students can choose their own style that is most efficient for their classes. When students are efficiently stimulated through visual and auditory materials, they can be more easily motivated to utilize and develop creative techniques by using multimedia and the Internet. Thus, in the information age, it would be desirable to innovate the existing concepts of lineal education and allow more student-centered lessons to more readily expose students to contents and experiences according to their own demands.

Recently, innovative medical services are fast emerging, which include customized medical services based on bio-informatics, composition of cure and well-being exploiting ubiquitous technology, hospital supply chain management using RFID, and so forth. However, conventional approaches for new service development hardly give us systematic model to analyze and produce creative medical services. Because most of them are static and concentrate on microscopic tools or techniques. Thus, it is highly desirable to suggest an integrative framework to organize the whole transformation process from technology to medical service. The objective of this study is to propose a medical service engineering model based on the dynamic innovation theory. The proposed model contains objectives of service system, strategies of hospital, stages, activities required to deal with medical service life cycle, which incorporates the acquisition of new technology, transformation to the product, penetration into market, and adoption of consumers. In addition, the usefulness and applicability of the newly proposed model are provided using catholic medical center example.
